Reporter across the city, there are construction sites that are just about abandoned with crews just having a few hours to secure them before they had to leave. Getting them back up and running again is going to be a little bit more complicated. Something as simple as getting construction crews back onsite isnt simple anymore. How you queue up to get into the buildings, elevators. You can only get three or four people in an elevator to practice the social distancing. So there is definitely going to be challenges around that. Reporter Mike Scribner heads up bci construction. These are photos of the type of work they do inside some of San Franciscos premier office towers. On existing projects, managers have been painstakingly organizing how crews will work under modified covid19 conditions. Hand sanitizer wash stations would be, in addition, you know, one person per 500 square feet. So its really its kind of a dance that we have to do. Reporter among other businesses that will be allowed to reopen, car washes. And in real estate, some rules are relaxing. Realtors excited theyll have the chance to actually show clients a home for sale. Talking about county parks, open space, talking athletic fields and golf course, skate parks with social distancing protocols for activities that use shared equipment. For example, tennis. The rules differ county to county. We mention golfing is going to be allowed. Of course, theyre scrambling to find out the best way to keep golfers safe. A golf course in san jose was hoping to reopen tomorrow. Thats not going those running the las lagos golf course is still working on a protocol that they feel would protect like social distancing. The new goal is to reopen come wednesday. San franciscos presidio golf course is ready to reopen tomorrow to eager golfers. The Presidio Trust opened the 125acre course as a park. It became very popular. Now its ready to revert back to the regular golf course. People who had been enjoying the park say theyre sad to see it go. Even though some restriction also be lifted tomorrow, there are plenty of things you still wont be able to do. Nbc bay areas Marianne Favro reports from san mateo. Reporter take, for example, playgrounds. As much as parents need to get kids out of the house, playgrounds are still off limits. No matter how hot it gets, Community Swimming pools wont be operating. And dont put away your free weights. Gyms will remain closed. Dog parks and playgrounds are still off limits, and you cant schedule any playdates for your kids. Even though some day cares are opening in a limited to chimp of essential workers. And dont rush to your favorite restaurant for did night. You still wont be able to be seated at a table. But when those restrictions are lifted, the owner of sapore restaurant in burlingame is ready for customers. He has even installed plexiglas between tables. I used to sit downstairs 64. I can sit 30, 32. He also plans to stagger reservations and even serve bread in a new way to limit handling. In San Mateo County, Outdoor Recreation will have a specific rule of thumb. You are limited to a tenmile radius of your home starting tomorrow. Take a look of video in pacifica this weekend. Until now, people could only be there if they lived within five miles of the beach. To be clear, you can still enter San Mateo County for essential travel or if you have an essential worker, but county Officials Say anyone looking for outdoor rebel croatian must stick to the ten mile from home limit. And we are told police will be enforcing this. Also, tomorrow San Jose International is requiring face covers from employees and traveler, joining sfo and oakland international. Most airlines will soon require masks on board flights. Tomorrow, nearly half of the country is loosening stay at home restrictions. The states in green show where partial reopening is happening. The yellow states where reopening is planned. And the states like california in orange have no plans to reopen at a statewide level. Only one state, south dakota does not have any kind of stayathome order. As states ease restrictions, there are still rules to follow and precautions to take. In florida, a lot of beaches reopening tomorrow. But restaurants are setting tables far apart and printing singleuse men use. Both restaurants and stores are limited to half capacity. And many of the states just because businesses are allowed to reopen doesnt mean they will. Some are choosing to wait until they feel safe. They are alarmed at the large protests of people not following social distancing. Its devastatingly worrisome to me personally, because if they go home and infect their grandmother or their grandfather, they will feel guilty for the rest of our lives. So we need to protect each other at the same time were voicing our discontent. And with the nations parks growing more populated, some states are cracking down now. Massachusetts closed at least five parks that were too crowded. Connecticut followed suit as some reached capacity. Happening tomorrow, the California Legislature goes back into session. The state Assembly Speaker has called lawmakers back to the capitol tomorrow to restart a session cut short by the covid19 crisis with shelter in place orders still in effect. Lawmakers are taking exposure precautions. Theyll be limited to one staff member. Nurses will be checking temperatures at the door. Now a handful of lawmakers plan to stay home until that risk is lower. Sick pay for essential workers is among the bill lawmakers have to decide on. President trump is promising a vaccine by the end of the year. He made the comment during a virtual town hall tonight. We are very confident that were going to have a vaccine at the end the year, by the end of the year, have a vaccine. The president added that stay at home orders served their purpose in limiting the u. S. Outbreak. He acknowledged the fears of cases surging again, but also the concerns of people who are taking a big economic hit. Vice president mike pence joined the president for that town hall, and at one point he made an apology. Pence said he should have worn a face mask during a visit minnesotas clinic. Stock futures fell again tonight as traders weighed the reopening of the economy along with tensions between the u. S. And china. The dow has been trending lower this evening. Its now down a little bit more than 200 point, indicating a monday morning decline. The s p 500, nasdaq futures also pointing tootnly critical in th Health Crisis, but this the economic crisis. If businesses are forced to close again, the damage to the market is expected to be dramatic. Nationwide, there are more than 1. 1 million reported cases tonight. In california, more than 53,000. Here in the bay area, we have more than 8600 people have now tested positive for the virus. 309 people have died. More covid19 test sites in the bay area starting tomorrow, include one in East San Jose. The city is partnering with verily, googles sister company, to open a site at the Police Athletic field stadium on south 34th street. Its going to be open on mondays, wednesdays and fridays 9 00 a. M. To 3 00 p. M. Up to 250 tests will be available on those days. Tests are available to anyone who is symptomatic according to state guidelines. The East San Jose is home to a huge concentration of a very diverse community, but a very crowded community where were very concerned that there might be an overconcentration of corona, covid19 cases. And so its important to make sure that we have testing. Its not just san jose getting a new test site. One is going to be opening tomorrow in san rafael. Now on tuesday, one opens in santa rosa, another in petaluma. Its part of governor newsoms plan to add 80 new test sites across the state. Even with some restrictions lifting, the push continues to reopen california completely. That was the scene in vacaville, a community that has not been shy about wanting life to get back to normal. Protesters waving flags, carrying signs. They want local officials to lift the stay at home orders that people go back to work. Organizers say they plan to make this a weekly rally until the state gets back the normal. Some businesses in vacaville opened early in defiance of the state order. Roads leading in and out of the city have been blocked to all nonessential vehicles carrying more than two people. Gallup is a modernday trading post on the outskirts of the Navajo Nation which has more than 21 cases. New mexicos governor invoked the state riot control act and ordered gallup residents to stay home over the weekend. And that took many by surprise. Its a little bit shocking because youre not ready. Now people are just going to go to albuquerque, winslow, holbrooke, flagstaff to get their other stuff now. Now you just spread it even farther. Why not keep it here where we can keep it under control. Gallups mayor says the lockdown is going to end tomorrow, but the governor could extend it. As states relax restrictions, there is a new warning that covid cases and deaths will only get worse across a big part of the country. Nbcs kathy park has this report. In worcester, massachusetts, the top doctor at umass memorial reported 107 patients in his icu friday, calling it the worst day weve ever had. Cases continue to climb in new jersey, but hospitalizations are down. Today Governor Andrew Cuomo announced hospitalizations dropped below 10,000 for the First Time Since midmarch. During the height of new yorks outbreak, we met doctors fighting to save lives. Gilead received emergency use status for remedesavir last week. A large study showed patients who received the medicine were discharged four days earlier than those given a placebo. Elsewhere mid 40s to start the day. But our afternoon temperatures will be rebounding pretty nicely. Mostly sunny skies. Still 60s from San Francisco. Some 70s closer to oakland. Mid70s around san jose. Warmest places out towards antioch and up around the north bay. Numbers tomorrow approaching close to 80 dress. Now notice no low clouds, and not much in the way of any rain chances. Those are staying way off to the north that is the futurecast that keeps going. You dont really see a lot of clouds heading into tomorrow night. And that is High Pressure building in over the next few days. You can see how the temperatures ramp up for places like yountville. Look at the temperatures thursday, friday into saturday. Upper 80s and low 90s possible, and other locations including out around the trivalley. Livermore too on friday. Were expecting those temperatures that could be into the low 90s. Now the backdrop to all of this, you might have noticed there is a few more spot fires and grass fires lately as the warm spells are two to threeday mini heatwaves arrive. The greater context is that things are much dryer this year courtesy of the Drought Monitor. You see severe to extreme drought in parts of the north bay and far northern california. Same time last year. It was a very different story. We still had rain going through the month of may. So the Drought Monitor a with career ago looked like that. Contrast that to what were seeing now. So we have to watch these systems as they drop over the region. Were going see warm and dry conditions. But we dont the its going to be too windy, at least as we get into the hottest days telephone week that will be friday and saturday. Notice that high holding strong. As we head towards next weekend, we should begin to see some cooling. The breeze will start to pick up as we head towards next sunday. And if youre hoping for rain chances right now, still in the extended forecast, its right there. Sunday into monday, maybe a chance of seeing some showers out towards the north bay. But in the meantime, the forecast ahead looks a lot more like summerlike heat for inland locations. You see San Francisco soaring into the mid70s downtown, possibly a little warmer than that for friday. Friday right now looks to be the hottest day of the week. Not just for San Francisco, but our valleys. Youll see the numbers over the stretch of three day, upper 80s to low 90s. And we could be nearing some records on friday. It happened early this morning at south delaware street and ninth avenue. Officers arrived to find the man lying in that street. The 58yearold san mateo resident had been hit by a car and pronounced dead at the scene. Investigators have few leads, which is excite theyre asking for anyone to step forward with useful information. Two people are dead after a confrontation in san jose ended with Police Shooting and kill manning. It happened this morning about 8 00 two blocks from the sap Center Downtown san jose. Police say they got a call a man had been stabbed in the middle of the street near an encampment along the Guadalupe River trail. Al some point police say the stabbing suspect turned and moved towards the officers, and that is when three officers opened fire killing the man. The stabbing victim also died. No officers injured. The officers who fire their weapons were placed on paid administrative leave which is standard procedure. Newly wednesday went from the honeymoon suite to a jail cell. A young couple from sacramento were arrested for ignoring hawaiis quarantine mandate. This is a picture of the new bride. Not the picture she wanted to show from her honeymoon. Andrea hadley, the most stressful part is imagine what would happen to their kids if both she and her husband got sick with covid19. For me it was the building up of the anxiety sorry. I just need the take a minute. Reporter she is a hospitalist with Spectrum Health in grand rapids, michigan. Her husband an intensive care doctor. The day it really hit her is when the hospital stopped allowing visitors. We all understood it was necessary. But thinking if our spouses get ill doing their job or friends or colleagues, we wont be able to visit them even if theyre dying. Reporter a few days later, she called an anonymous support line just for doctors. Welcome to the physician support line. Reporter dr. Mona massood, a psychiatrist from philadelphia created the line when she started hearing cries for help on a Facebook Page for doctors. People are starting to say is anybody else feeling a lot of anxiety about going into work . Am i going to give it to my family and my friends . And i cant tell society because theyre calling us heroes right now, and i actually feel like a coward. Reporter psychiatrist dr. Mita help herd launch. Physicians feel guilty when they ask for help. And so were trying to break that barrier. This is dr. Gujan. How can i help you . Reporter more than 600 licensed psychiatrists across the country now volunteer to take shifts. As psychiatrists, were not able the work on the front lines in the icus, but we all wanted to help in whatever way we could. Reporter i joined a zoom with four of the volunteers. Apologizing for calling. Were hearing a lot about the anxiety, the distress, the feelings of isolation. Reporter some calls last over an hour, and it matters that theyre talking with another doctor, a peer. We have some sense when they talk about it in a medical way what theyre going through. I think that they appreciate that. Having an outlet is essential. A recent scan of social media posts from 25,000 Health Care Workers found a notable decline in their wellbeing. Some enough people. What do you tell doctors who are feeling that way . We have to ground ourselves as much as we can in the moment and realize that we are doing what is in our power, how we handle ourselves is something that we can have some control over. Reporter dr. Hadley has encouraged doctors on her staff to use the support line too. If we dont take care of ourselves, then we wont be here to take care of our patients. Kate snow reporting. The pandemic is costing the Airline Industry hundreds of billions of dollars this year. Air travel is down about 90 . Experts say when people do start flying again, youre going see the biggest changes since 9 11. American, united and delta are just some of the airlines that will soon require masks for passengers. We could also start seeing things like Health Screenings before boarding. It could mean a temperature check. Im not sure how this could work be, threw could be a blood test. Also, the infamous middle seat could be a thing of the past. The Supreme Court is back to work tomorrow after taking a twomonth hiatus because of the pandemic. The justices wont gather in the courtroom. Theyll instead listen to oral arguments via a telephone conference call. Lawyers and members of the court will dial in for the first time ever. Lawyers will provide Opening Statements and justices will ask questions in order of seniority. One of the cases on the docket involves access to president trumps tax returns. The number of covid19 cases at the santa rita jail dropping. The Alameda County sheriff says three inmates currently have the virus. 30 other inmates had it. Theyve since recovered fully. Two members of the jail staff are battling the virus right now. On march 1, the jail had nearly 2600 inmates. Right now there are fewer than 1800. What exactly is stricter enforcement, and does it vary by county . Quarantine fatigue has the attention of local Police Departments, but some are acting more aggressively than others. Here is senior investigator stephen stock. Reporter its a question with a variety of answers. Is the primary job of a Police Officer during these times to Issue Citations and arrest violators . Or is it to educate and edge courage compliance . We found that in the data, the answer to that question varies depending on which agency you ask. In san jose, officers went door to door to businesses deemed nonessential, telling the owners they needed to shut down. Police here have received more than 1700 complaints from residents that others arent complying with the stay at home orders. Obviously, we want people to comply with the order, and were doing that. Reporter eddie garcia is chief of san jose pd. And were really practicing an educational approach. Our Police Departments are going to be the ones holding the bag. Were not too judicious in the way were handling these things. Empathy as well. Reporter a review of data from every large Law Enforcement agency in the bay area reveals lots of empathy. Despite there being almost 6600 complaints of people violatingl rosa. And a total of 17 citations combined overall. None in many jurisdictions, including oakland, berkeley, fremont, sunnyvale and vallejo. Three citations issued by Alameda County sheriff. Six by santa clara sheriff. San Francisco Police and San Jose Police have each issued two citations with another case in san jose going to an attorney for review. Some might say oh, san jose is being soft. Their bark is worse than their bite. What would you say to them . I would say i would hope that anybody would like their Police Department to be practicing the empathy that were practicing with our community right now. Reporter the one jurisdiction that stands out, Santa Cruz County where the city Police Received 2r ed 259 compl issued 24 citations and actually arrested al people. Santa cruzs sheriff has received 521 come plarngts arrested no one, but has issued 232 citations. Our plan was to do about seven or eight days of education and warnings and trying to get people to comply with the order. Reporter Santa Cruz County sheriff jim hart says the vast majority of people have complied, but he wants to send a message to the small percentage who refuses to follow the rules. I directed my personnel to take a real strong stance on that, and to hold people accountable who werent honoring the order. And so they went out and issued a lot of citations to quite a few of the local people, but quite a few were to people who were from out of the area. Reporter legal Experts Say Police have to strike a balance between strict enforcement and Public Education about a Health Crisis that no one has experienced before. I think its very important that they walk reporter ronald tyler, a professor of stanfords criminal defense clinic says during this time police should be educating rather than ticketing or arresting. What we ought to be doing is looking for more ways to solve this as a Public Health issue. Not as a Law Enforcement issue. The main concern is the egregious violation reporter Robert Weisberg is codirector at stanfords justice center. My guess is they will only make arrest, actual arrests if people are refusing initial order to disperse. Reporter now every agency we spoke to stressed the primary importance of educating first and enforcement only as last resort. But as nbc bay areas Garvin Thomas shares with us, there is Something Else we are losing, something were going to need in the coming months. Thousands across the country took to streets and n a show of defiance against stay at home orders and social distancing guidelines. Still, judging from the response online to many of these protests, patience is running low on the other side of this divide as well. Polls show a majority of americans want to stay the course, if that is the alternative means second and third waves of pandemic, perhaps Even Deadlier than the first. There must be a sweet spot, though, where health is protected and commerce promoted. The problem is if there is, it is a constantly moving target. What is right for today might not be right for tomorrow. We may be in for months of easing and strengthening restrictions as the case numbers ebb and flow. How can we best handle that . Well, one of the best things we can do is to find that patience so many of us seem to have lost. To understand that almost every american is suffering in some way. There are the tens of thousands who have died, leaving ten times that number in mourning. There are millions who are unemployed or at risk of losing a business. They say they just wanted to give folks in need a nice meal to remind them they matter. People have gone without paychecks now for six weeks. And were offering them quality food, homemade pastas, house made sauce, quality salads. Several other local businesses partnered with italian colors to make today such a big success. Steadily each of the next few days were going see the temperatures climbing to summerlike levels, both inland and around the bay right now. Its kind of a chilly night around the bay area. Weve got temperatures in the mid 5s around san jose after highs were in the low 70s. Since we cant go there, i thought we would take you to the South Lake Tahoe area. Right now 36 degrees. Pretty fewview from the resort at squaw creek. The sierra seeing temperatures in the 30s. You may not have to head to the sierra to wake up to temperatures in the 30s. Were also seeing numbers in the upper 40s around santa rosa. Lake county tonight actually has a frost advisory in effect. A chilly start to the morning. Mid40s elsewhere as we begin the day with mostly clear skies. Enid though were starting off kind of chilly, pretty nice rebound to the temperatures by the afternoon. Youll see highs in the mid70s around san jose. Actually pretty close to 80 degrees for antioch and brentwood for the afternoon. 70s near oakland. 60s at least for now closer to San Francisco. The trend moving forward will be less of the ocean air conditioning. A few high clouds pass big during the day there. As the storm track moves off to the north, High Pressure is settling in. And look how the temperatures really start to climb. The second half of the week, thursday, friday into saturday. Yountville, 91 degrees. And temperatures even around palo alto down into the south bay. Pretty close to 90 degrees as well on friday. Thats something were going have to watch. If the inland valley such as inland contra costa, solano see low to mid90s possibly out towards fairfield, its not out of the question. We may see heat advisories issued later this week. But for some of these restaurants survivoring on the margins, delivery apps take too much of a cut, but the technology is more than owners can navigate. This is where aaron lim comes in. Chinatown has a special place in my heart. Reporter volunteering to pick up food delivers for family and friends. He can tick a couple of box, bring food to people and drive more business to chinese restaurants. The past couple of weekends, ive been picking up orders from my favorite chinatown restaurants. Lim started with a few orders. But as will happen with good deeds. Went from 30 orders to 50 orders, and then this past weekend i delivered over 70 orders to friends and family around the bay area. Literally coming to a restaurant like the porkchop house and ordering meals and delivering it to friends and neighbors is an incredible grassroots effort.
