They showed maps and charts of where people can go to get tests. We have enough Testing Capacity today for every state in america to go to phase one f they meet the other criteria of 14 days of cases and sufficient Hospital Capacity to prepare for anything that may occur. President trump talked about how he is increasing fund ping for the paycheck protection program. He is hoping for a vote tomorrow. We have talked about it for weeks. New numbers give us a look at what is going on. Check it out, april 14th of last year, tsa agents screened 2. Million people in the united states. One year later, april 14th this year, ajens screened 87,000. This is the lowest number travel day in history. The same story in sfo. The numbers track flights. On a typical day, april of 2018, 1200 planes took off and landed, and april 7th this year, 463 planes in the airport. That is a twothirds drop. The feds have been in the pandemic, and the political analyst joining us now. Lar rir larry, lets talk about california. Years, its been ascrccruing a Rainey Day Fund and that will can be the brink of being used up because of the crisis. Not only that, jess, the 21 million is likely to be just a down payment on the amount of money the states going to be in the whole when we rewre said and done. We are good at getting money when people are working. That is where we get personal income taxes and sales taxes. And 70 prant of the general fund. Sales tax cohns for 20 . When people arent working or buying things, were not selecting that money. And that means we dont have money to give out. Okay so then whats going to happen Going Forward in all the money going out, we have no money coming in. How does the state recoop that . And how far do you theys going to be . A couple months or whats going to be the ramp up then . Youre asking all the right questions to which we have absolutely no answers. But we know this much. Generally speaking out of the general fund, education k through 12 and Higher Education gets 50 match that is about 75 billion a year. About 25 goes to social services. That is about 42 billion a year. That money isnt there right now because its not being collected. We dont have, the schools and social welfare programs will get next to nothing. Less than they are getting right now. The National Governor association has asked, really begged for the federal government to hand over 500 billion for a chunk on which goes to california. So far, one, two, three, and this week, four programs all given money for various things ranging from airlines, all the way to Small Businesses and individuals, nothing to replenish the states not getting incomes. What can be the states then do when they approach the federal government to say they need to replenish some things n terms of medical cost. And this is going to be every expert says this is a long hall and haul and when we live the restrictions, we will have the social distancing restrictions. Restaurants and everything else, they are at half capacity if that. If at that, as we heard, to its not a mat ore of a light switch. It will be a slow roll out. That means all that time, not as many people will be working, not adds many people will be buying things and what not. Now, the good news is, we have the 21 billion rainy day fund. We never thought it would be used for this but here it is. It will plug the hole up to some degree. We will be up for 20 billion, 30 billion. It will mean dramatic cut backs unless the federal government comings up with a rescue package. Its what they have to be begging for now, to come on next time, please consider the states because we have done everything you have asked of us. We have closed down everything and opening up, we have a great big hole that needs to be filled. How does it trickle down to the local governments in terms of the money they need . If the schools dont have their money, they have to operate with less. It means larger classrooms. Irt means an abundance of things we dont like. If local governments dont have money for the social welfare programs, it means child welfare. State hospitals, county hospitals, all the things that we take for granted funded by the state largely wont be funded very well. Everyones going to have to suction their belts and it will not be comfortable. A grim reality, thank you, larry.
