By comparison, it costs the city about 7. 5 million a year to steam clean the streets. It is an ongoing problem. Tomorrow we get the rain fall starting to develop in the north bay down to San Francisco. Heres what we know about the storm right now we are looking at this impacting all of the bay area. Also low snow for the bay area and the sierra down to about 1,500 feet. Totals could be as high as 20 inches. If youre headed to southern california, also heavier rain there. The man who lived with the possible bomb suspect is still upset today about the broken windows and damage done to his apartment by police after San Jose Police forcibly arrested his roommate and then searched and found what were described as several improvised to a pipe bomb found earlier in the week at nearby oak grove high school. John says the equipment seized was part of a homemade still used to make moon shine liquor, not bombs. Theyre making him out to be ted kahzin ski. Hes not that. Thats what Union City Police want to know after two young boys were shot and killed outside killed just 11 and 14 years old. Happened early saturday morning. Today the mother of the 11yearold visiting the growing memorial for her son and speaking in spanish told us that her son took her van without her even knowing it. [ speaking Foreign Language ] she says nothing is going to bring him back to life and she cant believe he is gone. Union city police havent made any arrests but are trying to figure out if the deaths are gang related or tied to another shooting less than half a mile away. Students voicing concerns today. They say the school is to blame over panic over an active shooter hoax on campus. That hoax started last week when an Instagram Post of photos of guns and the college there. Quickly spread triggering the lockdown. It took nearly an hour to tell students there was no danger. It was panic. It was terrifying. I didnt know what was going to happen. I didnt know if i was about to get shot, if my life was at risk. I wanted to come out and hear and let the students know that we do care about them and their safety and security is key to us. And president donahue acknowledges there were communications glitches and promised improvements. A demonstration aimed at getting oakland to address the homeless crisis ended with protesters in handcuffs. The store owner tells me he had the buzz the crooks in before he knew they were crooks and before he knew it, he had a gun to his head. He says robbers pointed a gun at his hand and took a 100 pound bag of jewelry. Minutes later he was chasing them armed with his own gun. When they ran out the door, i ran after them. They shot at me, i shot at them. But i got m back. One of them ended up flying into a home and hitting a man inside. He was taken to a hospital in stable condition. The store owner says the robbers were taking his livelihood away so he did what he thought was best. You wont do that again . Probably will. Im that dumb. Reporter police urge against it saying everyone got lucky because no one was killed including innocent people. Almost a month after that teacher at Milpitas High School came to school in black feed, he remains on leave. The school placed carter on administrative leave with pay. In an exclusive interview with us, carter apologized and expressed regret. Since then milpitas has implemented changes. Last thursday they met with the black Student Union leaders to discuss future initiatives. The school has not said whether it will allow carter to return. Reporter delgado says the man accused him of throwing away his lunch and then hurled towards him. Three years later, delgado is still recovering. How many surgeries have you had so far . Four surgeries. Ill need another surgery to put in a thicker screw to hold that up. Whats it been like going through this . Hell. The man accused of assaulting him was banned from riding b. A. R. T. After the attack. But delgado tells us that was never enforced since he continue to see the man at b. A. R. T. Stations. He wants more officerstops and. Its dangerous out there. It shouldnt have to be. You shouldnt have to feel scared to ride b. A. R. T. Or any public transportation. Yet we are. Reporter we obtained and reviewed thousands of Police Records and learned the location of delgados attack. The b. A. R. T. Station at 16th and mission was the site of at least 44 Violent Crimes over the past five years. Its actually the third most dangerous b. A. R. T. Stop in San Francisco. First is civic center followed by its neighboring stop powell street. We discovered more than 1,800 Violent Crimes were committed all across b. A. R. T. Coliseum stop in oakland is the most dangerous with 154 Violent Crimes. Followed by fruitviale, may fair, and west oakland. We learned the top five most dangerous b. A. R. T. Stops are on thast bay. Are passengers safe on b. A. R. T. . Yes. Ed alvarez is b. A. R. T. s interim police chief. Hes been in the position since may. He spent the past two decades working his way up the ranks. If youre saying b. A. R. T. Is safe but passengers dont feel that way, doesnt that mean your Police Department is frankly failing at its main job . Unfortunately stuff happens and it comes on to our system. To explain how, the chief showed us a weeks worth of crime floted around San Francisco. This is all the crime that got reported to San Francisco police in the area surrounding the b. A. R. T. Stop. But heres the crime that took place inside b. A. R. T. We have seven calls for service in one of our busiest stations in downtown San Francisco when they have 570 in the same area. So, it gives you perspective of the number of crimes we get in our system. Just because theres surrounding crime here in San Francisco doesnt exactly excuse what happens on b. A. R. T. So, we showed the chief what we found and asked what he plans to do about it. Here is a guy who was wearing a mask trying to get on the tracks. This one shows someone holding a knife. How are people supposed to feel safe when this is what theyre seeing on b. A. R. T. . Unfortunately, we cant have officers on every stage in every station. Its not feasible. We dont have staffing to do that. Its us continuing to do efforts and continuing to be out there and increasing presence t. Way we do that is by hiring more officers. Right now the department is home to 176 officers even though b. A. R. T. Is budgeted to have 14 more. Whats been the problem in hiring more officers . Everybody in Law Enforcement in the area, state, and country are looking in the same pool of candidates were looking for. Do you have enough officers to protect passengers . No, we want to have our Police Department up in the 300s if we can. Some would be alarmed to hear the b. A. R. T. Police chief say you dont have enough officers to keep people safe. I think if you ask any police chief across the country, well always tell you well never have enough. What do you think the Department Needs that could make a substantial difference right now . A thousand police officers. I could put officers in every station, train, parking lot. A thousand more . Absolutely. The more i have the more i could do. So that obviously is not realistic. So, if that doesnt happen, people arent going to see a change . Theyre going to see a change because were going to continue to hire. If we can stick to our fiveyear staffing analysis which is 96 officers, if we can get that in those five years, we can make a huge dent into crime. Do you think thats realistic . Absolutely, absolutely. That is if b. A. R. T. Gives him enough funding to make those hires. But putting more cops here at b. A. R. T. Stations is definitely something weve heard a lot about from riders. Were vulnerable. Youre worried about your own safety . Yeah, my safety and someone else on the train. I always think about it more than ever before. When it comes to the question of whether youre safe on b. A. R. T. , this depends who you ask. Show of hands, how many of you have felt unsafe while riding b. A. R. T. About half . There are some riders who feel perfectly at ease on b. A. R. T. , no safety concerns at all. No, never. Nancy asked us to hide her face but she wants you to hear her story about a parking error that cost way more than she expected. Parking is getting less and less every day. Driving around in circles for a while. Parking is partly a privilege. I get a lot of parking tickets. But mostly just a problem. San franciscos a mess. Parking isspecially scarce neaknl parked where she shouldnt have one night. Somehow i didnt know it was a driveway we were blocking. Police had the car towed. The next day nancy and her mom went to this tow yard to retrieve the toyota rav4. The police wouldnt let them tag it. The only name on the registration was her dad and he died in january. Its a complicated process. We had to get the loan transferred to my name. She spent two months ironing out the paperwork. Two months is the typical time line to modify a title. When nancy was cleared to pick up the rav4, the towing company handed her a huge bill. We had to pay 4,800. The tow y 90 a day for two months. All they cared about was the bottom line and they were not empathetic towards my situation. We asked the tow yard to review nancys case. It declined. State law does not cap towing and storage rates but cities can. We wondered how much the cost of getting towed varies around california. So, we called 2 dozen cities around the state to find out. The rates are all over the map. Storage ranges from 32 a day in baker field to a maximum 100 a day in oakland. The base fee varies even more. On the low end 168 in palm springs. On the high end 537 in San Francisco. The disparities in these fees obviously suggest theres something strange going on here. David chu told us its time for the state to reign in fees. He sponsored a bill to limit towing authorities and the fees they allow. The storying of individuals who might have made a mistake for a split second when they parked their car on that street on a particular night that then spirals into thousands of dollars in debt and economic disaster, thats what i have a real problem with. Our database of consumer complaints contains hundreds of viewers who are upset about towing. So, why is it so expensive . We asked the Tow Companies lobbyists. They noted high costs for land, labor, security, and Regulatory Compliance but declined to talk on camera. We also wanted to know why oakland storage rates are the highest we found in the state. So, rain deficit right now about 1 1 2 to 6 inches. So, what about that rain . Lets focus right in on the time line. You can see as you move through 2 00 p. M. Tomorrow we get the storm dropping down from the north. I think well have rain in the north bay for the afternoon. Then by the evening hours it quickly moves to the south with very heavy downpours possible for the peninsula and east bay at 7 30 and makes its way to san jose. Well see the main storm front push out. Pockets of instability. Possibly a little bit of hail. And look at this, low snow for Mount Hamilton and widespread coverage of snow for the sierra. The rain totals, all of the bay. Notice for the peninsula north bay, east bay, youre in the orangish color, thats 3 4 of inch possible. For the higher elevations, looking at one to possibly 2 inches of rain fall. Sierra snow, the best time to travel in case you missed is from tonight into 11 00 a. M. So you can beat the storm. Right into thanksgiving were looking at totals that could be up to 29 or 30 inchs in kingsville, maybe encounters snow as low as plasterville and koufax. So, low dangerous conditions.
