We begin with two boys gunned down in a School Parking lot. People in union city are in shock after the shooting woke them from their sleep. The victims just 11 and 14. Could this stunning crime be linked to another shooting . Today in the bays Marianne Favro has the latest. Reporter a candlelight vigil gr grows in union city. The parking lot lit erred with shell casings, a painful reminder of how they died. We heard the loud gunshots, my wife she was very scared. Even one of my sons couldnt go to sleep after that. Reporter Union City Police say two boys ages 11 and 14 were sitting in a van in the School Parking lot when someone opened fire on them, killing them. There were several gunshots in the van, several casings located at the scene. Police are investigating whether this may have been a gangrelated shooting. They are also looking into the possibility the homicides are related to a double shooting of two men wednesday, less than a half mile away. Until we get more information as to the motive behind what occurred, you know, were going to continue to patrol that area heavily. Reporter dozens came to the scene to grieve, including Council Member patino. Its close to home, i have a teenage daughter and she happens to know the victims. Reporter hes hoping someone who knows something comes forward. Speak about these two young lives that are lost and two families grieving right now, lets send our prayers to them and lets think about them and lets get these guys caught. Reporter Marianne Favro, nbc bay area news. New this morning at least one person is under arrest after two sideshows last night in oakland. It happened around 10 30. The opd helicopter helped find the driver who tried to flee officers at the sideshow at 42nd avenue and international boulevard. He was arrested and this car was towed. Another car was towed and several other people were taken into custody after throwing bottles at officers at another sideshow at 66th avenue and coliseum way near the coliseum. Oakland pd has extra weekend patrols to try to prevent sideshows in the city. Happening now, crews have shut down lanes on the bay bridge. Here is a live look for you at 11 00 last night caltrans closed three lanes in both directions for maintenance. The closure lasts through 9 00 this morning. Just before midnight tonight two eastbound lanes going out of the city will close through 5 00 a. M. Tomorrow morning. The game of the year could be happening at levi stadium tonight. The winner of tonights game could be the number one seed heading into the playoffs, were assuming the 49ers get into the playoffs, this he would be the number one seed in the nfc. The 49ers defense will have their hands full trying to contain Aaron Rodgers who is considered by many to be one of the greatest quarterbacks of all time. The windshield of a car was hit yesterday afternoon at the 101 connector with 156. This may sound repetitive, we told you yesterday morning that a similar attack happened friday night, two people were hurt inside this mercedes and a Carmel High School bus was hit. The bus was full of Football Players on their way to a playoff game in san jose. Well, yesterdays incident marks the 41st time this has happened this year. Investigators say all of the attacks are deliberate but they have yet to find the people responsible. A few south bay businesses are destroyed following a mysterious string of crimes at a san jose strip mall. A twoalarm fire ignited shortly before 5 00 yesterday morning at bonita cleaners on hillsdale avenue. When crews arrived the business already was engulfed in flames. A nearby pizza parlor and taqueria also were destroyed. One Business Owner says firefighters have been to this same strip mall twice already this week. A few days ago we had someone try to break in through the back of the business, that time they tried using fire. Police came out, started investigating. They came back and tried to cause fire again a second time on tuesday. No one was hurt, but because the fire involved a dry cleaning business a Hazardous Materials team was called in. The cause has not yet been determined. No arrests have been made. Stanford is expanding on the peninsula, it now has a new home for employees. The university bought a new apartment complex on franklin street in redwood city, its called the cardinal apartments, fittingly. Earlier this year stanford built a campus in redwood city right off 101. Its first major expansion outside the main campus in more than 125 years. This is what the cardinal apartments look like. Stanford says staff and postdoctoral students will have priority to live there. It has 175 units ranging from studios to one bedrooms and two bedrooms. They are all ready to lease. Inevitably we will get to the impeachment inquiry of course but first we have the fifth debate in the 2020 race this week for president. Can you summarize what we learned . I think what i learned is that the people not named Pete Buttigieg are having a hard time figuring out how to knock him off a peg or two. Look, to me the subtext of that debate was how to spend a message that Pete Buttigieg cant win over africanamerican voters without saying it directly and alienating africanamerican voters or gay democratic primary voters. So you could see that tension that came through and it was all this subtext and bank shot and i think they struggled to have that break through. I think you could see that there is really no leader in the democratic primary, theres sort of three front runners, if you will, in buttigieg, warren and biden, with the open question of whether if biden hangs on to those africanamerican voters is that essentially going to be enough for him . Or is he in danger of losing them at all . Right now that seems to be the biggest unknown that is, i think that is, i think, under sort of that is that is defining this democratic race these days. Chuck, assuming that House Democrats approve impeachment articles without any republican support, to what extent does this kind of vote help the president s argument that the effort has been little more than a partisan witchhunt . Well, it will help his effort with republicans senators, right . If they basically show republican senators, hey, none of your kornt parts in the house voted for this, so how dare you do it. By the way, all of those guys you know, the subtext is they are more the House Republicans are more in tune with the Republican Base than senate republicans. So its also a bit of a warning shot that the president s allies can say. Okay, you go against the base of the party and you know what will happen. So i think a partisan outcome in the house serves the president s political interests really well at least in surviving the impeachment trial. I dont know you know, larry, i have a the larger question i have about this entire process is i still dont know how this has been helpful to the president s ability to win reelection. He may survive this process, in fact, its likely he will survive this process politically, but hes surviving by having a lot of people not defend the merits of what the president did. You know, throughout the hearings joe bidens name has been vilified by the republicans, again and again, we have heard it so many times, even though biden has had nothing to do with the impeachment inquiry. Is his president ial candidacy likely to suffer just from the very mention of his name in the discussions . Or could i posit that the reason why he hasnt faded in the democratic primary race is because every day voters are reminded that donald trump seems to have something to fear with joe biden . You know, i dont know what is more true, that, you know, joe bidens standing has suffered because of all of these attacks, or joe biden would be having a more difficult time in the democratic primary if he wasnt being propped up by the constant reminders that donald trump seems to fear biden more than any other democrat. I think thats one of those i could you know, we could argue it either way. Right now, but the bottom line is i think this has been a net positive for biden in the primary because do you know what none of his Democratic Candidates can do . They cant criticize him for his son making money off of him, can they . And its keeping him in the spotlight. Chuck todd, thanks for your insight. Yesterday was the Ground Breaking for the new Service Center in san jose, its on center road near stone gate park. This is what it will look like. Back in 2012 county leaders found that nearly 150,000 people in Santa Clara County are of vietnamese dissent and that there was a need for the center to help deal with the language barrier and to provide culturally sensitive services. The center is expected to open in 2021. All right. We are fighting hunger in the bay area. Nbc bay area and telemundo 48 are teaming up to do just that. This weekend we are kicking off our annual food drive. Our anchors and reporters along with dozen of volunteers were out at safe ways across the bay area yesterday getting the word out about the annual feed the need campaign. This year we are working with seven area food banks and thanks to your generosity more than 20,000 hunger bags have already been sold. If you want to help all you have to do is pick up a coupon at safeway, have the cashier scan it at checkout and 10 will be added to your purchase to help buy bags of food for those who need it the most. Whats really changing in our community is we are serving so many working people, people who are working in low wage jobs and still struggling to be able to afford their rent and afford food. Santa rosa 33 degrees, it is so cold, napa 35, how do we look compared to the rest of the nation . Here it is. All right. So weve got 44 degrees in san jose, thats not our coldest spot, it should be up through santa rosa 33. When you look at the rest of the nation we are pretty close to being one of the cooler spots. Minneapolis 36, detroit 35, a couple 40s in albuquerque 33 degrees. El paso in the 30s and 40s. Right now your microclimate highs will be actually above normal for this time of year. Once again we will be in those 60s and 70s through the afternoon, about ten degrees above what were supposed to be for this time of year. Expect mid 60s and 70s. We dont have a lot of cloud cover, hazy skies expected through the afternoon but i want to talk about the big changes ahead. We get a trough that drops down on monday. Once a trough drops down we get an increase in offshore winds. Anytime we see an increase in offshore winds we get heightened fire dangers. Starting out mainly for the north bay peak gusts 30 to 45 mile per hour gusts in through monday. The fire concerns will quickly wear off because we have a low pressure system bringing our first rainfall, significant anyway that we have seen so far of this rainy season. Lets go through this timeline. That low pressure system drops down which will drop our temperatures down, its also going to bring a change in the winds. Lets look at the timeline because the models are lining up a little bit better in terms of timing and rain were expecting. I took this all the way through tuesday. Monday still dry, just windy. Looking ahead towards tuesday, look at 4 00, that cold front will move from north to south, santa rosa, san rafael, San Francisco will be the first to see some of that rain. Through 6 00, 7 00 it really begins to spread southward. Now, this is a sold system and its so cold that we may even see the chance of seeing a light dusting of snow for our local mountains with snow near elevations of 3,000 to 4,000 feet. It will be a sight to it but this could mean the chance of seeing possible hail and thunderstorms. Advancing that timeline to 5 00 on wednesday and it looks like the majority of that rain will actually be clearing out by wednesday evening into thursday rather i should say thursday into the thanksgiving day and thats going to bring a little bit less rain for thanksgiving day. Less showers expected but the temperatures, look at our daytime highs, only at 51 degrees. So windy, rain. Do not wash your car. Please dont. You will really going to regret it. Pete worked with jack who has autism when jack was a little boy. The two went their separate ways after that, didnt see each other for years after, until jack showed up in petes life again, this time applying for a job with petes new company, helping those with autism. Pete fired jack on the spot, getting not just an employee, but an idea. Should i do 200 or less . Reporter at the center for social dynamics jack clark is in charge of the toy library, both the budget and the tracking. I make sure that everyone turns the toys in on time and if they do not i give them a phone call or send them an email. Reporter jack has been a Model Employee says his boss pete. Jack they couldnt care less about me, they care about jack. Reporter jack has done more than just kind a job at csd, pete says he has opened the door for others. Jack gave us the green light to work with this particular population with these particular symptoms. From jack then zane came. Im going based off the one i sent to you. Reporter zane was hired last year as project coordinator for csd. Then came will jeffreys as a behavioral specialist. And martin as a clinician. All of them diagnosed with autism themselves as children. So i was diagnosed at age three. I was five years old. I was four. Reporter pete says hiring people with autism to help others with autism has turned out better than even he imagined. Zane, will and martin able to give advice and feedback to their neuro typical coworkers based on very personal experience. I know what im doing. I know about this. Like i have had these services before. They are the leaders of the organization in many ways. We look up to them to provide many, many many answers. Reporter for these young men, though, it may mean even more. A part of them that growing up was viewed as their greatest weakness has been turned into a very valuable strength. I think its a really great feeling. Its being revolutionary. What i really love is, you know, im helping these kids out. Here i am growing up with it, being able to know like how to help these kids out. Its just its a big accomplishment it feels like. Also soviet born businessman lev parnas reportedly wants to testify to congress now that republican congressman devin nunes met with ukraines top prosecutor last year to discuss investigating the bidens. If true, it would mean nunes was involved in the alleged plot that the committee he sits on is now investigating. Nunes denies the allegation and giuliani says his former associate is lying. With public testimony now over House Democrats presiding over the inquiry are weighing their next move and these latest developments. First, where do you think we stand and did the democrats make their case that the president deserves to be impeached . Are you ready for this . I think so. Yes and no. How is that for a firm answer . Yes and no. Not very firm at all. Im going to walk you through this. Look, we say yes, kira, because of a near consensus by just about everyone that the democrats made their case. Most observers believe that the president demanded the ukrainians to investigate the bidens, father and son, for illegal activity in ukraine in exchange for ukraine getting badly needed military aid, from the president s own statements to the corroborations by chief of staff Mick Mulvaney to the near unanimous testimony of various witnesses, the infamous quid pro quo was established, period. Okay. So you said yes and no. What is the no all about . Okay. Fair enough. We say no because the real fight now seems to focus on whether the president s activities and the assistance of those around him rise to the level of impeachable crimes. His defenders will ask were the president s actions so outrageous that he deserves to be removed from office or were his actions perhaps poor, even malicious, but not bad enough to be the first president ever to be removed from office . This debate, this is the core here, will fall heavily upon congress in the weeks and months to come. And i think thats an important part to mention that he can be impeached and not removed. Absolutely. So what is next do you think in the near term . Okay. Upon return from that thanksgiving recess that you mentioned Intelligence Committee democrats and republicans will draft their reports for submission to the House Judiciary Committee. Now, we can expect radically different conclusions, of course, but upon reviewing those reports the House Judiciary Committee will decide whether the president s activities regarding ukraine merit charges. Better known as articles of impeachment. That process will take maybe two or three weeks. Do you have any idea what those charges would be . Yeah, the answer to that question, of course, remains unclear, but we get a feel after a while, with he get a feel of what we might see. An article, for example, charging abuse of a power for the way the president used his office for personal gains, the ability, for example, illegally to get the better of joe biden in the 2020 campaign. An article perhaps charging the president with obstruction of justice for the way that he withheld subpoenaed documents from the congress, thus hampering its investigation. An article charging the president with attempted bribery of ukrainian president zelensky and maybe an article charging the president with witness intimidation for the way he discussed the testimony of former u. S. Ambassador to ukraine Marie Yovanovitch. We dont know. We dont know whether these specific charges will emerge, but they seem to have been discussed and if the majority of the house members adopt any of these other charges for that matter they will form the basis of the impeachment. The official impeachment of President Trump. That case would go to the senate for trial, but we can discuss that another day. And im sure we will discuss that another day. One last thing before you go. Okay. So we have impeachment, we have removal, we have articles and charges, all these Different Things and twists and turns. Why is impeachment so complicated for lack of a better term . And this is really important, i think, for people who arent familiar with impeachment, what its all about. This is the part really that separates the United States from any other countries. When the framers designed the institution way back when they attempted to build a government based on a stable foundation. They didnt want leaders you wishered in, you wishered out of office on whims or fickle public opinion. The bar for impeachment is high, very high, for removing the president , thats why the process has been so deliberate and at times seemingly at a crawl. This critical fire danger will end rather quickly and thats because we are tracking a low pressure system. This is the big story of the week. Rain is on the way. Tuesday, november 26th here it is, we have this low pressure system that will move from north to south, also a rather cold system which means a drop in temperatures and an increase in the possibility of seeing hail and also snow for the sierra. Chance of thunderstorms. So what does the timeline look like right now . Lets look at the models and what theyre showcasing. So far theres tuesday the 4th. If you look at the timing this gives you a good idea. We will have a breezy and dry start on monday and even into tuesday and then that rain moves in early for the north bay, by the evening hours right around 4 00 look what happens, it begins to spread south and those chilly temperatures are going to drop down overnight as well into the 30s which means potential for snow near 3,000 to 4,000 feet in our local mountain areas. Wednesday 5 00 we still have rain and showers pushing through, but right now the models are showing some of that rain moving out a little bit earlier, but still showing the chance of seeing some showers on thanksgiving day, but not as heavy rain as what were going to be seeing on tuesday evening. Squaw valley this is what it looks like, but look at the potential we are looking into by thanksgiving, we are talking about several inches of snow for south lake tahoe, 22 inches, tahoe city 25 inches.
