A live look at the outages, were going to continuously update you, large swathes of purple across the north bay is what youre seeing right now. Pg e is calling this actually phase one of the outages. A second phase is going to start about noon and last through overnight tonight. Outages will impact parts of contra costa, santa clara and alameda counties. In the second phase 234,000 homes and business also be impacted. Kari is tracking the fire dangers for us right now. They are doing that preemptively to avoid the high wind and the potential that any of the power lines could cause some sparks and then cause some very dry brush below to go up in flames. We are seeing this red flag warning in effect for all of the areas shaded in red and that includes the santa cruz mountains, where the winds will gust at times up to about 45 to 55 Miles Per Hour. Here is a live look outside in palo alto. We start out with some calm, Clear Conditions and cool temperatures, in the low 50s, as you get the day started. As we go throughout the rest of the day we head into the upper 60s. Notice it will be cooler today compared to yesterday, as that cold front moves through, but well talk about the conditions that will cause that high fire danger, coming up in a few minutes. Mike, youre seeing what youd expect out of oakland. More slowing at the bay bridge toll plaza and we have plenty of power for the metering lights. I know you dont like them all the time because of the backup they cause but keeps things moving smoothly on the span. Well lit through the east bay, the east shore freeway south along the peninsula no delays, Silicon Valley and trivalley looking smooth, we are talking about the north bay, early word of power lines down here, 229 221 and highway 29. Pete suratos is reporting about that, very dark in the area, highway 12 reports of traffic lights down along that stretch between i80 and highway 29, so just keep that in mind as youre driving around. As mike mentioned were standing here in napa along highway 29 and 221 a busy intersection and the traffic lights have been out all morning since weve been up here at 4 00 a. M. The dispatch reports mention this could be a power line issue, thats why we saw caltrans out here, still here on the scene. On the pg e map we just took a peek at it, this is an area where the power shutoffs will take place. So either way the power is out at that intersection so proceed with caution. New video from the sonoma area you see some businesses, this Bread Company working hard before any outages take place. Pg e deciding to shut off power across the bay area, guys, due to this elevated fire danger. The decision affecting hundreds of thousands of customers who are trying their best to prepare for this situation, like those businesses that youre seeing there. Now the times of the shutoffs will vary by county and in some cases it may take several days until this power is restored. So that could be a big problem, but here is chp talking about this specific incident were at here in napa and importance of driving safely in these conditions. There will be some traffic issues if the light doesnt get back up and running, yes, there will be. Just be patient if youre one of the Early Morning commuters, you may find yourself stuck in traffic here in napa. Lets check in with kari, talking about the winds, what a great concern theyll be today. Yes, the winds are picking up especially for the hills today as this cold front sweeps through. Lets go hour by hour, look at our wind forecast. Across the bay area it shows the wind direction, and the number is the wind speed in Miles Per Hour so we go through the next hour, were seeing winds already in parts of the north bay up to 25 Miles Per Hour and increasing as the day goes along, not only that, but we have some very low humidity, and so we are seeing the winds increasing into the afternoon, up to about 30 to 40 Miles Per Hour and there may be some higher gusts, especially later on this evening but the threat continues as we go into the day tomorrow, even as we will still have some very gusty winds. Pg e puts their power outlook on their website, and theyre showing that right now we have a warning, but there may still be a watch issued through about friday and theyre not going to turn the power back on in the areas that dont have it before the threat goes down, so it looks like it will be at least a couple of days as we have to deal with this threat of the pg e turning off the power, and so vianey, youre tracking where we currently have the Power Outages, looks like mostly the north bay. Weve been talking about the pg e Power Outages all morning. I want to show you how to interact with the website. This is going to be an important tool for you the next couple of hours. Go to the pg e website, you can see weve got california all the way from Northern California, far Northern California down through Southern California and if you could zoom this in, some of the cities most affected are santa rosa over 25,000 people already with Power Outages. Napa roughly 20,000. Sonoma over 15,000 people. You can actually select the specific city and these colors click on one of those and it tells you exactly how many customers have been affected. This one shows over 3,000 customers. Now, at the bottom of the page it says the outage map is updated every 15 minutes or so, if there are updates but you smpl simply hit the refresh button and it gets you up to date. However, because there will be a lot of people, phase two is set to start between 12 00 and 5 00 for alameda, santa clara and all of that, pg e announced they had a high volume of traffic so if it does seem a little slow, of course there are thousands of people without power. From that traffic to the real traffic, at one point there was talk of shutting down caldecott tunnel but theyre not going to do that. Thankfully. It could have been a mess. Bob redell joins us live in orinda this morning. Crews worked fast to try to avoid that problem. Reporter correct, but the tunnel will remain open and if youre taking b. A. R. T. Or here at the orinda b. A. R. T. Station, b. A. R. T. Will be up and running. Theyve worked for several months with pg e to prepare for these emergency outages. Say the power goes out in this section in orinda. They will draw power from other parts of their Transit System to keep the tracks here powered so the trains can still be running. Also notice b. A. R. T. Has brought in a portable generate yar to the orinda b. A. R. T. Station because it is possible t orinda b. A. R. T. And some other stations could lose house power. House power is electricity used for things like the elevators, escalators, ticket vending machines and fare gates so they brought in portable generators to six stations, orinda, rock ridge, lafayette, west dublin pleasanton and dublin pleasanton. The caldecott tunnel last night as you could see workers brought in Power Generators for the caldecott and expected to do the same for devils slide on highway 101 to keep the exhaust fans running in both locations. Both tunnels are supposed to remain open and this is a big deal for commuters here in the east bay who use the caldecott to get from 680 corridor to oakland, without it, traffic would be a nightmare. Its probably going on it a nightmare because were dealing with a normal bay area commute. We spoke with sheriff greg ahearn, concerned about increased level of crime in the oakland area because some security alarms might not be working during this planned power outage, thats one of the reasons why the Alameda County office of Emergency Service have their war room up and ready to go and his agency on heightened alert. We reached out to Contra Costa County and heres what they had to say. We urge people not to call 911 if its not an emergency because you could impact our response time. Reporter if you do drive to work today especially if youre coming home when a lot of the Power Outages are happening in the east bay and in the south bay, and you hit an intersection, that doesnt have power, doesnt have traffic lights, remember, you want to keep, treat that intersection as a fourway stop. We do want to look at more about how the fire danger is affecting people this morning. Widespread controlled Power Outages, leaving a lot of people in the dark. And those outages certainly having a lot of effect on bay area families scrambling because so many schools suddenly have to cancel classes. Today in the bays kris sanchez live in san jose, joins us with that part of the story. Kris . Reporter hi there. We say pg e customer that is not necessarily one family or one person. Were talking about large entities and a lot of those are schools this morning. If you dont know whether or not your kids school is canceled, look at the bottom of the screen, we have posted all of the information there. You can also find it at nbcbayarea. Com all morning long. Here in the south bay, we are going to feel the least impact but it is certainly not going to feel that way for families in the Alum Rock School district because they canceled classes for all 25 campuses for the next two days. Day care for the next couple of days, so mommy can go to work. Reporter pg e confirms at least four schools will be in the dark tomorrow for sure, thats no power, no internet or phone service, but thats going to be the case for schools in every bay area county. Again, you can find that scrolling list at the bottom of your screen or nbcbayarea. Com. North bay schools are the most impacted. Well talk napa and Sonoma County and schools in the city of santa rosa along with schools in the east bay as well. Not just public schools. Uc berkeley, mills college, Santa Rosa Junior College and sonoma state have closures as well. Of course the students are grown and can kind of fend for themselves. Pg e warned 800,000 customers so that could mean you and your family where you live, so coming up in the next half hour, well tell you what you need to have ready on hand before there is a power outage, and what you need to do once the lights go out. In addition keep charging your phone and make sure you can watch us so we can give you the latest information. In san jose, kris sanchez, today in the bay. Good advice, thanks so much, kris. The secret behind the Power Outages is the high wind could blow down the lines. That and the low humidity, too. Its just so dry outside, and its all because we are seeing a front moving through, thats going to change the air mass across the bay area, and then also cause those winds to rush especially across the hills. Here is a live look outside in san jose and the sevenday forecast is already coming up at the bottom of the screen, showing the cooldown well have today and we talked about the north bay really being affected by this power outage, and look at how cold it is. We have some of the chilliest temperatures right now to start out in the upper 40s in napa and 49 in santa rosa. Elsewhere mostly 50s even a few low 60s, what youre seeing right now in brentwood. Well come down a couple more degrees around sunrise, up to about 57 and then well see our temperatures starting to rise into the afternoon but it wont be as warm as yesterday, and we will have the high winds picking up as our high temperatures come back to some more seasonable highs, 78 degrees in martinez and oakland a high of 75. 67 in San Francisco and napa reaching 80 degrees. Going through the day, our winds start to come from the north and northwest, and really increase throughout the day. So far, our wind gusts have been at about 10 to 15, up to about 25 in some of the hills, but as we look at the forecast throughout the day, it comes up to about 30, 35 Miles Per Hour, and even higher gusts. Then going into this evening, we are not going to see much of a change until this system moves away from us, then well start to see our winds calming down. Well have a day or two of some calmer winds, but it will be breezy going into the weekend, as another storm system passes just to our north and kind of reinforces a cool air that well be feeling. Our high temperatures today up to the upper 70s, low 80s. Tomorrow as well as the rest of the week into saturday, and then it will be slightly cooler from sunday next week. Youre checking in on a crash in fremont. 880 and the truck scales we show you, the overcrossing, so teslaen is at other side and this comes across fremont, cushing. More flashing lights on the shoulder. You can see it, but its not presenting a problem and no major injuries in the report but well track that, right over here, fremont cushing. If you want to stay clear use warren if that is an option for you, a little bit to the south. There is mission and the cutover, the fremont funnel and Silicon Valley, peninsula, even the trivalley looks great. Mild slowing just out of the Altamont Pass with the tapping of the brakes there and over here, things are nice through Contra Costa County, no problems for the caldecott or lantos tunnel on the peninsula, hopefully will remain open throughout the shutdown but we have the shutdowns in the north bay so keep that in mind and the build here just subtle at the bay bridge. We have a lot to get to, but did you also know, we had a small earthquake overnight in the south bay. Heres a map showing where it hit at about 2 15 this morning. We briefly broke into programming. It was a 3. 4 magnitude quake centered in the foothills east of san joses alum rock. No reports of damage just yet but some people who were awake at the time say they felt it, if not, maybe it woke you up in the middle of the night. This is what everyone else is talking about this morning, breaking news, those Power Outages by pg e that weve been warning you about all week, they are already under way right now. Overnight, pg e cut off power to roughly 500,000 homes and businesses in the north bay alone, due to high fire risk. Here is a live look at the outages under way right now. You can see this is when the lights in that shot you could see where the lights were turned on and when theyre off. This is a large look at the swathe of purple that you see across the north bay right now. Those are the outages. Pg e calling this phase one of the outages. I know we want to show you these pictures so here they are, this is the before and after in lake county. You can see the area went completely dark when the power was shut off. So the second phase is the start around noon, go into tonight. Those impact areas include parts of contra costa, santa clara, alameda and san mateo counties. In the second phase, 234,000 homes and businesses will be impacted. Also this morning, classes at many schools and universities across the bay have been canceled. You can see the schools listed in the ticker there on the white at the bottom of the screen. Kari is tracking those fire dangers. Kari, a red flag warning we saw the map. So that means that there will be some high wind and low humidity and that combination not good especially as we continue to go through our fire season, and thats also what well be watching throughout the day. We have a cold front sweeping through, so its going to feel cooler as you get ready to head out the door, thats a live look in walnut creek. Well be in the mid50s through 8 00 and as temperatures rise, it wont be as warm as yesterday. Well be at about 71 degrees at noon. All of us will feel the cooldown today with some upper 70s in the south bay, mid70s today in oakland, and napa reaching 80 degrees after a chilly start. Well talk more about the wind forecast coming up in a couple of minutes and mike, the commute seems a little lighter this morning. To be honest, kari, i think its because weve been talking about the issues and so people may be staying home from work today and tomorrow. A lot of schools are canceled because of the outages, so because of that, a lot of parents have to stay home. Over in these areas look at all of this green around the bay so were basically at speed. We do have your backup of course over at the bay bridge toll plaza, and there is a crash reported along that upper deck so were going to track that once the bridge crew gets out there, but no unusual slowing. Look at the smooth easy drive. Issues in the north bay perhaps with the local roadways, the caldecott tunnel is open. Bob will talk more about that as well as b. A. R. T. But were looking at a smooth drive as far as your commute into the bay bridge toll plaza, where the metering lights they are powered and they are on. Back to you. Mike, thank you. Lets get the latest from today in the bays pete suratos,e in napa in the center of this. Good morning, pete. Reporter good morning to you. Those who have the power shutoffs in napa county it began at 12 30 a. M. , when it started in this area. Some issues at the intersection of highway 29 and highway 221, with those lights but we moved here to the Napa County Sheriffs Department well get an update from them shortly. Right now were showing you video from the sausalito area. As we mentioned all morning long, pg e deciding to shut off power due to elevated fire danger across the bay area. Now that decision is affecting hundreds of thousands of customers who are trying their best to prepare for this situation. Now the times of those shutoffs vary by county and in some cases it could take several days until that power is restored. I did get a chance to speak with a resident who is just getting off of work in the napa area trying to stay prepared for a potential lengthy power shutoff in her area. Its bad for us, for my little sister, we cant have refrigerated items. We have to have canned items. Which is not that bad, but we need at least something more economically good, and we cant use like heaters or anything like right now its freezing. Reporter ill continue to monitor the situation out here in napa and throughout the county here in the north bay. Were going to get the update from the Napa County Sheriffs Department shortly. Pete suratos reporting live in napa, thank you. Lets check in with kari again, because the winds are of great concern, really what sparked everything so we wouldnt have a fire. We normally associate high fire danger with hot temperatures but this is coming along with cooler air but the winds will be gusting and the humidity will continue to drop today. Here is a look at our wind gusts, were going to take you hour by hour so you can see where you live when the winds will start to pick up, and were already starting to see some of those high wind gusts around the winters area and it will continue to increase as we go throughout the day, especially along the coast and some of our east bay hills, as well see through 9 00 to 10 00, when the winds start to pick up for the south bay, as well as the east bay, but it will continue to gust in the north bay, up to about 30 to possibly close to 40 Miles Per Hour, and there will be some of the highest gusts over the higher elevations, as we go throughout the day. Even as we go into tonight, it will stay windy, and the humidity doesnt recover that much, meaning it doesnt go back up, welsee tse winds coming in from the northwest about 20 to 25 Miles Per Hour, all across the bay area, and vianey, we have access to the pg e power outlook, the potential and right now theyre saying today and tomorrow possibly friday, and theyre not going to turn it back on before this threat is over, so where are the highest amount of outages right now . I want to show you how to navigate the pg e website, because it pops up in a live interactive map that updates according to the website every 15 minutes. You can zoom in to a specific city. Here ive got santa rosa up on the map, if we go to yountville is pops up and shows you how many customers are affected individually. It also shows you the estimated time of restoration. Of course we are expecting this to be an extended amount of time but again, the last updated time and you can easily refresh it. You can also opt to receive updated Text Messages in your city, intending on where you live which is a great feature. Because there are so many people affected by this, this could easily freeze up and thats what pg e was tweeting out yesterday but i still think this is your best tool. It really zooms in, for example, i just tuned in to kenwood and it says customers affected 3,476, so really hones in on that number but so far, santa rosa over 20,000, napa over 20,000 and sonoma over 15,000. Phase two is set to start, you still have a little bit of time, start between 12 00 and 5 00 but pg e website one of your best tools. Back to you. That outlined how napa county is being affected very hard right now by these Power Outages. Thats right. Molly radigan is with the napa office of Emergency Service and joins us live. Good morning, molly. In napa they completed phase one, everything thats going to go out is out, is our understanding. That is correct. We expect that about 32,000 pg e customers in napa county are currently without power. What are you doing to help them, molly . Weve activated our Emergency Operations center here in napa county. We are maintaining close contact with pg e to ensure that our community here is getting the most uptodate and Accurate Information that we have available. We are also getting ready to open some charging stations this morning, so the public does not have power can charge their devices and also working closely with hospitals, Skilled Nursing facilities and any other medical based customers to ensure they have information and access to any needs they have. Molly, were looking at video of traffic lights that are out. One of the things that happens in Power Outages is car accidents, people bringing generators into their homes. Dont do that. Talk to us a little bit about some of your safety concerns. Well sure. We want all of our community to know that they need to be hyper diligent during this time and aware of what safety issues might exist. We are pushing out information about food safety, anything that should be refridge rated including medicines are properly disposed of or accessed to their pharmacy if theyve lost refrigeration, making sure theres safety when operating a generator and not operating the generator devices inside and also out on the roads, being aware there might be traffic light outages and to ensure they are safe and aware of their surroundings. Molly, you mentioned youre in close contact with pg e to keep residents and businesses updated. Are they giving you any indication how long this is going to last . They have not. As youve shared throughout the morning, pg e has indicated that they will not begin talking about deenergization or working power until the wind incident is over, expected to continue into thursday at which point pg e will assess damage and look at how theyre going to reenergize the grid and we will know at that point. We have been sharing with our community that they should be prepared for outages lasting up to five days. Molly rattigan with napa county, thank you for joining us. Five days a long time. Those generators will power elevators, ticket machines and fare gates. And as today in the bays bob redell has been telling us the caldecott will not go dark. Crews are working to make sure the tunnels and devils slide tunnel stay open during this shutdown. Workers installed Power Generators. Traffic may be sluggish with the generators in place. Thats right but at least theyre avoiding shutting down the caldecott, good news that its open, because that would have been a traffic nightmare, all the people come through there a lot do. The folks the bay bridge exactly come through the caldecott, a major route. Some folks say is that for the lighting, no. Its cooler today, as you head out the door in concord we have some mid50s and well come down to about 53 degrees at 7 00. You may need a jacket early but the rest of the day is looking comfortable, but it will be gusty. Ill talk about that, well go hour by hour coming up in less than five minutes. And its very calm, well lit and at speed in fremont. Were seeing a lighter volume of traffic, but there is some of that sign of the wind kari is talking about. The impact of the Power Outages is already seen in the north bay. A live look across the bay the entire north bay has lost power in some places. Pg es controlled outages are to blame. Pg e is saying this is the way to reduce fire risk with much of the bay area in a red flag warning. Outages started a little after midnight in the north bay and more outages are expected to roll out later today with phase two. It could amount to 800,000 homes and businesses without power. Theres no real sense of how long the power may be out. That means if pg e shuts off your power, it could be a full day, several days in fact before you get it back. What can can you do while the lights are still on . Today in the bays kris sanchez joins us with another step of trying to be prepared, kris. Reporter right, and you heard us harp on preparedness for earthquakes. If you are ready for an earthquake, then you should be ready for a power outage because a lot of the supplies are about the same as what you might need if you lose power. Pg e says if it shuts off power t could take several days for them to check the lines for damage and restore power to the neighborhoods who are impacted. We are also waiting for the wind risk to die down, and then of course that would have an impact as well. Before you lose power, you want to make sure that you have enough water for your family, thats one gallon per person per day. Nonperishable food for up to a week. Dont forget a can opener if youre keeping the unperishables there and dont forget food for your pets as well. Make sure you have your flashlights ready to go and you have fresh batteries in case you need that flashlight to last longer than one set of batteries. Make sure your car is gassed up, make sure you have cash on hand, particularly small bills so that if you buy something youre not dependent on somebody else to make change for you. In the event of a power outage, some banks may not be open, and atm machines may not work as well. If the lights go out, make sure you keep that refrigerator door and the freezer door closed as much as possible. I know that can be really hard with kids, but hopefully you can put up a visual reminder and tell them the food will last longer if they dont open it up. If you have perishables, put them on ice, and turn off appliances so you dont have damage from a power surge once the power is restored and if you have a generator, grill, camping stove, thats great, but do not use it inside for heat, only use those outside. A lot of people are hoping this is not the new normal in california, but very concerning when were having these high winds and low humidity. Low humidity. Were not dealing with extreme heat here. Its actually going to be cooling off today, but it also makes it uncomfortable for the early hours, when were in the upper 40s in parts of the north bay. As we take a live look in dublin, a lot of people headed out the door and we are going to see the winds increasing, even in some of our valleys, as the day goes along. Were at 47 degrees in napa and santa rosa at 49 so that feels very cold especially when you dont have electricity. And in livermore, it is 53 degrees. San jose now at 56 degrees. So a cool start to the day, a very comfortable afternoon with some upper 70s and low 80s, along with that breeze, its going to make it feel very nice, with oakland today reaching 75, san jose heading up to 77 degrees. These temperatures are about normal for this time of year and so as we look at our winds and what weve had so far, our highest wind gusts right now on mt. Diablo at 34 Miles Per Hour. We are starting to feel that in the higher elevations, but not so much in the valleys, so cow mountain is at 31 Miles Per Hour, the Altamont Pass at about 26, and just to the east of morgue be hill at henry coe state park, and winds increasing out of the northwest throughout the day and thats the concern as the storm system moves off towards the east. We will start to see the winds calming down by friday, but then picking up again just briefly going into the weekend. Early at about 1 00 in the morning we had a report of wires down in the area, and they are trying to repair that, but it is also in the outage area, i dont know if the two are linked or if the wires came down as a result perhaps of some overnight gusty winds. Well look at highway 12, some lights reported around that stretch as well, be careful, if you come to a signal thats out, treat it like a fourway stop. The caldecott tunnel is open, they have generators, same thing for the lantos tunnel off of highway 1 moving well. Any changes well alert you but pg e has plans to keep those open. So does caltrans and most of the bay looking at a lighter commute. Controlled pg e outages under way right now in the north bay, with more expected within hours. Many have taken to social media about the issue. A lot of people voicing their concerns about the blackouts. Others also posting photos of empty store shelves. Many businesses have sold out of Water Bottles and ice ahead of these outages, as people prepare. Its 5 56, in other news, doctors are monitoring the health of five San Francisco deputies who were exposed to the synthetic opioid fentanyl. The Sheriffs Office respond to an inmate overdosing and had to administer narcan to save him. Deputies dosed four other inmates who may have been exposed. All five inmates and five deputies taken to the hospital. No one said to be in danger currently. New this morning, new Sexual Assault allegations are coming to light against former today show coanchor matt lauer. In a new book called catch and kill journalist and author ronan farrow claimed lauer raped her during the 2014 olympic games. The staffer told Meredith Vieira about what happened, several years later she urged her to go to Human Resources with a lawyer, which she did.
