Highway 101, southbound 101 as you exit belmont down toward redwood city at britton avenue, a crash blocking two lanes. There may be a pedestrian involved, someone walking on the freeway. Were checking out the extent of injuries and duration theyll have. Its been called a Traffic Alert by chp because two lanes in the commute direction are blocked. El camino is a good option for you through the area and on the other side of the bay, the other Traffic Alert is westbound 580 at 35th, there are two lanes blocked there by a fourcar crash, watching for progress, speeds are starting to build off of the warren freeway. The outages could take effect within the next 24 hours and this is all in an effort to avoid devastating wildfires. Thom jensen is live in lafayette, one of the places where there are concerns about hot, dry winds, potentially damaging Power Equipment and sparking a fire. Reporter thats right, also in areas like maraga, orinda, walnut creek, Pleasant Hill, any of those hilly areas that normally experience these wind events are in danger but pg e also warns that evening a Shopping Center or other neighbors nearby the areas could have their power shut off. It really depends on where they determine they have to shut the power down. This is the height of the most dangerous part of the fire season, according to a long time Contra Costa County firefighter who i talked to yesterday. His crews were on the tubbs fire after it started two years ago today, just like so many in the bay area, and they train and prepare for this time of year specifically. They also work with pg e, which monitors the conditions of its equipment from an Emergency Control Center in San Francisco. Pg e will ultimately make the final call on when power will be shut off, and its asking the public to do its part to be ready to prepare at home. One lafayette woman i talked to in the Shopping Center said that shes ready with extra ice in the freezer to keep her food fresh and portable power for her familys qudevices and a Power Generator is probably next because this is just the way of life for years to come. We think that its something we should do in the future for sure, and thats on our list of things to do. Reporter Deborah Mitchell is not complaining. Shed glatly endure the Power Outages and the expenses if it means avoiding another destructive wildfire. Kari, youve been talking about a cooldown but the threat for fire danger exists. Yes, its not just hot temperatures that could cause a fire danger. We have low humidity and gusty winds, and so this is the pg e power outlook thats posted on their website, and it shows the area that they put under what they call a Public Safety power shutoff potential, and that starts tomorrow, continues through thursday. And so we have a little bit more time to prepare before those winds start to pick up. This takes us through tomorrow morning. We seehe humidity still at a decent level but look at what happens as we go throughout the day. The humidity will continue to drop. The bright colors that youre seeing here show where the winds will be gusting, and so there will be not only very low humidity down to the single digits, but the winds will be increasing coming in from the north and also the northeast, going into tomorrow afternoon. And it does stay low, even going into tomorrow evening, and not much recovery, meaning it doesnt rebound as high, going into thursday morning. Thats the reason why we have the red flag warning in effect. It means that any fires that spark up could spread rapidly in any of these areas shaded in red. In the midst of an epidemic, san carlos is cracking down on vaping. Today the city will start enforcing its ban of flavored Tobacco Products. San carlos adopted the ordinance six months ago but allowed time for retailers to get the products off their shelves. As of this morning, flavored Tobacco Products will no longer be sold in pharmacies, and using any flavored Tobacco Products including ecigarettes will not be allowed within city limits. Happening today, Santa Clara County supervisor cindy chavez makes her pitch to make over the county fair sxwrn grounds. Chavez is talking about opening the fairgrounds for possible business partnerships. It may include a new sports facility. You dont have to worry about losing the county fair or other events tied to the fairgrounds, shell present during todays board meeting. 6 07. The Supreme Court is expected to hear arguments surrounding federal protections for lgbtq workers. A set of cases being brought by three americans who all say they were fired based on their sexual or gender identities. Historically the court has expanded lgbtq rights such as samesex marriage. However, cases dealing with lgbtq issues have never been heard while justices neil gorsuch and Brett Kavanaugh were on the court. Both were recently appointed by the Trump Administration. The courts final decisions are expected by june. Developing now, so far no military strikes are being reported between turkey and syria, and nbc has learned u. S. Meantime in washington, a key figure in the ukraine scandal set to announce their questions today as congress is seeking more evidence in the President Trump impeachment probe. We call this out not an alert, we have one crash causing some slowing for the build, Pleasant Hill toward walnut creek. The Traffic Alert and well look over here toward oakland, westbound 580 is jammed up from the split with the warren freeway, thats highway 13. A crash blocks the two left lanes and there may be traffic breaks going on right now as we speak as the slowing traffic to hopefully remove the vehicles from the left lanes and get them over to the right shoulder. There are four or five vehicles reported involved in that, so well track that. 880 or highway 13 a better route through oakland there. On the peninsula south 101 jamming up approaching britton avenue out of belmont, el camino or 280 are clear. This crash may involve someone walking on the freeway. Two lanes are blocked but were looking for detail on that. The rest of the peninsula is clear. Thank you, mike. You know most electric car stations dont take credit cards so drivers have to download an app, set up an account, add the credit card information, but now the California Air Resources Board is requiring charging companies to install credit card readers at gas stations by 2022. We will have some very critical weather conditions that could mean that pg e has to turn it off inome areas. Lets get out the door this morning, as we are seeing the return of the fog. This is going to provide some cooling for San Francisco, but its really the immediate coastline thats going to feel the biggest cooling today, and so we were in the mid 80s yesterday in San Francisco, but today low 70s. Lets head across the bay toward martin martinez, as you get the kids out for school this morning, it will be a chilly start with low 50s but that warmup happens fast, even as they go out for lunch. It will be in the mid70s and then by the time you go back to pick them up from school or walking home its going to be very warm, with some 80s in the forecast today. Our south bay high temperatures reach 84 in santa rosa. 88 in gilroy. We do also see a lot of upper 80s from pittsburg toward danville, and then for hayward were up to 79. Were up to 80 today in palo al alto. You see the big cooling that happens in San Francisco today with the westerly wind but in the north bay, the winds are more northerly, so its still going to be very warm in those valleys. We will see a lot of changes in our wind direction as well as the speed going into tomorrow, and as the winds pick up, it lin crease our fire danger. We could see some gusts up to 55 miles per hour, especially in the Higher Elevations, and thats the reason why we have the high fire danger for not only the north bay but also the east bay hills and over toward the santa cruz mountains, very dry air coming in that will increase our fire danger. So well have more updates on that. We are also going to see our temperatures cool off. Were in the upper 70s and low 80s over the next couple of days that extends into the weekend. San francisco will be up to70 today but well bring it back to 66 degrees by tomorrow. Mike, are you down to one Traffic Alert now . We had two, were down so we have half as many Traffic Alerts. Were concerned about this slowing south 680 coming down toward 24 before the walnut creek interchange, still a crash on the shoulder, enough of a distraction with the build out of Pleasant Hill, concord, pittsburg and bay point that will be slow there. The good news, were seeing better speeds but no lane openings just yet. Westbound 580 at 35th still very slow from highway 13 and the split. The traffic breaks may be winding up and well get an update from chp shortly. Multicar crash there still reportedly blocking two lanes. Well track that, but 880 maintains a nice drive through oakland. Over here on the peninsula, better news. All lanes cleared. This was originally reported involving a pedestrian. If they opened lanes this quickly, there are no major injuries at the scene so thats better news as far as that forecast goes. We are looking at slower drive, industrial is a much better drive than el camino, thank you c coren for shouting that out. Traffic cleared from san carlos but oakland westbound 580. That fire danger starts tomorrow, when the winds will pick up. Today we start the cooling. Here is a live look in dublin as you get ready to head out the door, already a busy one with mostly clear skies and feels cool with low 50s. At 8 00 were at 53 degrees but it leads into a warm day. Well reach 83 degrees at 2 00. Eventually some mid 80s in the forecast but you see those areas along the coast, much cooler compared to yesterday, as we see some fog returning. Ill talk about that and the fire danger coming up in a couple of minutes. Mike, we still have an active alert for oakland. Dublin busy, yes, but oakland has the problem. As we look around the bay, better news, we talked about this, the clear for the alert on the peninsula, that is fine through san carlos for highway 101 but westbound 580 still jammed up approaching the highway 13 split all the way up to about montana or lets say 53th avenue. Two lanes are blocked and traffic breaks headed up to the scene. The multivehicle crash park is just past that. Cut from highway 13 or 880 you have an easier drive toward the bay bridge. All of this comes almost exactly two years to the day after one of the most destructive firestorms in california history. The tubbs fire devastated santa rosa and one of the neighborhoods destroyed coffey park where pete suratos is live this morning. What is the mood like there today . Reporter good morning to you marcus as you mentioned, theres a second anniversary of the tubbs fire, here in coffey park. One of the hardest hit areas when the fire took place a couple years ago. Right now this morning obviously its early, not too many folks are out. You can see some of the homes that had been rebuilt over the past couple of years following that devastating fire, but it was a much different scene, a couple of years ago. You can see here in this video, homes completely devastated, as a result of the tubbs fire. All together 22 people were killed in that destructive fire, and its taken years to really just rebuild this area, and get it back to normal. Now following these fires, power lines have been a focus when it comes to fire prevention, not only here in santa rosa, but really across the bay area, and its why were seeing pg e conduct these power shutoffs this week. Here is a map from pg e of the areas that will be affected by the shutoffs. You can see several counties there that will be affected, including Contra Costa County, san mateo county, Santa Clara County and parts of Sonoma County. Now parts of napa county will be impacted by all of this. Here is what residents in that area are saying about these shutoffs. Havent been doing anything about it. Letting it come and hoping that everything stands up okay, i guess. If i have to run stuff, ive got an inverter in my car i can run some electricity for a little while. Reporter now shutoffs in in napa county can happen as early as 1 00 a. M. Wednesday morning. Pretty early. The power shutoff also vary in each area. We have more info on our website at nbcbayarea. San jose alone 38,000 homes and businesses could be in the dark. The veterans housing facility in alum rock is one of those places that could be affected, because many of those residents there use electric scooters to get around, and they even need oxygen every night. That would be a catastrophe for an institution like ourselves, if the internet and loseber net thats night and day and we also lose the ability. Its a look at pg es page were monitoring how most of the south bay mountains and foothills are being watched closely. Well have Team Coverage throughout the week. Pg e puts out this information and they issue what they c a Public Safety power shutoff potential, and theyre expecting that on wednesday and thursday, but possibly friday as well. I wanted to show you the forecast. This shows the relative humidity, and the winds and not yet during this fire season have we had this combo of critically low humidity, as well as the wind and then a lot of dry fuels in the hills. Lets take it through tomorrow morning into the afternoon. Look at how low this humidity goes down to 9 in napa, lower for some Higher Elevations and the bright colors that youre seeing show the wind speeds and where we could see some of those higher gusts. The brighter the color, the higher the winds and were seeing even through tomorrow night as well as early thursday, the winds will continue to gust as the humidity doesnt recover that much, going into thursday morning. Still down in the lower 20s for the relative humidity. So well continue to monitor this, and of course well have more updates here and ill have another weather update in a few minutes. Thanks so much, kari. We have some good news on the fire that burned near homes in the American Canyon over the weekend. The fire is now fully contained. It started on sunday near American Canyon high school, but it quickly burned more than 500 acres. The cause is still under investigation. It is certainly a different story in Mariposa County where the fire burns out of control. It has burned through more than 550 acres and only 5 contained. The fires triggered evacuations and forced the closure of yosemites main entrance. The park is still open but rangers say visitors should expect a lot of smoke. Police are questioning five people in connection to gunfire at a pittsburg bay point b. A. R. T. Station. Someone fired shots on the platform at 7 00 p. M. , sending people running for cover. No one was hit by the gunfire but police shut down the station for about half an hour to investigate. Its still not clear if any of the five people detained will be charged. 6 37 right now. We are looking at this continued Traffic Alert for oakland, so we still have a lot of slowing for 580, that is the troubled freeway and shifting over toward 880, lets talk about why. Well show you waze, the three routes through that area from Castro Valley up through the area, choose between 580 and 880. This blue route coming up 580 past the crash takes over an hour from the Castro Valley y. We can save you 15 or 20 minutes, taking you to the warren freeway which looks much longer but takes 20 minutes less time, so nbc bay area wazers is a team to join, well help you crowd source that commute. I know fleet week is coming up this weekend, so a lot of people will be outside, were going to have some nice weather. Here is a look at where we are headed for the next several days, with some low 80s on saturday for the inland valleys. Upper 70s expected on sunday. So we will be on the cooling trend, and its going to be in San Francisco, low 70s, breezy and it looks perfect for the area show. If youre headed out of town, you want to see some fall foliage, this shows where we are peaking with a lot of bright colors, in parts of yosemite and Lassen National forest. If youre going there this weekend, you want to get away from it all, enjoy some nature, make sure youre packing extra layers of clothes because it will only be in the mid50s for highs. Those morning temperatures drop down to the 30s. If you want some warmer weather, you want to head to the beach, head to monterey, upper 70s. Friday is the best day. Saturday is looking good but it will be a little cool on sunday with some upper 60s. Happening today, governor gavin newsom plans to kick off a housing tour in oakland. While there, he plans to sign a series of bills aimed at helping the states Housing Affordability crisis. Lawmakers approved the measures last month. One will create a statewide rent cap and establish a new eviction protection for renters. Tomorrow he continues his tour with stops in san diego and los angeles. The Trump Administration belonged a key figure from testifying. Gordon sondland was in the center of an arms for investigation deal. Including Text Messages to that effect. Sondland is the guy, the u. S. Ambassador to the European Union texting with the american diplomat bill taylor, where taylor is clearly trying to document the arms for investigation deal. He says are we saying Security Assistance and white house meeting are conditioned on investigations . Sondland says call me. He was supposed to testify in the impeachment inquiry today but he was just ordered by the state department not to. Hes not going to show up. Now keep in mind that in itself could be used as an impeachable offense. Military official says u. S. Forces are not clearing out of their positions in syria despite the president s order. We wish we had more information, but here is what we have been told. No u. S. Troops have lt syria or are leaving. Two units which we reported yesterday did pull back from the turkish border. U. S. Forces are still coordinating with and in places collocated with the kurds. You can read this as you bomb them, you bomb us. This one is worth noting, this coming from u. S. Military, u. S. Troops will defend themselves that would be against the turks. Sadly 22 people died in the tubbs fire alone. Thom jensen was reporting live for us that morning. Help us remember, thom, all that you saw and felt, because you were right there in the thick of it. Reporter we were all up that morning, werent we, and as the sun comes up this morning over the hills to the east here, it reminds me of that next morning, and what we saw the night before as they evacuated hospitals and all of the neighborhoods around Sonoma County, as the tubbs fire that started at about quarter to 10 00 on october 8th, two years ago, had moved all the way in to santa rosa overnight, and already just burned through thousands of homes and schools and businesses, and little did we know that this would go on until halloween, 36,000 acres and more than 5,600 buildings destroyed, most of them homes in Sonoma County, mostly around santa rosa, and of course the 22 people who lost their lives in that fire. It was an incredibly destructive and deadly fire that i think none of us will ever forget, you guys. Right. I worked on air for almost 20 years now and that day when they were wheeling the people out on the gurneys, literally just people driving up cars and putting patients in, ive never seen anything like it. Thom you were there, we have pictures moments ago as that was going on at the hospital just below where you were, was the mobile home community, that also was on fire, and i remember you switching from the hospital down to the mobile home community. What was going through your mind as youre watching two things happen all at once . Reporter and i think that was where we really got the first look at how destructive this was, as we moved from the hospital, where they were loading all of those patients into their personal cars and ambulances and buses, and we got a look over the back of the parking garage there at kaiser in santa rosa, and we saw that entire community was just flattened by fire. That video were looking at now. Reporter we could see that the entire hillside was flattened by fire. We could rememberou guys, we could hear all of the emergency vehicles just in all directions, going everywhere, trying to respond, but there was just so much going on that night, it was just so difficult for them to respond, and as we look at these possible power shutoffs coming up later this week, you cant help but think about the tubbs fi fire especially talking about it today and it was two years ago today when the tubbs fire started near calistoga and turned all the way to santa rosa just hours later. Incredible dangerous and deadly night that was. Some of the pictures of the devastation and destruction afterwards. Remember driving through what used to be amazing neighborhoods, and now just reduced to nothing. I know, and thom, another thing go ahead, thom. Reporter you think about it, and still today an estimated only 10 of those homes are rebuilt, and they still got all of that work to do on their water system that was destroyed in santa rosa, when the fire came through, still so much that all of the people who live in that area of Sonoma County are dealing with. Certainly saw. Were glad youre here with us as well today. Thanks for your perspective on that as well. Because were all remembering back in 2017, but of course now the concerns continue with this threat of possible dry weather, low humidity. Theres a lot of preparation and planning going on across the bay area right now for possible Power Outages. Weve been telling you about it all morning. Thousands of bay area customers could be in the dark for days due to the high fire danger. Pg e is considering socalled Public Safety power shutoffs for parts of every bay area county except San Francisco and marin. Lets give you more details of what to look for courtesy of pg e. You can check your address on the website. Officials are warning that this could mean days without electricity. Its a good time to look at that now, so you know what to do when that time comes, and kari, what weve been talking about is how weather plays a big role in all these fire dangers. We havent yet so far this fire season seen this kind of combination of high winds and very low humidity, so thats the reason why we have the high concerns, but we are also cooling down and so thats what we are seeing this morning as you get ready to head out the door. The fog returning to the Golden Gate Bridge, and its very shallow, only at about 200 feet, but it is obstructing some of that visibility for some people driving across the Golden Gate Bridge in spots, and will provide some cooling along the immediate coastline. We head down to Mountain View with a look at our temperature trend. We start out with some mid50s as you get ready to head out the door. We go from 55 at 7 00 to some upper 70s by early afternoon. So youll feel the difference compared to yesterday. But it will still be warm in some of our inland spots. A little bit warmer than where we should be for this time of year, reaching 84 in san jose. 87 in antioch and napa reaching 85. Look at the change in San Francisco, yesterday we were hitting the mid 80s. Today only 70 degrees for that high. And then we are also talking about the high fire danger, the concerns we have, that starts tomorrow morning. This is when the winds will start to pick up and it includes all of these areas shaded in orange, which does also include parts of marin county and some of the Higher Elevations as well as the santa cruz mountains. We go over toward the east bay hills and diablo range and the north bay hills, and thats where we are going to be watching out for that as the winds pick up, the fire danger increases, as we could see some of those gusts especially higher up, up to 55 miles per hour. As that air descends across the central valley, moves into the bay area, it also dries out, so the high fire danger will be for the north bay as well as the south bay and east bay hills. So we will continue to have more updates on that, and make sure you download the nbc bay area app to get those push alerts for any new information we get, we send it right to you. Our temperatures will be cooling off. Well be in the upper 70s and low 80s. As we go through the rest of the week, it will feel nicer but the wind will be the concern. That will start to calm down on friday, and still win in San Francisco through thursday, and our temperatures in the upper 60s and low 70s. Mike, youre looking at a traffic shift in oakland. Thats right, looking at the oakland camera past the coliseum and northbound, traffic starting to bog down around high street. It smoothed out the last few minutes. My concern is because of the earlier Traffic Alert past tense, we talked about the clearing, the lanes cleared for 580, but folks avoiding that Traffic Alert and sticking on 880 have the option, both freeways are open and slowing here as you approach the warren freeway for 580, that is in recovery mode, 880 showing more traffic flowing in the area, all Traffic Alerts we had over the last 45 minutes have cleared. Im still concerned over this crash south 680 around the 24 interchange on the shoulder but its a distraction. More slowing through concord and built highway 4 out ofpittsburg and bay point. Other than that, no Major Concerns through the area, as we have recovery for the east bay, the south bay shows the build for northbound route through san jose and of course the dumbarton bridge westbound is your commute but eastbound reports of a lot of paper that scattered across the roadway, so be careful as you get over toward the newark and fremont side. On the peninsula a beautiful view of the traffic flow for the bay shore freeway and some of that sun coming up. Bring those sunglasses as you travel southbound. Westbound across the san mateo bridge we see that build continuing to the peninsula, where youll see slowing soon for san mateo. Back to you. All right, thank you very much. Before you head out the door here are the top story, with covering on today in the bay. Coverage of a possible power outage that could affect a large part of the bay area this week. A live look across the bay. Pg e is warning hundreds of thousands of homes and businesses could be affected. The outages could start tomorrow morning around 4 00 a. M. Up to 600,000 customers could have power turned off because of the increased fire danger, and it is possible the shutoffs could last days, depending on the conditions. Tomorrow early in the morning, the reason theyd turn it off earlier before the winds pick up so its going to cool off, but the dry and high wind will be the issues that well have to face over the next couple of days.
