Reporter city hall has been crunching the numbers for paying for pg es equipment ever since the power giant announced it was filing for bankruptcy protection earlier this year. In a statement they write in part the city of San Francisco has taken an important step towards energy and independence by submitting a official letter to pacific gas and Electric Company pg e for 2. 5 billion for the acquisition of the asset that serves San Francisco. Imy pleased San Francisco is making the offer and now is the time to do it. Certainly they could use the money. Ive often said since the san bruno explosion pg e may be too big to succeed. And i think this may bring them down to a size that may be more manageable. Reporter its been headquartered here for almost 115 years. In a statement a spokesperson for pg e replied to the mayor and City Attorney writing in part while we dont believe municipalization is in the best interest of our customers and stakeholders who are committed to working with the city and are in communication about this issue. Reporter according to a study by the San Francisco Public Utilities Commission City residents might see a drop in electric rates, but its not quite clear how losing nearly 100 million customers. The fbi served search warrants today as crews prepared to raid the sunken boat. Reporter in a significant expansion of the investigation the fbi, the atf and the u. S. Coast guard served warrants today at the offices for truth aquatics in Santa Barbara. Specifically they were looking for training, safety and maintenance records. Investigators took photos and removed boxes. Agents also searched two other boats belonging to the same Company Including one similar to the conception which burned and sank early monday morning off the coast of santa cruz island. Two things investigators are focusing on. Whether the conception had a rolling night watchman, someone acquired to be awake and alert passengers in the event of a fire. Also whether passengers received a complete safety briefing. Investigators say obtaining warrants is a standard part of any investigation. Right now the conception is still in 65 feet of water. But it is expected to be brought up later this week. As the vessel is moved during the operation our divers will search the area that has here to for been inaccessible to them as well as search again the vessel itself for the last victim. Reporter so far 33 bodies have been recovered. But the search for one last victim continues. I spoke with u. S. Coast guard petty officer mark tamra barney tonight. He said because of high winds plans to bring up the conception had to be postponed. A tentative meeting is etfor tuesday with the hope of bringing the boat up wednesday if weather conditions are favorable. Mandatory evacuation orders have been lifted for what theyre calling the red bank fire. Its burned nearly 9,000 acres, half contained right now. Nearly a dozen firefighters from Alameda County are up there battling the fire. The cause believed to be a lightening strike thursday afternoon. Sonoma county wants you to know what to do in case of an emergency. It consisted ocounty wide emergency preparation fair. Organizers gave away free disaster kits, also demonstrations, lectures and displays on how to empower the community and to survive and recover from a disaster. Theyre actually going to take steps, take action to actually fill out a disaster kit, make sure they have a family emergency plan and if they have to evacuate, making sure they have all the things they need to evacuate when they need to. 3,400 free emergency kits were given away today. Oakland schools are looking into another rope found near an Elementary School campus. Some Community Members believe it could be a noose. Families were worried, but the district later said a child said he found it and threw it to get it out of the way and it appeared not to be intentional. Obviously its very distressing as a parent. Reporter still they notified the fbi who told them neither incident was a hate crime. The district says the Baseball Program which on City Property offered another possible explanation. They have seen young people climbing up on top of that batting cage to just hang out, and they think maybe that rope was used to get up and come down off the top of that batting cage. In the week ahead fremont is set to decide where its first Homeless Navigation Center will be located. It is a divisive issue for many people who both live or work in fremont. The city has narrowed it down to two potential locations. One is a parking lot behind city hall. The next one is on land next to a plant nursery in the north end of town. Specifically theyre accused of falsifying documents to boost students grades. Reporter making the grade is one thing. Making up the grade is another. Tonight we have the exclusive story of a cheating scandal at a high school in oakland where educators are being accused of giving failing students passing grades all to improve the schools graduation rate. Each year at cattlemont high in east oakland more than 30 of students fail to graduate. Thats nearly double the state average. Our Investigative Unit received a formal complaint that accused School Officials of falsifying records and changing grades in order to make students eligible for graduation. I would pretty much describe it as just lying. And the only people that would have access to transcripts like that would be School Counselors and administrators. Reporter this teacher who doesnt want to be identified submitted that complaint to the district. She says she knows of at least eight students who flunked required courses but somehow managed to gradiate. They were given the grade of an f and when i went back into the database before graduation or some right after graduation the grades were there and the credits were there they needed to get the diploma. Reporter students are able to take online classes to make up classes they failed. But three former teachers tell us for at least the past five years they noticed passing grades appearing on some students transcripts for online courses they believe were never completed. They werent actually enrolled in that Online Learning class for the amount of time that it would have taken the to complete the grades that they were given. It might take you anywhere from four weeks if youre really fast and doing it every day to maybe a couple of months. And some of these students showed enrollment in the class for two days. I mean, mathematically its not possible. We are setting them up to fail. Reporter this teacher said she told School Officials what was happening but nothing was ever done. Students she failed were still having their grades changed. We arent giving them the opportunity to get the education they deserve. Grades i had input for the first semester were changed the second semester. Reporter she said educators spearheaded other types of cheating, too. She tells us one of her fellow teachers who was supposed to oversee online courses gave test answers to dozens of kids before their exams. Ultimately were all disadvantaged by it. Our teaching practices can now be called into question, the school can be called into question. Were not doing anyone a service by changing grades or allowing students to cheat. Now following our story the Oakland School district announced it will hire an outside investigator to look into the issue. The district denied some of the claims that the teachers made but admitted that teachers can sometimes tweak students responses to online tests. Teachers have the right and responsibility to go in and find if there is a correct answer and adjust that answer to be incorrect and therefore adjusting the score of the testing. The fissure fire as it was called burned 1 acre before they were able to knock it down. Bay area rescue teams dispatched to help with Hurricane Dorian returned to the bay area. Early last noegt they came home from North Carolina. 45 members left the bay area last tuesday heading out to North Carolina along with rescue teams from menlo park and sacramento. They were ready for anything but the storm did not make a direct hit. They had some tornado they had to deal with and some flooding and wind damage. Fortunately for everyone involved the hurricane skirted up the coast, stayed off the coast. Plus we had beneficial tides during the times the hurricane came up. And so it really did want have the impact that people were expecting. The team members were debriefed last night, got a day of rest tomorrow. Tomorrow, back to their normal duties. In the bahamas thousand of Hurricane Dorian survivors are being evacuated from one of the worst hit areas. Refugees in marsh harbor lost almost everything. What theyve got left fits into bags and suitcases. About 2,500 people have already made their way off the island. Those still waiting are waiting on emergency supplies and still they consider themselves lucky to be alive. And im very grateful. I give thanks to god for allowing us to see another day. A lot of people died and i thought i was going to be one of them, and we just started praying and everything and we survived. At least 44 people did die in that storm. Its not clear yet how many died in that harbor. Four crew members are still missing after a ship tipped over. This is the golden ray cargo ship off the coast of georgia. You can see the ship there rolled onto its side. 23 crew members and one pilot were onboard. 20 of them managed to reach safety but now rescue teams are trying to find those four missing crew members. The only problem, though, is that the ship caught fire. Once salve professionals have determined the vessel to be stable we will identify the best options to continue our rescue efforts for the four crew members onboard. Its going to be right in the middle. Really all throughout expect these sort of cool 50s and 60s, and then ware going to slowly warm up into the upper 60s by 9 00 a. M. And right around lunchtime, 12 00, 1 00, inland areas comfortable once again in the upper 70s. Low to mid80s and the morning commute shouldnt be too bad. Take that coffee to go and you should be set.
