We begin with a developing story out of San Francisco. A Police Officer and a burglary suspect are still recovering this morning after a squad car hit both of them during a chase in japantown. The crash happened around 5 20 last night. Sfpd says plain clothed Police Officers were on foot chasing two burglary suspects near geary boulevard and webster street. Officers called in backup. The backup officer was driving but didnt slow down in time. His car hit one of the officers, one of the suspects, and ended up crashing into a bus stop. The suspect hit by the car is in the hospital with lifethreatening injuries. The officer was hurt as well, but his injuries, were told, were minor. The second suspect was arrested at the scene. Geary boulevard and webster street were closed until just before 11 00 last night. A Los Angeles County sheriffs deputy is being fired after he lied about being shot by a sniper. Officials say 21yearold Deputy Angel Reynosa made up a story being ambushed last week. The deputy said a bullet hit his right shoulder. Los angeles went on high alert as dozens of deputies spent hours searching for the apparent gunman but no shooter was found. Officials say reynosa didnt suffer any gunshot injuries and instead cut his own shirt to make it look like he had been shot. Reynosa confessed during a followup interview yesterday. Its extremely disappointing. We expect our Deputy Sheriff to withhold a, are held to a higher standard and unfortunately, in this case, he did not act to that standard. Officials are opening a criminal investigation. Meanwhile that sheriffs deputy is now out of a job. It was a scary afternoon for drivers on a contra costa highway. The entire European Union is struggling a bit here. They dont like this. They feel this is dragging things down. But seem to not want to poke him in the eye over it completely. It was interesting to see the president sort of when he was at a group with the other leaders listening, he was asked about having second thoughts, and he was saying well, i always have second thoughts. That created headlines quickly over the last six hours, oh, he has second thoughts about the chinese tariffs and a spokesperson said his only seconds thoughts were not raising them high enough. It seems as if the president is trying to send one message to World Leaders that hes not as strident as it sounds and another message to the american ear that says oh, yes, he is. Chuck, speaking of the american ears the latest ap poll has president trumps popularity at 36 , only his management of the economy is above 50 , and just barely. So between the tariff war with china and the possible slowdown of the u. S. Economy, how much of these developments threaten trumps reelection chances . You know, its interesting on that question of his stewardship of the economy, larry, we were able to look at the number of people who approve of his job and the economy, but disapprove of the gap, but disapprove on his overall job and one of those voters, what do those voters say in 2020 . By a 7510 margin they pick biden, a generic democrat over trump, even those that approve of his, of him on the economy. So i think it already is an uphill battle for him, losing steam on the economy might make it impossible. So turning to the democrats, while joe biden continues to lead the pack, enthusiasm about his candidacy seemed to pale compared to the likes of warren, sanders, buttigieg and others. So in terms of turnout, could bidens standing be somewhat misleading . Well see. You know, i think theres two ways to look at the biden numbers. Ive been out in iowa. I see the lack of enthusiasm for him, too, but the biden vote feels pretty locked in. If youve already made up your mind on biden, are you going to show up to other events . Are you going to go out and hear them as much . That is something that i think that campaigns are discovering here, larry, which is they sit there and on the ground, there isnt a lot of biden chatter yet they go in the polls, boy, there seems to be a lot of biden support. There is, there appears to be a harder floor or higher floor for biden really than any other candidate here, and it may be more baked in than i think democratic campaigns want to admit but well see. Diablo clear skies, already in the mid60s. Well see mid90s likely setting up later today around concord and antioch for the afternoon and san jose both low clouds and sun. Currently 64 degrees and the low clouds pretty thick around the coast with some mist and drizzle. Air quality, too, youll notice the clouds clear up. You got some hazy skies. Were in the moderate range for all areas today but it would take an aqi index of 100 to reach a spare the air day and notice how the inland east bay those numbers are starting to get pretty close to spare the air levels. Well see if monday tips us over into one of the forecasts. The High Pressure strengthens and fortunately air quality usually suffers as we see less of that sea breeze influence inland. For the day today well see the patches of low clouds here on the coast, inland locations seeing nothing but sunshine, as High Pressure builds. Its going to squish down the low clouds closer to sea level, which means patchy fog along the coast, while valleys see the temperatures climb on up. So yesterday we had numbers in the low 80s, south of downtown. Could see a tendegree jump in temperatures today especially south san jose and morgan hill, mid90s could be in reach. Upper 80s milpitas toward san jose close to 90 degrees. Trivalley toward concord youll see the numbers into the low to mid90s today. Pleasanton toward antd yioch an pittsburg. Mid 80s hayward and fremont and peninsula temperatures, too. San mateo close to 80 degrees today. Mid 80s redwood city and palo alto. San francisco should climb into the low 70s today and notice as we move into the north bay, warmer finish to the weekend with 90s around santa rosa and sonoma, and upper 90s now up toward ukiah. So High Pressure is strengthening as you wrap up the weekend, thats going to take us into monday and tuesday. Look at the clouds coming up out of the south, so here is a part of the forecast thats a little bit unusual. We get high temperatures in august but dont often get high human humidity with high heat. The source of that is a Tropical Storm to our south which encounters cooler water so very likely this is one of the last updates well see on this storm. Notice for the futurecast, puts the remnant moisture right off our coast. As we get into tuesday and wednesday, as shown in the areas of green, well notice this as temperatures are hot on monday. By tuesday and wednesday, more of that moisture comes up. The futurecast not bringing showers into play just yet but sometimes mid level moisture like this could be a trigger for what we call dry lightning or elevated convection, where not enough rain reaches the ground. Its a fire concern to say the least this time of year right now that doesnt look to be the case, as most of the moisture is offshore, but stay tuned to the forecast tuesday as the humidity will be on the rise a long with the temperatures. Look at San Francisco, mid70s in reach, and probably going to feel warmer than that as the humidity levels go up there tuesday to wednesday morning in valleys tomorrow, well have an opportunity i think before the humidity and cloud cover comes in, we could see some upper 90s in the forecast and then cooling as we go through the week. You never know what youre going to find. Reporter but on this day, Something Different caught her eye. It was old and it looked interesting, so i pulled it out. It was rusty and old. Reporter a suitcase. At first kaya dreamed there was money inside. I opened it up, this is not money. This is worth more than any money. Reporter what it contained was a life story. He saved some crazy stuff. Reporter the life of a world war ii soldier named richard. Theres this one. Reporter kaya pored through the pictures, newspaper clippings and letters, so many letters. It was like 1943, and 1944 and 1945, so he actually had them organized by year. Kaya a criminal justice major had a mystery to solve. Why was it thrown away . Turns out he died in 2011. How it ended up here in 2019 is a better question. Reporter kaya did some research online, but it wasnt until a local newspaper columnist joined her search that they heard from richards relatives. The suitcase was discarded when his widows home was cleaned out. They didnt say they wanted it back. Thats not something i would ever get rid of. I would kill to have Something Like that from my grandpa. Reporter so kaya now has a new mission, find richards belongings a home, a museum or archive that thinks his story is as important as kaya does. You know, this is somebodys life. I mean, he saved all of these things. We might as well show them. You notice we didnt use richards last name in this story. Kaya of course knows what it is but we did not have a chance to talk directly with his family to get their side of the story so we thought it fair to leave that part out of it. This once a decade undertaking will last the better part of the year, and the impact will be felt in every state, including right here in california. Nbc bay area political analyst Larry Gerston is back here in the studio to talk to us about the census. So we hear consistently how important it is to collect the data and to collect it accurately. Whats at stake here . A couple of things, bigad. Political clout and financial benefits, both really important. Look, first with respect to political clout were talking about the number of house of representatives members awarded to each state and every state gets at least one house seat, with the rest divided by population, depending upon how much a state grows or shrinks versus the others. It may gain or lose house seats for the next ten years because of that. So with 53 members in california, this state may not gain any more house seats this time around because its population increase over the past decade has closely matched the national average, but state leaders certainly dont want to lose any. Second, regarding money, the census data is used by the federal government to distribute about 900 billion dollars annually for schools, health care programs, food stamps, foster care and special education. States with greater numbers of residents get more money, another reason why you want to count everybody. Political representation is on the line, funding is, too. How much federal dollars are we potentially talking about for here in california . An awful lot, but it could be a lot more. California the nations most populist state receives more than 100 billion annually in federal funds to help pay for the programs we just cited, along with the others. But if the past is any indication of the future, the state could miss the opportunity to collect a lot more federal money than it has in the past. California loses about 2,000 a year in federal funds for every resident who fails to respond to the census, and that money adds up fast. For every thousand people not counted, the state loses 2 million federal dollars per year. So in order to count as many residents as possible, governor gavin newsom tasked secretary of state alex padilla with leading the california complete count committee. The legislature budgeted 187 million for this ambitious outreach program. Now that may sound like a lot. But if the state can find just 18,000 residents who otherwise wouldnt have been counted, the committee will recover the outreach expenditure and then some over the next decade and state leaders plan to find many more thousands than just that number. Obviously a lot at stake here, a lot on the line. This is no easy task. No. What are some of the big obstacles . It depends on so many things, several factors. Public awareness for example of the census itself, where residents live, education levels, language issues, ethnicity compositions and poverty rates are just some of the variables, and there are large differences in state participation rates. For example, in the 2010 census, wisconsin residents ranked first in census participation at 81 . Guess what . Alaska ranked 50th with a rate of 62 , a lot of differences there. California didnt distinguish itself with a rate of 71 , which ranked 29th and at one point below the national average. It seems these days all roads lead to 2020. Are these issues likely to come up in the president ial race . Sxwlu bet, absolu you bet along with a couple of twists, a new collection method and undocumented residents to participate. First with respect to collecting data, this year the Census Bureau will depend a lot on internet communication, that alone will be a lot more challenging for some people than others. The second issue, participation of undocumented residents, will be particularly critical for california, with 2. 5 million undocumented residents here, the state officials will have to work hard to capture their numbers, given the Trump Administrations efforts to deport undocumenteds exist, some residents may be reluctant to participate in the census in fear of being captured, even though the census has no such purpose. Also the rejected Trump Administration intention to ask respondents their citizenship status may further discourage undocumenteds from participating. California officials may have quite a task in front of them but the stakes are all too great for the state not to do Everything Possible to encourage local residents and every resident for that matter to participate in the 2020 census. On the coast still looking at upper 60s around half moon bay, upper 70s from san mateo to mid to upper 80s into palo alto and downtown San Francisco today should see briefly 70degree temperatures, with the wind out of the west preventing things from getting too warm around downtown, and for the north bay numbers in the 80s to low 90s to wrap up the weekend and 70s closer to point reyes to wrap up the weekend, 97 by the way around ukiah. So the changes well see obviously the temperatures are climbing up, you notice the low clouds getting compressed down, that is a sign of strengthening, High Pressure will take us into sunday and monday, notice increasing high clouds coming up out of the south, those will start to pull off toward the west as we head into tuesday. Right now looks like monday and tuesday the warmest days of the week but those high clouds are really the more interesting part of the weather story. It has a tropical connection, so weakening Tropical Storm to the south, probably the last report of ivo that will weaken off the west coast of baja. Watch how the moisture moves away from the storm, pulls up to the west of california, so monday might into tuesday notice the increase in humidity. Right now the futurecast not picking up any showers but stay tuned to the forecast. Sometimes these can create whats known as elevated convection or dry lightning potential especially around the mountains. Thats something we watch, in addition to the humidity on the increase for the first half of the week. San francisco climbing through the mid70s.
