By the majority leader saying between now and february the 8th were going to work on a list of things to do that now includes immigration is a giant move forward. I want compromise and consensus to come back and vote in the u. S. Senate and thats what were really hurting with right now. Government agencies with enough funds will stay open, otherwise federal employees will over. Utdown is the effects of the Government Shutdown are being felt in the bay area. The National Park service locked up some of its facilities. Just yesterday the gates are locked to fort funston in ocean beach, the same for the restrooms there. Several sites in the golden gate Recreational Area are considered nonessential services so theyre closed. The golden gate Recreational Area listed a comprehensive of sites that will be affected by the federal shutdown. In San Francisco several popular spots are affected including lands end. In marin county sites include muir woods and the marin head lands. The Passport Office at the Federal Building in San Francisco will be closed but federal Court Workers are required to show up. Other essential jobs as theyre called like tsa screeners and air Traffic Controllers at sfo and other airports will still be working and will still get paid, however, if the shutdown continues federal and county agencies will quickly burn through contingency funds. If the shutdown lasts for probably over two weeks, then we might start seeing some issues around what we can continue providing. Services like the u. S. Mail will continue functioning and the same goes for public safety, transportation and the cnevmili. Now to the movement of womens marches. It isnt over just yet, today there will be a rally called power to the polls in las vegas. Yesterday women and menu nighted on the anniversary of president Donald Trumps inauguration. Marches were held across the bay area. In San Francisco tens of thousands of people gathered at Civic Center Plaza for a rally before the march. People told us that instead of focusing solely on President Trump they are now redirecting energy towards triumph at the polls. Organizers say the theme of the San Francisco march was how to make changes starting at the local level. I think most of all people are interested in equality and representati representation, human rights, whether it be immigrants or reproductive rights, we want to be heard. Across the bay in oakland a similar turnover of marchers made their presence known near lake merritt. This years theme in oakland, hear our vote, march for our future. And at the womens march in san jose 20,000 people filled santa clara street yesterday morning. Demonstrators marched from hall to arena green east near the sap center. Their focus this year, a commitment to education, action and engagement leading up to this years midterm elections. For many just the solidarity meant a lot. In the nations capitol marchers walked right in front of the white house. Many called themselves womens march veterans, they remember last years rallies which happened the day after President Trumps inauguration. Now, this storm system looks to be staying off to the north for the most part. What does that mean for us here in the bay area . Lets take an hour by hour outlook of this. You can see the timeline up here, we have the timing. Today we are expecting to see mostly cloudy skies into the afternoon, some showers are possible, but if i take you through this you can see by 2 30 still off to the north, fast forward this through 10 00, 11 00, thats when that system is expected to push down through the south and then we will start to see some showers. As we head into the overnight hours thats when we are expect to go see the majority of the rainfall into early monday morning. If you are heading out early tomorrow for your morning commute not be surprised if you spot a little bit of slick roadways out there. Overall your microclimate highs for today, that rain isnt moving in until tonight and the majority will stay north of the Golden Gate Bridge. San jose may not get any rain until midnight or 1 00 a. What does that mean for the sierra snow estimate . This time around were expecting pretty low snow levels to start off our day. So near 4,000 feet monday, near 5,000 feet and we will get a couple more inches of rain. Heavier snow is expected towards the middle of the week because were tracking an additional storm system. If i fast forward that timeline through thursday you can see just over 12 inches for some of the Higher Elevation areas. It will be a great week for skiers and snow borders if theyre heading out to the mountain. Rain totals, not a big rainmaker for this initial storm, we are only expecting just over an inch and a half and the majority of thats going to be staying off to the north bay, but we have to keep a lookout because were still looking at those burn scars and the hoe tension of threat of mudslides up there. Long range outlook does show the second storm system sitting off to the north and this one is expected to stay off on thursday but then it moves in on wednesday bringing widespread rain and, again, possible 12 inches of snow to the sierra and that second storm is what could bring the potential of over 2 inches of rain to some parts of the bay area including the north bay and even down through the south bay. Over the next seven days Early Morning showers through monday and tuesday we get a little bit of a break, wednesday that second storm system moves in and then we will keep the upper 50s in the forecast through the next seven days. Today he introduces us to a piedmont skier who has managed to be at the top of her sport even amid tragedy. Casey oakley is unlike many of her competitors in many ways. Growing up in piedmont she started skiing later in life but managed to get a degree from berkeley as well as a masters in business all while skiing near the top of her sport. The other difference is an experience that showed her skiing isnt everything. Dreams can be a powerful motivator. The hope of one day competing at the Olympic Games has pushed katie oakleys body up and down the mountain many times when it would rather not. So casey knows Olympic Dreams are important, they are not, however, everything. That a lesson casey began learning her very first day at uc berkeley. So i met jill walking into first day of classes. Jill costello was on the berkeley rowing team. Soon became best friends, roommates and sorority sisters, each living their best lives until the end of their junior year. June 20009, yeah, everything changed after that. Jill was diagnosed with stage 4 lung cancer. Though her senior year would be filled with chemotherapy and radiation, jill continued going to school, continued to row. The craziest thing within that year was she was waking up at 4 30 a. M. Every morning with a smile on her face. Honestly what probably inspires me most in my skiing still is, you know, if she can do that while shes fighting lung cancer, then, you know, theres nothing to ever really complain about with my skiing, its always an easy fight. Jill died not long after graduation. And casey, well, she returned to her olympic quest, but with a much different perspective. Generally when you go through a situation like that what you really realize is despite your love and passion for a sport, its always its always your friends and family that are most important. With that in mind casey honors jill to this day running jills legacy and raising enough money over the years to fund a first ever its kind young person Lung Cancer Research study. A gold medal, if you will, of a different kind. Her situation was taught me the most in life out of any situation ive been through. Now, we heard from casey that she didnt make the team this year. She will not be going to the olympics, but all is not bad news. Remember that masters degree in business, well, she tells us she has a terrific job in finance already lined up for this summer. As weve been telling you throughout this newscast the federal Government Shutdown is now in place after contentious negotiations between democrats and republicans, the two sides failed to produce a continuing resolution to maintain operations until an agreement on a comprehensive budget agreement. The issue has fest erred for more than three months leading to three previous continuing resolutions, but on friday democrats were no longer willing to go along with a fourth. Nbc bay area political analyst larry gerstin joins us. I mean, what can i ask you . How did this happen . You know, it certainly didnt happen overnight. Right. Even though it may seem that way. There are probably three major factors, kira, that led to the shutdown. First, insistence by Congressional Republicans for a fourth continuing resolution without incorporating democratic demands. Republicans have said that they would work on other problems after the continuing resolution was passed, if, in fact, it happens. Second, the unwillingness of Congressional Democrats to accept another resolution without guarantees for those 800,000 daca residents, thats the deferred action on childhood arrivals program. In addition, this he wanted more funds for puerto rico, which still has electricity for only 50 of its residents and more funds for the nations growing opioid crisis. Why . Because democrats didnt trust that republicans would act. And third, and i think most important, inconsistent statements by President Trump on daca, which left both republicans and democrats confused, confused on what the administration would accept. Just two weeks ago the president said he would sign a daca bill upon agreement by the two political parties. Two days later when key republicans and Democratic Senators presented been agreement trump declared the proposal incomplete and shouted vulgarities about immigrants from africa and haiti. So thats how we have the shutdown. And so the shutdown as we know it really doesnt totally halt all government operations. Weve kind of covered this a little bit throughout the newscast, but whats affected and whats not . Okay. Lets go through it. First lets talk about whats unaffected. Military operations obviously, intelligence agencies, tsa airport activities and the federal courts of course will proceed as normal. Amtrak and post Office Services will continue because most of their funds are independent of appropriations by congress. Also social security, if he had care and medicaid payments will continue without interruption. All of these activities, by the way, are grandfathered in because of previous legislation so that these folks and the organization would be unaffected. So which activities of the federal government will be affected by this shutdown . Like what would affect us . The list is long as you might expect, but here are some of the most critical areas, government research, disaster relief, most federal offices other than those already mentioned will be shut down as well. Most impacted will be the departments of housing and urban development, education, commerce, labor, defense defendant civilians and the environment Environmental Protection agency, but those are sweeping statements. Lets put it in simple terms. If you are applying for a Small Business loan or trying to extend a visa or passport or seeking clarity from the irs on the new tax law, you will have to wait until the shutdown is over because there will be nobody at the store. All told, about 800,000 of the 2. 1 million federal civilian employees will be furloughed. Thats almost half, almost half. With so many people temporarily out of work one would presume there will be an impact on our economy. Always is. This kind of abrupt change does have consequences. Although we dont know how much because we dont know how long the shutdown will last, but we do know this, we know that the 17day shutdown in 2013 cost the economy 20 billion a day. Thats more than a billion dollars 20 billion in total, excuse me, more than a billion dollars a day. Wow. I mean, this might be oversimplifying things, but who is responsible . You want to get to the bottom of this, huh . Yes. Fair question, but of course its never simple. We are in the early days of the shutdown which means the full impact is really yet to sink q n we do know this, a poll conducted by the Washington Post last friday asked respondents who was most at fault for the shutdown. Here is what they said, you can see an overwhelming not a majority, but certainly plurality, 48 mentioning the republicans, 28 of democrats and both another 18 . The fact of the matter is that, you know, weve got a problem here and apparently for the time being its the democrats who are not blamed as much as republicans. And the blame game isnt getting us anywhere. Pointing the finger, it seems this morning they might be moving past pointing the fingers and there might be some more compromise in the air shoo they might, but one fact is clear, regardless of who is at fault here, regardless of who is at fault, at the end of the day its the American Public thats going to be suffering. Right. And until this thing is going to be difficult. One thing that people forget, republicans own the presidency, they own the senate, they own the house and thats probably why at least righto gv now that probably why that republicans are getting hit more than democrats. Its pretty coldo2vn outside. The skies are looking beautiful. Look at this shot, live look over San Francisco right now, it doesnt look like a cloud is in sight but dont let that fool you. I am tracking a storm system that is expected to bring some cloud cover and its even going to stir up showers into the afternoon. Temperatures right now waking up on the cold side, 39 degrees for san jose, 35 Mountain View at this hour, 32 in santa rosa. In San Francisco right now at about 43 degrees. Satellite radar is showing us that storm system, that cold front that will dip us in temperatures and also starts to bring that cloud cover. You can see its still sitting off to the Pacific North for the most part, the majority of that rain is expected to kind of stay off to the north eventually before moving down towards the south bay. Now, were not really expecting big rain totals from this storm, but our microclimate forecast is expected to bring some clouds and of course some showers into the evening overnight hours into monday. So today for the most part you will enjoy a nice sunday morning and afternoon. Oakland 55 degrees is our expected high, san jose 57. And i want to take you through this hour by hour timeline because we want to talk about when were expecting the rain. Were seeing the majority of that rain sticking off to the north. If i fast forward through 2 30 the majority of the bay area nice clear. San rafael through San Francisco will start to get that cloud cover before eventually starting to see that rain move from north to south main overnight so the majority of this rain will pass through while youre sleeping and then you might be waking up to wet roadways, you might also catch light rain out in the area. As far as sierra snow, we have had a decent amount of snowfall coming through. We are expecting some more for some more snow, especially in the low levels, were talking 4,000, 5,000 feet a couple inches expected near 4,000 feet as we head into monday near 5,000 feet. Eventually heavier snow is expected as we head in towards the midweek, thursday wereyy3c expecting another storm system that will probably bring a]mqy greater amount of snow towards the mountains. As far as rain totals, as i mentioned, it looks like rain now the models are trending to be not as much as we originally thought. The majority of the rain will stick off to the north bay, just over an inch. If you look down through the south bay just over a tenth of an inch. Some of you might not be seeing any rain from this. As far as your long range outlook, once we see the rain clearing out on monday, we get a break on tuesday, as we head into wednesday and thursday we will see the arrival of the second storm system and that will kick up more chance of rain. One thing that will remain consistent is the cooler temperatures, that will keep us on trend for mid to upper 50s for the most part before we see another chance ahead on wednesday. So for the most part today you will be able to enjoy a dry day before the rain moves in, mainly overnight. North bay really looking out for that rain. North bay. All right.
