Last weekend, we had a storm that dropped one to two inches of rain in the north bay. Thats not going to be the case this weekend. A lot of clouds, but this system is weakening on approach but it is bringing in some cold air, which is good news if you want to see a boost to the sierra snow pack later tonight. Full look at the details on how much were expecting coming up in about 15 minutes. And i want to know where we might see that rain tonight, because it might affect my plans tonight. This is a live look at the standstill traffic on westbound i80. This, of course, is the oakland side of the bridge headed toward San Francisco. The california Highway Patrol has issued a sig alert and northbound 880 to westbound 80 has been closed. The crash was reported just after 5 00 this morning. Its not known when those lanes will be reopened. We, of course, will bring you the latest as we get it. Overnight, the Senate Passed the republicanbacked tax reform bill following a marathon day of debate. The vote came down along party lines with just one republican, senator bob corker of tennessee, voting against it. Republican lawmakers wrote the majority of the overhaul behind closed doors and made lastminute changes to the bill. Democratic senators say they didnt even get to read the bill before last nights vote. Republicans call the bill a victory for the middle class. Democrats say it gives far too much to the wealthy and corporations. This is a great day for the country. Its been 31 years since weve done comprehensive tax reform. We have an opportunity to make america more competitive, to keep jobs from being shipped offshore, and provide substantial relief to the middle class. Millions of americans must be watching in stunned disbelief tonight as the Republican Senate betrays the middle class for the benefit of faithless multinational corporations. President trump says he wants the bill on his desk to sign by christmas, but time for that is running short. After making it through the senate, the bill still has to be merged with the house version, and there are still big differences between the two. Well, he is no longer at stanford, and hes already served his time behind bars, but now brock turner may be headed back to court. Turners legal team is appealing his conviction. He, of course, is the former stanford swimmer convicted of sexually assaulting an unconscious woman behind a dumpster outside a Campus Fraternity party in 2015. The victims statement about her experience drew national attention. The turners lawyers say he was deprived of due process and that the media spread lies. Nothing happened behind a dumpster. There was no rape. And mr. Turner did not find an unconscious woman and assault her. Once people start to begin to understand that the true facts of this case dont reflect any of those things occurring, theyll start to understand why this appeal is so important. The Santa Clara County District Attorney says turner did receive a fair trial and was justly convicted. Turner was sentenced to six months in prison, a penalty well below the mandatory minimum. He was released after serving just three months in county jail. People are angry over that short jail sentence by judge aaron persky and they have been working to recall him. Yesterday, an Appeals Court denied the judges request to block recall proponents from collecting signatures to put the matter on the june ballot. Recall organizers say they will have no problem reaching the 90,000 signature goal. In the east bay, 300 feet of shore line collapses into the oakland estuary, taking down a pier with it. This all happened around 4 30 yesterday afternoon. Fire crews responded to the area. Its just adjacent to mixed use live work units that are under construction. Theyll be called the Brooklyn Basin project. The pier was scheduled to be demolished anyway, but four shipping containers filled with Building Materials also went into the water. It doesnt appear to be a huge environmental hazard. Signature Development Group has had contractors on site that are doing their best to contain any debris. No one was hurt, but a boom has been placed around the affected area just in case anything hazardous leaks. The ghost ship fire exactly one year later. The city of oakland is preparing for a somber memorial. This morning, to remember the 36 people who died in the inferno. The criminal case is just beginning, but healing for the victims families may never end. San francisco into santa rosa, napa, low 60s elsewhere and to the south bay and the trivalley this afternoon. Now, those clouds will eventually thicken up after sundown tonight so no worries really about any showers until maybe 8 00 or 9 00 out here around marin county and sonoma county. Unlike last weekend, this is going to be a brief window from 9 00 to about 2 00 a. M. , crossing over the bay area, weakening as it zips by san jose there and then clearing skies by tomorrow morning. As we wake up tomorrow morning, no more signs of showers and a mostly sunny finish to the weekend. So, timing on this, well see mostly cloudy conditions through the day which will help keep our daytime temperatures down but after 7 00 tonight, we see the chance of showers. The clerk at this Neighborhood Store told nbc bay area that the female driver of the state lottery van was, quote, roughed up as she was delivering lottery tickets there. She didnt suffer any serious injuries, were told. But according to police, a goldcolored gmc yukon was following the white lottery van after the carjacking. Police say 42yearold kita o neil stopped the van near the fence at the griffith housing development. Suspect exited the vehicle. An officeinvolved shooting occurred. That suspect was transported by ambulance to San Francisco General Hospital where he was pronounced deceased. Three of the four men inside that yukon were cuffed and searched. An accused child molester is back behind bars after a third victim came forward this week. 19yearold tran was rearrested on thursday. Three young girls, ages 6 and 7, have accused him of inappropriate touching while he was an aide at an Afterschool Care Program at britain Acres Elementary School in san carlos. Tran is being held on 100,000 bail. Accusations of racism and hazing at the San Francisco Fire Training academy, and now were learning the city has opened up a formal investigation. Investigative reporter jackson van derbeken tells us the probe follows a letter by eight africanamerican firefighters alleging a climate of racism and abuse. Reporter this week, three would be firefighters were dismissed from their class at the San Francisco fire academy. That is not unusual. What is unusual is that two of them may be among the eight africanamerican trainees who penned an anonymous letter to the fire chief, stating they were offended by an instructor using the n word during a training session. They says theyve endured, retaliatory, demeaning, punishing and racist sexist behavior there, but other recruits says, each of us is treated fairly without any indication of racism, sexism, or favoritism by the Academy Training cadre. Joe serves on the fire commission. He says theres an urgency to resolving the allegations. If you fail out of the academy, youre out, right . Theres a long list to get back into the academy. We need to make sure that were addressing these issues now. Reporter he hopes the probe will find out whether those complaints are legitimate or the product of disgruntled recruits unable to meet standards. If this is a matter of actual racial animus, lets root that out because thats a cancer. We need to remove that immediately. Reporter the Fire Department confirmed the complaint is under investigation by the city but couldnt comment further on a personnel matter. The black Firefighters Association told us in a statement, we look forward to the City Attorneys Office taking the necessary steps to conduct a complete, thorough and unbiased investigation. So for San Francisco, cloudiest day and best chance of showers is coming in later tonight into very early tomorrow, end of the weekend is sunny, breezy, and dry. The california Highway Patrol has issued a sig alert and northbound 880 to westbound 80 remains closed. Those lanes will remain closed for several hours while they investigate. Now to this weekend, it is a somber weekend for many families. Today marks one year since the deadly ghost ship warehouse fire. You may remember the flames broke out during an unpermitted party. All of the 36 people who died were overcome by the heavy smoke. In the wake of that tragedy, the city of oakland was criticized for not shutting down the warehouse despite Building Code violations. Even now, theres no official cause for what started the fire, but the Master Tenant and the creative director of the space were both arrested and charged with involuntary manslaughter. Both pleaded not guilty. There will be a Community Vigil this morning at 10 30 at the warehouse site. Since that tragedy, city leaders have promised to improve fire safety, but have they also displaced the artists who live across oakland . Its an issue of safety, of culture, and of money. Heres Investigative Reporter liz wagner. All of those walls will be lined with bedrooms. Reporter architect thomas dolan has big plans for this west oakland warehouse. Starting completely with Building Code, with building permits. Reporter hes helping a small group of artists,including architectural designer tonya. This intention is this open space. Reporter convert this empty building into a code compliant work space. Rutherford was living in this building, called castle von trap. She says it was safe. But three days after the deadly ghost ship fire, oakland officials got word that artists were living here, even though it wasnt permitted for residential use. The owner kicked them out. Just a few weeks ago, residents were forced to vacate this building. In all, the city found unpermitted occupancy at 19 Properties Across oakland. How many tenants have been displaced across the city . I would say its certainly in the hundreds. Hundreds . That have been displaced since the fire . Oh, yeah. Reporter displacement is exactly what oakland mayor libby schaaf hoped to avoid when she issued this executive order to improve safety of nonpermitted spaces. Im disappointed that more Property Owners didnt take us up on our offer to work collaboratively and to not displace residents. Reporter shes taking aim at Property Owners, but up until a year ago, the city itself had been lenient on buildings that werent up to code. And despite evidence that the ghost ship warehouse had been converted into an illegal residence by Master Tenant derek almena. The city never took steps to shut the place down. How can you explain the lack of enforcement at the ghost ship warehouse . The lack of enforcement at the ghost ship was primarily driven by the fact that the management of that building worked very hard to evade government notice. Reporter is that the city casting blame on these folks . The city plays a huge role here when it comes to inspections and followup. Well, and thats a big part of what weve focused on in this last year. Creating a better Risk Assessment model to try and uncover properties that are falling under the radar screen. Reporter so does the city have any responsibility . The city has taken its responsibility to continually be improving upon its system. Reporter oakland launched a new Computer System to track code inspections. Soon, the fire and building departments will use the same database to monitor problem properties. The city recently hired nine new inspectors. Weve set the ball in motion on every task. Reporter joe heads the new Fire Safety Task force which is exploring building spaces. He says the citys grappling with how to give public loans to owners who commit to safety upgrades while keeping rents affordable. How many buildings do we want to do this for . How much of our taxpayer dollars should we be seeking to help with these private improvements in the name of preventing displacement. Reporter these architects say their vision is the best answer to oaklands housing crisis. The gray area between whats public and whats living space. They hope its a hold that can work in other existing buildings. And there are scores of them. Scores and scores of them in oakland. And elsewhere. And our job really is to retain that, to preserve that. Reporter the city is still working with 21 promotes that have violations. Only one has a Compliance Plan on file. But we do want to bring up a point. She is deaf. And shes one of your special needs dogs. Tell me her breed, her age. She is about a year old. Shes a heeler mix, which means shes a working dog. Shes deaf. Yeah. And we are trying to find her a home with people that are breed experienced with heelers. Theyre high energy dogs, and also maybe experienced with special needs a special needs dog. And you do so much for the animals that you rescue. You have been taking care of all of fancys special needs. All of her medical. All of her medical issues and you, of course, if a family were to adopt her, you would support them. Correct. So, she i just cant tell you how sweet she is. Shes really calm but you do say her breed has high energy. Correct. So a family that has the time, has the space, and perhaps has the patience. Just because shes deaf, does not mean that she needs a lot of exercise. That breed specifically needs a lot of exercise. Okay. Well, she is beautiful. We hope that someone out there can provide her her forever home. And also, a little bit of a connection, that special needs sort of program that you have, the Second Chance fund, is that what its called . Yeah. What does that do . So, its an Actual Program that donors or people can actually donate money to, and it goes directly to helping the special needs animals like fancy, and we have a few others that weve helped over the years, helping the surgeries or other procedures. So that money will kind of directly go to them. So thats something we really pride ourselves in helping animals regardless of their needs. Yeah. Medically or behaviorally. All of your rescues, you take care of them completely. Exactly. Its that time of year.
