A live look outside in ocean beach, its all cloudy and still the breaks allowing for people to get out there and walk the dog. Its still cloudy, though, as we take a live look outside. Weve dropped down to 61 degrees. It is a cool day and it will get even cooler as this front moves in for the north. Still well to the north of us as of now, but starting to see a little bit more of the rain in the parts of the north bay and napa and sonoma counties. This is what we can expect once again off and on as the days goes on. A closer look, light activity, very hit or miss. Weve been seeing some of the rain changing over to snow in the sierra, especially as you climb elevation above 6,000 feet. We will have rain in and around the bay area but not everyone will see it at the same time. So we are going to have some times of breaks and wet weather. Ill talk more about that and what you can expect as you make weekend plans coming up a little bit later. All right. Well check back with you. The rain is a big concern in the north bay, of course, after those destructive wildfires. Nbc bay area pete suratos is live in is santa rosa, and pete, one of the big concerns is what will wash in the storm drains, im sure. Reporter yeah, good morning to you marcus and laura. Yeah, that of course a big concern. As kari mentioned, as far as this wet weather goes, there has been light activity here its been an on and off drizzle. Here is the big concern. Theyre talking about if there is enough rain. Were not expecting enough rain to move any of these ash into different drains or creeks. It would affect the more than 600 streams were talking about in sonoma counties. Theyre putting the straw waddles here to block some of the ash from going in. We have pictures from yesterday when crews were placing these straw waddles around the area. They expect to do more with that this morning. I spoke with a environmentalist with the Water Quality district in this area. He explained to me how the straw waddles will catch the ash before it goes into the drain. Its a gross debris catch. So anything that might move down the road or come off of some of these sites, you know, the larger ash or debris that would maybe go into the storm drain system, these waddles will essentially help them stop from moving into the storm drain system and they can be collected later. Reporter now, sonoma is just one of the counties keeping an eye on this rain following the north bay wildfires. Napa is another one of those counties. They put out these tips for residents which really can apply to all of the counties affected. One, theyre saying drive cautiously with the road changes due to the fire. Also to use sandbags to help control erosion. Theyre offering free sandbags at different locations across napa count kr. If you can, install Erosion Control before things get too saturated. But in speaking to Water Quality, theyre saying that they dont know if there is going to be enough rain to actually move any of that debris into this area, but theyre staying on the safe side by having these in place. When it comes to the drinking water, of course, were talking about the streams that could be affected. Theyre saying the water is fine. In the south bay, the santa clara Water District has a lowtech solution to prevent catastrophic flooding. Dirt and plastic barriers going up alongside coyote creek in san jose. Just temporary, but officials tell us it should get the neighborhood through the winter. The Water District is also taking steps to improve emergency communication. Happening right now, a warning for victims of the north bay wildfires. Napa Police Officers say theyve received several calls about fema impersonators in napa county. Officers say real fema workers are out there in napa right now inspecting homes for damage, but the real workers have official badges and identification with them and will never ask for personal banking or Social Security information. If someone asks for your personal information like that, you are not to you know that they are not with fema and they are not a representative. Police say you should ask them to leave your property and then file a suspicious activity report with the ftc. Today, rules about the type of force that officers can use in San Francisco may change. The San Francisco Police Commission is set to discuss and possibly vote on allowing officers to carry and use stun guns. Currently the city does not allow police to use stun guns. The police union and the police chief are pushing for the change. Chief William Scott writes in part, quote, not having the option of using a taser creates a likelihood of prolonged handson physical force by Police Officers and a higher probability of increased resistance by subjects. The department recently released a report detailing use of force by San Francisco police. Overall, it fell 32 from july through september of this year, compared to 2016. In the meantime, Berkeley Police are asking for help finding three people say they were involved in violence during a summer protest that got out of hand. Two men and one woman they say were involved in fights during a rally at Civic Center Park on august 27th. Police say attendees were kicked, punched and struck with some kind of imvied weapon. The three people are all allegedly tied to felony assaults. The day is here. Some waited for hours, others for days for the new iphone x. Army Sergeant Bowe bergdahl will not serve time in prison for deserting his post in afghanistan. Thats the decision this morning from a military judge. Bergdahl left his post back in 2009, spent time as a taliban prisoner before returning to the u. S. As part of a controversial prison swap. Speaking of jobs, weve got the latest jobs numbers and they were very good, but theyre probably artificially inflated. Remember, last months job numbers were terrible because of the hurricanes. Those stories are intersecting this morning. The new republican tax bill takes away big electric car credits. It knocks 7,500 off the price of the car the way the tax credit works now. If that tax law passes, that tax goes away at the end of the tax year. Tesla may not be able to make enough cars fast enough for people to get in under the line after that credit expires. The suspects family actually called police that day. They believed officers would have taken him to get mental assistance. His stepfather says he had no idea it would end in death. What i saw was flatout murder. They said they tased him. I never saw a tasing. I never saw nothing. I saw him in the bushes getting shot. Hes against a fence. The family has filed a wrongful death suit that is still playing out. The d. A. Did not issue a comment along with yesterdays announcement. Well, a scary night for a stanford student. She says that a man grabbed her on campus early thursday morning. She says this happened as she was walking near the lakeside dining hall. She tells police he grabbed her by her wrist and waist but she was able to get away. Police say the two did not know each other. Officers say there is a search for that man, but they have not found him. A 44yearold woman is behind bars following a brawl at Great America last week. Police say this woman was arrested after she used a stun gun on a 16yearold girl who was reportedly in a fight with her daughter. She is the third person to be arrested after Great Americas annual halloween haunt last saturday. There have been 24 reports filed with police in connection with that night. As theyre dealing with snow, a lot of us are dealing with rain as it comes in throughout the day and into the weekend. Its going to be light for the most part. Not expecting a big storm at this point. A bigger deal for the sierra valley. We do have some whiteout conditions and thats going to make it very dangerous for any travellers going into the sierra over the next, id give it 12 to 14 hours. Then we may see this activity tapering off. Even though right here temperatures are above freezing, weve seen some rain mixing in with the snow. As we get a live look outside from the castro looking in San Francisco. Its 64 degrees. Weve been able to see a fpeaks of sunshine here and there. Looking at walnut creek, i dont think its that warm, but we definitely have a chilly day and some mostly cloudy skies. For the most part, as of now as we look at the radar the rain has cleared much of the bay area with the exception of the north bay, where were starting to see some light activity moving inland from mostly northern marin county into parts of Sonoma County and napa county. As we take a closer look, we can see that Activity Still spotty as of now and fairly light. And then the snow in the see rare ra was you climb elevation, starting to see that changeover from rain to snow and starting to see some of that snow pile up. Looking at what we can expect throughout the rest of the day been maybe some more activity as we get a look at whats happening in the north bay with a little bit more rain there. Then as we go into this afternoon to the evening hours, still looking at some spotty activity, but it may stay alldry in spots like the south bay and the east bay. And for later tonight, well start to see some of the showers becoming a little bit more widespread and moving from north to south. This will actually be the cold front moving through that will bring us a little bit more of some solid rain before it clears out. As far as temperatures, we will only reach into the mid to up to 60s today, which is cooler than where we should be for this time of year. Wall voe vallejo up to 62 degrees. A breezy westerly wind and north bay reaching only up to 58 degrees today in santa rosa. Much closer than where we should be for this time of year. As we go into the rest of the weekend, we will start to see once again a little bit more of some widespread rain early tomorrow morning and this will be the cold front moving through. So the winds may pick up just a bit. And then it all clears out for the afternoon. There will be another cold front sweeping through on sunday afternoon, but it looks a lot weaker and possibly a lot dryer. So not everyone will see that rain. Rainfall totals in all with both of these systems, less than 1 4 of an inch of rain for much of the bay area. As temperatures stay cool, we will have a mix of sun and clouds and tuesday may be our only dry day before the next storm system moves in early next week between tuesday and wednesday. Crime, politics and money. Santa clara county is now advising Police Officers not to jail some criminal suspects. Instead, theyre advised to cite and release many suspects. Reporter in most places, if youre arrested on seconddegree burglary, youre likely headed to jail to await bail or a court hearing. Thats not the case anymore in Santa Clara County. Under new guidelines, suspects might only receive a citation for certain crimes instead of waiting for a judge in a jail cell. We want the right people in and the right people out. Reporter a committee of the county executives, the d. A. , the sheriff and the public defender came up with the new rules meant to keep lowerlevel criminals from crowding the jails. Looking at the treatment of mentally ill and substance abusers in our jail, one of the recommendation was to review current policies and practices within the county. Reporter the new Program Raises the threshold needed to book a suspect into jail from a 5,000 arrest warrant to a 15,000 arrest warrant. That means many people accused of crimes like indecent exposure, child the neglect and vandalism wont have to spend time behind bars as they wait for bail or a court hearing. I dont like it. I think its ridiculous. Reporter Police Officers across the county are furious with the new guidelines, especially coming on the heels of propositions 57 and 47, which decriminalize certain crimes across the state. If we cant arrest them for the crimes at the right level and we cant book them into jail, what are we going to do hug them and let them go . Because thats what its getting to. Reporter the county says the staff has the discretion to override the guidelines when needed and Violent Crimes are exempt from the new rules, but Police Officers say the added regulations are limiting their ability to keep the streets and homes safe. The rain weve measured so far, only a few. 100 of an inch. Waiting on a more significant rain. Looking live in healedsberg, also been really dry through the month of october. As we head into november, hopefully well get some more activity in wet weather here. As far as the radar what weve tracked so far, its been very spotty. Hit or miss. This is exactly on track of what the forecasts were calling for. As we look live in the radar, seeing some soft splotches of green here to the south and east of healedsburg and stanta rosa, we are seeing some of that rain moving through. When it comes to providing safe and Affordable Housing to poor and disabled, the federal government has ranked San Francisco among the worst places in america for years now. The city is trying to rehabilitate its rundown buildings through a federal program where Public Housing is sold to private companies. Investigative reporter bigad shaban explains why the citys most vulnerable may still be at risk. I fight hard to overcome the odds. Reporter 57yearold Kimberly Coleman has a lot to say but struggles to say it. A car accident ten years ago left coleman disabled with a brain injury. Oh, lord, help me. Ive been mistreated. Reporter coleman lives at this apartment tower in San Francisco, a low income building owned by the Tenderloin Neighborhood Development corporation or tndc. One rainy morning last year, coleman awoke to puddles of water in her apartment. I got out of the bed and water just splashed up to me. I thought i was in a horror movie. Reporter an old cable outlet that wasnt in use became an open faucet into colemans home, spewing water not far from an electrical outlet. Coleman complained to management at the building. So their solution was to put a plastic bag over it. Yeah. And what happened when the bag would get full of water . Theyd tell me to sign a paper and put a new bag. You had to fail out a maintenance request to get a new bag . Yeah. Reporter coleman lived with a plastic bag taped to her wall for four months. She eventually complained to the city. The unit was deemed uninhabitable and inspectors ordered tndc to fix the leak and walls. Coleman was located to this apartment, but the moving company hired by her building damaged much of her furniture. Theyre broken. They should have done a better job with me. It pains me. Don heads tndc, the nonprofit that manages the building. Some think its ridiculous for months you all relied on plastic bags taped to her outlet to catch leaking water. I can imagine how people would look at the situation and say that seems crazy. Why didnt this group, you know, respond to her in a better way . Reporter he says his team worked to months to fix the leak, but finding the source took longer than expected. I think it is in the nature, unfortunately, of what were doing in terms of taking over margin sign marginal housing and trying to fix it the best we can. Reporter from the San Francisco Housing Authority. Its all part of a federal program that relies on private funds to fix Public Housing in exchange for tax credits. San francisco is leading the charge by having nonprofits partner with private investors to buy, renovate and run Public Housing. We will completely redo this. Reporter tndc bought five Public Housing developments but had trouble determining what needed to be fixed. One of the challenges is that housing authorities lack of documentation and lack of records in a fairly kompds way. Can you understand why tennants now being told you all are taking over may not have any reason to trust you all . I can really imagine why should they trust tndc . Theyve been promised things in the past and those promises have not necessarily been chemical weaponed. Reporter at this highrise, conditions were so poor in the Housing Authority, over 20 of the apartments had to be left vacant. Would you say tennants were in a dangerous situation . I would say in some cases there was a real risk for people. Reporter over the past two years, 55 of San Francisco Public Housing, thats 3,400 hundr apartments have been sold to nonprofits, pledging 7 million in resources. We have resources that the Housing Authority simply didnt ha. Reporter our Investigative Unit reviewed building inspecking reports. We found 74 violations since cohen, including rodent infestations, mold and water and sewage leaks. Its a very, very small percentage of the overall work thats happening at tndc in terms of taking care of buildings. It changed a lot. Its totally different. Reporter since Kimberly Coleman first contacted us and we started asking questions, tndc brought her a brand new nightstand, dresser and bed frame. The nonprofit also moved coleman back into her original apartment which has been completely renovated. Nice big countertops with lots of closet space. Reporter finding her words can often take awhile, but coleman said shes had more than enough time to realize the fixes should have come earlier. I feel that i should have been moved immediately into a safe place. Reporter as the nation works to remodel Public Housing, tndc tells us its now upgrading its maintenance tracking system to make it easier to spot delays. In a statement, the San Francisco Housing Authority acknowledged its aging Housing Stock and lack of funding for repairs. But says thanks to nonprofits buying the buildings, thousands are now living in renovated homes. The Housing Authority still runs about 1,600 apartments in San Francisco, but new management is expected to take over by 2020. All right. Bigad shaban right there reporting. Great job. The caters steinle murder case takes the kay off today, but prosecution rested its case yesterday but not without a very unusual demonstration. While trying to establish that the suspect, Juan Garcia Zarate intended to kill kate steinle, the prosecution had the lead investigator take the weapon and the clothes he wore on the night of the so shooting and showed the jury how the gun could have been concealed in his pockets. The gun barely fit inside the suspects jeans. Here is a District Attorney spokesperson. Whether the gun was concealed in the clothing of the defendant is relevant to whether he intended to pull the trigger and that is the evidence that you saw in court. There are a lot of pockets that that gun could fit in, but this is a new theory that theyre putting forward. As i pointed out, they never bothered to test the pockets for gun shot residue. That was the defense attorney. Hell have his turn, as i mentioned, next week in the case as he presents his case that the shooting was accidental.
