And i want to talk the weather with you, and i was working on a story where thursday it felt like fall, and then friday felt like winter and now headed back to summer . Yes, three seasons in three days. Nice to get the cold, and cold enough to get the snow at time, and close to 5,000 to 6,000 feet, and everything is reversing again, and fortunately, typical of october, and we kind of tease you with some fall and winterlike weather and to rewind back the summerlike temperatures. And now, we have the benefit of the breeze out there today and it is making things dry, and keeping the skies clear for the most part, and now, 59 in oakland and a little breezy out there in the east bay, and to dublin, and 58 degree, and similar temperatures around the bay area, and to san jose, 61, and clear skies and as we head through the night time hours tonight, we will continue to have the clear sky, and relative willy good air quall te, and especially compared to a week ago when we had the nonstop hazardous air quality around the bay. But right now, it is moderate from the inland east bay, and over to solano counties and those are the eareas to see the smoke, and north bay and obviously, around ver acruz out there with the temperatures. And you can see the busy sports day for the south bay tomorrow we have the San Jose Earthquakes trying to get into the playoffs there, and they will be seeing the temperatures in the low 70s with that game against Minnesota United at a 1 00 in the afternoon. And at santa clara, we have levis stadium with the niners hosting the Dallas Cowboys with temperatures in the 70s. That is the good news, and 70s and air quality is not a problem around the santa clara valley. Highs in the mid to upper 70s and close to 80 at more gaap hi hill, and pleasanton, and upper 70s at walnut creek, and 70s in oakland and hayward, and at the peninsulak looking good, and high to mid70s in San Francisco. And close to 70s downtown and trending to shore, and by monday and tuesday, the highs up to 81 degrees in santa rosa and the upper 70s around sonoma and notice the wind speeds tomorrow, going with the northwest wind direction, and things are going to be a more interesting turn come monday afternoon and you can see the direction of the arrows turning off shore once again, and that is a dryer wind pattern with the High Pressure building n and that is is going to temporarily put us in, and that is going to be the oregon border to move to the north all of the way through wednesday as a fairly large ridge of pressure is going to close awe off the storm door, and since the rain got to the north, and away from seattle, and so, tuesday into wednesday, and you will notice the temperatures are climb iing and the valleys are going to be upper 80s and fortunately, low 90s and another possibility again by toewsday which is close to record, and notice San Francisco has a chance of hitting the 80s and monday and tuesday and still warm, but for the valleys, it is really nice now, and you have 70s out there, and the temperatures are climbing into the low 90s on tuesday which is for this time of the year average high, mid870s which is way above average and you are to watch the wind speeds, but a it is two periods there, and midday monday and we may see the fire watches going up, and any time the winds turn off shore, it is something to look for. And low humidity and the warmer temperatures setting up next week. That is is my question, and the temperatures and the wind and the humidity and things that we all look at. And so you think that we may see the red flag warning . Well, it depends on the wind speed, and the sustained wind speed and what you may see is the hills above 1,000 feet, and so we would have needed two weeks of rain to help moisture in the hills. We have known about it, and we have decided to turn the other way. Turn the other wa way while nearly 1 million californians live with contaminated Drinking Water. Im senior investigator steven stock, and we will investigate how the state has failed in the p promise to provide clean dr Drinking Water to the residents. Our collaboration with pg e is centered around Public Safety. Without pg es assistance, without their training we could not do our mission to keep our Community Safe. Anytime we are responding to a structure fire, one of the first calls you make is for pg e for gas and electric safety. Its my job to make sure that they have the training that they need to make the scene safe for themselves and for the public. Its handson training actually turning valves, turning systems off, looking at different wire systems all that training is crucial to keeping our Community Safe and our firefighters safe. Together, were building a better california. Up. That s the reality for hundreds of california communities. Senior investigator stephen water too contaminated to drink but no money to client up. That is the reality for hundreds of california communities. Senior investigator steven sock and his team have been digging into the issue for more than a year now, and this is what they found. Reporter five years ago state lawmakers agreed that every citizen in california had a right to clean, affordable Drinking Water, and since then, mills of your tax dollars have gone the build Treatment Centers around the state to clean the Drinking Water, but we have found that even if the state pays for facilities, many poor communities have not afford the maintain and run them. Reporter every month, the delivery man bringing bottled water paid for by taxpayers to the 600 or so residents living in the rural unincorporated town located in east fresno county. And le theirs water since 20002 has contaed h highest levels of arsenic in the state. Reporter we are forgotten. And you can see an examplef this, 1. 4 million Water Treatment plant that can clean arsenic and other impurities out of the water. Translator initially, it looked like a good idea and a really good plan. Reporter but within six months of going online, the Treatment Plant was mothballed while the grant covered the cost of the plant in 0 2006, there was mo money to maintain the plant. Translator en p the community wanted to, we cant afford the treat the water. Reporter this plant still sits idle while bottled water is delivered to the residents instead. Translator the operation of the plant led the community to significant debt that we are still paying off today. They cant drink the wear, the because of the arss nick. Reporter the director leadership of council and accountability says that the state has failed them. Reporter the communities are remained forgotten by the rest of california. This is an issue that is not new. We have decided to turn the other way. Reporter it ist not just there, because our investigation found more than 300 communities serving a total of 1 Million People in a situation similar. That includes 129 systems with high levels of arsenic in them, and more than 100 Water Systems tainted with nitrates or uranium, and like lenair, these commu communities could not afford the run the Treatment Plant if the state gave them funds to run it. How is this possible . Because water is seen as a local, and very local thing. Reporter felicia mark is in charge of the resources control board, and she says that the communities who cannot afford to run the Treatment Plants are the biggest barrier to getting dr k drinkable water. The biggest barrier is money, and if the legislature can come up with that, we are off to the races. Reporter why has that not happened before . Well, sometimes you get to it when you get to et. So we went to bill moning of cornell and his solution is senate bill 623 to provide state funning funding to run Water Systems in poor communities like lanare and for as little as 1. It is understood scoring the shared recognition that the problem is unsustainb, and it is a human rights issue, and by coming together we have a solution. Reporter has the legislature failed in the promise to deliver that, because we have the communities who cant . Well, in retrospect five years, one could say that we failed, because we did not achieve it yet. I tend to look forward and as an optimist, we are in a position now to do that. Senator monings proposed bill has broad support from the agriculture to the rules committee, but right now it is stuck in the committee. And so for now, the commune city hoping to have fresh clean water by 2018, and nearly 1 million other residents here in california still live with contaminated Drinking Water in their communities. Im stephen stock, nbc bay area news. If you have a story for the Investigative Unit call 888996tips or send the email no the unit nbc bayarea. Com. Rob is here with the check on the forecast. One day of rain is nice. Couple of weeks better or at least a few days when we talk about putting to bed this fire season. Yes, and we had one of the hottest summers on record for the state, and a very hot september for the bay area, and things are extraordinarily dry in the hills and nice to get the rain thursday and friday and unfortunately, that is the last chance of rain, and maybe for the next seven to ten day, and right now, 58 degree, and San Francisco with a nice sunday forecast in store where the temperatures will be approaching close to 70 by 2 00 in the afternoon. For dublin, it is 58 and temperatures are going to be chilly tomorrow with the wind sheltered valleys, and upper 40s to start, and eventually the highs around the tri valley approaching the upper 70s, and san jose currently, 61 degrees and a big sports day tomorrow. First at levia stadium where yo have the earthquakes playing there. And you will see the temperatures up to 70s, and at levis stadium, the 49ers and the cowboys there. So the air quality is looking good to moderate as most of the smoke will be heading off to the inland east bay out to slis s o county. And upper east bay, you can see the upper 70s near san jose and could climb into the 80s there. And mid70s from hayward to the freemont. And the peninsula temperatures in the low 70s. One of the cooler days that we will see in the next seven in San Francisco near 70, but 8 0s to be possible as early as monday. And speaking of the low 80s, it is possible for santa rosa and sonoma for tomorrow. And the snow track which rode through scentral california thi weekend has moved off to oregon and for the next three to five day, it is about to move away from the west coast, and the strong High Pressure builds in, and the zonal flow which brought in the rain, we are seeing the opposite, and the big ridge of pressure that is going to be strengthening tuesday and wednesday and the temperatures could be as much as 10 to 20 degrees above average and for San Francisco, breezy and dry c condition, and we have to watch the wind speed, because it is the wind direction off shore which is going to lower the humidity levels and you can see it play out in the inland sevenday forecast. And so to wrap up the weekend and ho low 90s and near records on tuesdays and we will see the warm temperatures, and low humidity levels again, and hopefully they wont get too guss ti in the hills bs, but th fire weather watch is a possibility again in the hills for the very nice week. And the break has been long enough that they have gotten control of the fires. Yes. And so that is great news. Thank you very much, rob. And now a look at what is coming up in sports. The dodgers are about to play in the world series, a while the giants are making big changes to make sure that theyre back in the postseason next year instead of the n. L. West rival. Aside from a shakeup in the Coaching Staff, and that is a change of position for a longtime favorite. That is coming up next in sports. Food. Water. Internet. We need it to live. But what we dont need are surprises, like extra monthly fees. I see you, fee, played by legendary actress anjelica huston. You got me, mark. Internet for one everyday simple price and no extra monthly fees. Food. Water. Internet. We need it to live. For all the streaming and the shopping and the newsing, but most of all. For the this. Internet for one everyday simple price and no extra monthly fees. 3 113 16 hi, everyone. Im mindy bach, and finishing 40 games behind in the division wont cut it and the giants said as much shaking up the Coaching Staff and most surprising is the reassignment of the long time pitching coach Dave Righetti after 17 seasons in the position, he is now going to be the special assistant to general manager bobby evans. And pitching coach mark gardner is going to evaluate the pitchers inside and outside of the organization and the sis tant hitting coach is going to be the special assistant to the director of operations. And they hipted that more changes are to come. Mention two words the catch, and the 49ers know the name, montana and clark. And so sunday, dwight clark will be honored and 40 of his teammates will be on hand to share the day. Head coach Kyle Shanahan recalls his introduction into the lawnpch of the 49ers super bowl era. I remember when i came in here, and i moved out here in sixth grade and i did not grow up here in this area, and i remember that i was young when the catch happened. January of 1981. Yes, wiz 2 years old and i remember the catch and my mom talking about it, and she was so upset with me for not knowing what the catch is, and i said it is your fault for not teach meg, because i was young, but i remember learning about it in sixth grade and being around dwight all of the time and he was working for the niners at the time and up at Training Camp and mess around with me a lot, and the guys like to pick on me in funny ways, but that is is what you get as a sixth grader, but dwight is great and watching him over the years and the highlights and he is as good as it gets and as good of a person as it gets. Goit to see him when i got back, and good to see him. It is a guy who Everybody Knows him for what he has done in the career, but myself, knowing him when i was younger, and remembering the type of person he is, and he is a pretty cool dude. Well, super bowl li was a epiccomeback or meltdown, depending if you are a patriot fan or the cardinal fan, and finally the rematch is coming up tomorrow night. The football night in america offers a preview. Welcome to the football set of football night in america, and tony dungy and rodney harrison, and we have more questions about the patriots or the falcons . Well, i would say the falcons at this point. I look at them offensive ly and it is not seeming that the offensive coordinator knows how to use all of the weapons in the right way, coach, but also the defense. It seems like they are faltering in the fourth quarter, and i just dont understand why. And yeah, dan quinn, the defensive coach cant like the fact that they have blown the leads. They need to get vic beasley back in the lineup and they have to pressure tom brady and obviously, that i dont have enough coverage guys in the b back. If they dont pressure brady, it is a long night. And they have to do a better job, atlanta, utilizing the backs out of the back field in the passing game. Kyle shanahan did it a lot last year, and they are not doing it this year. It is a super bowl rematch, new england and atlanta, and we will see you football night in america at 7 00 p. M. Eastern. And the warriors are battling the grizzlies and the sharks are going up against the island er islanders and we will have all u of those highlights for you tonight at 11 00 p. M. And a letter written aboard the doomed titanic sold today. It was written by a minneso minnesotaborn salesman addressed to his mother. The mans family sold the letter at an auction in sothebys of england for 176,000, and that is the most of any letter from the titanic. And holgerson tells his mother about the weather, the food and the music and the famous millionaire sharing the voyage. The letter did make its to his mother, and his wife who was also on board survived the s sinking. Rob is here with one final check of the forecast. Yes, not a bad finish for the weekend. 70s to near 80 inland for tomorrow, but we are on standby again for the hills who could be seeing brief and temperatures through tuesday, temperatures near 80 degrees, and after the rain, we have a taste of summer headed our way.
