Others say theyre making things worse. Good morning. You made it to friday, october 27th. We are here friday, uh. Well, why dont we get it started with a check of your forecast . Drew, hows the weekend looking . Yeah, the weekend looks pretty windy this morning. Were tracking some cold temperatures. Its the coldest start in the city since last may. So about 5 or 6 months since weve seen temperatures this low outside this morning. Its a live look from sutro tower with clear skies, but it is chilly out there across the board. Were down to 36 in santa rosa, the same in nevada. Were down to 41 and Half Moon Bay right now. The city is at 49 degrees. The last time we were in the 40s was back in may. Its 48in san jose, 39 right now in san ramon. Take that winter jacket with you. Maybe even the scarf, because we do warm slowly as the morning goes on. Its a sunny day today, but temperature is just like yesterday. Are pretty much limited into the 60s by about 4 00 pm. But its a bright day today. Its chilly this morning, but we will warm into 63 for the city. 64 for oakland, 68 in san jose up to 65 in napa. We do have a fire weather watch that will go into effect over the weekend. Gloria, well get into the details of that coming up in just a few minutes. All right, drew, thank you so much. And well start this morning with the urgent effort to find the man suspected in the deadly mass shooting in maine. As we speak, hundreds of Law Enforcement officers are involved in the search for robert cod. Maines governor now says 18 people are dead and some of those victims are being identif fillled. They include a youth bowling coach and members of a deaf cornhole club. A Law Enforcement source tells abc news that the suspect had affiliations at both the local Bowling Alley and the bar that he allegedly targeted. The source says he may have been looking for an exgirlfriend. At one, the suspect also now appears to have been fairly thoughtful about eluding police. Police recovered a cell phone that he left behind, apparently thinking that it could be tracked and jobina as the search intensifies throughout, sounds of people are essentially locked down, right . Yes. Gloria schools and businesses will be closed again today and a shelter in place. Order now spans across two counties. Last night, Law Enforcement surrounded robert cods home and bowed in maine, which is about 25 minutes away from where the shootings happened. But after about two hours, most Law Enforcement left a note, which is being called a suicide note, was found inside and addressed to his son, cods neighbor says he recently bought a high tech scope for one of his guns. It was a 2,000 thermal scope he had just gotten. And its you know, thats infrared. You can see in the dark with it. It picks up heat signatures, sources confirm with abc news cods exgirlfriend is connected to one of the shooting locations. The 40 year old suspect has a history of military service as a reservist and has experience as a firearms instructor. He spent two weeks in a Mental Health facility in the summer after he was allegedly hearing voices. And there are questions now as to why he wasnt flagged under maines yellow flag law, which is meant to keep guns from people who could be a danger to themselves or to others. Reggie jobina, thank you. Yeah. And were now hearing stories from family and friends of the victims, including from the father of joseph walker. He was the manager on duty at a local bar and grill, and his father says he was shot while trying to stop the suspect out. My son had grabbed some type of a butcher knife or something and went towards the killer to try to stop him from killing anyone else. And thats when he shot my son, walker was one of seven People Killed at the bar. Many of those victims were part of a gathering for the deaf as more information emerges about this story, stay with abc seven news. And during a pop up event on sunday, they raised 4000. I think that that is a tremendous feat for kids at their age. And i really applaud the work that theyre doing. Thank you so much. In los altos, Lauren Martinez, abc seven news. Crews is now pausing all Driverless Services nationwide. Thats in response to the california dmv suspending its Autonomous Vehicle operations over safety concerns. In a statement, General Motors run cruz said the decision is about rebuilding public trust while looking inward at its process and systems. The announcement also said this is a proactive measure and is not related to any additional incidents as its unclear how long that pause is going to last. Cruz has driverless operations in phenix houston, austin, dallas and miami, and theres a new effort in california to make it easier to prosecute suspects in car break ins. State senator scott wiener is now looking at revising legislation to tie up a legal loophole and help leaders crack down on crime. Abc7 News Reporter lena howland joins us live right now to explain that loophole that some say has been protecting criminals. Good morning, lena. Good morning, gloria. Current state law says that in order to prove that someone is guilty of breaking into a car, you must be able to prove that vehicle was locked in the first place. Thats the loophole that senator scott wiener is hoping to get rid of. San franciscos District Attorney, Brooke Jenkins, says criminals are more brazen and more organized. Theyre going through windows and seconds to take stuff, often preying on vulnerable tourists. But because of that current requirement, victims are required to physically come back to San Francisco to testify that their doors were locked. Jenkins says that prevents the prosecution of these sorts of crimes from being successful. My prosecutors could go into court today, even having an eyewitness to an auto burglary, even having Video Evidence of somebody committing an auto burglary, but without having an individual who owns the car or possesses the car, say that they lock the doors would be required to dismiss a case or see that case be dismissed by a judge. Its an absurd requirement that senator wiener introduce similar legislation back in 2018 and 2019, but believes the bills did not move forward because of the leadership at the time. Senator wieder hopes that the third time will be the charm. Live in San Francisco, lena howland, abc seven news. Thanks lena. Time now, 510. Its all about those temperatures this morning. San francisco District Attorney Brooke Jenkins said that there have been 15,000 auto burglaries citywide in 2023 alone and that criminals are more brazen and more organized. Theyre going through windows in seconds to take stuff often preying on vulnerable tourists. But because of that current requirement, victims are required to physically come back to San Francisco to testify that their doors were locked. Senator scott wiener says if this requirement gets removed, this means evidence of Forcible Entry would finally be enough to prove an auto burglary. We, because of this requirement, there are clear cases where someone has broken into a car and committed the crime, but either it was a tourist or with a rental car and that tourist is now 3000 miles away and theyre not going to come back to San Francisco to testify that they locked the car. Or you might have a resident who simply doesnt remember senator wiener introduced similar legislation back in 2018 and 2019, but believes the bills did not move forward because of the leadership at the time. Now hes hoping the third time will be the charm for senator wiener is planning to formally introduce this piece of legislation when the Legislature Reconvenes in january.
