This morning, congress averting a Government Shutdown with just hours to spare. House speaker Kevin Mccarthy suddenly dropping his demands, moving forward with a bill that keeps the government funded through november 17th, and adds 16 billion in disaster aid. But he had to rely on democratic votes to get it passed. 90 republicans and one democrat voted against it. Its laid on the table. Youre a no on this . Im a no. You aint changing me on it. You cant articulate a solid enough message to get me to change on this one. Reporter as the country barrelled toward a shutdown mccarthy struggled to unite his party around the plan. Telling republicans if they voted for a shortterm spending bill he would add border provisions. It wasnt enough. They rebelled against him. I want to be a part of a conservative group that wants to get things done. Reporter its a stark turnabout for the speaker who just days ago demanded this from democrats. If the president wants to make sure that we can keep government funded take an action on the border. We dont know what effect this might have on the battlefield. The pentagon has to wait to hopefully get new authorization. The white house last night got those very public commitments from both democratic and Republican Leaders in the senate they would still get this done but thats the senate, the question now becomes, if and when mccarthy will bring a vote to the house floor. Look, you had 90 republicans vote against that bill to keep the government open for just 45 days late yesterday, 90 republicans, thats essentially 90 republicans saying that they dont have confidence in speaker of the house mccarthy, because mccarthy laid it on the line. He said that this had to be done, that not passing this would mean that people serving in the u. S. Military would have to forgo paychecks, it wasnt right, there was only this or a shutdown which was in fact true and even with that 90 of his colleagues said no. Im going to ask congressman gaetz, are you going to follow through on the threat . Are you going to move to remove Kevin Mccarthy . Im not so sure that he has the votes to get rid of mccarthy. Im not sure democrats will go along with it. Janai well be looking forward to the answers. And as you said, 90 republicans voted against it. Mccarthy saying he had to be the adult in the room. Theres a push in both chambers to provide additional funding for ukraine. At this point, how reliant on democrats does Kevin Mccarthy find himself . He relied on democrats to get this passed. There was no way it would have pass passed without democrats. There was only one democrat that voted against it. Almost united support of democrats in the house for this bill, he may need democrats to save his speakership if matt gaetz goes through with his threats, so you almost have a situation where mccarthy has to if hes going to survive as speaker run a Coalition Government and, trust me, if ukraine funding is going to be saved it will only be democratic support because we now have a situation where a narrow majority but a majority of republicans in the house are on record against further aid to ukraine. This morning, the bills are due for millions of americans with federal student loan debt. Borrowers like 33yearold social worker michael lopez, anah anaheim, california. Are now bracing to make payments on their loans for the first time in more than three years. I really want stability for us. Reporter lopez is a First Generation College graduate, owes more than 800 per month on his student loan and like many borrows the restart of payments will force him to tighten his budget. Well have to change our spending habits, just to make sure we can continue to provide our basic needs comfortably. Reporter the governments unprecedented payment freeze was put in place as a financial cushion during the pandemic and was extended eight times before ending today. 28 million borrowers will now have to start paying off their student debt this month, the average payment totaling between 200 and 300. Retailers like target and best buy warn the resumption of payments could hit their sales as consumers pull back on spending to pay off their debt. Its a headwind to spending and we need consumers to stay in the game. Thats the reason why the economy has been able to avoid recession. Reporter president bidens plan to cancel up to 20,000 in student debt for many borrowers was struck down by the Supreme Court back in june. The Education Department said its now looking into other avenues, for broader debt cancellation, but it likely be months before any of those options available. Reporter this morning, the ntsb rushing a team of investigators to the scene after a semitruck carrying nearly 8,000 gallons of toxic ammonia overturned. Killing five people including two children and injuring several more. We have multiple victims. In the ditches. Reporter Officials Say a semitruck rolled over into a ditch friday night in illinois spilling an estimated 4,000 gallons of ammonia on the road.
