This morning millions of ballots are still being counted all across the country and it looks like this race is going to be decided in three key battleground states. Reporter biden performing as expected, as vote counts roll in across the country. Its not over until every vote is counted, every mroballos counted. Were feeling good about where we are. Reporter the former Vice President boosted by the west coast, taking california, oregon and washington, and biden now leading in arizona. The state of florida has 29 electoral votes and it will go to donald trump. Reporter trump taking all of floridas 29 electoral votes and performing well in rural areas. As votes are still being counted, trump in an Early Morning speech falsely claiming he won the race. This is a fraud on the american public. Frankly we did win this election. Reporter the president heading to social media and twitter slapping a warning label on his tweet after he wrote in part were up big but theyre trying to steal the election. Right now the cliff hinge ehang pennsylvania, michigan and wisconsin. Wisconsin officials telling abc news they expect statewide results as early as today. With votes cast and nothing else to help the race, thousands of anxious voters gatheringing in black lives matter plaza as the nation waits for final results. So far it appears young people did not turn out to vote as expected. National exit polls suggesting that 18yearolds to 29yearolds make up the same percentage of the electorate as they did back in 2016. Faith abubey, abc news, washington. Say theyre investigating a stabbing that happened near the white house after a confrontation between Trump Supporters and another group this morning. Both sides hoping to celebrate last night, but it was a bit of an anticlimatic night. I think that he called for us to be patient, to brace for the long haul, so im optimistic. Im confident. We have put in the work. Were here. We have showed up. So i think that well win. Im hoping for a really good outcome. And hopefully trump will win. Im here because i want to be with a group of likeminded people and i want to celebrate at the end of the night like everybody else with a trump victory. The party for President Trump for watching the returns come in, this one happened in novato. Everyone wants a result, but we dont have that but we have lots of opinions. Well try to capture that this morning. Amy hollyfield, abc7 news. President trump prematurely claimed victory last night. If you opened facebook or instagram you might have noticed new labels. Facebook says it is starting to run notifications on its platform and on instagram and it says that votes are still being counted and that a winner has not yet been projected. The social Media Company says its also automatically applying labels to both President Trumps and joe bidens posts with that information. Well check in on the balance of power in the senate. Republicans holding the lead with 47 seats to democrats 46. Democrats have flipped at least one seat taking colorado, republicans flipped alabama. There are several other seats up for grabs. Now to the house where democrats entered the night with a sizable margin. Theres still some to be decided. 218 seats are needed for a party to claim a majority. Democrats confirm 204 seats. Abc news projects they will end up with the 14 seats needing to maintain control. Proposition 22 became the most expensive measure we have ever seen in california. It would classify rideshare and delivery drivers as contract workers. As you can see there it passed. It passed easily. 58 to 42 . Julian glover is live in san jose where hes tracking the results. This was the big one aside from the president ial race and speaking with voters yesterday, they told me prop 22 drew them out to the polls and with 11. 4 million votes cast and counted, voters overwhelmingly passed prop 22 voting yes at a very decisive manner siding with the rideshare operators like uner and lyft. This means delivery and ridesha rideshare drivers will be classed as independent contractors. Those fighting for a novote were looking to maintain ab85, things like minimum wage, paid sick leave and unemployment insurance. Some companies argued making drivers employees would drive up wait times and increase costs. The voters overwhelmingly siding with the money in this race. This is the most expensive proposition in california state history. Those Ridesharing Companies pooling together 2 200 million o make sure this measure passed. Indeed it did. This lets home owners 55 and older pay lower property taxes if they move while raising taxes for some people who inherited property. Right now with 99 of precincts reporting, yes, 52 . No, 48 . This needs a simple majority to pass. Here are the results for prop 19. It increases commercial property taxes for education funding. Currently 52 of voters saying no, compared with 48 saying yes. Prop 21 would allow local governments to pass rent control measures on almost all housing. This was decisive. 60 to 40 a no on that rent control overhaul. By the time 7 00 rolls through, the cold front is through, were in a lull until the colder air rolls in. When it does, it scatters showers and thunderstorms with the best chance of thunderstorms being over the ocean. You can see even by 5 00 we have scattered showers. This morning President Trump ramping up efforts to discredit the election. Earlier this morning he held a News Conference at the white house where he made a baseless claim that there was fraud and calling for the votes to be stopped. Its not clear what legal challenges he and his campaign would plan to make. Were waiting to see what legal steps President Trump actually takes. No winner has been declared yet in the president ial race thats because a lot of mailin ballots and absentee ballots have to be counted. Heres where the candidates stand this morning. Abc news is reporting that joe biden is ahead by 12 electoral votes. A candidate needs 270 votes to win. You can see biden at 225, trump at 213. At home, heres a look at measure rr. Voters in San Francisco, san mateo and santa clara counties weighed in on this. It would create a 1 8 sales tax for the next 30 years to provide 1 100 million for caltrain ever year. Currently people have supported this. 70 of voters say yes. 30 say no. At this point only 75 of precincts are reporting. Well wait on that. To the south bay theyre expecting a record breaking turnout for the election in santa clara county. The registrar of voters expecting turnout of up to 90 . The county registered more than 1 million voters in the lead up to the election, that includes a san jose resident who lived in the u. S. For more than 30 years but it not voted until now. Feels so good. First time now i feel more american. You have to do it, no matter what. More than 514,000 ballots have already been counted. More than 700,000 ballots were submitted by mail, drop box or early voting as of yesterday. The registrar of Voters Office expects more ballots to arrive in the coming days. Lets talk about stress. So many of you feeling it, right . Many people say theyre, of course, feeling nervous and anxious as swing states continue to count these votes. We told you this might happen. Experts say a lot of the tension being felt by voters can being caused by unsubstantiated talk of voter fraud. Dr. Jen ashton is advising those feeling extra stressed this week to monitor their behavior. If youre turning to drugs, alcohol, food, highrisk behaviors as a coping strategy, thats an indication that you need to seek professional help. Dr. Ashton says check on your loved ones, friends and family because everyone is feeling something right now. Isnt that the truth. I think its just part of just not knowing. I think once we have answers or results, a lot of us will feel better because we know whats going on. This flux, its unsettling. We just have to take it hourbyhour, day by day. Keep moving on. Lets see how our temperatures respond. Down in the south bay, 74 in sunnyvale and milpitas. 77 in san jose. Some 80s in morgan hill and gilroy. Head up the peninsula, mid 70s. 73 to 76. Mid 60s along the coast to near 70 in downtown. South San Francisco, sausalito. Mid 60s north bay coasts. 10 to 15 degrees warmer in the valleys with mid 70s to 80 degrees. 71 to 75 along the east bay shore with oakland and hayward at 73. As we head into the valleys, 78 to about 80 degrees. Tonight looks like this morning which looks like yesterday morning. Mid 40s to mid 50s with clouds and fog in the usual neighborhoods. Well make a run at record high temperatures tomorrow. And then theres something new. A 1 on the storm impact scale with those showers and thunderstorms possible. Our election coverage continues after the break. A busy and chaotic night for oakland police. What we know about an officer we have more election coverage in a moment. We want to tell you about a few things. A fire in San Francisco spread to four homes overnight. This is at 23rd and diamond streets. Six people at this point have been displaced because of it. One firefighter is recovering after being treated for exhaustion while putting out this fire. Thankfully everyone got out safely. Oakland police were responding to several calls about looting overnight. Jobina fortson has more on that at the live desk. Oakland Police Say One of the incidents started with a call about a robbery at a marijuana grow. This is on 92nd avenue near international boulevard shortly after 10 00 last night. Police say when officers tried to detain some people, multiple officers were hurt. It resulted in an officerinvolved shooting. Oakland police say they will release more information later today. A short time later right before midnight, police got a call about a shooting on baldwin street. One person was hit. The victim was taken to the hospital but it expected to be okay. A victim of the friend says the shooting happened at Cannabis Club during a looting incident. The owner of the club says his building confirms it was broken into and they lost more than 100,000 in product. Well keep tracking this developing story for you all and bring you more updates as they come into the newsroom. Governor newsom spent a lot of time in the bay area on election day. One of his stops was the Golden State Warriors facility in oakland. It was transformed into a polling site with voting booths spaced out inside. An incredible contribution to our efforts to bring out a historic number of people to the polling booths and to get a historic amount of people to support their causes near and dear. The governor toured the area and as you can see here also shot some hoops with damian lee. Well survive this morning on wednesday, november 4th. We want to get to jobina at the live desk. Good morning. President trump from maturely declared victory overnight but the race is not over. The president and joe biden are neck and neck when it comes to the number of electoral votes they won so far. According to abc news, biden is in the lead. Heres the division of electoral votes. Biden has won 225 electoral votes. President trump has 213. The magic number is 270. There are still many mailin and absentee ballots that need to be counted. Last night President Trump called the ongoing count voter fraud even though there is no evidence of fraud. We want the law to be used in a proper manner. Well be going to the u. S. Supreme court. We want all voting to stop. We were getting ready to win this election. Frankly we did win this election. Biden wilmington, delaware last night. He said its not his nor the president s place to declare a winner. We knew because of the unprecedented early vote and the mailin vote it will take a while. Well have to be patient until the hard work of tallying the votes is finished. It aint over until every vote is counted. Every ballot is counted. It could take several days before all ballots are counted. We just learned officials in the battleground state of pennsylvania are planning an update on their counting at 7 30 our time. Amy hollyfield is live in Pleasant Hill talking with residents who are up early or maybe didnt go to bed. Hi, amy. Good morning. You can tell it was a late night. People were talking to so far are not quite sure what to think yet. So we have a sample for you. A few things were hearing. Starting with a trump supporter who is feeling pretty good. He said he was feeling better last night. Hes feeling good about the president s chances of getting another four years in the white house. Still hoping for trump. I know the state of california is for biden, but yeah, i love trump. How do you think his chances are looking . Are you feeling good about his chances . Are you worried . No, im not worried. Im positive 100 hell be elected. Yeah. I just hope we get an answer today. Yeah. I dont know. Its all its all weird times right now. We had cameras at some of the watch parties last night. There was a joe biden and Kamala Harris watch party in San Franciscos mission district. And in marin county republicans gathered in novato to watch the returns. Partygoers say theyll enjoy being with likeminded people as results came in. It was an anticlimatic night as they went home without a clear winner. Many hoping that we hear today, though it might be later this week. A lot of people saying they want to move on and put this behind us. Reporting live in Pleasant Hill, amy hollyfield, abc7 news. California voters had to decide on three propositions that would affect property taxes and rent control. Lets look at prop 19. It lets homeowners 55 and older pay lower property taxes if they move while raising taxes for some people with inherited property. Currently it is leading 52 to 48 with 99 of precincts reporting. It does appear this is going to pass. Now to prop 15, it increases commercial property taxes for education funding. As you can see, again with 99 of precincts reporting, this one appears to be decided on the no side. 52 to 48 . And checking prop 21, that would allow local governments to pass rent control measures on almost all housing thats more than 15 years old. This is a no from california voters. 60 to 40 . Prop 15 and 19 races are coming down to the wire. They are still too close to call at this point. Prop 19 would change the tax assessment transfers and inheritance rules. So basically if you inherit a home from a Family Member youll get a property tax increase on it unless you live there or if its a farm. Seniors here could keep tax savings during moves. Prop 15 would require commercial and Industrial Properties to be taxed on market value. The 12 12. 5 billion in revenue would go to schools and local governments. That one still too close to call. It appears california voters voted down two social justice measures on the ballot. Lets look at prop 16. The big question for voters, should affirmative action be restored in california . Currently as you can see with 72 of precincts reporting, most people are saying no. 56 saying no, 44 saying yes. Lets look at prop 25. This would end the cash bail system in california. Currently 55 of people saying no. 45 saying yes. 72 of precincts reporting at this point. This is too close to call. Julian glover is live in san jose with more. Good morning. Yeah. In the case of both of those social justice measures voters going no on both of them, being defeated by double digits. Prop 16 covered affirmative action and prop 25 would have eliminated cash bail. Voters saying no to both of those. Prop 16 rejected by 12 points. The no vote upholds a proposition banning affirmative action that was passed by california voters more than 20 years ago, in 1996. The yes vote would have allowed the consideration of race and s. E. C. In state hiring, contracting anded admissions decisions. It was endorsed by the university of california but still failed. Prop 25 would have eliminated the cash bail some argue the cash bail system keeps some behind bars because they dont have the money to pay bail and the Risk Assessment system would be more fair. Those pushing for a no system said the new system would have been profiling. Given the amount of support that prop 25 did receive, it seems some people dont love the cash bail system but dont believe in this algorithm Risk Assessment system that would replace it. So it appears both 16 and prop 25 are a no for california voters. Reporting live in downtown san jose, julian glover, abc7 news. Thank you. Lets look at neighborhood temperatures and what to expect. Fog along the peninsula coast. Mid 50s there. Clouds spilling into the peninsula. You can see its 55 in san bruno. The other temperatures where its clear in the mid to upper 40s. Lets look elsewhere. The east bay shore, low to mid 50s. Down into the south bay. 47 to 52 the spread across the east bay valleys. Visibility dangerously low around santa rosa once again this morning. Heres a look at the south bay, you can see clouds rolling in. The marine layer is there, about 48 degrees. Thats your really only issue are the low clouds and fog through the morning commute. All right. I want to show you fridays forecast. The High Resolution models are starting to get into that timeframe. Look at this. We have a chance of thunderstorms, that means lightning and small hail across all of our neighborhoods. Heres the timing. You can see at midnight, up around mendocino county, a few scattered showers with the cold front initially pushing through a shower or two is possible. A break during the morning commute. Then the coldest air arrives into the afternoon hours. You can see the showers developing over the ocean. Thats where the greatest instability and the greatest chance of thunderstorms will be. Some of those do meander over land. If you get caught under one, it could be a hefty downpour especially down in the south bay. Lets look at your rainfall estimates. And some areas, no rain at all. Thats the nature of scattered showers. Other areas if you get caught under one of these showers or thunderstorms, theres a possibility of up to a third of an inch of rain. The winds, theyll start picking up thursday evening when we go to bed. And look at this, we could be gusting 24 to 40 Miles Per Hour overnight through the hours on friday. One of these battleground states to watch is pennsylvania. Governor tom wolf tweeted last night theres still more than 1 million ballots to count. He also said i promised pennsylvanians we would count every vote, thats what well do. Another look now at this map showing how the electoral votes are being divided. Joe biden currently leads President Trump by 12 electoral votes. As you heard from our live desk, jobina saying it sounds like pennsylvania will have an update at 7 30 this morning. Well watch for that. To help us break down this this morning we are joined by garrett percival, a political sigh yecience professor at san state. Thank you very much for joining us this morning. Thanks for having me on. Were all looking at the president ial election. Too close to call. What are your thoughts on the race this morning . What a wild night. This is a lot closer than what the polls were indicating both especially at the state level. So, you know, again, its going to come down to a handful of states. Everyone is watching. Wisconsin and pennsylvania, michigan. Biden doesnt necessarily need pennsylvania to get to 270 Electoral College votes if he can win arizona, nevada, wisconsin and michigan. That would put him right at 270. So though a lot of attention has been given to pennsylvania, it may not turn in the end on pennsylvania. Are you still looking at states like georgia at this point . Do you think joe biden still has a fighting chance there . We know theres some votes in atlanta and Dekalb County that have not been counted yet. Right. Georgia is still very close. And one of the challenges for citizens and viewers is to figure out where this vote has come in and where is it still out there. So its the atlanta area, the metro area where theres still lots of votes. The question is whether theres enough there at margins enough in favor of biden to get to to get that state. Of course President Trump is hoping to keep those margins low and last night he was saying that he wants the vote counting to stop. So, you know, thats really concerning. I think we need all the votes to be counted everything turned in on election day and by election day needs to be counted. Lets talk about some of the state propositions. Were there any surprises for you as results started to come in . A couple of interesting results. One is the proposition 22 where the most expensive Initiative Campaign in the history of california with app based Companies Like uber and lyft spending more than 2 200 millio to get this past. The margin of victory there looks to be much larger than anticipated. I thought it would be fairly close. As of this morning theres 57 , 58 of californians who have voted in favor of keeping drivers as independent contractors. That was a surprise in terms of its margin of the win. And then can i ask you about that for a second. Do you think this will set a precedent . Were the first ones to pass Something Like this nationwide. Is this really good news for uber and lyft throughout the country . It is. Given the amount of money they spent to try to pass this shows how much money is at stake for these companies. They clearly saw it was worth spending 2 200 million to get this passed. It brings a lot of questions about economic security, workers getting enough access to health care, livable wages, especially in an expensive state like california. This issue is not dead by any stretch. Well continue to have these in other sectors of the economy as well. Another big one, prop 16, affirmative action in california. How did you feel that about outcome . Were you surprised at how california voters reacted to this one . Proposition 16 heading into election day was trailing. Most voters thought they wouldnt have enough to get to a majority. This is an issue californians have been discussing and debating for the better part of a quarter century. California is the first state to ban affirmative action back in the 1990s. For a group of californians, if youre under 40 years of age, you dont have experience with affirm tv action. A l a lot of californians are not sure how affirmative action works necessarily. That causes confusion. When theres a lot of confusion, voters tend to vote no. Then there was not a broad support among different racial ethnic groups within california to support this. So it split the coalition that would normally be in support of Something Like this. Broadly, looking at california but also nationwide where we went through a tumultuous few months talking about social justice, when you see a proposition like this, whether voters were confused or not, it appears to have failed in california, you see that President Trump has essentially matched what he did four years ago so far. We still have votes to count. What does that say about the social Justice Movement in the country . Well, the big picture i think ive taken away looking at the results, thinking about last night, this is a country really divided. Somehow well have to come together, but these are these kinds of issues, the divisions that they create and having sort of this division stoked by the president have been deep. Were seeing that in clear ways with the results of this election. Longer term, im hoping well be able to address these divisions, but at least in the short run i think the divisions will go even deeper unfortunately along racial lines and social divisions such as these.
