Here are just a few bay areabased companies that have announced big job cuts recently. Uber is laying off 3700 workers. Lyft is cutting 982 positions. Airbnb laying off 1900 people. And we dont know how many local workers are affected at those three companies. We do know that the oakland as are laying off nearly 800 people. The San Francisco giants cutting 1200 jobs, and bon appetit management is laying off more than 1500 workers in San Francisco. I think in the shortterm, there are going to be some sectors that are going to have trouble coming back, even under the best Public Health response. Uc berkeley Public Health policy professor Jesse Rothstein says that includes restaurants and Small Businesses, but includes even powerhouses like uber who thought treating drivers as independent contractors made them less susceptible to layoffs are finding thats not true in this pandemic. But even when all this begins to quiet done, some things may never go back to the way they were. Set your expectation that the return to the office is not exactly going back to your old job. Topping the list, Governor Newsom announcing major relief for workers. Workers compensation will be provided to any worker who has caught the virus or been exposed on the job. The governor says even though phase 2 starts friday, a full reopen will take a lot longer than people think. Heres what he is saying about that. Were still on track for that second phase later this week, and we are for a number of other reasons. Not just testing, the tracing that we talked about today is the first day of that Virtual Training that well be doing with Credible Partnership with ucsf and ucla to train the first cohort of tracker and tracers, these what i call disease detectives. Well have 10,000 in the first cohort. Well hopefully get to about 20,000 over the course of the next few months that is foundational as well in our reopening efforts. But so is the data. And thats what guides us. Thats what makes ultimately the determination, allows us to make announcements, hospitalization numbers improved over the last day. So did icu numbers. They actually both went down 1 and 1. 5 respectfully. We had good news over the last week versus the previous week on the number of deaths. But again, the stabilization of that curve is one of the foundational indicators to allow us to move forward in the second phase. And when the state budget comes out were going get unemployment numbers that are more preside size, what the funding levels are going to be for programs in the state, Health Care Spending and the like. What the jobless numbers are like. So we will begin to get a clearer picture next week of exactly where we are in terms of the state budget, what the priorities will have to be, and the impact that this epidemic and the lockdown has really had on the state. The governors guidance to retailers coming out thursday will spell out the states expectations. We will study those very carefully. Well, larry, blue shield of california has created a task force thats getting input from its thousands of employees to consider systematically what needs to be done to ensure everyones safety. Now it includes whether to screen or revisit visitors and how to recreate work space. Te office is normally filled with 7,000 employees of blue shield of california are eerily quiet. Yet plans are under way for a return to work. It wont be a flip of a switch, not a chance. Its definitely going to be a well choreographed go slow to go fast return to work strategy. July 6th is the earliest date, although that will depend on the workforce of especially the top executives. It meets weekly. Now lets talk about the impact that the coronavirus has had on business and quality of life in the bay area. Joined by San Francisco chronicle insider and abc7 contributor phil matier. Phils columns can be read sundays and wednesdays. And you had a new one out today saying lifting some restrictions for some businesses may not do much for smaller businesses. The governor said by the weeks a end or possibly the next week he was going to be easing up on the restrictions and getting us back into the flow, starting to, at least, and one of the things was going to be allowing small retailers to use curbside service. They cant right now. You can go up to a restaurant or starbucks, get to it go, pick it up right there and move on. You cant do that with a small business. They either have to mail to it you or deliver to it you. So the idea is they would allow people to come up a and the store owner could walk out and deliver it. But larry, weve got to be honest here. If youre a small sports clothing setup in a neighborhood, youre already in competition with the internet where you can click and order it and have it delivered. So what they depend on is people coming into the stores, people going around and talking with salespeople. They need to have people come in. And they say theyre not going to be able to survive this just with curbside system. Its just not going to cut it. But thats all theyre getting so far. And businesses are already facing, you know, very uncertain, almost deadly future in this pandemic. And this is like a lifeline that is not quite far enough for them to work. So one of those businesses youre talking about, you mention in your column is called small fries. Theyre in noe valley. They sell clothing. Not deemed to be essential but desperately trying to stay open despite rules that really make it impossible unless something changes in the next few days with new recommendations from the governor. And local recommendations as well. Remember, its the locals that implement. What theyre saying is that they cant compete with they cant just stay open. Its even tough for restaurant, but for the Small Businesses that are facing competition from the internet, high rent, its already tough sales going in. And theyve got to have more than just this. I talked with the president of the castro merchants association. He said 70 over 70 of his 300 members are figures that maa quarter of them are never going to open again. So multiply that around. Its just another one of the dominos that keeps falling while we are trying to recover. But the question is are we going get out of here fast enough. Yeah. Now some Small Store Owners are getting creative. You alluded to this using uber drivers for deliveries. Theyre selling stuff on zoom. Some of that is easier said than done, especially when youre going up against these goliath in retail that really have systems more designed to accommodate this sort of thing. Absolutely. Absolutely. And their overhead is less as well in terms of just paying these rents and getting it around. I have to tell you one story. In San Francisco, they get get the historic flower mart reopened. It had been shut down saying that people couldnt go in there and buy their flowers. But supervisor aaron peskin made the argument that cannabis is legal and cannabis is allowed. Its considered an essential service. And we can go and pick that up. You know, whats the difference between cannabis which is a flower and say roses and tulips which are flowers. Theyre both flowers and they make people feel better. And they got permission to reopen just in time for mothers day. Yeah. There is a slight difference between the two. But but speaking of that, its interesting to know at the same time the issue of cannabis, as well as methadone and alcohol is also raised up in terms of sheltering the homeless in San Francisco. We found out that when people are going into the Homeless Hotel rooms for the sheltering and the quarantine, lets say if theyre an alcoholic or they need medical marijuana, theyve set up a Nonprofit Fund and theyre getting it for them and bringing it to them and administering it to them in doses to keep them in their rooms and keep them from going out and mixing with the population. Some people are raising questions about that, saying hey, this sort of goes against the idea trying to get people into recovery. But the Health Officials say recovery is part of it. But its also a big part of it is keeping people off the streets, like were seeing right there with the tents and stuff, trying to keep people that need to be quarantined, quarantined. And if this is what we have to do, this is what we have to do. And theyre doing it as well in amona st and santa clara counties. Thats interesting, because i can just imagine people in the midwest or other parts of the country looking at this scenario where youre getting drugs delivered to the hotels and people thinking what is going on in california. You can see the headline. Booze and blunts okay in pandemic San Francisco. But the fact is, larry, you know and i know that the bay area has long been an advocate for what they call harm reduction. And it wasnt too long ago that the mayor was asking for permission to open up safe sites for people to inject drugs. So the philosophy here about how to handle somebody with drugs even in a pandemic is probably different than it is lets say in the midwest. For sure. You talked about the numbers reported by the chronicle today showing a large increase in tents across the city. This is even with the few thousand hotel rooms that have been provided. The virus is not helping to solve this problem at all. In fact, its compounding it. Is there anything that can be done gwynn all that were face right now . Its interesting. Just the other day, university of California Hastings College of law, one of the biggest employers and a real institution in california that is located in the tender lion which has been completely swarmed with tents filed suit in federal court along with other people saying its unsafe. Its unsafe for the people in the tents and unsafe for the people who live in neighborhood. They cant even walk on the sidewalks anymore because they li there are so many tents. The mayor inveiled a plan to say theyre going get the tents out and put them into safe campgrounds that will have showers. Well see how long it takes them to get the tents out, where they go to, and also they say they have a plan for keeping new tents from coming in. But people are handing out tents at the rate of about a thousand already to people coming in saying they need a place to stay, and those tents are going to go up somewhere. And whether its in the tenderloin or next to the asian how theyre thiss going to be balancing it out, because it has gotten into epidemic proportions. Well, and its classic problem. Nobody wants them in their backyard. And the tents have to go somewhere. The people have to go somewhere in the midst of this pandemic. Phil, thank you for your time. One School District in marin county is preparing for the worst by joining forces with an organization to begin providing rent restricted housing for some of its teachers. Abc7 News Reporter Lyanne Melendez hassadiosurnehoodromav every year when the school year starts, i think this is the year im going to be able to save more and actually put some money away. And it never is. The superintendent of that School District anticipates overall budget cuts are going to be devastating in the wick of covid19. Thats because the cost of living adjustment may be reduced from 3 a year to zero. Some schools also rely on property taxes for funding, and those are expected to be lower. Were looking at greatly reducing our budget by 850,000 plus for next school year, which is roughly 5 of our budget. This could affect the districts ability to retain and hire teachers.
