What this map reveals is information that helps us to understand where the cases are, but its in no way indicates that some parts of our city are safer than others. So i dont want us to get the idea that that is the case in any of our neighborhoods. The mayor said the tracker shows disparities in the city. Theres high cases in the district. And same with the south of market area, where there is a large homeless population. Governor newsom is launching a new initiative to support californias 6 Million Students who are now learning at home. He and his wife are working with Business Leaders to give out resources that will help with distance learning. Because of these commitments, hundreds of thousands of families will cross the digital divide, including 70,000 california students who will receive laptops, chrome books and tab lets, starting this week. It builds on other initiatives by tech giants. Apple has donated 10,000 ipads. Google donated 4,000 chrome books. Its also planning to expand wifi hot spots and have them online in the first week of may. The governor is looking ahead to plans to reopen the states economy. He said hell give an update on wednesday on the framework of what that will look like, how it will happen, including rolling back shelter in place restrictions and later, well have more on the impact on education with a look at the best teaching apps. There are 1,166 cases in alameda county. San mateo has 920. Contra costa county at 693 cases. Marin has 195. Sonoma has 181. Solano county has 180. In santa cruz county, 106 cases and napa county has 48. Numbers are also in from other parts of northern california. Lake county has six confirmed cases. Mendocino has five. No reported deaths. Is that red, blotchy skin condition a simple rash or an allergic reaction . Experts say it could be a sign of covid19. Heres our reporter from our l. A. Sister station kabc. It was just so painful. Reporter a local woman were calling jessica was one of the thousands of people in los angeles who came down with covid19. She had a cough and fever, but developed other symptoms that havent been widely associated with the virus. I looked down and ufs getting a shower and my toe was turning blue. Reporter her feet developed painful, red irritation. When he tried to lightly scratch an itch, her blood vessels broke. When i first saw this mysterious rash, i didnt know what to make of it. In northern italy, there was a study that showed out of 148 patients at this hospital, none of which had gotten prior medication, one in five had a rash associated with their condition covid1. Really bizarre happened in the oil markets today. Its an historic drop. The price for a barrel of oil is negative. Gas prices dropped to less than 1 in 13 states. How about you . Doing great. Thank you for shedding some light on this topic. What is the price that actually went into negative territory . What does that mean . So its actually the west texas reference price. And thats a domestic price, so its little lower than what we would get from saudi arabia for example or from canada. The trading price went to negative 37 a dalbarrel, meani producers are trying to give it away, because they dont want to shut down wells. They have people in the field, but nobody is buying it. So this is not even just giving it away, its a i pay you to take it from me. So what is driving this . Is it future worries . Its a mixture. Certainly, its the current demand that has dropped to record low levels. So theyre giving it away, but not to us. Theyre giving it away to the middlemen. Okay. Wasnt there a deal last week to cut Oil Production . Absolutely. But you cant cut it enough. The demand has dropped so low, and the future forecast for Additional Oil is so low, that even with saudi arabia and russia cutting dramatically, theres literally a glut on the market, and there are tankers waiting to find a place to off load it. Lets talk about the effect on gas prices at the pump. Isnt that a welcome thing for hardhit workers who are already suffering economically to have historically cheap gas prices . Well, yes and no. Its nice to have low prices, but the problem is that much of our prices actually in the taxes and in the refining process. So no one is going to pay you to go to the pump to take their gas away. And at some level, what is happening is that were getting enough out of work, people in the oil and gas industry, that were just not getting many benefits as the price continues to drop lower. It sounds great, but at some point its not helping the consumer. When do you see gas and oil prices making a uturn and a comeback, or do you . Well, i dont think its going to come back until we really open up markets and obviously theres a battle in places like california that are trying to deal with covid and the politics of some other states trying to open them up. But i dont see them rising much until then. In the end, i hope this is a signal to get off of gasoline, to take advantage of electricity and to take advantage of some of the clean air were seeing, as a result of not burning so many fossil fuels. I was going to ask you about the longterm impact. We have seen improvement in air quality all around the world. Its been traumatic. Less carbon emissions. So even after we open up, the way we live, the way we work, the way we commute will never be the same. Talk about this cross roads that were on and which way we might go. Sustainable future or doubling down on fossil fuels . Its we have seen that you can absolutely clean the air and you can see wild life coming back overnight, which is the good side. But no one wanted to do it with an economic crash with 27 million americans out of work. So the real question is the next stimulus. If we decide to build and invest in clean energy, electric vehicles and take advantage of what we see during covid, but do so in a sustainable way, well have chosen a wise path in my view. If we jump back and overconsume oil and gas when the covid crisis begins to wane, then we wont have learned anything. Theres been a growing backlash over the distribution of those funds, which in some cases reportedly went to large corporations rather than small, local businesses. Shake shack was awarded the loan under the federal Emergency Program to help Small Businesses called the paycheck protection program, which ran out of funding last week. The ceo says the burger chain no longer needs the money, so its returning it. I wonder what you guys think. 70 publicly traded Companies Got money there that fund. They did. That 350 billion fund for the paycheck protection program. Lots of large chains, hotels, restaurant chains that have individual business units, franchises or individual operations were able to qualify for some of that money. Thats not necessarily who it was spended for, and thats why if more money is put into that program, there are some calls to make sure that those loopholes are tightened. Spencer, do you blame the business for taking it in the first place or blame it more on the setup of that fund and the loopholes that existed . Well, first of all, i think its admirable that shake shack and others have said we dont need the money now, and they are returning the money. So thats admirable. Im not sure what to say about other large corporations that are receiving the money, when many Small Businesses are not getting anything yet. I know theres some controversy surrounding the steakhouse chain. Im sure that chain has lots of employee whols need to keep receiving their paychecks. Im not slamming them for receiving that money, but its a shame these big loans are going to so many large, Profitable Companies when so many Small Businesses are hurting. Its admirable and you want the government to help businesses that need it, and you think about airlines and hotels. But the one thing that gets tricky when you start to throw around billions and billions or trillions of dollars is, really looking and seeing where all this money is going, and is anybody paying that close attention to make sure, wait a second, theres a guy over here that doesnt need that money. They might being with to take it, but the real need is over here. So the administration of huge amounts of nony can get very dicey. Hopefully those that really need the cash get it. And the real difficulty here is that if you look at College Athletics in the way its funded, football and basketball drive the revenue for all the other sports and you saw what happened with the ncaa tournament, the revenue isnt there, if football season is jeopardized, all of this revenue that might support swimming and lacrosse and soccer, et cetera, all these sports, its just nonexistent. And then you have an Athletic Department thats running deep into the red. But i hope schools dont use it as an excuse to try to cut sports. So well just have to see how it goes.
