But down in the southern most part from morgan hill to gilroy to hollister, some areas of fairly steady downpours in the region. Its all moving eastward away from the main part of the San Francisco bay area. Whats left of our storm ranks 1. Notice well see some wet spots later tonight but by the time the morning commute rolls around tomorrow we should be looking at vastly improved conditions. Then the bigger storm comes friday. Ill give you a look at that in a few minutes. Rain this morning caused several problems around the bay area including this crash involving seven vehicles in san jose. Three people were taken to the hospital. In san bruno workers are now shoring up a landslide. Abc 7 News ReporterAmy Hollyfield has the story. Reporter as the next round of rain rolls in, bay area residents are preparing. Im going up in the attic to make sure my roof is not leaking because we had a couple of really heavy downpours. I thought it was branches hitting my window. I guess it was hail. We did one of those french drains on the side of our house. We live up in the hill over there. There was a problem with water flowing down to our house and flooding into the bottom level. So we dug a ditch so its draining out to the street better. Reporter there are concerns about the possible side effects like this one in san bruno. A landslide where about 30 feet of earth has crumbled to the ground. Authorities are watching it and hoping to stabilize it for the winter and protect san bruno avenue and the sidewalk. Its scary. I was just thinking about the trees that are leaning over and a little worried about that. Reporter even as we deal with serious rainrelated issues, people are also focusing on the positive. Im glad its raining. I know we need it. I dont have to water. I love it so i run on the trail all the time daily, and for a while there, because there was no rain, it was looking really dry. Reporter no homes are impacted by the slide. This is all crumbling into a canyon. They will work on a design for a permanent fix that will be constructed when the rain stops but right now the city manager says theyre focused on a temporary fix and theyll know within the week whether they will be able to open up this lane of san bruno avenue and this sidewalk. Today members heard from constitutional scholars on the issue of what is an impeachable offense. Among them stanford law professor pamela karlan who produced a memorable moment when she took exception with a suggestion from Ranking Member doug collins of georgia that she and the other scholars were partisan and didnt know all the facts about the case. Dear mr. Collins, i would like to say to you, sir, that i read transcripts of every one of the witnesses who appeared in the live hearing because i would not speak about these things without reviewing the facts, so im insulted by the suggestion that as a law professor i dont care about those facts. For more on what happened during the days hearing to reporter Serena Marshall who is live in washington. Serena . Reporter ama, at the heart of todays testimony is the question of abuse of power. The democratic witnesses claim its true and its clear the president abused his office or the lone republican said with the Current Evidence presented by them it would be them abusing the power of congress. Two arguments hitting at the heart of the impeachment debate. If Congress Fails to impeach here, then the impeachment process has lost all meaning. If youre going to accuse a president of bribery, you need to make it stick. Because youre trying to remove a duly elected president of the united states. Reporter what is a high crime and misdemeanor . Thats what four constitutional scholars were asked to answer as the impeachment probe enters a new phase in the House Judiciary Committee. The three law professors invited by democrats agreeing. President trump has solicited president Volodymyr Zelensky of ukraine to announce investigations of his political rivals. Soliciting itself is the impeachable offense. Reporter and a single legal scholar for republicans echoing gop sentiment that the process followed by democrats was flawed. This call was anything but perfect. This is not how you impeach an american president. That has not been explained to me why you want to set the record for the fastest impeachment. Fast is not good for impeachment. Reporter but actually if mr. Trump does get impeached the process in the house will have taken longer than for president clinton in 1998. President trump weighing in from overseas. It is the most unfair thing that anybody has ever seen. Reporter but the white house rejected democratic offers to participate in the hearing. One of the reasons democrats argue waiting for the courts to weigh in for the 2020 election isnt an option. We cannot wait for the election to address the present crisis. The integrity of that election is one of the very things at stake. Reporter an Impeachment Vote in the House Judiciary Committee would come as early as next week. Democrats expect it to begin drafting articles of impeachment in the coming days setting up a full vote in the house before christmas. Live on capitol hill, Serena Marshall, abc 7 news. Serena, a Top White House official has said they do plan to participate in the senate, though, right . Reporter yes, ama, thats correct. Even as the white house has rejected offers to participate in the hearings happening right now in the house on capitol hill, they said that if it moves over to the senate, which would likely occur some time in january, they plan to participate fully including requesting live witnesses. Ama . Serena marshall reporting live from washington, d. C. Thank you, serena. President trump heads back to washington. His time with fellow World Leaders marked by some drama. New efforts to clean up the tenderloin. A possible solution to a big trash problem. Well explain. And protecting yourself a gun charge has been dismissed for the man who went on trial for Kate Steinles killing. Jose ines garcia zarate, who was acquitted of all but a gun possession charge in the 2015 shooting death of steinle on San Franciscos pier 14. An Appeals Court later overturned the sole conviction saying the judge improperly instructed the jurors. Today San FranciscoDistrict Attorneys Office said it will not retry him on the charge. We make these decisions very methodically. This particular person is also charged by the federal government for the same conduct thats alleged here. As a result of it were going to step aside and let the federal government take their case. Garcia zarate is in custody awaiting trial in federal court next month. San francisco is busy trying to clean up the tenderloin and a new program revealed today will add 100 recycle bins with a bad trash reputation. These bins have newly designed locks making them much harder to open. The hope is this will directly solve one of the biggest sources of the trash problem. We have a huge problem in this neighborhood, in particular, where trash goes in a bin and coming out of the bin because its pulled out or its kicked over or pulled away entirely or weather. To start the bins will go to tenderloin businesses and larger apartment buildings. If it goes well the plan is to order 1,000 more. Trash pickup times will be tight to limit the time theyre out in the open, and steam clean and wash the tenderloin every week. Gift cards the problem is if theyre on a rack far away from the cashier somebody could get to the card, take off the back, look at the authentication code or the activation code, then put the backing back on, put it always get a gift card behind the cashier not somewhere off to the side. Thats why you see them behind glass counters sometimes, right . It would be even better if theyre behind a glass counter but somebody should be nearby. So what should people do to protect themselves other than the three things you just told us . Just generally holiday protection. The big one, first of all, dont just download any app you see. Go to a legitimate app store. Secondly if you get contacted by anyone, never authenticate yourself. Only you a effectively better protect you. A new report predicts some relief next year. It says sales will flatten and even go down. Laura . Reporter hi, dan. Were going to give you a little bit of a tour and show you whats typical in the Real Estate Market. This is a 1,400 squarefoot home that will sell, im sure, in a few days for Something Like a million dollars. Pretty typical of whats been happening out here in the east bay, all over the bay area in recent months. Now this new report is saying the Real Estate Market might cool a bit even here in the bay area. Just when you thought the hot bay area Housing Market might never cool theres a new report from realtor. Com that says thats exactly what could happen in 2020. Here and across the country. In the bay area itself we expect to see weak sales, a small decline in home sales in 2020 and r flat prices. R. Com 20 sales will nationwide in the San Francisco metro area, down 3 in the south bay. Home prices will change less dramatically, up 0. 8 nationwide but down 0. 4 in the San Francisco market and up more than 2 in the san jose area. The realtor. Com report indicates the market will cool because Economic Uncertainty will cause consumers to cut back on spending and inventory will reach historic lows especially in the entry level category. I cant refute all of it. Reporter he says the report may be accurate to some extent but no one trend or prediction especially at the National Level applies to all of the micro markets and highpriced bay area. Our market is very specific. This corridor we call 680 24 corridor were seeing buyers coming in from San Francisco, the Santa Clara Valley because we are more affordable. We have excellent schools, great quality of life. Starter homes like this one or even into the higher priced markets are great value. Reporter now the market according to the report will go as millennials go for the first time in 2020, according to the report millennials will take out the majority of the mortgages. This home, im told, is one of those places where the generations might clash. You might have your genxers trying to move up. Millennials looking to buy a larger house. And then baby boomers like me who want to stay put or even downsize which might further limit the inventory. All of this to come in the months to come. In walnut creek, laura and thony, abc 7 news. The governor is meant to protect tenants from being displaced. Some are taking advantage of the window before the law goes into effect on january 1st. Reporter Lyanne Melendez is live to explain exactly how. Lyanne . Reporter well, basically these landlords have said we know these restrictions are coming at the beginning of the year but nothing can stop us or no one can stop us from increasing rents now or even evicting people. Thats when local overnment stepped in. Even before Governor Newsom signed the state rent cap bill last october 8th, some landlords were already handing out eviction notices like this one. Isabel perez of daly city got hers september 19th. She told me her landlord gave her a 60day notice with no just cause. Her calls went unanswered. Here is why some landlords acted so quickly. The rent cap bill says as of january 1st, a landlord anywhere in the state cannot raise someones rent by more than 5 with an added cost of living increase with in total would amount to a 9 hike. The new law also states you cant evict a person just because. The eviction window was wide open and, yeah, we saw a lot of landlords spring into action there. Reporter so as the eviction complaints came in cities began passing emergency ordinances to protect tenants. They adopted ordinances 20 days after the governor signed the bill. The cities were being responsive to what they were hearing from tenants which was droves of people getting eviction notices within days of the bill being passed by the assembly. Reporter unfortunately for perez the ordinance doesnt protect her because it was passed after her eviction notice. Shes fighting it. She told me, we are worried because if we cant find something we can end up homeless. And there are 20 cities in california that already have rent control laws on the books. San francisco, of course, where we are right now, oakland, berkeley to name a few, nothing will change for these cities, and its not snowing. Sorry for that. Were just right in front of christmas festivities here coincidentally. Nothing will change for these cities because they are doing better than the state. They are doing more to protect tenants. Im live in San Francisco, Lyanne Melendez, abc 7 news. Thats what you get for live tv. It works. Lyanne, thanks so much. Governor gavin newsom is sending 650 million to california to combat the homeless problem that we here in the bay area feel every day. The emergency aid was set aside in this years state budget, but newsom says hes growing tired of what he calls bureaucratic roadblocks from the Trump Administration and actually releasing the money for the state to use. In san diego today the governor then gave a challenge for our local communities for what to do with the funding. I expect this time next year, i say this lovingly, i want to see results. We dont see results we cant not going to keep money. More isnt better. Better is better. Cities and counties can start applying for the money. One official told our partners at the mercury news the bay area is likely to get 145 million. Now we want to hear your ideas about building a better bay area. Share them by joining our better Bay Area Group on facebook. A man fatally shot and killed by Concord Police after attacking his parents has been identified. Youre here for a couple speaking events. You spoke last night in mountain view. How did you start as a writer . After i did a few courses, i really started dealing with my personal anxiety and sadness that was really impacting my behavior and being a burden on my life. Once i started seeing it was decreasing and real healing was happening that was a big surprise and took to writing. I dont want to pry, you mentioned burden and sadness. What was the cause of that . I was always inclined in this way. I dont think there was really one particular moment that wasnt a series of traumatic issues. I always felt inclined i was wired in this way i leaned in towards sadness and i realize that because i never really dealt with it and didnt want to grapple with it, it became worse and worse over time.
