Southbound are the taillights moving towards highway 24. Bay bridge toll plaza, just a minor wait for some of the lanes. Backed up towards the parking lot. And the drive time across the san mateo bridge and the dumbarton bridge is green as well as the richmondsan rafael bridge. Happening now, gas prices are rising in the bay area. It will get worse over the next week. Here are the average prices for a gallon of regular gas. 3. 97 in San Francisco. 3. 85 in oakland. And 3. 82 in san jose. According to an analyst at gasbuddy. Com california is experiencing two problems now. First, last week there were production problems at four california refineries including the valero refinery in benicia. Yesterday a new federal report pointed to a big drop in gasoline inventory on the west coast. While its unlikely anyone will see outages as a result of, are drawing down. Experts say those in Northern California including the bay area may see a total impact of 15 to 30 cents per gallon, thats an increase, in the next 7 to 12 days. The Washington Post reports the company has a three strikes policy which allows drivers to keep picking up passengers even after theyve been accused of crimes. This morning, uber is responding to new allegations in the Washington Post. An investigation by the newspaper claims the company is putting its own interests ahead of riders. According to more than 20 current and past employees interviewed. The article details one case of a driver accused of sexually assaulting three separate riders and still being allowed to drive. Uber says complaints from riders who allege a crime by a driver are sent to a special investigations unit. Generally people are receptive to the kind of feedback that you have about suspected offenders as far as if they should stay on the application or not. Reporter lily flores was an investigator for uber for two years. She says she left the company because of the number of Sexual Assault cases she had to investigate. Im talking about Sexual Assault all day, every day, and its not easy. Reporter flores says theres a policy at the company of not reporting purported crimes to police. Even when they get confessions of felonies. It was our job to, you know, just take the report for what it was and not hand that off to police. Uber says the reason for not reporting alleged crimes to police is to protect the alleged victims, saying if those victims want to go to police, they can and uber investigators will cooperate. Uber calls the Washington Post investigation inaccurate and the company says its made changes and invested in safety technology. We overhauled this system, and we created something new, and a lot of the policies, a lot of the things that you see in that Washington Post article and that were spoken about are outdated. According to the Washington Post, many uber investigators have no Law Enforcement experience. Uber says its now hiring people with more experience. A uc santa cruz professor is out of a job. Officials fired him after one of his students claimed he tried to rape her. He has been on paid leave since 2017 before being suspended last month. Campus investigators found a history of him abusing the Sexual Harassment policies. One of his accusers now plans to move forward with a lawsuit against him. For french president Jacques Chirac has died. He was the first leader to acknowledge frances role in the holocaust and opposed the u. S. Invasion of iraq in 2003. His soninlaw says he died peacefully among his loved ones but did not give a cause of death. Chirac battled Health Problems since leaving office in 2007. He was 87. A new poll shows the majority of americans do not think the president should be impeached. The poll was conducted between september 19th and september 23rd. Overall 57 of people said President Trump should not be impeached. 37 said he should. The rest were not sure. 4 of republicans and of democrats called for impeachment showing a clear partisan divide. Yesterday we asked midday live viewers whether the impeachment inquiry was justified. 72 said yes. 28 said no. We should make it clear that the poll was done before a lot of the information came out about ukraine. Childrens hospital of los angeles is apologizing after stem cells from dozens of patients were destroyed in a freezer malfunction. Not only did the freezer malfunction but so did the sensors that would alert staff. A 13yearold boy was storing cells in case his cancer returned. The teen found out the bad news in a letter from the hospital. I got to almost the bottom and i just started crying. It basically said that the freezer had, like, a malfunction and i lost most of my stem cells. If i would have received a phone call or something, i would have kept that from him. Its the last thing he needs to worry about. The hospital has since apologized for sending the letter to a 13yearold and promises to put safeguards in place to make sure that malfunction doesnt happen again. That first one looks like it will pass. Passengers say theyre looking forward to new gates. We talked to one man who adoes approve of the first option. Its important. It makes it the price goes up for everybody else. So, of course, if they have the people stopped, its usually people who are kind of doing bad that are hopping over. I think it would be best if they have Something Like that. It is looking like this will cost around 1 150 million. But Officials Say riders will not be paying extra to get these new gates, and they say they lose about 25 million a year from people not paying their fares. This morning electricity is back to all 1,400 pg e customers in sonoma and napa counties following yesterdays power shutoffs. Pg e restored power by 4 00 in Sonoma County and that cal calistoga by 5 30. Sonoma county supervisor susan goran is critical of the pg e planned power shutoff. Cal fire said they arrested a missouri man who flew to the bay area and set more than a dozen fires over the weekend. 68yearold Freddie Graham is facing 15 counts of arson. The Bay Area News Group says that graham drove a rental car towards milpitas and started throwing flaming pieces of paper on to the grassy hills. Authorities say he set four fires on friday and then nine more on saturday. A witness spotted that car and reported it. Police arrested graham as he returned his rental car at San Jose International airport. Right now his motive is unclear. New developments in the plan to convert schools into housing for san jose teachers. The school board has ruled out Leland High School and brett Hart Middle School as locations. Here are the remaining options. District offices, the River Glen School and the second start pine hill school. And the site of the metropolitan education district. An unusual warning is out about the upcoming joker film about potential attacks at movie theaters. Army officials have alerted soldiers about possible Mass Shootings at theaters showing the film. There are no specific plots detailed, but Officials Say potential threats were made online. Teens are taking center stage in global movements like the recent climate strike and gun control. Singe is not an issue, but soon some 17yearolds will be old enough to vote when the 2020 general election comes around next november, but they cant vote in the primary. 17yearold ryan beam of Scotts Valley is one of those teens. In 2017 then governor jerry brown moved the 2020 president ial primary from june to march 3rd. This left some california teens in a gray area. I would be about a week too young to vote in the. March 3rd primary election. That was the case for the majority of my graduating class. The state assembly is now considering allowing anyone who would be 18 on the day of the general election to participate in the primary. The bill needs two thirds approval from legislators before it could be put on the 2020 ballot. A ceremony will take place to add 72 new tiles honoring veterans to San Franciscos korean war memorial. That memorial is located in the presidio and overlooks the golden gate bridge. Veterans groups, south koreans government and other dopers paid for the memorial. The House Intelligence Committee has just released the whistleblower complaint, a declassified version of it that sparked this impeachment, this formal impeachment inquiry. We just got it moments ago. Want to show you what learned about it. This is the second paragraph. Of that complaint, from the whistleblower who says in the course of my official duties i have received information from multiple u. S. Government officials that the president of the United States is using the power of his office to solicit interference from a foreign country in the 2020 u. S. Election. Now, this person does say he or she was not a direct witness to most of the events described but bases it on conversations he or she picked up in conversations with multiple government officials in the course of regular duty covering this matter. I want to bring in jon karl, our chief white house correspondent. That top sentence soliciting interterrence from a Foreign Government in our elections and many details, what he knows about the phone calls with ukraine and other matters. This goes far beyond the phone call with the president of ukraine. And the line that jumps out to me is on the very next page, george. The white house officials who told me this information, the white house officials this whistleblower was hearing from people inside the white house that this was a matter that they were deeply disturbed by what transpired in the phone call and then he details how there was an effort to lock down the phone call to the memoranda. Explain. To make sure that only a very limited number of people would have access to it so they put it on a separate basically a separate server. Yeah, they took it outside the normal channels and put it into a channel normally reserved for highly classified highly classified information and there was weve all read this completely declassified memorandum. Theres nothing in there that is of, you know, compartmentalized highly classified information so this person says white house officials were told they were directed by the white house lawyers to remove the electronic transcript from the Computer System in which such transcripts are typically stored so that it can be coordinated among different agencies. The foulllowup. One official described it as an act of abuse of this Electronic System because the call did not contain anything remotely sensitive from a National Security perspective. So you have here as jon points out this whistleblower talking to various white house officials who are expressing these concerns to him about the way the process is being handled. So basically this whistleblower is acting as a reporter inside the government, internal reporter describing conversations he or he is having with white house officials. This one also this phrase also jumped out at me on page 3 where he says, that hes talking about the white house officials and the officials retelling, they had witnessed the president abuse his office for personal gain so thats hes reporting on white house Officials Saying the president of the United States abused his office for personal gain. I think the summary of that comes on page 7 which is to me the critical paragraph in this entire whistleblower letter. Multiple u. S. Officials told me the ukrainian leadership was led to believe that a meeting or phone call between the president and president zelensky would depend on whether zelensky showed willingness to play ball on the issues that had been public aired by mr. And let me interrupt you there because thatrrponds, i dont know if we have tom llamas on the line from kiev. Thats what we learned from ukrainian officials as well. Former ukrainian official who told tom that that was a condition for this call. Right. And so when youre looking at the totality of where we are, right. We knew about the phone call. This is an accurate recounting of the phone call. Correct. So weve got the phone call which is in and of itself a big part what have this whistleblower report is about. Were sort of putting that to the side because we already know about that but clearly this whistleblower is very concerned about that phone call and now is providing some context surrounding the call and thats the additional piece here that we didnt know about coming into today. There were questions of a coverup because of how they treated the information. There was not only a coverup but followup because what the official also records here is all the actions that Rudy Giuliani, the president s personal lawyer did in a meeting with ukrainian officials after the president s phone call with the ukrainian president if whats fascinating here you see state department official, ambassadors out trying to basically undo the damage that giuliani they believe giuliani has done in his conversations. You see so this whistleblower has clearly spoken to people at the white house and at the state department and you see and ive had sources tell me that it goes all the way up to pompeo unhappy with how yooul is basically acted as a freelance diplomat on behalf of the president. Terry moran, you have a few minutes to read this complaint as well. Your thoughts . Reporter well, its a remarkable document and it is a road map. Its a road map for house investigators and potentially for senate prosecutors in a potential impeachment and it goes backwards afternoon forwards. Thats two things that i see right away that investigators would be interested in. First witnesses. This whistleblower identifies people by name and position who were listening in to this phone call who knew about it and then who participated after the phone call in basically deep sixing it. Locking it down. Putting it on a separate Computer System to try essentially to cover it up. That is evidence at the very least of officials knew it was problematic if not actual consciousness of the president s guilt that he had done something very wrong. Let me stop you before you get to your second point. So many of the witnesses are Unnamed White House officials which sets up again a potential clash between congress and the white house if the white house intends to declare executive privilege over the testimony of these white house officials, thats a complicated thing to doen 0 the one hand they prevent the testimony. On the other they become subject to charges of a coverup. They do and that gets them in legal jeopardy and that is leverage to get them to talk. The president can claim executive privilege if the congress proceeds on an impeachment basis, thats a strong argument to bring to a court. The other thing this does is give us a time line so weve got witnesses and we have a time line now that according to the whistleblower begins last spring and he details a lot of incidents and conversations involving the president , Rudy Giuliani and others as far people in europe meeting with ukrainian officials, all of whom are witnesses to a considered and concerted effort over months to go after the bidens through ukraine. So what they have here is a road map that identifies who they can talk to and a series of events over months where the phone call is just one scene in this movie. We are now getting a better narrative as to what this whistleblower believes was wrongful action on behalf of the president. What led to the phone call. In the complaint during the same time frame multiple u. S. We spoke to a former adviser to the president of ukraine who told us yesterday that in the leadup right after the election the transition, it was their understanding from ukrainian officials that the only way they were going to have a meeting with trump is if they discussed the bidens. If they discussed the biden investigation. Now because we reported that information it spread all over the world, this former adviser is saying, listen, this was not exactly inside information. This was more our understanding so it was clear because of what Rudy Giuliani was doing, i got to tell you, george, from being over here now and from being here earlier this summer, we spoke to a former prosecutor in ukraine and he told us he had already contacted Rudy Giuliani so the contacts were extensive and giuliani wasnt only speaking to current officials but past officials as well. And i also want to bring in Martha Raddatz as well. One of the contentions here, the Whistleblower Makes is that the u. S. Ambassador to ukraine who had criticized the ukrainians record was basically removed from her post early apparently at the behest of the people that mr. Giuliani was talking to. Reporter exactly. Thats the reporting there and thats what is in the report and President Trump himself has had some negative comments about that ambassador saying she wasnt a good person and she was removed. The thing that strikes me, george is at the heart of this as you know, nancy pelosi has talked about this as a National Security concern and why would this be a National Security concern . We see in the document it says further in the icigs judgment alleged conduct by a senior u. S. Public official to seek foreign assistance to interfere in or influence a federal election would consty statute a serious or flagrant problem or abuse which would also potentially expose such a u. S. Public official or others acting in concert with the u. S. Public official to serious National Security and counterintelligence risks with respect to Foreign Intelligence Services aware of such alleged conduct. And that to me is the heart of what nancy pelosi is trying to get to and what she is trying to talk to the American People about. Right. She has said this is a National Security issue. That its not only about whether or not the president engaged in potentially criminal activity which the department of justice said he did not but talks about whether or not there are compromises of National Security, jon.
