Ator terrorized the midland odessa area saturday, shooting at more than 20 different locations, killing seven people and wounding over 20, including 17monthold anderson davis, recovering after shrapnel was removed from her chest. And we have now learned that the gunman failed a federal background gun check because he had been clinically diagnosed as being mentally ill. A labor day parade in new jersey was cancelled because of security concerns caused by explosive devices. Authorities discovered the devices near the parade route in South Plainfield on the property of a resident. He was arrested and charged with possession of a destructive device for an unlawful purpose. The relative called the incident a misunderstanding. New jerseys governor was slated to march in that parade. The Trump Administration is changing course after abruptly ending a program that allowed seriously ill immigrants to avoid deportation while they receive lifesaving treatment. Those immigrants were told last month they had 33 days to leave the country. But officials now say theyll resume processing pending applications. Officials say theyve received a tremendous number of distress calls from people in flooded homes. The rain overnight is torrential and nonstop, especially on grand bahama island. Emergency responders cant get to everyone who needs help. Some residents had to rescue themselves and swim to safety. This is the scene in freeport on grand bahama. Thousands of homes have been destroyed. Dorian is stationary now. Well get the live forecast in a moment but we start with abcs marcus moore in the bahamas. Reporter in the bahamas, a lifethreatening storm surge sweeping across the island nation. This is very deep water. This storm came ashore on the abaco islands on sunday. Category 5 hurricaneforce winds gusting about 225 miles per hour. Cars and spire homes submerged for more than 24 hours straight. Interstate 26 in South Carolina was reversed away from the storm four hours earlier than planned because of heavy traffic. Georgia this morning reverses interstate 16 from savannah. Dorian is still about 100 miles from florida but the Sunshine State is already seeing the effects of its winds bringing down large trees like this one. Remember, residents in those certain areas are also under evacuation orders and so they were busy picking up those sandbags and preparing. That was also the scene in north carolina. People preparing for dorian. People we seen boarding up their homes, making sure that their homes and businesses were secure, and also pulling in their boats. We heard today about two men who were actually loading and filling sandbags at a Road Construction site in daytona beach, and we are told those two are the first people to be arrested for looting here during this state of emergency. Also i was watching and monitoring those Live Press Conferences that happened throughout the day, and one official actually talked about someone stealing a generator right off the street, and live on tv that official said, you know what, what you didnt know, those cityowned generators yes, it was city owned theyre equipped with gps trackers so we know exactly where you are, so anyone else thinking about doing this, dont do it, and whoever did that, were going to find you. So thats happening. As far as those travel messes, well, you knew this was coming. So far the last count, more than 2,000 flights here in the u. S. Have been canceled so far. As you can imagine, that number will go up later today. Airport closures. Well, theres some good news there. We understand that the ft. Lauderdale international will be reopening today at noon. We know that its currently a category 3 storm and stationary right now on top of the bahamas. It has sustained winds of up to 120 miles per hour, and its rain is drenching the islands. Many people there have had trouble getting out. This man who lives in freeport tweeted that hes stranded with 10 feet of water inside his home. And an Animal Shelter in nassau posted photos after it took into almost 100 dogs to save them from dorian. When dorian begins to move again, it is expected to head for the florida coast near west palm beach, then move up the coast, brushing georgia and then the carolinas. Even though dorian is 100 miles from florida, residents is are already seeing the effects of Tropical Storm forcestorm winds. We begin with abcs Elizabeth Hur. We are starting to finally see some signs of dorian here, but here in florida theyve been preparing for this for a week now. Yeah it means that the wind field is going to be able to expand a little bit more. It might make it easier for some of those powerful gusts to make their way farther inland. This is still a major category 3 hurricane. Ive heard people say, its weakening, at least its not a 5. But this is still very deadly storm as it continues to sit over grand bahama island. It is going to pick up some speed as we head throughout our tuesday morning, inching closer to the east coast of florida before it eventually turns and runs parallel to the carolina coast, and thats going to happen because of this dip in the jet stream pushing across the eastern third of the u. S. This is going to give it that tug to the north, and its going to continue to gradually weaken. But still have some significant impacts along the east coast of the u. S. As we head through the middle and end of this week. Were talking hurricaneforce wind gusts along the space coast of florida and the coasts of north and South Carolina. Also heavy rainfall, some spots could see up to 15 inches by the time all is said and done. Janai, kenneth . And, adam, as far as some areas seeing up to 15 inches of rain that has a lot to do with how slow this storm is moving, is that right . I mean, we know its been stalled over the bahamas for a good portion of the day. What does that mean as it continues to move up the coast . Right, well, as you mentioned its going to make it easier for all of that rain to accumulate. Most of the flooding going to be along the immediate coast but its also going to allow for more storm surge flooding. And that is just when the winds of the storm itself push all of that ocean water on land. Because the storm isnt moving fast, it just continues to pile up and pile up and do more damage. And around the globe are already working to help those in need by providing food, clothes, and other necessities. The city of miami has established 16 dropoff locations at 5 stations and churches for anyone in the area to drop off supplies like canned food, baby formula, and water. For those not in the miami area, consider donating blood at a local blood bank. Theres an increased need for o negative and o positive blood, as well as platelets. Several organizes can benefit from monetary donations. World central kitchen is on the ground in the bahamas and has prepped 10,000 sandwiches to help feed those affected by dorian. The young man was sitting there across from me, he was crying. And he said that they had celebrated three birthdays. Reporter what caused this incident is still a mystery. Images from before the fire show just how tight the space was in the passengers bunk room. Of all scenarios, to be in a remote location, have a fire that occurs. You couldnt ask for a worse situation. So many lives lost. So many questions this morning. Again, so many people want answers. We know the coast guard last inspected the boat a year ago and found no issues. This boats name is conception. It was even used by celebrities and stars. Rob lowe tweeted overnight hes been on that boat many times and his heart goes out to the victims. Really an awful story. Overnight the Santa Barbara county confirming they have recovered more bodies. Theyll have a press conference with more information later this morning. And in the meantime, this fire was burning overnight in north philadelphia. The flames scorched an unoccupied Apartment Building that was under construction. Residents in the immediate area were evacuated, including some students from temple university. Now to australia and a guy whos happy that he actually read his flight instruction books. Matt sylvester was on his third training flight with an instructor over the weekend when the instructor passed out from a seizure. Max had never landed plane before but he was talked down by a flight controller who guided him through every step until he was safely back on the ground.
