Quite a year in washington, lets bring in matthew dowd for a yearend review of the Trump Presidency breaking down what he promised and if hes delivered. Matt, good morning to you. Lets start with the president s tax cut plan, a clear victory for the president , also getting rid of the Obamacare Mandate which penalized people for not Getting Health Insurance but a reminder of a battle he hasnt won to fully repeal and replace obamacare. Yeah, tom, i think this is a clear legislative victory on the one hand on the tax cut victory but on the other side on the obamacare side, its not a clear legislative victory. Theres a huge difference between a legislative victory and a political victory. So hes put a lot of yards on the field and has a lot of first downs, but for a political purpose he hasnt accomplished that much. His signature issue on the campaign trail was the promise to build a wall and have mexico pay for it. Weve seen some prototypes but thats still a promise he hasnt fully delivered on. I think itll be one very difficult to deliver on. As you know, all of the compromises hes going to have to do now with Congress Related to to many of the immigration issues and this one is tied up in it. One, with those compromises and, two, the fact that the budget now, hes got a 1. 5, 1. 1 trillion deficit that will come from the tax cuts and building that wall will cost billions and having covered the campaign for the last two years, i think it will be very difficult for him to do in an Election Year that is already problematic. Yeah, hes going to have to find that funding. Matt, i want to turn now to one of the next big challenges for the president. The midterm elections and new reports about a heated meeting the president s top staff, but also his former Campaign Manager Corey Lewandowski who sources tell abc news got into it with bill stepien. I think hes worried and he should be worried. Not a real staff problem but fundamental problem. As you know, tom, all president s in their first midterms with very few exceptions have huge problems with their party. This president has the lowest Approval Rating and you know from the data, lowest Approval Rating a president has ended the first year at going into christmas than any president has ever had. That and the fact that his party is disliked much more than the democrats sets up for a huge wave for the democrats and big problems for the republicans in both the house and senate in 2018. This case took a stunning turn when police announced the arrest of 28yearold erika mirandaalvarez accused of murdering her friend and kidnapping her 6weekold baby and trying to pass the infant off as her own. Law enforcement says this woman, Erica Miranda alvarez kidnapped the baby hoping to pass it off as her own child after murdering her mother. Its shocking. Reporter after a twoday manhunt, they tracked her to this apartment complex. Alvarez was standing outside with her boyfriend holding the infant in her arms and alvarez is believed to have suffered a recent miscarriage and may have been trying to hide her loss from her boyfriend and family. It suggests that the suspect was friends with mirandas brother which is how she connected with our victim. Reporter this morning alvarez is in Police Custody charged with murdering shamalis mom who was a family friend and kidnapping the 6weekold child. She stated the front door was open and the complainant was already lying dead on her bedroom floor. She stated that she took the infant daughter and left. Justice. I hope she gets life in prison. Reporter and alvarez was expected to go before a judge last night but that didnt happen because shes under medical watch. Good morning to you. People are keeping their iphones longer than in the past, three or four instead of one or two years and thats why many older phones are still in use but they are slower. Just days ago a Software Company tried to figure out what was going on. They did and apple made that stunning revelation. Whether youre a lightning speed texter or selfie addict, iphone users expect their devices to keep up with their every move. Apple is facing backlash after revealing its updates slow down older devices in an effort to extend the phones battery life or protect the phone under certain conditions. If you have an old iphone with an old battery apple may slow down the speed so the battery doesnt completely die or the phone doesnt do something wonky. Reporter some feel its intentional. I feel like apple keeps coming up with new products and slowing down the other versions so is that you hathat you have version. You think its a big scheme . Yes, once you upgrade your phone it works slower so youre forced to go into the newer one. Reporter apple says thats not the case. Its actually trying to help people with older phones telling abc news, our goal is to deliver the best experience for customers, which includes overall performance and prolonging the life of their devices. Lithiumion batteries become less capable of supplying peak current demands as they age over time. Even so on thursday a man filed a class action suit saying he never gave apple consent to slow down his iphone, also alleging that users suffered interferences due to intentional slowdowns. Apple should have done what . Number one, told consumers whats going on. I would have taken a popup saying your phone is slowing down right now because your battery is old. Two, they could have told us what we can do to get a new battery. Reporter the new battery, apple says, is the solution. If you put a better battery in and its getter it will not down those speeds and it will run at normal speeds. Reporter but thats still going to cost you. You can bring the phone into any store and theyll replace it for about 80 bucks. The good news you shouldnt need a new phone. How many years should a phone last . We wondered that. The miss america pageant, Dick Clark Productions cutting ties with the organization. Overnight the Huffington Post publishing internal emails between sam haskell and Senior Leadership that revealed crass, inappropriate comments about pageant winners appearance, their sex lives, their intelligence level. Its really disturbing. 2013 miss america winner Mallory Hagan particularly singled out. Good morning, for those of you just joining us, im tom llamas. President trump has just signed the historic 1. 5 trillion tax bill, an important moment not only for the administration but also the country. This likely will affect everyones taxes. The president s biggest legislative victory to date, and a promise he campaigned on to overhaul our tax system and with his signature, this will be the biggest rewrite in a generation of our tax code. Now, republicans feel there will lead to higher wages and more jobs, but democrats, they have slammed this bill, calling this a tax cut for the rich and big business. The vast majority of taxpayers will see a lower tax bill, but those cuts could expire by 2025. A feed has just come in from the white house where the president signed the bill inside of the oval office. We want to go to that feed right about now. Good morning, good morning. Good morning. Good morning, everybody. Thank you very much for being here. Merry christmas, happy new year, Great Holidays. We are going to sign some very important things today. One is a continuing resolution that very importantly gives us the right and we are ordering 4 billion worth of Missile Defense equipment and missiles themselves. Very important, top of the line, best in the world. We make the best military products in the world. Nobody is even close. So were ordering 4 billion worth of Missile Defense, and that will be done by signing right here and also by notifying the speaker of the house and president of the senate designating the Missile Defense as emergency defense fund. So its 4 billion for that and 700 million for various other military forms of equipment. Im very honored to be doing that. Our military has been doing a fantastic job in so many ways with isis and everything theyre touching lately has been working out. So were signing that. This is the letter to Mitch Mcconnell and separately to paul ryan authorizing that having to do with Missile Defense. Okay . Very important. So thats being done today and thats going to be sent out, and then when i watch the news, as you know we had the largest tax cuts in our history. I was going to wait for a formal signing some time in early january but then i watched the news this morning and they were all saying will he keep his promise, will he sign it by christmas . You were one. Will he sign it by christmas . I called downstairs and said get it ready, we have to sign it now. We were going to wait until january 7th or 8th and do a big, formal ceremony, but every one of the networks was saying will he keep his promise, will he sign it before christmas. So i immediately called, i said lets get it ready. As you know, 3. 2 trillion in tax cuts for American Families including the doubling of the standard deductions and the doubling of the child tax credit. The typical family of four earning 75,000 will receive an income tax cut of more than 2,000. Many much higher than that. Slashing their tax bill in half. Theyre going to start to see that because were signing today, theyre going to start to see that in february. The numbers will speak. One of the big things that happened, you have some great companies. I want to thank at t who was the first out of the box and boeing and sinclair an wells fargo and comcast even though they end nbc which is not so nice to the presidency or the president , but comcast also, they all have made tremendous contributions to their employees and tremendous contributions to spending money in this country because of the tax bill. They all said its because of the tax bill so theyre making tremendous investments. That means jobs, means a lot of things, and were very happy. So thats at t, boeing, sinclair, wells fargo, comcast and now many other companies. In fact, just this morning i see three more companies came on. A friend of mine, bob graft, called me last night. He said this tax bill is incredible. He owns the new England Patriots but hes in the paper business too, and he said based on this tax bill he just wanted to let me know that hes going to buy a big plant in the great state of North Carolina and hes going to build a tremendous paper mill there or Paper Products plant. Ive had many calls such as that where people that are entrepreneurs, people in business, theyre going out and theyre going to buy, frankly, factories that are closed, abandoned and now theyre not going to be abandoned any longer. This is having an even bigger impact faster than i thought. The Corporate Tax rate as you know will be lowered from 35 to 21 . That means that more products will be made in the usa. A lot of things are going to be happening in the usa. Were going to bring back our companies. Theyve already started coming back. I think they had confidence in me and figured we were going to get this done, but they have already started. Something very important to me, the family farmers and Small Business owners who lost their business because of the estate tax, most of them wont have any estate tax to pay. It will be a great thing for their families. You can leave your farm to your family. You can leave your business, your Small Business to your family, not even so small because the numbers are pretty big here. So theyll be exempt from having to pay estate tax which will be tremendous. Theyll keep their farms and their businesses in the family. Businesses will be able to deduct 100 of the cost of their Capital Investments in the year the investment is made. Thats called expensing. And to do oneyear expensing i think is going to be one of the biggest things in the bill, frankly. I think people are going to go out and absolutely go wild over expensing. Bob kraft mentioned that last night in his telephone call, the fact that they can expense to oneyear expensing is a fantastic asset. Historic Small Business tax cuts and passthroughs now are made really, really good for the business owner. Theyre hiring people. I see it on television. Im reading about it all over where people are hiring a lot of people right now to go to work. The Small Business tax cut is now really incentivizing people. Were going to bring back probably 4 trillion from overseas. Nobody knows the exact number but its massive. It will be over 3 trillion. It could be 5 trillion, but its a tremendous amount of money overseas that the bureaucracy plus the tax laws didnt allow it to reasonably be brought back into our country. So we think at least 4 trillion is going to be brought back. If you look at that, its going to be brought back right under the code. This is something that republicans wanted for years and democrats wanted for years, and yet it never got done. Who would object to trillions of dollars being brought back into our country . Nobody. But it never got done. Now its being done. The bottom line is this is the biggest tax cut reform in the history of our country. This is bigger than actually president reagans many years ago. Im very honored by it. In addition, we have anwar. Were opening up anwar for drilling. Theyve tried to get that for 40 years. Theyve tried to get that even during the reagan administration. They could never get it. That alone would be a big bill if that ever happened, but thats even part of this. And we have of course the individual mandate which is a very unfair and very unpopular provision as you know. Obamacare essentially i think ultimately it leads to the end of obamacare. Essentially i think obamacare is over because of that. Were going to come up with something thats really going to be very good, but the individual mandate was very unfair because youre basically saying, pay for something in order not to have to get health care. So youre paying. Youre paying not to have to have health care. It was very unfair. Many people thought it should have been overturned in the supreme court, didnt quite make it. Almost but didnt quite make it but now were overturning. Most unpopular thing, obamacare, very, very unfair. So this is the bill right here and were very proud of it. Its going to be a tremendous thing for the American People. Its going to be fantastic for the economy. Its going to Keep Companies from leaving our shores and opening up in other countries. They are very disincentivized to do that. Theres not a lot of sense to do that. You do that and i dont think youre going to be running your company very well. So whats happening is were going to sign this. This is a little picture of it. It fits nicely in the box. I said take it out of the box because people have to see it. And all of this, everything in here, is really tremendous things for businesses, for people, for the middle class, for workers, and i consider this very much a bill for the middle class and a bill for jobs. Jobs are produced through companies and corporations, and you see that happening. Corporations are literally going wild over this, i think even beyond my expectations, so far beyond my expectations. So ill sign this today rather than having a very big formal ceremony in two weeks when we were going to do it because i didnt want you folks to say that i wasnt keeping my promise. I am keeping my promise. Im signing it before christmas. I said that the bill would be on my desk before christmas, and you are holding me literally to that, so we did a rush job today. Its not fancy but its the oval office. Its the great oval office. Just to conclude, our country is doing very well. Weve tremendously cut regulations. Legislative approvals for which im given no credit in the mainstream media, we have i believe its 88 which is number one in the history of our country. Second now is harry truman. Harry truman had more legislative approvals than any other president , a record long held, and we beat him on legislative approvals for which i get no credit. A lot of people say he needed this because he has had no legislative approvals. Well, if you look at va accountability act and so many other bills having to do with the va, having to do with the military, having to do with many things, we have more legislative victories than any other president , not including this, but this is the capper because this is, again, the biggest tax cut, biggest reform of all time. So its an honor to have you with us and we will sign this right now. This is something im very proud of, great for our country, great for the American People. Thank you all. So we wont do the whole thing but this is basically what it is. Thats your bill. And i want to thank some people in particular that arent here because again we expected a formal ceremony in two weeks, but Mitch Mcconnell has been fantastic. Worked so hard. We would speak at 3 00 in the morning and 2 00 in the morning and we would speak whenever we had to speak, but he worked so hard. And the exact same thing can be said for paul ryan. They are very proud of this, and were already seeing the results. As i said, long ahead of schedule. Paul ryan, Mitch Mcconnell, thank you very much. Oren hatch, the chairman, made a beautiful speech the other day in front of the white house. Absolutely brilliant, beautiful speech, and we appreciate it and i appreciate it. Hard working. Kevin brady, i dont think he slept for months. Its almost like thats all he did was this. Mike enzy, senator enzy. Diane black. Rob portman. Rob worked so hard. So knowledgeable on the subject. Pat toomey likewise, tim scott likewise, these people work so hard and i dont know if theyre given the proper credit. The whole senate when i say the senate, unfortunately the republicans in the senate. Democrats dont like tax cuts. They want to raise your taxes. They dont want to lower your taxes. They want to raise your taxes and they want to spend money foolishly on things that we dont need in many cases. So were cutting taxes. Were taking care of our military, and were taking care of people. Were really doing a job on jobs. So these folks have been so fantastic that i had to call them that, and plenty of others, believe me. Republicans in the house and republicans in the senate have been incredible. So this is what we got. We had it. It was all set to go. As soon as i get back from christmas ill be working very hard in florida because we have many things to talk about including north korea, including a lot of things happening in the middle east as you know. Weve made tremendous strides obviously in syria with isis. Weve taken back virtually all of the caliphate, all of the land, same thing in iraq. Were making tremendous strides. Its sort of the unwritten story right now, but since my speech on afghanistan, were making tremendous progress, tremendous strides. Weve opened it up and its a whole different world in afghanistan, i can tell you that. So ill be working very hard over the holidays. Again, i want to wish you a very Merry Christmas. I have some beautiful pens over here, and because all of these folks are either continuing to work down the road or getting ready to leave and im sure theyll be working very hard also, i think im probably going to hand some of them to the press. The media, would any of the media like look at these camera guys. I think well do that. So we have them. Many of you have worked very hard. Many of you have worked very, very fairly, and we really appreciate that. So here you go, folks. You want the box with it or not . Mr. President , can you talk about how much youll travel i dont think im going to have to travel too much to sell it. I think its selling itself. Its becoming very popular. Bu youll see something on february 1 when they open up the paycheck. Thats when youre going to start to see it because by signing it now, it kicks in for this year. Remember, if we didnt make a certain date, it wouldnt kick in until next year, meaning the following year, 19, and i wasnt happy with that. So we worked very, very hard to make sure it was this year. Even language originally said the corporate would kick it in 19 but we didnt do that. But we had to sign it. I dont think were going to have to do much selling. I think the corporations that are giving billions and billions of dollars away to their workers and many more are coming, i think thats really whats selling this maybe better than anybody could, including myself, but i think come february when they open their checks and they see, wow, they have a lot more money in here, i think thats really going to be something very special. I really do believe and i said on social media today, i really do believe were going to have a lot of bipartisan work done, and maybe we start with infrastructure because i really believe infrastructure can be bipartisan. Weve spent 7 trillion in the middle east, not to mention all of the lives and all of the heartache. Its so sad. 7 trillion. Its time for us to rebuild our country. Thank you very much, everybody. Thank you. Do you wish you would have started with infrastructure at the beginning of this year . Were going to get infrastructure. Infrastructure is the easiest of all. Were very well on our way. Weve essentially repealed obamacare. The individual mandate is a very big factor in this bill frankly. A lot of people dont talk about it because the tax cut is so important. But infrastructure is by far the easiest. People want it, republicans and democrats. Were going to have tremendous democratic support on infrastructure, as you know. I could have started with infrastructure. I actually wanted to save the easy one for the one down the road, so well be having that done pretty quickly. Thank you all very much. I appreciate it. Thank you very much. You know one thing i really learned, i got to know and became very friendly with the people in the house, the people in the senate, both republicans and democrats. When i came, i didnt know too many. I was very politically active but i didnt know too many. I think the fact that i have become friends with so many of the names that i just read off and so many of the senators, so many of the congressmen and women, i think thats a huge factor. I can call anybody now. I know every one of them very well now, and i understand the legislation very well. So its been a process. Its been a great process, really beautiful. But i do believe i do believe that the fact that i have gotten to know so many of these people and many of these people i have to say im not saying all but many of these people are great people that truly love this country. So i think that helps. I think youll see that in this legislation. Thank you all very much. Thank you very much. Weve just been watching maybe one of the most important moments so far in this presidency. President trump signing that tax bill, the 1. 5 trillion tax overhaul, a complete rewrite of our system, a law that will now likely affect every single taxpayer across america. This was moments ago inside the oval office. The president said he woke up this morning and started to watch the news and he was wondering if he was going to sign this bill before christmas as he promised. He decided to do this at the last minute and sign the bill. He spoke about 20 minutes touting how great this bill was, how its going to cut taxes for all americans. Democrats pointing out it will cut taxes more for the wealthy and big business than lower class and middle income families. The president also in a giving spirit, gives pens out to his friends in the media who hes had some choice words for. I want to bring in mary bruce whos at the white house this morning. Mary, youve been tracking all the developments through congress on this bill and throughout this presidency, and right now this bill that is now a law, it hasnt been popular with americans so far. Reporter tom, this bill is deeply unpopular but republicans insist that it will be once americans start to feel the impact of this bill in their wallet. You heard the president there insist that theyre not going to have to go out and sell this bill, hes confident that the results will speak for themselves. Theres no question that republicans have a long road to go here as they try to turn this legislative win into a big political win, especially heading into 2018 and those midterms. Not only is the bill unpopular but its also predicted to add quite a lot to the deficit, more than 1 trillion and of course as you mentioned experts caution that while republicans insist the benefits will go to the middle class, it appears from a lot of these analysis that the ultra rich may ultimately benefit most. But republicans ive talked with, they know they have to get out there and sell this plan. They have to make sure that americans as they start to see some of these changes, that they attribute that to republicans as they try to get a legislative win here. Looking to the weeks and months ahead, some americans could begin to see some more money in their pockets starting in february when less money is withheld from their paychecks. But for most of the impacts of this bill, those wont be felt until 2019 when you go to file your 2018 tax returns. Something else i noticed, he wanted to make a point to sort of build bridges with senator Mitch Mcconnell and pespeaker pl ryan. Hes had at times a rocky relationship with members of his own party and it was rough earlier this year when he was trying to Pass Health Care reform, yet now taking this victory lap. This is a huge legislative victory for republicans, for the president. This is no doubt something theyll want to campaign on going into the midterm elections. Reporter absolutely. Rocky to say the at least. The relationship has been quite fraught over the first year of this presidency but no signs of that this week. As youll recall a couple days ago there was quite a backslapping victory lap at the white house. The president and the Republican Leaders coming together because this is a huge legislative accomplishment for Republican Leaders as well. Theyre trying to convince the American People that they have done the right thing, that this bill will ultimately be good for them. It affects nearly every single american. Most americans will get a tax cut here, at least at first and thats the message youre going to hear republicans hammering both here in washington and on the campaign trail heading into midterm elections. Alex, this is the best and its my inspiration because homemade and personal makes it special as we can see down there in its fun to kind of snack as you go, right . You wrap your gifts and youre eating them. Thats a win win but make something homemade and create that real i made this from the goodness of my heart and i ate half of it. That way you know its good. Speaking of knowing its good i can smell it already. You started with the dark chocolate. Tem purred chocolate. Chocolate makes people clap. It doesnt get its due during the holidays because were so busy with candy canes so this is melted chocolate that you spread out on marchment or baking sheet and sprinkle the crushed up candy canes on here and spread them out and let it cool. And that mint chocolate flavor is so great. And break it up and let this cool you can pop it in the fridge and make little pieces or top a cake with it or make a tart or little bars and superfun and package it up in little to go boxes. Like i said, make double. Youre saving because youre doing it yourself. This one looks so good. This is kind of a play on a whoopi pie, such a Great American snack. You want to just get to the eating. This is a little bit of almond pastry cream and almond extract and a little almonds. I love all the sound effects. What a great audience. I love a hungry audience and make these little sandwiches and the almonds really add a lot of nice crunchy texture and portable. Make a nice tin and eat them behind your desk. I already snacked on about half of the topping but lets do the strawberry bars. You could use raspberries too and baked this crust 20 minutes and add it in, powdered sugar for cornstarch and sugar with jam so we dont often think of mixing jam with fruit but its a great way to get that richer fruit taste. When its through it looks like this. It looks like this and you pour it in there. Nice. I love it. Then the topping. Have almost enough of. Less topping than when we started this segment. Do you know any holiday snackers . Then you bake this one, again. Bake it, cut it into little bars and package that up so good and popcorn which is super fun to do loose like this or you can break it up and roll it into Little Popcorn balls. Hot would go into a ball. When its hot and if it cools and gets hard to work with, pop it in a warm oven for 20 to 30 seconds and can make a popcorn house.
