Judge: Ottawa Co. health officer settlement agreed upon, cannot be enforced

A Muskegon County judge ruled Wednesday the settlement between Ottawa Co. commissioners and Health Officer Adeline Hambley was agreed upon properly, but still cannot be enforced.
