Goa’s Comunidades, traditional agrarian cooperatives, played an essential role in ensuring food security through managing common lands and natural resources. Documented by the Portuguese as of 1526, it was the predominant form of landholding in Goa prior to 1961. On April 15, 1961, the Code of Comunidades was promulgated by the Portuguese government. The government’s proposal to amend the Code of Comunidades during the Budget session of the Legislative Assembly met with strong opposition.
