edition of "the story," you have been watching this unfold live here on fox news channel. what you're looking at now is a live look at niagara falls new york. a vehicle explosion at a boarder crossing was an attempted terror attack. here's a look at the scene. sources say there were a ton of explosives. we're seeing a lot of explosives in a vehicle. the two people inside the vehicle we know are dead. a border patrol officer was injured in this explosion in some capacity. nicole parker is standing by. she will have keen insight in to what investigators are looking for. first, let's get to alexis mcadams live with breaking information. what have we learned, alexis? >> i've been checking in with high level police sources and in that area near niagara falls and in gulf low. i've been told this was an attempted terrorist attack. they believe the two people in the car that are both dead after that large explosion have packed that car full of explosives. we're not sure just yet what type. what border patrol officer was injured this that explosion. minor injuries at the time. there's been conflicting reports because it's all developing. they're doing their best to figure it out. we're told now it's a car traveling from the united states in to canada. a high level source said that they tried to tell the driver to go in the other lane to get a closer look at the vehicle. when they were told to switch lanes to investigate, that's when they tried to veer head on in to the cbp area. there were officers inside of the building. why that border patrol area was picked as possibly a target, we're not sure just yet. we're asked if the two people were known to police that are dead. there's nothing left of the vehicle. so it's going to take awhile to identify who the people were. was there a license plate on the car, was it from new york or a -- it was blown to smithereens. how many explosives in the car? that's still to be scene. they don't know what was all in the vehicle. another breaking detail to get to you right now as you see the live pictures in the aftermath is they're possibly looking for a second vehicle that was involved in this explosion of what is being called a terrorist attack at this time. that is why we've been seeing authorities on the ground near the buffalo niagara airport going door-to-door and opening the vehicles there to look closer to see if there's any explosives in those cars trying to talk with the drivers as they continue the search. talk about a heightened awareness. we've heard from the fbi director here talking about how they're worried about possible soft targets. they're trying to work on that and make people feel safer as we gear up for the big holiday. we checked in with the nypd to see what they're doing in new york city. we have a huge parade team. near buffalo, they shut down those bridges and trying to do everything that they can. we can tell you the government authorities had to evacuate those government buildings as they figure this out. >> thanks, alexis. thank you. update us on any new information you get. swing over to eric shawn live in new york with information that he's gathering on this. eric, what are you hear something. >> there's more granular detail about what happened. witnesses who are on the ground there in niagara falls, new york, say the vehicle which was full of explosives, they saw it in a parking lot of a 7-11. that's on nearby niagara street in niagara falls. sped out, went on the main approach towards the bridge. that's when it switched to the inspection lanes. it was in the inspection lanes but going in the opposite direction. in other words, it was heading towards canada in the lanes in which the vehicles coming from canada are supposed to be coming from. we're told it slammed in to the booth, a concrete obstacle that is put in front of the booths to protect the booths so that cars can't smash in to the booths. this vehicle hit that obstacle intended to protect the booth. that's why the 27-year-old cbp agent in the booth was injured but thankfully he's in the hospital in stable condition. this attack as you've been reporting comes right after fbi director christopher wray warned about a potential terrorist attack here on our soil because of the israeli hamas war. he testified before the house homeland security committee and named hamas. he said hamas or another tearist group could launch an attack right here. >> we cannot or do not discount that hamas will conduct attacks here on our own soil. our most immediate concern is groups will draw inspiration from the events in the middle east to carry out attacks against americans going about their daily lives. >> obviously not confirmed whether or not this was a radical islamic terrorist attack or just individuals as the fbi director said that were inspired by the events in the middle east, perhaps online. that information will come. authorities in buffalo taking all precautions closing. buffalo city hall and other buildings are be closed. this is not the first time that terrorists have tried to use a vehicle with explosives coming over from canada. you may recall the millennium plot. that involved a suspect in 1999. that did cross the border in the west coast to port angeles in washington state. they planned to both the international airport in los angeles. the trade center was bombed by a van. and customs and border patrol statistics. we've had a lot of attention on the the southern border. the vast majority of terrorists that come in through our country are nabbed at the northern border coming in from canada. in fiscal year 2023, the overwhelming number, 564 individuals on the tearist watch list, 484 out of 500 plus were caught on the northern border. 80 apprehended on the southern border. right now the four crossings from canada and western new york are closed. more than 100 northern border crossings that span the nation. you need officials at this hour taking all precautions they can to try to protect this country along those crossings, trace. >> help me with the process of elimination here. it seems like all the information we're getting now kind of makes it clear this car was never on the canadian side. it appears what we're looking at is a car that originated in the united states and going towards the bridge in whatever capacity that was. there's eye witnesses telling local affiliates in buffalo that in fact this car was approaching the bridge at a very high rate of speed, tried to avoid another car and then crashed in to a fence and exploded. does that coincide with the reporting that you're getting in most capacity. >> this was not a car coming from canada and exploded in an attack. it was at the 7-11. we'll get more information about that. going up niagara street, it smashed through the fence. there's a fence that separates the lanes going north to canada from those going south. so apparently smashed through that, jumped in the inspections lanes that were empty in order to get a full speed to go right, smash right in to the booth hitting the protection obstacle at the booth. so apparently according to the witnesses, that's not confirmed, as you said from authorities yet that the car remained in the united states, was from the u.s. and then hit the booth. we don't know who the suspects are, but certainly that will come out in the investigation. >> we're getting more clarity to the direction of where this is coming from. eric shawn, the senior correspondent. back to you as the news breaks. joining me by phone, former governor pataki that served as governor during the september 11th attacks. thanks for coming on. we appreciate it. i want your take. there's a lot of confusion, a lot of questions that have not been answered. one thing we are narrowing down is it appears that this vehicle was in new york and this attack was aimed at a bridge going to the canadian side of the border. >> this should be terrifying for every american. we know with an open boredner the south, eric recited the statistics for the terrorist watch list, 90% caught at the northern border. that's because we don't have a southern border. we know there's those in this country today wanting to do us harm. we need to be more vigilant and need to close the southern border. >> yeah, i understand that, sir. on this case right here, what is your take-away from what you think is happening? my big concern as you look at the scene unfolding actually on the rainbow bridge, what is this report about a secondary vehicle? so there's concerns now and sometimes these turned out to be -- turned out to be false alarms. there's a concern that there's potentially a second vehicle that is somehow at large in the united states in the buffalo area that may be connected to this other thing. what's that process of going about that, governor? >> what you have to do and this is very concerning, you have to set up road blocks around the entire area where the second vehicle was. you have to stop them, check every vehicle out and make sure that if there is a second vehicle, it gets stopped before it can pull off another attack like what we just witnessed. this is enormously concerning. whether there's a second vehicle or not, i fear there will be a second vehicle at some point somewhere. not just in new york. the other concern is we heard director wray's testimony about hamas and the war motivating people in the united states. on september 11th, there were three separate attacks. it wasn't one attack. we. >> have to raise the level of vigilance, try to apprehend the second car if it exists, close the border and understand that as long as we allow people by the millions to cross in unknown, we're at risk. >> yeah, we knew as soon as the current governor, kathy hochul was going to the scene that this in fact was a serious situation. if you were still the governor right now, what is the first thing when you get into this area, what is the first thing that you want to know? >> well, the first thing i'd want to know is were they alone. was it a terrorist attack and were they alone? was there that second vehicle? if that is unclear, i'd have to state police, the local police and if necessary the national guard create a perimeter around that area, make sure that no car got through that perimeter without being checked. we certainly don't want to see a second explosive-laden car going next to a school-crowded area and inflicting enormous damage. the second thing is, who were these people that will be hard to determine because of the nature of the explosion. we want to know were they in fact terrorists or affiliated with any group and do they have other known connections in new york or anywhere in the united states. the critical thing is to prevent another attack. that requires aggressive leadership, tremendous allocation of resources and the vigilance of the people itself. >> trace: lastly, governor, i want your check. there's been some conflicting reporting on whether the land border crossings in the area, the niagara falls area, have all been shut down. all four bridges. some say they have all been shut down. some say they're going through security scrutiny. if you were in this position, would you make sure those border crossings were shut down until we know more? >> absolutely. i'd shut down the four border crossings until we determined who these people were, was it a terrorist attack, is there a second vehicle. it's too great a risk. particularly at this time when we're going in to a holiday tomorrow to allow those bridges to be open. >> trace: great to have you on, governor pataki. thank you. >> thank you. >> trace: eric adams says he's closely monitoring the situation and nypd officers already on their way upstate to help out. the mayor is on heightened alert because of the upcoming holiday and people will see extra security across the city. let's bring in nicole parker, former fbi special agent. her insight is exceptional. nicole, your thoughts and what is happening up there. we have narrowed this down. it appears that all the evidence says that this car was in the new york side, on the united states side, all the while and it was according to some reports going toward this bridge, going toward this checkpoint at a high rate of speed before it either somehow exploded or crashed and exploded. what is your take-away? >> there's a lot of questions that will be investigated at this point. it's important to know that just yesterday, the day before, the governor of new york was discussing that there was chatter and potential intel stating there could be terrorist attacks. everyone is going to new york city. that is the number 1 target for terrorism in the united states. i was there september 11th. i saw what happened to the world trade center. but it was not limited to just new york city. in that intel report, it talked about how it could be other targets in the state of new york. you're seeing it right now. this is upstate, new york near the niagara falls, canadian border. this is a high trafficked area for tourists. it's important to note who did this. we don't know who did it obviously. that's something that we'll be looking at closely. investigators will be looking at and trying to identify who did this. this could be alone actor or someone part of a terror group. to make speculation would be irresponsible. there will be no stone left unturned, federal and state and local law enforcement will be looking at this. >> trace: in the early going, we heard these reports that what happened was this car pulled in to the initial checkpoint, the initial screening. then was flagged for secondary. when it got to the secondary position, that's when the car exploded. turns out that is not the activity. it appears that at that point, you can make the excuse, there was panic. when they got to the secondary thing, they detonated the car. now it appears this thing was going at a high rate of speed, it was off the bridge, at a 7-11 and going towards the bridge at a high rate of speed and hit a fence and then exploded. so the question would be, what was the target? was the target on the canadian side? was the target the u.s. side? what are your senses telling you the target was in this case? >> that's a very important question. i'm not sure. it will take more investigation. what is important to note, you said the car was at the 7-11. there will be a thorough investigation, backtracking the car, identifying the tag, looking at the video surveillance. if there was a toll tag on it, identifying what the car was based on if there was video surveillance and backtracking who the owner of the car was. that is the most important things. who was it. were their part of a foreign terrorist group, are they lone offender, what was their intention. this is important for americans. when they say there's warnings, this is serious. we're on high alert. you have to keep your head on a swivel. nobody is safe. they could use a vehicle. i was speaking about it yesterday. vehicles, bridges, mass transit. this could happen anywhere. you have to be on high alert. >> i can't emphasize enough. all of the answers, all of the information we're looking for is in or around that vehicle. fair assessment? >> that is absolutely correct. i have not seen a recent picture of the vehicle. from what i understand, it's not well-intact. the fbi and all law enforcement will be taking that vehicle and every shred of evidence. was there an infotainment system in the vehicle, anything recoverable from the vehicle. the individuals that died, they look at who were they in contact with, what were they talking about. every single shred of evidence will be looked at. this should be viewed -- americans wake up. this is -- we're on high alert. the fbi has to put full resources to investigating these foreign terrorist organizations and lone wolfs. lone wolfs are difficult to track. they may not be affiliated with a group. they may be radicalized from an organization and one vehicle that wants to wreak havoc. terrorists, their number 1 goal is to cause panic, anxiety and concern. that is exactly what they have accomplished today. right now you have people probably going to make certain plans and they'll change their plans because now they're on high alert. maybe somebody going to the macy's thanksgiving day parade. people are scared. they have accomplished their mission. this is serious. >> trace: i want to hone in on that, the lone wolf, the phrase you used there. the reports are and we have zero evidence of somebody else being involved in this. but there are concerns and reports that there possibly is some concern and lookout for a second vehicle in an around the buffalo area, which is why they're concerned about federal buildings, et cetera. these types of incidents in your career and your experience, nicole, do these tend to be lone wolf incidents? >> yeah, let me rephrase it. lone offender. we don't want to give them any credit they're a wolf. that gives them the feeling that they're a wolf. they're tough. these are not tough people. these are cowards. these are evil individuals. a lone offender. it's hard to tell you if there's a pattern at this point. i can tell you any fbi offices for instance, we have those very secure systems that are barricaded and individuals that are not permitted to come in. there's been recent incidences where people are trying to go through barricades. we have to be on high alert. the lone offender idea, let's hope it is a lone offender. may'be in coordination with somebody else. to speculate at this point, i don't want to put false information out there. but they're going to leave no stone unturned. every shred of evidence that they can gather the car, everything leading up to what occurred, they're going through and identifying everything that they can. >> trace: nicole, stand by. i want to check in now with david spunt live in the nation's capitol with more on this. david what are you hear something. >> trace, from an fbi doj perspective, we know merrick garland received a full briefing on the latest that we know within the last hour. fbi director ray heavily involved, considering the fbi is the lead on this case. just kind of pulling back a little bit from this specific incident to what the concern is of the fbi. i know nicole used to work as an agent for the fbi. the director testified before congress several times the past month. one on october 31 before the senate and last week before the house. he says before the october 7 attack, he said this about the concern the fbi has with individuals potentially pulling off some sort of chaos. watch this. >> the war in the middle east has raised the threat of attack to americans in the united states to another level. >> to be clear, this does not mean the director or does not mean that what the director said is playing out before us right now. this does not mean there's any type of middle east nexus or inspiration from hamas nexus. however, the fbi director points out that his folks on the ground and his teams are seeing increased chatter about potential attacks no matter what the actual motive is or the inspiration is. the fbi is closely watching this and any other potential attacks that could or may happen right now. we're waiting to hear from kathy hochul. she's making her way to niagara falls to provide us some sort of information. the first time that we have anything on the record, but clearly the director has been slowly increasing the drum beat that attacks in the united states could be very real. people need to remain vigilant. that's not only including law enforcement, trace. >> doesn't change the facts on the ground but the fact that they're concerned there's a lot of chatter about a potential for terror group operation. does it change the direction of the investigation that you know of, david? >> i don't know specifically about this investigation. so i don't want to get ahead of myself. as far as the word "terrorism", absolutely, any time there's the word terrorism or any type of thought that somebody may be inspired by terrorist activity, it does raise the level of the investigation. the fbi obviously is involved in hate crimes, is involved in terrorism. so many different aspects. it's a much different fbi than it was even 15 years ago given the threat to the united states. right now the fbi is the lead on this scene. the fbi buffalo field office that includes the fbi joint terrorism task force, which is made up of state and local agencies all working together to come forward and find out what is going on, which will be difficult, by the way, because this car,'much left of it to find out those details, trace. >> trace: lastly and i'll let you know. when you talk about the fbi being involved, taking a lead on this, there was a statement earlier saying, by the way, be advised that all 56 of these fbi field offices across the country will in some capacity be involved in this. is that a fair assessment? >> sound like a fair assessment. the fbi field offices are always in touch with each other. they're in touch with fbi headquarters here in washington. they kind of move through the fbi headquarters and different mandates and different information comes out to all the field offices. it's possible that if the fbi headquarters here in washington with the director and whatnot is finding out certain information would rely that information to the field offices to keep the people safe. >> trace: david, spunt. thanks for the information. aaron cone is here. he's an israeli special ofs director and specializing in counter terrorist training for law enforcement. he trains people for things exactly like this, which is why we have him on they're. aaron, you talk about these kinds of things. nobody knows this scenario better than the people of israel whose borders are constantly being attacked like this. what do you make of what you're seeing on the ground in buffalo and niagara falls? >> well, what i'm seeing here is what khamenei of iran, the ayatollah has been calling for over the last 40 days. same thing with hezbollah leader, nasralla. they're calling for a jihad, everybody that stands with hamas' ideology. i'm not surprised that this terror attack that's gone public here. there's still information unfolding and will be a sophisticated investigation, which will be difficult because that car has been burned to shreds. law enforcement has to get in front of this. they have to get aggressive and making sure these checkpoints -- and that bridge a nice target of opportunity. that's a logistical supply point and a major crossing for nations, americans going to and from canada in to the united states, particularly on thanksgiving. that rings back to nicole's point. that's got a significant psychological impact, especially now we're one day before thanksgiving. so law enforcement needs to have a very hard look. cbp who is well-trained, a lot of agents out there. there needs to be the adequate amount of manpower out there that is armed, that is with the right weapons and equipment to stop those vehicles. this could have gone a lot worse a lot quicker had that -- had a lot of cars been hit. that car hadn't gone into that specific cbp security base or bay, if you will, where that inspection was occurring. still curious to know whether or not the attack occurred before the bridge or if it was at the bridge. i'm not sure of that setup. that will come out. but law enforcement, looking at the big picture here, the training. is it counter terrorism focused? is it behavioral based? are these law enforcement leaders right now doing everything that they can to make sure that school and patrol, the swat teams -- a lot of them are part time. a lot of money cut out of law enforcement because of defund the movement. is it behavioral based? that limited penetration, that room clearing. are these agencies going to handle multiple attacks or multiple columbines. >> trace: do you have with ariel look or the graphic that shows the bridge from one side to the other, the land bridge? it's interesting to look at. gives us an idea when you're talking about you're unclear if this happened on the bridge. that is the united states side. that's what we're looking at here. if you go further beyond that, it never got beyond the bridge. we now know the car was not going from the canadian side of the united states side. the car was never on the actual bridge. we're being told that it was one time spotted at a 7-11 and going at a high rate of speed to the u.s. side. you can see this is towards the united states side going toward the entrance to the bridge going on the canada. and that in some capacity, this thing either lost control or deliberately went at a fence and crashed and exploded. we told you earlier that there was an explosion because there were explosives inside the car. authorities are apparently walking that back just a little bit saying it's unclear if there were explosives or how many explosives and so you can see as the fog clears and they're getting a better idea of what is happening. is there a potential this was going at a high rate of speed it was going towards the bridge that might possibly had maybe few explosives or no explosives and still created this explosive event at the bridge. >> i'm going to say yes, 100%. here's my concern. this speaks to what you just pointed out, which is if that -- my issue here is with the security layering of the setup at that particular checkpoint. if the car was enabled to pick up great speed, which i believe it had to, with or without the explosives -- i've seen footage that fox has been putting out on twitter. that car was coming in hot, really quickly. my question is how is the security layering set up at those particular border points of entry and exit to where a vehicle can pick up that rate of speed? even if there was no explosives, the fact is that the fuel in that car traveling at a high rate of speed and crashing into one of those bollards set up around the checkpoint boosts means that that car had to be going quickly. where was the layering to prevent that speed. >> if the car had gone in to the oncoming traffic lane, that's a layering problem. >> trace: just to give you more information on that. this is just from an eye witness that was on the united states side and saw this who says the car was going at approximately 80, maybe upwards of 80 miles an hour going towards that bridge. >> so this thing was on a mission or somebody had an accident or somebody had a health incident. we don't know what happened. it appears as if the going at the entrance to the bridge was at the very least, you know, intentional. >> i believe it was intentional, 100%. the fact that the fbi has put this out as a terrorist attack means there was intent. i'm going to stay away from the investigative side. i'm going to say this. had that been israel or a check point, highly trained rounds would have been going in to the vehicle before it picked up speed. my question is, do we have -- it's important for federal law enforcement, for cbp to make sure that there are adequately trained -- bortac is the name of the unit. they need to be in a position along those border checkpoints and this is how we would do it in israel. there would be a highly trained assets or swat tactical elements that would have gotten rounds in to that vehicle, picking up that speed to neutralize the driver because again, had that vehicle crashed in to who knows how many dozens of cars, this could have been a lot worse. it time for those tactical teams to get ramped up. that's not just at the border, but we have to look at awful soft targets. >> and the bortac agents are the best of the best. >> they are. and were they able to be positioned there? i don't believe they were. i'm not here to criticize border patrol. it's a time to make sure that we're escalating secure to meet the call-outs of these mullahs and all of these terrorist leaders to make sure we prevent these attacks. >> trace: first and foremost, we have to see what happened. let's go back the alexis mcadams live in new york city with more. what are you learning? >> hi, trace. as you've been recording, there's these conflicting reports at this hour, what we've heard from high level law enforcement officers and agents on the ground there in buffalo, there were explosives in that vehicle and that's what happened there in that area. they heard a large explosion, saw the flames, which we have pictures of. authorities showed up to the scene. the two men including driver and the passenger in the car were dead. now we're hearing more about a possible high-speed chase coming from a 7-11 nearby and then crashing there near that bridge. but there's also reported from high level officers investigating this and trying to piece it together that when that vehicle, which is now blown to smithereens so we don't flow what the license plate or who the people were in it, pulled up near cbp, they were told to go in to another lane as they tried to enter into canada. so the officer there's could get a better look in the car. that's when we're told that the car veered off and tried to crash in to the cbp building. minute by minute, things are changing. we can confirm the two people in the car are dead. motive, don't know. what explosives in there? don't know. this is happening near the rainbow bridge. law enforcement officers are being briefed. so is the governor of new york, kathy hochul, who is trying to figure out what steps to take. sources and the people i'm calling on the ground are in meetings trying to figure it out themselves before they relay it to the public. i'm try tooing get as many updates as i can. in the past hour or so, when i talked to the sources, they were confident to say this was an attempted terrorist attack and the two men were entering canada from the united states. we're trying to get the latest as we can here, trace. >> trace: yeah. just to put an exclamation point on your reporting there, alexis, you know this bridge, every bridge that has these types of crossings have cameras. they know when they continue to call this a terror attack, they have a good confidence level when they do there. that. there are cameras everywhere. they know the license plate of this car coming towards them. they have vetted. they have more information that they're releasing now. at the very least, they know the origin of this car and if it was rented and if it belonged to somebody and who it belonged to. they know more than they're telling us, alexis. that is kind of the bottom line in all of this. >> yeah, trace. you know that from covering so many breaking news events. you'll get a little bit that comes out and they go to meetings to get more. we wait for that time to pass and get the latest to our viewers. at this time once again, just got another bit of information that they were checking those vehicles right near the airport there in buffalo saying a possible second vehicle was involved in this incident. involved in this explosion that happened there near the rainbow bridge. so they're going door-to-door and opening those doors, opening the trunks and checking to see what was in those vehicles, trying to talk to people there. so for all of these conflicting reports at this time, it's serious that they're canvassing around and going to the other areas like the nearby airport and trying to check in on those vehicles to piece this together at this time. >> trace: yeah, alexis, we'll get back to you as the news warrants. the faa says the buffalo new york airport is now closed for all international flights coming and going. let's bring in michael balboni, former new york state homeland security adviser. what is your take on that? clearly there's concern that this is not just a one-off incident at the bridge. >> so one thing that every security professional and emergency management professional knows is the first records at any scene are wrong. this weird things that happens. throughout my career, it's been so true. what is being done now, to find out what really happened. there will be a lot of speculation. the other thing that is people taking a look at, does this have a relationship to anything else. as we know in new york city, there's heightened concern ever since the gaza war, ever since the migrants have come in new york city. a lot of concern who is in that population, what is their capabilities. that's been a real challenge here. if this -- this is a one-off with a bunch of folks that just decide to take some action on their own. we don't know their motivations until we go into their personal space, what they had on social media, what may be at their homes. we don't know their motivation. if it turns out it was a terrorist attack, i'm scratching my head saying the rainbow bridge. this is what they would do. if this is a building, iconic value that they tried to get in to and cause detonation, that might be something. or if they went after people. they went in to the crowd. as we have seen in new york city in the past unfortunately, on the halloween incident where an individual tried to drive down to the west side, the pedestrian area of the west side highway. so there's a lot of things about this that don't add up right now. that's what everybody is doing, seeing is this a one off. does it have anything else to do in terms of the tension out there and the level of threat that we've seen. >> trace: i've got about 40 second left for you, michael. i want to say to that point, you know, what is the goal? what was the goal? that's what everybody is asking right now. we continue to hear reports, this was a terror attack. what was the goal. who were you going after? what was the objective here, michael. >> typically these guys, they go and lose their life and make a statement that they were going to attack a cbc center. that doesn't make sense on a bridge. just doesn't. >> trace: thanks, michael, for >> continuing follow this story, trace. certainly a scary scene a day before thanksgiving, especially everybody is on heightened alert given the threatened environment and what we've seen overseas and the middle east and some of the activity in the united states and the chatter online. the latest information i have from a source is that they are not 100% certain that there were explosives inside the car that was found that eventually blew up. we know for a fact that two people are dead. two men inside. we know for a fact that a border patrol agent was injured. we're hoping and praying that that person recovers. as far as a motive as you can see on our screen, it's unclear. authorities are not willing to say that there was any type of terrorism nexus with any type of 100% certainty. it's a possibility. anything is a possibility at this point. i will note that fbi joint terrorism task force is investigating, but that doesn't necessarily mean that terrorism is involved. authorities, the basic point i want to make here, authorities are looking at all different aspects and all different opportunities and all different scenarios. but the latest i've heard is it is unlikely that they're going to be reporting that lots of explosives were found inside the car and in fact, what we may have here is somebody that hit the barrier, hit a barrier at a high rate of speed and that may have caused the explosion. we're waiting to hear from new york governor hochul to provide more information. we'll bring the information as soon as we get it. >> trace: what is your read on this as you get the new information? there's a sense of a walk-back on this? >> you know, i'm hearing exactly what i'm hearing. i have been in contact with sources here in washington d.c. that are in touch with people on the ground in the niagara falls area. i've gotten the same story all along. they have not seen any type of explosive yet. the car is so obliterated that it's tough to tell what they're dealing with. they want to be careful. there's always when these stories come out multiple different scenarios that play out. only one is the truth and one will ultimately be what happens. so we're waiting to find out. these investigators are under pressure to come up with something. especially because people are so on edge given what we've seen. we need too wait and hear what authorities said and hopefully get some updates from the governor and perhaps joined by the fbi, buffalo office and maybe some other agencies there, too. >> trace: yeah, david, thank you. we appreciate it. as michael said in the early moments of these types of incidents, the information is always wrong. we cover breaking news and we say the same thing. the initial information we get is going to be wrong. here's what they're telling with us. let's bring back nicole parker. from what you're hearing here, you have these different sources saying we're not 100% sure that this car was filled, loaded with explosives. might just have been and as we have seen and we've had eye witnesses say to us that this car was certainly going at this entrance to the bridge at a very high rate of speed. some saying 80, 80 plus miles per hour in a short span of time. and that it tried to get around a car and that it hit a fence and a high rate of speed. maybe that was the cause of the fire/explosion. what do you think, nicole? >> what i think is that the former fbi agent, i always want to be careful to jump to conclusions. nothing more frustrating to see information incorrect reported about my investigation. i'm err on the side of being conservative. as an investigator, i can tell you what they're looking -- we talk about motive. what was the motive? >> trace: hold on, nicole. let's listen to an eye witness right now. back to you. >> see how things are going. just to come down and shoot the breeze. i've been a guide here in niagara falls for 15 years. >> have you spoken to homeland security, the fbi? >> yes. i gave them a statement. i gave the officer my license. i said if i can help -- he took my license, name and number. i'm seeing all this stuff on the news that was inaccurate. the news had already called me. but then they just called. i just had an interview with them. they came to my house 35, 40 minutes ago. >> can you spell your name? >> rickie wilson. i'm seeing all this stuff that is inaccurate. that's what i saw. there is cameras. i informed them on the one in a niagara. they should play footage back. >> being a tour guide down here, is this unlike anything you've ever seen? >> yeah. yes, it is. other than we get people from all over the world and see interesting stuff. but we love it. 15 years. so i'm glad i could help you guys out. there was only two witnesses that i know of, me and this other guy. but there were two other fellows there. i think they were from turkey. they were saying that they were seeing somebody kept circling, going in circles. perhaps arguing with somebody in a car. i don't know. all i seen is it go through the air. >> it was on this side of the border? >> it was on this side, yes, sir. yes it was. right over there by the light. it hit that cement thing. i'm assuming it hit the cement. i seen all the debris. how did it get up there? this thing was up in the air. i know it sound like i'm crazy. the car was airborne. not three or four feet. i mean up there. >> the fact that this is happening the day before thanksgiving, busiest travel day, does that make this a little -- >> when people don't know what's going on, of course. that's why i'm here to tell you exact will what i seen. i don't know what happened. all i know is that vehicle was 10, 15 feet in the air before it hit the building. probably right by that -- somewhere around that light. it just -- it's just hard to believe. you know, i have no reason to make anything up or anything. it's a miracle i'm doing this while in front of these cameras. i was a disc jockey years ago. that's another >> [question inaudible] >> i don't know. it got to the border. there's a overhead thing. by that time the vehicle started to come down. it went underneath it. it had to have. it would have taken that out. kind of like disappeared out of range a little bit. i know it -- just beyond that. hit one of the things where the security officers are. i'm just thanking god that none of the border patrol guys -- one fellow i heard was injured. i'm here to let you know the facts of what really happened. what i saw. >> thank you. >> glad you're okay and safe. >> i'm 8000 rter road -- >> trace: okay. an eye witness going over what he said happened there. it jives with a couple of other statements we heard. to be honest, we're unclear if one of those statements might not have come from here. let's bring nicole parker back in to get clear on this. what he was saying is what a couple of other eye witnesses or what he said earlier is that there was a car that was kind of going around in circles. the 7-11 that eric shawn was talking about earlier. going around in circles at a high rate of speed and moved off towards the entrance to the bridge at a very high rate of speed, say 80 plus miles an hour. at some point tried to get around a car. when it made its way around the car, it hit a barrier. it was going towards the wrong way traffic. the traffic that was coming off the bridge. it hit the barrier at a high rate of speed. it went up in the air, 10, 15 feet in the air. it came down and then it slid. remember, we were told that it ended up in the secondary checkpoint. some believe because it got referred to the secondary checkpoint, might it have flown to the secondary checkpoint is what this eye witness is saying. so it kind of goes with the whole thing here where the authorities on scene are now saying, well, we're not sure it was filled with explosives, but it exploded and maybe it exploded because it went 15 feet in the air and came down and caught fire. that much we know, nicole. so the story is changing. >> right. and this eye witness is the most powerful people to listen to right now, the eye witnesses. that's why you heard him say he's talked to the fbi. they came and spoke to him. those are the individuals that will know the most information. you can hear there were explosives in the car. whatever it might be. he told you some things i picked up on and i took some notes as a former agent. someone kept circling around, two people, appeared to have been arguing. he mentioned something about being from turkey. he did mention that. he mentioned that they were going in circles and the car was airborne. if your car is going at a high rate like that and you hit something, the car could potentially obliterated when it falls. we'll find out more information. >> we should point out, the concrete barriers are about 3 feet high. if your a car and you hit one of those barriers at a very high rate of speed, you're going to go up in the air. he said he could see the concrete exploding. he didn't see it hit but he saw the car going up in the air and goes together. this is all going to change. at least we're getting a better idea of what happened, nicole. thank you. we're working now to bring you video from the scene that is just in to fox. we're going to get it edited and in to you as soon as we can. on the other side of a break. stay with us. continuing coverage of an attempted possibly terror attack in niagara falls, new york. looking for a health insurance plan? (♪) >> trace: if you're just joining us, we're getting new video from an incident at a border crossing in niagara falls, new york. you can see it on the right-hand side of the screen there. keep in mind that the video goes on. every 18 seconds it loops. you can see the collision. watch. you can see the collision there. you cannot see a car cross over. you see some debris cross over. at the end of the video, you see a car that comes through. that is not the car that hit the barrier. so what we are being told now is that is where this explosion happened. this car was going at a very high raid of speed. we don't know if there were any explosions or any explosives in that car. it may have been strictly from the impact. we just heard witness say he saw the vehicles go airborne before crashing. we got for information on that. clear through this might not be a terror attack at all. this could be something else. we have been reporting on this and we will continue our breaking coverage as we get more video and get for eye witness video. but that is the story of wednesday, november 22, 2023. as always, the story goes on. have a great day. >> to the northern border
