I would say that the reality here from a resource standpoint is that what weve asked for anything, the answer has been yes, period. Tactical teams, evidence response teams, full blown investigative and Detective Units coming from multiple states from vermont and New Hampshire, massachusetts saying what do you need, what can we do for the state of maine . Which are owe now prepared to try to take a few questions and keep in mind we may not be able to answer as in depth as you like. We dont plan an taking a lot of questions. Followup press events will allow for that. [inaudible question]. There are reports that the individual had Mental Health ish ishikawa issues and made threats to National Guard. The possession of the weapon and certainly why wasnt he stopped sooner . I think those are all valid questions and certainly questions were looking into now but not questions that we can answer today. Considering that this occurred last night, there is still an active search for the suspect in question. I appreciate those questions but not something we can answer now. It is certainly one of the things we want to follow up on. All aspects of that. Right here. The ages of who have died. Im not sure we have that information with us today. We wanted to break it down by gender because thats something we had readily available. We did not break it down to age ranges at all. What can you tell us about [inaudible] the Person Of Interest. The Person Of Interest, not suspect. What can you tell us as to that . We used Person Of Interest last night for half of the room here for that press event. As the colonel mentioned there are arrests warrants for murder for this particular individual, mr. Card. He is viewed as a suspect and fullcourt press to bring him into custody. The idea that [inaudible question] for Mental Health facility. How could someone who fits the profile still be in possession of semi automatic weapons. I know that well be reviewing that information as we move forward. Thats not an answer were prepared to give today. It leads to motive. Behavioral health issues. I expect you will hear back from us in the future on that. I have a question about can you tell us about whats leading you that far north . We have Law Enforcement assets deployed over a number communities following up on a number of Different Things. There are a great deal of Search Warrants and partners at helicopter from the New Hampshire state police. Whether we have tactical elements out or searching an area. Some of the air assets would be valuable to us. We arent going to speak about what brings us to any specific community. What are people encouraged to do. Some people may have loved ones. We did have a Family Reunification Center open last night and Behavioral Health liaisons engaged to work with families, loved ones and victims that may be in the hospital and seeking treatment. Those things are actively occurring. We are dealing with each situation separately. Do we need dna and waiting to find a loved one, some Family Member we can make a notification . That varies across the board. Two more questions. Right here. [inaudible question] were always concerned around motive. You say triggering event is a motive for us. Not something were prepared to discuss today. It is clearly something thats important. I appreciate the question. One additional follow up from you. Why this bar and why this Bowling Alley . That does speak to motive. I appreciate the followup but not prepared to answer today. One more question right here. You say you want them to stay and say if were actively search knowledge for him. If i knew the answers to those questions this would be a different press conference. We dont know his location and ill leave it at that. We are working with the Attorney Generals Office. Harris people in the state of maine have a lot of questions and the emotions are running hot because they havent caught this killer yet and we dont know exactly what they are dealing with but some things have changed and updated. Quickly as they wrap up the News Conference now with still shouted questions. You can see Law Enforcement and officials, the governor is there, too, are lined up in the back trying to get out of here now but those journalists are doing their jobs in terms the of trying to figure out what to tell the public, if there is any last thing. I know those officials are under a lot of pressure and want them to do their jobs, too. This turned into a shout fest a little bit at the end there understandably. The massive search for the shooter who guned down at least 18 people in a murderous rage, the number of at least 18 dead is new information about the victims and also new to the whole spectrum of information we have, the governor of maine said the number of injured has been revised down now to 13. Any life lost or Person Injured obviously is a tragedy. Hearing any numbers and even the ones weve just been given are likely to change again were told is tough. The revision down from 50 to 60 to 13 injured for right now would be a Huge Development positively. But if you are the Family Members of any of those at least 18 dead, i can only imagine you would want those reporters to shout as much as they could get to get any information. I dont know if you can ever make sense of it. Whatever we can do now to get this guy. During this hour, i will ask my team to immediately put up that number that people can call and were putting it across the show pages as well. One of the places the killer hit was a Bowling Alley. Were told it was a family kids fun night. It is now feared some of the victims are children and we learned seven people died at the bolling alley. Thats what we just learned from this News Conference. The town of lewiston, maine, took the brunt of what we were told was one mans rage located near portland. Entire communities are in lockdown. The manhunt is entering its 16th hour now. Law enforcement have identified 40yearold robert card. You see his picture. Well show it a lot. Originally interest and now eight counts of murder against him. What we learned from the News Conference is it will likely pop to whatever the death count is. Right now there are 18. There are charges against this man. Thats how we begin the hour. Im Harris Faulkner and you are in the faulkner focus. The first calls for help began coming in at 6 56. A man opened fire at a Bowling Alley packed with teenagers having fun and there with their youth bowling league. The shooter left the Bowling Alley and went to a bar four miles away. He say they targeted that bar and grill. Retired nypd inspector paul mauro is with me now. Youve been on through the night. Youve been up all night looking at this. What new information did we get there that tells you how do they get this guy we got good news with the numbers being revised down. Last night we said in any situation the first 9 of 10 reports will be wrong. We got that. Now whats new that came out of that . Not a whole lot. Lets take a step back a little bit and say where we are now relative to the search now that its daylight. He will be more visible. The other thing is some of the things they count do overnight they can start to do now. Start to serve Legal ProcessSearch Warrants and subpoenas as they dig into his life. Obviously right now the more obvious ways of finding him havent worked. He has been on the loose a good long time. They scrambled the search up quite quickly. The circumstances are mysterious. His car is found in lisbon and bowdoin. Was he on the way to the house . We dont know. Soft reporting he might have access to a boat because there is a river there. A river can take you somewhere. Harris i apologize for cutting in. I want you to tell the audience his capability on the water. Its more than one boat. He may have access or ownership of two boats. Are they registered. Did they dump the dmv file and what are the capabilities of those bodies . One thing you can see he is an adept outdoorsman on the water. Pictured with fish and on what looks like not a lake, but the river. Why is that troublesome . As i was saying it could take you someplace else. We dont know how much planning went into this. There was a certain amount of planning. You can see in the images of him entering the Bowling Alley he has bullets to do damage. He has a highpowered rifle looks like an af15 and maybe even a night scope. He did that much prep. He also knew enough to go to two very targetrich locations. As you mentioned the Bowling Alley, we checked the Bowling Alley said no lanes available tonight because we have our bowling league. The youth bowling league. Harris teenagers. He might have connection to that place. He then goes to a pool hall thats also heavily populated and why you got the body count you did. They arent next door to each other. You drive from one to another and he ditches the car. All this argues that there was some thought put into this however skewed his thinking is and you have to say to yourself he knows the area, he has some outdoor skills. It appears his waterways, a trained Firearms Instructor and he hears voices. You have a real bad situation. Harris all right so in recent days i know a lot of this information now is becoming more solidified now that we have heard from the governor of the state of maine and other Law Enforcement officials. I appreciate what you always say and caution with, paul. The first 9 to 10 reports are wrong. Were only a few deep. We have to prepare for what we dont know that we dont know. But for right now when you say he was Hearing Voices, that actually harkens back to what we can confirm, that he spent some time in a mental facility and your thinking earlier this morning as i was watching you on other programs here on fox news, now that weve seen the News Conference, maybe you feel differently. He may have checked himself in. They have flag laws in maine, yellow flags. If police find out you have a situation they can get your highpowered weapons and the take steps to get you more help. Two weeks in a mental facility tells you what . He was in a long time. Reportedly he is a National Guard reservist. I assume he has access to those kinds of medical benefits. He recently lost his job. Maybe through the National Guard program he can Access Medical insurance. Two weeks is a long time. The maximum is 72 hours and generally they cut you loose. In the city we take you to bellevue, they give you fluids mack sure you take your meds and out the door. Two weeks is a long time and raise the question the concern is to get this guy. Did the yellow flag law work or not . Clearly it didnt. Why not . Under a yellow flag law, unique to maine, the only people who can actually refer to the court because its a civil process to get your guns taken away from you and force treatment is Law Enforcement. Police or prosecutors. Family cant do it. So if the family sees him in distress even if a doctor sees him in distress its not clear whether or not they can do that. Doesnt look like they can but this according to the same bulletin you are referring to, he says he was it says he was making threats against his base. That is criminal. Did that go to the police . You have to ask what the circumstances were because it looks like maybe some safeguards here didnt click in. Harris were all looking at the same schematic here. If the last people to talk to him were the medical facility and didnt flag police he was making threats against a u. S. Military base or at that point Hearing Voices that were telling him to do certain things, including that. Would it have been hipaa laws. What would have kept them from telling police what was going . A misunderstanding . We dont know yet. Thats the investigation were talking about. They need to go deep. Some states have Red Flag Laws and those work differently and bakers law in florida. Other states. Will maine take another look at what they have. We dont know. Before we move on, lets talk a little bit about we dont know if this would have been a Suicide Mission but you have heard experts saying that. What you just described and what we learned in the News Conference, you said gear that he can see at night and be around for a while. This sounds planned like he is not going away. If he was on a kill by cop mission he didnt do that. He has become elusive. You have tons of agencies up there. Command post set up. Clear who the Incident Commander is, the state police up there. And so in maine the way its structured state police are running this thing and local jurisdictions are operating under them and federal agencies are there to enhance. They bring technical expertise. We have an emergency search warrant, get us in. Does the phone back up to it . Did he throw it in the river . Im sure they tried to ping his phone so he knew not to do that. He is showing some tactical evasive abilities here that tell me this guy doesnt want to get caught. Doesnt look like a Suicide Mission. We thought it might be when it was reported he was coming back to the hospital and looked like he was returning to where the police were. We thought we would see a live shootout. Turns out it was a false alarm. I could go on for a while. They had to widen the perimeter and had the dogs out. It took longer than anybody expected. Remember one thing if i could close with this. Remember who The Good Guys are here. If the police did miss something or medical missed something here nobody will feel worse than they do. The cops out there now have been up already for 36 hours, im tired from being up all night. Cant imagine how they feel and they wont go home. Harris you are right about that. When i read they had brought in quite a few extra f. B. I. Agents, i mean, the number was into the dozens. That said a lot about perhaps in terms of finding this guy from what i understand half of new england Law Enforcement is in the area. Harris thank you for your expertise both when i watch from home and then have the ability for the audience to glean more from you. Thank, i appreciate it. We pray it ends with no more lives taken. Absolutely. Harris lets move to israel which is mobilizing for the next phase in the war against hamas terrorists. Overnight Israeli Defense forces say they launched the largest ground raid into gaza that they have carried out yet. They are looking for hostages and highprofile targets and they are taking out some of the leadership of hamas. The number of hostages. Hamas wants us to think its north of 300. Well, its still 224. Four have been released. A Bargaining Chip for hamas. It is dedication by all those countries, including the u. S. And israel that have hostages among the 224 to get them home. Prime minister Benjamin Netanyahu has a warning for hamas about the upcoming ground offensive. All hamas members are sons of death. They are going to be eliminated everywhere. When we get into gaza, as we go on, we will exact the highest price for these murderers. Harris mike tobin live in southern israel. Mike. With a little bit of daylight we have left you can see the black plume of smoke stretching across the sky behind me. An air strike went in an hour and a half to go. Usually with the air strike you get a plume of smoke and dissipates in a short period of time. Someone is directing me to something in the sky. I cant see what that is. Overnight the israelis did conduct another big raid into the gaza strip. They said the largest incursion they have conducted yet. It seems that the target for this particular incursion was antipositions saying they are prepping the ground. The raid involved tanks, big dnine armored dozers and personal carriers. It was not a start of the ground offensive. The armor came back out. Killed terrorists and destroyed hamas infrastrike struck tour in the street. It is part of the next stages of the war. Im going live next to a town that has been a target of the mortar and rocket fire for more than a decade and attack. An uptick now. Not many places where you cant find scars from the rocket fire. The town has been evacuated but many are refusing to leave. This person sells them groceries. Everybody stay here can know that any moment men like hamas can come in and shoot and rocket. Its normal. We are one country, one family, one people. All the people here need to eat. Even after what has happened we need to stay alive and strong and coming back to life. Bennie gants is part of the unity government and said the Ground Invasion when it comes will be one component toward building a peaceful future. It involves political and social structures and it will take some time. Harris what he just said was so interesting. Coming back to the life. Coming back to whatever normality could possibly look like when you are at war with terrorists. Mike tobin, thank you for the update. Appreciate it. First of all, what did you just hear from mike tobins reporting that suggests what this next phase is going to look like . I think it helps substantiates what we believe to be the Ground Invasion tactic. Go in slow. Try to alleviate the mines in the ground. To do that you have to go slow to do it. You cant go half speed down a road and hope whatever blows out doesnt take you out. That speaks to the type of Ground Invasion that well probably see happen. Deliberate. Fairly slow and methodical. It leaves you a sitting duck if you are on a road trying to clear a bomb or ied you are sitting there. The diesel is running, Troop Carrier is running and waiting on their engineers to clear whatever the explosive hazard is. You are sitting there susceptible to rocket fire and antitank artillery. Indirect fire from Hamas Stronghold positions and why they are trying so hard to create a pretty long battlefield that doesnt give hamas the opportunity to do that. The other part of this is i know they say they arent going to invade to hold ground and stay there and occupy. But every tank needs fuel. Every soldier needs food. Every gun out there needs bullets. As they have casualties and people injured they need to medevac. The best way to get a medical injury off the battlefield is with a helicopter. You cant land a helicopter until you fortify and held a stronger position in a 360 degree radius. It all tells me they want to occupy it for a long time or not the decision to do a Ground Invasion tells me theyll occupy gaza at some level and it will take a long time. Harris what you are saying is what were reading in the headlines. Israel preparing for Ground Invasion, u. S. Shares hard lessons from urban combat in iraq and syria. General ryder was talking about avoiding civilian deaths earlier this week. Lets watch. In our conversations with the israelis as we made very clear were continuing to highlight the importance of mitigating civilian casualties and insuring that, for example, things like Safety Corridors are thought through. Harris react to that if you would. Thats the point here. When you look at afghanistan in 1980s when the soviets went in. They didnt try to hold ground. They used airplanes and tanks and took out targets. If you watch Charlie Wilsons war and your understanding they needed missiles to shoot at planes and helicopters in the sky. If you leave gaza a place that can shoot down your aircraft its why you have to have a Ground Invasion. Soviets learned that. They went into the caves and mountains and theyll go into the tunnels and back all east and small areas hard to see and find in gaza. There are similarities to the Mountain Warfare in afghanistan in the sense if you dont conduct a Ground Invasion and do it with intelligence you cant have a maximum impact. What i want to know is what does Benjamin Netanyahu really have as a go . We wont be told. Well see. Does he want to locate and kill every single hamas fire or run them out of gaza . Two Different Things. He says they are all walking dead men. Thats two Different Military strategies. Running them out of gaza would probably be at a smaller price to israel. Finding all of them and occupying gaza where insurgeon sees and tunnels become a problem. Harris running them out means basically relocating them. Who wants to take Tens Of Thousands of terrorists at this point except for maybe iran . How will you get there . Israel says they want to wipe them from the face of the earth and they are scorpions and they kill. What you say is there could be two Different Things going on. If we had the answer to that things like isis wouldnt exist or al qaeda wouldnt be reborn or taliban wouldnt be running a country. The western world and military does not have an answer for the question at hand here. There isnt a Winning Strategy for israel. We havent won this type of war on this globe in the modern era. Harris joey, the u. S. Is also sending two iron dome batteries and interceptors to help israel. They pumped in more than 5,000 missiles of rockets from gaza with the hamas group. And it really challenged the iron dome. Lieutenant colonel was on with me earlier this week. Lets watch. No system right now can overcome a barrage of this magnitude and frequency and thats what they were counting on was this 7,000 or so rockets simply making it impossible for the iron dome to hit everything. It has done a great job so far but were focused on just on gaza. The concern will be if it expands further north into lebanon with hezbollah how much can that Iron Dome Handle and what can it prevent . Harris how much . The north theyre already fighting with hezbollah and that group of terrorists in lebanon along israels border with them. They are said to have between 100,150,000 rockets that they can hit just about any target inside israel with. Thats really going to come down to a calculated decision by the u. S. And israel on do they have the intelligence to locate where the rockets are and do a strike . Try to take them out before they are used. Human intelligence and dead set on launching rockets before you take them out. It expands the war. My opinion from everything i see its probably the path were headed down. Harris thank you so much. We knew something was coming up because after Law Enforcement left the lights were not shut down in the briefing hall. Hospital representatives are talking about the victims in the lewiston, maine mass shooting. There are 14 patients at hospitals. Lets watch. Impacted by this tragedy. Thank you for your respect for our caregivers and for those families. Can you describe the range of injuries . Were not going to comment on the nature of the injuries at this time. Can you say if any of the victims were children under the age of 18 . No comment on the age or gender of the patients at this time. So our team were a level three trauma center. We have inhouse at all times trained trauma surgeons, trained anesthesiologists and expert on Emergency Department staff. As i mentioned when the first patient arrived at 7 24 we had approximately 25 team members, physicians, nurses, respiratory terrorists already available to take care of that pash interest. By the time 14th patient came in it ballooned to 50 to 60 providers. We were glad there were there to help take care of the patients rereceived. Were there any came by a vehicle or walked in . All patients were brought in by ambulance or first responders. I know hospitals prepare for mass casualty events. How did that training prepare you and did it match the reality . I think our team did an amazing job. They provided highlevel expertise. Were very thankful they were able to get as many patients into our trauma base and Operating Rooms as we were able to. They train regularly and i think it showed. Who coordinated whether a patient went to you or st. Marys or ended up somewhere else . The time frame that situation unfolded very, very quickly. So i would suggest that they came to us based on the experience of the Ambulance Drivers and proximity to our facility. You werent doing the triage role yourself. We received the patients as they came to us. [inaudible question] we have had a normal staffing available last night and as i mentioned when i referenced the ballooning, we had team members we had approximately 100 team members off duty come into the hospital to help insure we were able to care for the patients that we received from these horrible scenes but also take care of the patients that we had there. From a Law Enforcement perspective we see Sheriffs Deputies and Police Departments from other jurisdictions coming to help. Are you seeing doctors and nurses from other towns and areas come . Is that something that is helpful . Certainly in the short term there is an outpouring of assistance being offered. And you dont know what resources you need or dont need. It is helpful. We were able to organize those resources and use them effectively. As than example, we had Ambulance Services from other counties coming on site. At one point we had ten ambulance crews standing by outside our trauma center. If patients needed to be transferred they could be. We received nurses and physicians from some areas hospitals. We had Helicopter Support not only from our own life flight but from Boston Med Flight and dartmouth. The long answer to that the short answer is yes. What about the lockdown . There was a Large Police Presence outside the hospital. How long do you anticipate that to be in effect . We are taking the lead from Law Enforcement and they are the ones telling us what we need to do and how we need to do it. As long as the city is in whats the term they use, shelter in place. As long as were in shelter in place well continue to remain in our current status. This kind of event happens a lot in america. A lot of hospitals have to deal with situations like this. Do you have a professional opinion is this is part of what the American Medical Community has to respond to . I dont know that i have a professional opinion about having to respond to this. I would just say that it is a tragedy and i think we should do our best to respect the families, those people impacted, the caregivers. I will add one thing talking about that. We have an incredible amount of support for people who are going through a difficult time right now, Mental Health issues, any kind of, you know, stress or anxiety but go to witness some of it and continuing to provide resources. Much to the question asked earlier about other areas and neighboring towns or communities, weve received a lot of support from neighboring towns, communities and agencies from around the state in order to offer support not only to the patients and families that we have but also to our team members. Last question. Call for action for a blood drive in people want to know if they help out. For right now we and the other Trauma Centers in the state are adequately supplied with blood and other supplies. The one thing i would ask for people who are at home right now is if you are in an area where you are being asked to shelter in place, please do so and stay safe. The amount of time that elapsed from when you first got notified, the first patient arrived until the last one. The time frame was approximately 45 minutes. That happened very quickly and our teams responded exceptionally well. Thank you all. We will keep you posted. State police will have information as soon as they get it. Harris we got pertinent details on the victims. This was important to know. The first patient arrived at 7 24 p. M. That would have been just a few moments after those first 911 calls came in at 7 08. The 14th patient arrived at the same central maine Healthcare System facility 45 minutes later. We know there were ten ambulances sent in from outside the county to be standing by with their crews. You know that all of that support made a difference last night. Thats a lot of people in a very short period of time particularly in a place that is as spread out as rural maine and Southern Maine really amazing how quickly they responded. They brought in 100 off duty Staff Members to respond to what they were treating in patients. There are 14 at this Healthcare System. Thats the most that we know. We know that three of those patients are in critical condition. Weve been putting up on the screen it is important to do this because you just heard the chief doctor, john alexander, saying that the psychological effects of what people have seen like at the Bowling Alley where there were so many minors, people will need help. You will see the confidential Grief Counseling Call or next number on the screen. Well toggle between that and the helpline to call police with the details such that you can give them tips and help them find this vicious killer. All right. Well check back as the news is made. For the first time in the last hour and a half im seeing people pull their microphones off the lectern. We didnt know what would follow Law Enforcement. Now we heard from a hospital that took 14 patients in a very short period of time. President s News Conference yesterday got a bit contentious as we move to politics now. Have you sought assurances from him that he will hold off on a Ground Invasion until the safe release of the hostages can be assured . President biden no. What i have indicated to him is that if thats possible to get these folks out safely, thats what he should do. Its their decision. I did not demand it. I pointed out to him if its real it should be done. Are the hostages in jeopardy if there is a Ground Invasion . You want to make a speech . Obviously they are in jeopardy. Is there a way to get them out . If there is a way to get them out we should get them out. Harris there is controversy for biden to lump together the aid for israel and ukraine. The two wars are very different and they actually involve very different situations and very different enemies. Republicans say expect changes to that 106 billion aid request from biden. I dont think there is any reason to hold up aid to israel. Our long time partner facing a threat over its use that funding needs to be discussed separately. Ukraine needs to have their funding discussed separately. We desperately need some transparency there. We know that israel needs certain things. If it sails, shoots and spies. Harris johnson secures on the Governmental Affairs and budget and finance committees. Senator, expeditiously the money needs to get to israel but you know how you get what you want if you are the president . You roll it in with another project. First of all in the case of support for israel, thats not true. If they roll that into other Spending Package where there are more controversial items it will delay the support for israel. Thats why conservatives and republicans calling to separate those things out. I hope the house now that its back in business, we talked to house conservatives last night. They will pass an israelonly Funding Package and hopefully pay for it. Pay for it with some of the green energy spending. Get that over to the senate and lets get it passed. Israel needs the support. Its not bog it down with the more controversial items. Harris were about to find out how the president sees the situation. If ukraine is equal to israel in his eyes and ismation you will call his bluff. We had this discussion in the senate lunch.
