Law enforcement have identified 40yearold robert card as a Person Of Interest and considered armed and dangerous. The story is developing by the minute. What we know so far. Robert card is believed to have acted alone. Well trained, well armed, Authorities Say he serves in the u. S. Army reserves and is trained as a Firearms Instructor. Bill last evening around 7 00 p. M. Local time the shootings unfolded in several locations across lewiston, maine. According to the sheriff the gunman walked into a Bowling Alley and opened fire there and moved to a nearby bar and continuing the rampage. Thats the video from the Bowling Alley now. Residents in several towns in the southern part of maine under lockdown with the gunman unaccounted for. Dana one victim who was injured is speaking out this morning on her close call with death. She was grazed by a bullet while we were running. I never thought i would grow up and get a bullet in my leg. At this point in time theyre encouraging people to stay inside their homes. Maine state police are broadening that advisory to shelter and stay safe into the town that the Person Of Interest in this case lives which is bowdoin, 16 miles from here. They are broadening out the circle of immediate concern. We havent gotten indication specifically of where card might be right now. He remains at large. Law enforcement urging people to stay call 911 immediately if they know anything about this or spot this individual. More than 100 investigators are joining in the hunt and combing the scenes of the brutal mass shooting sites for evidence and answers. It reveals card is a Firearms Instructor believed to have been in the Army Reserves. Also suffering from Mental Health issues hearing voices. He was committed over the summer for two weeks. At 6 56 last night Lewiston Police responding to two shooting incidents. One at a Bowling Alley, one a bar. 8 00 there is an active shooter situation and by 10 00 officials are warning residents to avoid the area and not come out until the all clear. It doesnt come and they issue a countywide shelter in place. They named robert card as a Person Of Interest last night. The car linked to this investigation was found in a nearby community lisbon. It is surrounded by lots and lots of woods. There is a river that runs through that community. It is a tough place to search if youre going to be in the woods. Today they have good weather to work with and will be out there. That shelter in place recommendation stays in place. Schools are closed today. Municipal buildings are closed and at the hospital we heard incredible stories. The surgeons, nurses working to help some of the people who were brought here from those two mass shooting sites. One of the surgeons talking about how dramatic these wounds were but expressing a lot of pride in how the people and staff came together. You mentioned that 10 30 Press Conference. Portland is the largest city, population shy of 70,000. If you were to drive about 40 minutes north and west, you would get to lewiston, the second largest city in the state of maine. Population just shy of 37,000. So in lewiston, the city itself, this is the Bowling Alley. We have marked 7 15 on the map here and the reason why we did that is because thats when we believe police first arrived at the Bowling Alley. We should be able to confirm that at 10 30 eastern time. From the Bowling Alley to this bar and grill, it is only about four miles and if you google map it you can get there in ten minutes or less depending on the speed of time. From the Bowling Alley to lisbon, here, it is roughly nine miles give or take and you can get there in less than 20 minutes or faster depending on the speed of time. The reason we put 11 20 p. M. We believe Police Located the white subaru in the town of lisbon. If you put this together and think about what molly mentioned about the wooded area and water, this is the river and cuts a fine line throughout this area and all throughout the county here. If you were to take a look back at this you see the wooded area, you see the amount of water in this part of the state as well. If this killer had a plan to get away, he has a lot of places to hide. Long night for police and citizens not to mention the victims families. What is happening now on the ground that the sun is up. We know businesses are closed, schools are closed. What are police doing now . A couple of things obvious. Most is the daylight makes looking easier, right . He will have if he is in the woods and out there with the dogs and have Aerial Assets and helicopters, maybe a fixed wing using the heat sensor if its heavy brush. That works at night when you cant see far. During the day you will need it maybe less. There is that advantage. Doing a grid search, being very meticulous. A ton of Law Enforcement maine maine has been has a lot of little towns with Different Police departments and different agencies came running to the scene. Everybody wants to help. State police looked like they had the ticket last night as the lead. Late last night we heard maybe lewiston pd is taking the lead. We havent had a Press Conference yet. What is happening less obvious now today into day break . You can start to access some things you couldnt get overnight like getting search warrants, getting subpoenas served. Even if you had a prosecutor in the Command Posts last night. You need one controlling mind leading the incident or you have chaos. One person who has various segment set up and an intel section, a press section, a Legal Section going on. Even if you have all this stuff, sometimes the middle of the night there is nobody to serve it on. One of the things theyll look to do, want to get into his phones and computer applications. They will want to see if does he have another phone . They want to look at his finances. Can they pick up off a credit card that he bought Burner Phones or survival gear. Im speculating. What they are trying to do at the same time all these teams are out there working forward they want to work backwards to see if they can understand the guy to get a clue as to where he could be. It could be something very far flung or something that he is hiding in a backyard the way one of the boston bombers was found in a boat. Bill i was thinking about that earlier today. The atlanta olympic bomber who disappeared in the woods in North Carolina for a long period of time. We havent heard a lot about this, paul, is about his family. Or his friends or maybe some others who served with him in the army. We do know he spent two weeks at a Mental Health facility this summer and apparently he told some physicians caring for him that he thought someone was out to get him on that base. Try to tie that in right now as you put together a psychological evaluation of him. Whats troubling about that and there has been a lot of talk about this already, how did somebody who did two weeks two weeks is a long time in a me Mental Health facility. If they have a Mental Health issue they cut him loose. He is under observation admitted to two weeks. Its a long time. You say to yourself he was in there for two weeks and let him out and kept all these guns. We dont know what happened yet. The nuance we arent hearing too much about. Maine is unique in the country. They have a yellow flag law. Unlike the red flag laws. If you have mental issues, Family Member or somebody close to you can petition the court to overcome your Second Amendment right to a gun. Take your guns and make you get treatment. The shorthand way to put it. Maine doesnt have that. They have a yellow flag law. The difference . Only Law Enforcement can initiate a yellow flag law. The cops for prosecutor. Why does it matter . The way the wording is on the bulletin that bill is referring to is worded, it looks like he might have selfadmitted. That is he checked himself in to a Mental Health facility. Law enforcement might not have known about it. There should have been a report if there are threats he was making. If he felt threatened there may have been no report and why he still had the guns. Bill this is the Lisbon Police chief speaking now. Right now we want to find justice, find the suspect, and thats our main goal today. We wont stop until we locate him. What was your reaction when you heard about this tragedy a town over and that the search has now boiled into your town . Its absolute tragedy what went on. I cant get into the details to explain anymore. As soon as we found out what was happening in the Neighborhood Community we activated our entire Police Department and sent anybody suited up to head to the scene to assist and myself and other officers in my department went to all the businesses that were open and told them to close up and go home before we had any information it would come this direction. Everybodys main concern is keep the Community Safe and 10, 12 cameras here and i can say the biggest thing to get out to everybody is please reach out if you see something suspicious, something isnt right, if you look out in your yard and that door wasnt open or that trailer wasnt positions that way. You see anything suspicious, please call us because thats how well be able to Work Together and be able to get to the bottom of this, okay . Have there been any reports of any stolen vehicles in the last 24 hours . I cant get into any investigation details. That has to go through the state police. There will be a Press Conference. Everybody is aware of it at 10 30. How difficult is it to find somebody like this thats on the run in a Community Like this . Were fortunate that we have very well trained people in the state and federal partners and local pds. Coordinated efforts and it takes a little time. Rightfully so from what just happened. Things dont happen like this in maine. Our community, we have our entire department out and other agencies coordinated locations throughout town. If they see something and feel unsafe, if there is something suspicious, call us. We want to be able to alleviate any issues. Before i was going to meet with everybody here we cleared because there were reports of shots fired. It didnt turn out to be that. Investigating that we found an open door in a garage. We selfinitiated and ended up to people yelling and screaming that turned out not to be yelling and screaming, it was goats. Well investigate everything. If there is information he isnt here any longer. If there are any updates we can give you on the suspect it will come from the state police. Thats at 10 30. Something sooner the command post will push it out. No one has put out any information. Were heading into a very long stretch of no information. Actually i disagree. Besides you no one has talked. There is a lot of agencies involved and there is information that has been put out by Maine Department of Public Safety. Our local News Channels im sure could share that as well. Just trying to help. I had agencies from all over the state in Lisbon Last Night and into this morning and people not from lisbon in lisbon and we dont have all the same channels but one channel we can all talk together. Were utilizing that and we have other means of communication. I thought it was plain spoken about what he is going through and trying to control the situation. I think he is out there by himself, paul. Showed up in his car i referred the reporters for more detailed information to the state police and subsequent presser coming up. That answers what we were talking about in the first segment. Looks Like State Police have the ticket on the case as of now. We know there are a lot of federal assets there to provide expertise. Theyre in enhancement mode. If you need something, let us know. State police have it. The chief top person on the state police is the person who will be ultimately making the calls here. Agency offering resources on the ground as the search for the Person Of Interest continues. David spunt, what do you know . Echoing what paul said the f. B. I. Has dozens of agents on the Scene Backing up local Police Working alongside the atf. More f. B. I. And atf agents have arrived in the few hours. F. B. I. Swat teams, evidence Response Teams and Victim Service teams to help people with grief. I have been on the phone with Law Enforcement sources overnight. The numbers of those deceased and injured will likely change several times. Maine state police and the Lewiston Police department the leads on this case. Earlier i reviewed an internal Law Enforcement bulletin sent out to Police Officers in the state of maine describing more about robert card, this Person Of Interest including the fact he was at a Mental Health facility receiving treatment for issues just a few months ago. Memo reads he is a certified Firearms Instructor who is believed to be in the Army Reserves stationed in maine. He threatened to shoot up the National Guard base there. He went to his facility. Why and how he had a gun being released from the Facility Police want to find out. The top priority getting him in custody clearly if he is still alive. Authorities are also acutely aware, dana, bill, and paul that card may have a Police Scanner and could be listening to their movements to help him get away and evade authorities. A difficult situation for Law Enforcement but hundreds of local and federal Law Enforcement members on the scene trying to track him down right now. Dana and bill, back to you. I was watching you earlier and some others and you were quick to make the point that as soon as you saw the picture last night of him entering that Bowling Alley, you knew immediately this guy had training. Tell us why and what you saw in this photo here. I was a swat member in miami. I can tell you, that person had military training. You could tell from the start the way he held his shoulder weapon. In a tactical stance. He had the right equipment, weapon that was very lethal with a scope and the laser. You could tell very quickly this person had military training, advanced military training, which is the worst Case Scenario here. He has Mental Health issues, as you mentioned he went to get help. Apparently they released him after two weeks. If ever there was a red flag, that is a red flag. Dana one of the things we have here call for number one is the gunmans sister says she is in shock. She says im with police right now and my children are terrified and shaken so i do not have a comment on anything right now. The comment that she is terrified and shaken and the children are, too, i imagine for somebody that is desperate for checked himself into a mental facility, is she right to be concerned that he might come their way . Absolutely. He has a record of domestic violence. He has had a one Restraining Order against him. This is a troubled individual. We dont know where his troubles come from whether its time in the military or some other reason. But he has demonstrated propensity to kill. Those around him are in the greatest danger. Bill there is a report on nbc earlier today, chris, that at the Bolling Alley One of the witnesses said quote, they thought it was a Halloween Joke or something, the initial pops, if you would until everything started escalating quite rapidly. You can understand that initial reaction. You are out for the night. Probably with family and friends and its a mediumsize town at best. This killer walks in and is probably the last place you thought that Something Like that would show up. You can imagine it takes seconds and to just understand what is likely happening. And thats the advantage to the killer. He takes advantage of that and moves through tactically. He has had the training and this is a childrens Bowling Night and he is literally slaughtering people. This person has sunk to some depths you cant imagine. Apparently he had some sort of beef. Theyll find out at some point. Investigators probably already know. He posts on facebook. He took it down. He frequented that Bowling Alley. He chose it for a reason. Probably the same thing with the restaurant and bar. Dana the one thing thats interesting, chris, bowling is still a very family activity. You can go anywhere in the world and find a place to bowl and usually congenial, the butcher, the baker, the Candlestick Maker and it is usually a lot of fun. The fact that i dont know if he knew it was a youth night. There is a lot of shaken people there today. I wondered about this. A lot of serious tips come in that have to be run out and divert resources. People just want to get involved. It is a blessing and then it is not so much. So i would say you have to have it. I think this person is probably in a remote area. I think he probably staged it ahead of time. His car is near a dock area or river area. Its a very remote location. So its unlikely that anybody will see him but its very good in case he had a switch car and he is driving and he is anywhere in the United States for that matter. By the way, if there is someone in your life who has who does not hold police in high regard, they should meet that gentleman ryan mcgehee. I have been watching him all morning. The way he conducts himself is just phenomenal to watch. He is always calm. Always professional and always kind. Sir, you know the area well. What do our viewers need to understand about what they are dealing with now . As you know, bill and dana, i with as there for two years as chief of portland, maine. Very rural area. It is my belief that one, this individual has military training. He is a hunter, fisherman. He knows the rural nature of maine and embedded right now. It is becoming increasingly challenging. Unlike major cities, you know, you have a better opportunity to flush out a suspect like this. He will be embedded. The other challenge in maine and again Law Enforcement officers there are the best of the best. What you will find because it is no secret when you talk about the Lewiston Police department is only 38 sworn officers, people have got to Work Together so you have federal, you have state, and then you have all these other cities. It would be no doubt that portland, maine is involved in this search for this suspect. But it is very rural and i know there was some talk earlier maybe he has gone into the water. I doubt that. He is a hunter, a survivalist probably. When i was the chief there, i was very vocal about mental illness. It seemed per capita maine had more than its fair share. The key factor was the lack of treatment and what we see here even while he was under an assessment for two weeks, he had already made threats of shooting up a military base. So what did we do . Did we even try to secure weapons . Did we even try to know . And so here we are faced with a tragedy yet again. Its sad, very sad. Dana it wasnt too long ago, ted, we had you talking about the escaped prisoner in pennsylvania who hid away for more than a week and he didnt even have the kind of provisions that robert card may have. Im wondering what you think about how important today is as daylight is helping police in a very important search. Well, dana and bill, i can tell you nighttime is two the enemy of officers. Daytime helps. With dealing with a cold blooded killer, i would have to believe that when you look at the fact that he went into a bar and grill where you normally have only one entrance and he committed crimes there and killed people there, and then he goes to this Bowling Alley and you know in a Bowling Alley you normally also have one entrance but you have a mass amount of people. This was somewhat planned, i believe, and then he gets in his automobile and goes to lisbon and drops the automobile off there. What we dont know is if he commandeered another vehicle. We dont know where this man is. It is sort of like a needle in a hay stack. What Law Enforcement officers will have to do is be very patient and vigilant and there may be the possibility that this guy will make a mistake. He will possibly make that one phone call that a Cell Phone Tower will ping. But were dealing with not only a killer, but someone who is very knowledgeable of guns. He was a Firearm Instructor. We dont know how long he may very well have had the gun or guns that he may have with him. As a Firearm Instructor he could have had them for many years. So all of this is part of the investigation. But we have an all hands on deck investigation, feds, state and local Police Officers all working in concert with each other. Bill james craig, there has been precious Little Information that has been made public and you heard some of those reporters asking the local police chief 20 minutes ago as to why thats the case. There are reasons for it. Can you perhaps take us through sort of the rationale for when you release information and why you hold it back, what is happening behind the scenes that we cant see . You know, i had a different kind of strategy when i was detroit and Cincinnati Police chief. I like to get information out right away. When you talk about Force Multiplier, one of your guests said it earlier, former f. B. I. Supervising agent said it best, you know, when you put information out early, that Force Multiplier is that community. I applaud the police chief that was on a little earlier talking about the tip line and tracking down because in a situation like this, i dont care how many Police Officers you have deployed or people you have recalled, the fact is you will need help from the community. They can be very helpful but most importantly, get the information out sooner than later. I applaud my old friend now the director of Public Safety for the state of maine, who came out yesterday. Very matter of fact, gave out just enough information and got the Person Of Interest information out soon enough so people would know. You are talking about small town. Law enforcement probably knows this individual, have had contact with him no doubt. Certainly Community Members and Family Members know this.
