Its really the story of how washington was the Human Embodiment of the document that guarantees our liberty. The u. S. Constitution. I will also moderate an annual event called the founding debates. More on that a little later. But, first, we begin back in washington, about 20 miles from here with a constitutional showdown. Lawmakers on capitol hill are rapidly approaching the deadline to fund the federal government to try to avoid a partial shutdown. The Biden Administration and Congressional Democrats are ready to put 100 percent of the blame for any shutdown on republicans. Particularly House Republicans. Correspondent Mark Meredith starts us off tonight live from the north lawn with that part of the story. Bret, good evening to you, we are roughly 30 hours away from a Government Shutdown. The white house and Senate Leaders urging House Republicans to pass a bill to fund the government at least for a few more weeks. But a handful of republicans saying thats a nonstarter for them. They want spending reigned in, now. Every member will have to go on record of where they stand. House speaker Kevin Mccarthy tonight facing his biggest test yet. His caucus split over whether to fund the government beyond saturday or try to force washington to accept major Spending Cuts while also imposing trump era Border Security policies. I dont think there is a clear consensus yet. If we can get to the right number of votes. Leaders calling on house makers to avoid a shutdown by accepting a deal to fund the government for six more weeks. Shut down the government is not like pressing pause. Its an actively harmful proposition. The white house rejects any blame for the stalemate. Officials declaring federal budget plans were agreed to months ago. The speaker wanted to set top lines. We set them. Now he needs to talk to whomever he needs to talk to the Republican Caucus and live up to that deal. For more than 3 million federal employees a shutdown, even a brief one, will have consequences. Today President Biden reflecting on how it may impact members of the military, many of whom would still be required to work even without a paycheck. When the house fails to fulfill its most basic function, it fails to Fund Government by tomorrow, well have failed all our troops. Taxpayers, too, will be impacted. National parks will close. Getting a passport could take a lot longer. Reaching the irrelevancy by phone wont happen and americans who rely on social assistance, including some food programs, could be denied benefits. Some Government Workers like tsa agents and protests over not getting paid may even call out sick in greater numbers, potentially creating chaos at airports nationwide. Federal workers who are furloughed are still guaranteed to get back pay but only after a Government Shutdown ends. Will be a little tougher for those on a tighter budget because there would be so much uncertainty. He shoe will be known for advocacy of environmental issues, Reproductive Rights and gun control and for her groundbreaking long career in politics. Arriving in the senate in 1992, the year of the woman when voters elected six females to the senate. But it was tragedy which propelled feinsteins career. Both mayor moss connie and supervisor Harvey Motorcycle have been shot and killed. Einstein became mayor of San Francisco after the 1978 assassinations of the mayor and supervisor Harvey Motorcycle at city hall. Feinstein discovered their bodies. The murders shaped feinsteins career driving her to work on gun control. Passing the Assault Weapons ban that 1994. I dont know if it was the steel that was cemented into her at that moment of the mayors assassination or the tragedy and cost of serving and knowing that you still had to move forward. Feinstein was long a member of the judiciary committee, becoming the first member to serve as top democrat. Bret breaking tonight, one of the last living witnesses to the fatal Drive By Shooting of rapper tupac shakur is charged with murder with use of a deadly weapon. It is a long waited breakthrough in the 27yearold case. An indictment coming almost three decades after the crime. Correspondent jeff paul is in our west coast bureau with details tonight. Good evening, jeff. Good evening, bret. Investigators say the work began september 7th, 1996, the night that tupac was fatally shot. But new evidence they uncovered during a recent raid led to an indictment nearly three decades in the making. 27 years. 27 years. For 27 years the family of tupac shakur has been waiting for justice. Police arrested and charged 60yearold dwayne keefey d. Davis with murder. They say while he didnt pull the trigger. Davis was the onsite commander who ordered the death of tupac. In his 2019 tell all memoir davis even admits he was inside the White Cadillac where shots were fired from during the 19 6 Drive By Shooting. Shearts say they new davis was involved for a long time but they just didnt have the solid evidence; however, that all changed when they raided the home of davis wife two months ago where they took computers, photos, and even bullets. It has often been said, justice delayed is justice denied. Its a quote we hear often and for many, many years when talking about our legal system. But not in this case. Today justice will be served in the murder of tupac shakur. When asked about others being charged in tupacs murder, including whoever pulled the trigger, police say all other suspects are now dead. I wanted to get first your 30,000 view foot view of where things stand as of tonight. Yeah, bret. You know, im, i think, both leaders speaking honestly when they said this is closer than ever. But, truly, bret, the devil is in the details. If President Biden, Mohammed Bin Salman and Benjamin Netanyahu can pull off this complicated deal where the United States would provide Security Guarantees for saudi arabia, help them with the civilian Nuclear Program, advance weaponry, saudi arabia would normalize relations with israel. And israel would make concessions with the palestinian to preserve a twostate solution. If these leaders can pull that off, bret, i say they deserve not only the Nobel Prize For Peace but also the nobel prize for physics. Because the complex come comples enor news. The devil is truly in the details. Bret you essentially wrote what really happened at the beth netanyahu meeting and kind of suggested that there was homework given by the u. S. President perhaps to the israeli Prime Minister . The key issue really two key issues. One is the United States helping saudi arabia with a civilian Nuclear Program, with saudi arabia asking to be able to do its own enrichment International Supervision and with u. S. Monitoring. That will be very controversial. It will be controversial in the senate. It will be controversial in the middle east because, for instance, the uae has a Nuclear Program but is not allowed to do its own enrichment. They would actually want the same thing, it will be controversial with israels military as well. So thats a really hot button issue. The truly explosive issue would be what would be the terms that netanyahu would agree to regarding the palestinians that would basically create the environment where saudi arabia would feel comfortable doing this deal . What the president is asking for is some shifting of authorities in the west bank where principallians will be able to administer more territory under their own authority and some kind of freeze and restrictions on settlements that would open way or preserve the way to a Two State Solution netanyahu has the most extreme israel. Who have told him basically, publicly. Not one inch. That they love to have relations with saudi arabia, but they will not pay for it in any way in the currency of concessions territorial concessions or freeze unsettlement with the palestinians. Bret thats the complex physics you are talking about here. I ask the israeli Prime Minister about his right wing coalition. Heres that part of the interview. Bret you have a Coalition First in eight decades in the party platform, essentially it, calls for annexing the west bank. Different words, but thats essentially what it says. So, will you say that thats not going to happen to make this deal work . The coalition is not the issue. When push comes to shove, and we have a historic agreement, that changes the middle east. By the way, i think it changes the world. Then i think everybody will be on board. I think if we want to seize the opportunity, this historic opportunity, we have to do it in the coming months. Bret so, tom, when you heard that, what did you think . That maybe netanyahu is going to take the brass ring and try to make it happen . You did two great interviews with b. B. And mbs that are book ends for this. Look, he is not going to show his hand for one second until he has got a bird in the other hand. That is he know at the end of the day, that he is going to be faced with a choice between annexization and normalization. Which basically means he can get the deal with saudi arabia, most likely, not for sure. You can never you know, be sure what is going to happen here. But you have to blow up his cabinet to get it. Part ways with part of his governing coalition. He is not going to do that until he knows exactly what he is going to get. What it is going to cost him. What his future who his future partners in israel might be. That is what is he weighing. Annexization. Normalization. Staying in power, risking power. Making what would be one of the most remarkable peace agreements, peace between israel and the keeper of the mosque in medina, that would be huge, bret. Bret it really would. Tom freidman. They could be cutting off Russian Energy exports, which is putins lifeline. Also seize some 60 billion worth of yachts and other assets of Russian Oligarchs but, despite hundreds of investigations due to drawn out legal proceedings, only a bit more than 5 million from those assets has been given ukraine as u. S. And other taxpayers pay to maintain them and is not budging the rich anyway. I think afraid to talk about politics because they realize their businesses and their lives are at stake. It took us a little longer to get to it but here it is. Its a president ial library for the first president and i would say the best president spent a lot of time here and digging through documents. Amazing stuff that goes his handwritten notes. Its a part of that book coming out october 10th to rescue the constitution. What do you take from those early days and kind of fastforward to washingtons messages to what we can learn from that today . Absolutely. I mean, one of the great things you saw here, of course, was George Washington was copy of the constitution. Which as the first president of the United States creating that office, he is reflecting on his time when he writes i walk on ground. Everybody i do is subject to two interpretations. Everything i do is creating a precedent. For one thing he gives us a vision of leadership in which people are not worried about the 24hour news cycle. They are worried about the 30 year cycle. They are trying to create something that lasts and survives. Secondly, of course, are the words he gave us in his Farewell Address that warns us about the dangers of hyper partisanship. As he always said the constitution is my pollstar. Bret tips from George Washington for a Government Shutdown it. Says one of his greatest strengths was his silence. Washington was largely quiet while presiding over the Constitutional Convention. He probably knew that leaders should often allow others to find their way in difficult discussions about the future. Were in the middle of a difficult discussions as we head into this weekend. Well, thats right. And i think washington would on the one hand he recognized the world that he sees, you know. Because he warned us about hyper partisanship. Even his own cabinet he couldnt get jefferson and hamilton to behave. But it still it still rankled him and he still warned them that kind of behavior will ultimately destroy the Fragile Union that we are trying to create. This is an experiment in selfgovernance. Its hard to do. We cant take for granted that need to work together. Bret and i dont think people fully appreciate how we almost didnt come together as a country. That it almost just never happened. Thats right. Almost a miracle that George Washington used to talk about the constitution itself. Of course that came after eight long years of a war for our independence that could have gone either way. Coming out of retirement to bring the Constitutional Convention together and then actually forming the presidency as he said. It was remarkable achievement. Bret finally, when you have people here and lots and lots of visitors mt. Vernon and here, are they searching for something . Do you think there is a search for what washington talked about, that next leader who could kind of fulfill what he envisioned . I think you are right. And i see it across the country when i go around and talk about mt. Vernon and talk about our mission to help teach people about George Washington. We got to do better job teaching people in this country about our history and why we have a selfgoverning nation. We dont hand it onto the next generation, its not going to survive. The senate has not. I think its productive if we keep the house open while we finish our work. And so what i have directed the members is they were supposed to be out next week. They wont. We are back here finishing our work and we will finish through all 12 aappropriations bills. Bret seems like they are not going anywhere. Lets bring in our panel. First, susan, you hear all of this there is just a lot of chaos about where the votes are and how it comes down. There is a zero percent chance we arent going to have a shutdown. We are going to have a shut zown. The only question is what is the road past a shutdown to get the Government Back open again . And i dont think thats at all clear nor is it clear who ends up as Speaker Of The House when that process is over. Bret morgan, you talk about this, and the obviously the votes are very thin for the speaker to hold on to power because of the deal he struck to become speaker. I think thats true. Although i think that moderate republicans are coming even more to the defense of Kevin Mccarthy. Heres what i think is going to happen. You saw 21 republicans vote with the democrat today. So the senate will likely take something up tomorrow. Hopefully they will pass something that can actually be passed in the house. And Kevin Mccarthy may just have to do it with democrat votes. I would say these 21 republicans opened the spigot to make it politically tenable for kevin now to have to go seek those democrat votes to keep the government open. Bret you know, charlie, karl rove comes from a point of view, obviously. He had in his opinion column, this because the chaos caucus as he says wont grow up a shutdown is likely. That Will Hurt America and republicans. This sort of selfabsorbed Performance Art comes with a political cost. I have heard others on the right side, the matt gaetzs and others talk about how the fallout would be politically. How do you see it . Well, i think we have seen a lot of, obviously a lot of Government Shutdowns and republicans are blamed every single time. I do think and if you look back at every one of those shutdowns, in which they have been blamed, and as a result of it, either gotten halfway decent things or nothing at all out of it, they wind up not paying a terrible price in it in the long run. Politically. In the next election. So, i would argue that its important for Kevin Mccarthy and republicans to define what this shutdown is about. And i agree with susan that this thing is a done deal. This was almost a done deal the moment Kevin Mccarthy became speaker. We knew it was going to come down to it this. Its incumbent on Republican Leadership to define what they want it to be about. They need to make it about the border and put democrats over a barrel instead of them. They are going to get blamed for it either way because they dont have the media. Make it about something and win that fight. Bret yeah. Breaking news today is this story that Robert Kennedy jr. Is apparently going to run as an independent in the president ial race. If that happens, and its expected to, r. F. K. Jr. , susan, where is the political fallout on that . Well, its complicated. And its hard fool hardy to predict what happens with Third Party Candidates and who they hurt. I do think the Third Party Candidates and power of kennedy name bigger risk to joe biden than it is to donald trump. When you have a race like this where a Third Party Candidates draw significant numbers of votes, it reduces the number of votes you need to win. And it means a candidate like donald trump who doesnt have a majority of americans but has a hard core support makes it easier for him to prevail. Bret yeah, morgan, you have another line potentially Robert Kennedy jr. And cornel west. I mean, does that provide trouble for democrats . Well, were not done with plenty of other no labels and other Third Party Operations that may run. So, one thing that we can note for 2024 is it is going to be a chaotic year. We will see if trump and biden end up on the ballot. Thats certainly where its headed on the republican side. As we get into Candidate Casino can i certainly say its getting mixed up on the democrat side a lot more than people anticipate. Bret yeah. About that, charlie. I mean, r. F. K. Jr. Gets a lot of looks from republicans. Oh, yeah. Bret want to know how it falls out. Obviously, you know, on paper it looks like its probably going to hurt joe biden more than it would hurt, say, a donald trump. With that said, you know, a big reason why r. F. K. Has enjoyed such huge boom is because he is doing a lot of the things that donald trump did back in 2016. Is he talking about things that youre not supposed to talk about, and he appeals to a it an independent voter the way donald trump did. And so, you know, who knows how you know, it could possibly hurt trump more than we realize. Bret so that kind of threw up our Candidate Casino in the air. How about winners and first and loser. Winner, donald trump, he won the debate he didnt bother to show up for. He is not taken on in a serious way by people who purportedly want to take the nomination away from his increasingly solid gasp. Losers 18 House Republicans who represent districts that were carried by joe biden. This shutdown may not hurt the Republican Party at large. This is very risky for them.
