Breaking tonight the Impeachment Inquiry into President Biden is underway. The first session held today on capitol hill. The head of the House Oversight committee accusing the president of abusing his office for his familys financial gain. The top democrat on that panel calling the procedure scandalous. Correspondent david spunt starts us off tonight live from capitol hill. Good evening, david. Good evening to you, bret. Right out of the gate, tempers flared. The hearing lasted about six hours and the white house may not like it, but a new era of the biden presidency is underway. Chairman, there is already a motion. Democrats and republicans, both frustrated while finding no Common Ground. We had a box of all the foreign money the bidens took it would have reached to the ceiling. We found no evidence of wrongdoing by President Biden. If the republicans had a smoking gun, or even a dripping water pistol, they would be presenting it today. But while President Joe Biden was the subject of todays hearing, first son Hunter Bidens Business Dealings took the spotlight. The critical question facing the American People today is whether behind the smoke screen clouding the biden family and associates businesses was there or is there a fire . Republicans insist there is plenty of fire but constitutional law professor Jonathan Turley also a Fox News Contributor says the republicans have passed the thrash hold to launch the inquiry, though he says there is not yet enough to impeach. I could not believe that the Current Evidence would support articles of impeachment. That is something that an inquiry has to establish. An inquiry is a political step not yet a full impeachment. House republicans say they have evidence that hunter biden received more than 250,000 that originated in china in 2019. The Beneficiary Address for the funds, the bare home of President Biden. My democratic colleagues say none of this is relevant because joe biden wasnt Vice President while his family did these shady deals. Trey, let me start with you. You watched some of this hearing. It went on for a long time. What about the first efforts down this road into inquiry . Well, the evidentiary threshold for an Impeachment Inquiry is not very high. I mean, keep in mind, bret, we all remember what kind of Spawn Hurricane Crossfire hurricane . It was a rumor in a bar. How much evidence you need to begin to investigate is not very high. The witnesses, the g. O. P. Witnesses said, look, we are not there yet. Jonathan turley is not there yet. Their House Republicans, ken buck who are not there from an evidentiary standpoint. But, what they decided to do today was to launch a formal inquiry and they need bank records and they need tax returns and they need access to documents that heretofore they dont have. So this is step number one and the threshold is really really low to cross over step number one. Bret yeah. Andy, your thoughts . I think, bret, that they have been undone in a way in the political presentation of this by the very success of the committee inquiries. You know, if you knew nothing at all about burisma or the Influence Peddling Scheme or what have you, and you learn for the first time today that over a period of just five years the biden family, in a business that is Joe Biden Selling access to him, raked in 24 million, and did in the way that they did it with no apparent value being exchanged for the money and it being funneled through all these llcs and banking channels . You would be astonished. Peoples jaws would be hitting the floor. So, you know, what i hear today people say well, wheres the evidence . Wheres the proof . You know, i just think that where we are at this point is pretty astonishing in terms of whats been proved. Bret you know, andy, i want to read a piece of what you wrote in national review. Clearly if a person was bribed by agents of a foreign power prior to becoming president , that person would still be owned and subjected to blackmailing by the foreign power during his presidency that has come up numerous times about the question about when it happened, if it happened, if they get down that road. Bret, i really am adherent to former president ford when he was Minority Leader in the House Of Representatives saying that an Impeachable Offense is whatever the majority of the House Of Representatives decides it is under the circumstances. But, even if you allow or entertain the idea that high crimes and misdemeanors have to be committed during the presidency, i dont see how that reasoning would apply to the separate impeachment avenues of bribery and treason. Bribery is what the framers were worried about because they were worried that the awesome powers of the presidency would be captured by foreign powers. Bret you know, trey, the devon archer testimony, Hunter Bidens partner, business partner, obviously raised a lot of eyebrows. You keep saying the brandment but by the brand you mean the biden family, correct . Mr. Archer says correct. Mr. Biggs when you say biden family you are not talking about jill or anybody else, you are talking about joe biden; is that fair to say . Yes. I dont think about it as you know joe directly but its fair thats fair to say that he was selling the brand. Is it going to take a long time for them to get to the meat of this to move on to another stop or do you think that this could happen quickly . No. I dont think its going to happen quickly because the House Republicans dont have an enforcement mechanism. I mean, say they send a subpoena and the person sends it back to them is a paper airplane, you have got to go to the u. S. Attorneys office for the District Of Columbia to hold someone in criminal contempt of congress. I mean, you can go before an article iii judge and kind of make your case for your documents, but that takes forever, so they need bank records. And heres the other thing i think that they need you cant engage in willful blindness. Whether or not they can tie, Connect The Dots straight to President Biden or vice President Biden on or about private Citizen Biden at the time, you cant just like turn a blind eye to what your Family Members are doing. I want to start there with the possible looming Government Shutdown. You know, goldman saks did a survey of Small Business owners and they said 91 percent said its important to avert a Government Shutdown. 70 percent said their business would be negatively impacted by one. Do you two see a way to avoid in this weekend . First, Congressman Mccaul . Well, i know the speaker is working on a Potential Cr Bill that has Border Security on it, as well as the debt commission. Whether we can pass that tomorrow remains to be seen and then we have to get this through the senate by saturday or the government does shut down. And i said survey, i have seen this movie before. It never ends very well Government Shutdown hurts everybody, including our military, our Border Patrol and our economy. There there were a lot of things that came out of that interview chairman mccaul but the biggest thing was the thought that they are close to this normalization between saudi arabia and israel. How do you see that . This is the breakthrough we have been looking for since the Abraham Accords were passed. To get saudi to the point of normalization with israel. It would be a significant step forward towards peace in the middle east. I never frankly, i didnt know this would happen in my lifetime. But, if we can achieve, this particularly at a time when iran is getting more aggressive, it would counter the influence of iran but also china. Because china wants to be a player in the middle east. We want the saudis to come to us and to partner with israel. So i think this would be a tremendous step forward towards peace in the middle east. Bret you know, speaking of that, Congressman Phillips, there is a report out that saudi arabia and china are going to hold joint Naval Training exercises as ties deepen that says the two country also hold the Separ Special Training Exere Unspecified Ghat october but its overseas maritime counterterrorism operations. Buff its one of many little nuggets that suggest that saudi and china are getting closer. Is there a concern about that . Sure. You know, china well, the saudis are playing the field i think its fair to say. Thats why we should do everything we can to ensure this gets done. If we dont fill that vacuum, we know our adversaries will, whether its iran or china or russia. Thats why it is so important. And its not justable important. Its possible and for the First Time Since israels founding in 1948, an israeli minister, the Minister Of Tourism visited riyadh, the first time ever. And a delegate from saudi arabia went through israel to have meetings in the west bank. Thats a good sign that things are moving in the right direction. By the way, if we can expand the Abraham Accords, which, by the way, i give credit to the Trump Administration for initiating, it will begin a process, i think, of reconciliation not just in the middle east but perhaps around the world. I know there is a lot of bipartisan and Common Ground on that issue up there on capitol hill. I do want to play that soundbite from the crown prince. I asked him about dealing with president xi from china. Take a listen. Bret how do you see him . Whats he like . Well, he is trying to do the best for china. And he have all the right to do that. He is the leader of the country, and he wants his country to succeed and to grow. And he have more than 1 billion people. He doesnt need to see china. If you see china failing, its around 15 world g. D. P. 15 of the World Population that country falls, everyone on the planet falls, even america. Bret obviously there is a lot of concern in the u. S. About taiwan. As you know president xi, when it comes to that issue, what do you think his vision 2030 is . We announced our policy we believe in one china and we believe so is america believing in that. Bret i was asking chairman mccaul about taiwan and i know you and i have talked about that before. And your thoughts about whether china is getting closer to moving in on taiwan. You know, i think china and chairman xi are going to rain to influence the upcoming elections, president ial elections in january in taiwan. If their party succeeds, then i think they will take a pause. If president exis party prevails, however, i think the clock will be accelerated. At love people talk about 2027, thats what xi has talked about. However, i think given the way things are, if they lose that election, and also the fact that the weapon sales, 22 weapon systems, i signed off on up to four years ago have yet to go into taiwan, i think they are vulnerable and i worry that chairman xi will take that opportunity to invade. And it will be a blockade. He would cut the sea cable and have massive cyberattack on the island. Frankly the real hazard here tsmc manufactures the semiconductors. Bret Appeals Court rejected bid on a Delay Lawsuit brought by new yorks attorney general. Baltimore mayor Brandon Scott says 32yearold murder suspect Jason Billingsley should have been in prison, not out on parole. Billingsley, arrested overnight, is the suspect in two recent violent crimes. The first a rape, arson and attempted murder nine days ago. The second the murder of 26yearold tech ceo paf have a la pair. Her body was discovered monday in this Apartment Building but Police Believe she was killed friday night . I know this arrest does not bring back pava take away the victims of mr. Billingsley. My Hope Give Closure to the city of baltimore. Police were already looking for billingsley before her murder but chose not to tell the public. The first attack reported at someone he reportedly knew. Had it been a random act we would have put a flier this individual was on the loose committing random acts. Billingsley was released from prison last fall after serving 9 of 1 years behind bars for a sex assault case. Prosecutors say he was released on Good Behavior and put on probation but now believe the police rules deserve a second look. We need to see what we can learn from this and how its letting some individuals that may not be fully rehabilitated back on the streets maybe a little more quickly than they should be. Investigator say they are going to look at other urine solved crimes in this city over the last 11 months since he got out of jail to see if there is any possibility he may be connected to this case. We are 62 hours away from shutting down the government and republicans are launching an Impeachment Drive based on a long debunked and discredited lie. President biden and other president s can be dishond, can even lie to the American People, and that would not constitute an Impeachable Offense. I would call it a red flag. Thats something i would look at, and, again, try to get to the bottom of what happened there. Well, the Impeachment Inquiry starts on capitol hill today and heres how some of the write ups have gone. Axios, what republicans are accusing biden of in their Impeachment Inquiry, the inquiry aims to look at whether biden took part in corruption, bribery and Influence Peddling during his time as Vice President and president. It will also examine whether the Biden Administration has taken steps to obstruct or hinder accountability for these actions. A lot of pushback from democrats on the hill and the white house. Lets bring in our panel. Byron york, chief Political Correspondent of the washington examiner. Olivia beavers, congressional reporter for politico and the Washington Post columnist marc thiessen. Byron, your thoughts on this launch today . Clearly it wasnt a ton of laid out evidence in this first hearing. No. There wasnt. But, republicans have developed a lot of very compelling evidence, to the effect that members of the biden family ran an extensive influence operation built on joe bidens name and perceived influence. Theres just no doubt about that. And they made millions of dollars from foreign countries. No, they have not produced the evidence that clearly links joe biden to accepting money from that. And you heard that from democrats all day. So it really wasnt a surprise. The democrats would try to throw their body in front of this. But i have to say you cant watch what is happening today without thinking about the last six years. Democrats were itching to impeach donald trump from the moment he became president. Filed the first Impeachment Articles in may of 2017. He had been president for four months. Had a vote, the first vote on Impeachment Articles in december of 2017. The president less than a year. Definitely planned to impeach him over russia. That fell apart when the Mueller Report turned out to be a dud. Then they immediately moved to impeach him over ukraine. So if they are worried about impeachment have aing a lower bar than it used to have, they should look in the mirror. Bret you know, marc, the Talking Point up there was to bring up the Impeachment Hearing is meant to distract from the shut down when the House Republicans try stage this stunt. Shutting down the government in three days i dont think this is what they had in mind. Another total bust. Zero evidence of wrongdoing by joe biden. They continue the same Talking Point there, marc. What about the politics of the moment and, really the literal possibility of a Government Shutdown . Well, i agree with everything that byron just said. We have had two Impeachment Inquiry the first 222 years in our country and going on third in just over three years. So, its a problem. But, yes, the optics are terrible. Americans are concerned about the Government Shutdown and we say the republicans just spent six hours on Impeachment Inquiry where their leading witness said there is not enough evidence yet to impeach the president. Thats a problem. The other problem they had is they were doing really well when there was an oversight issue. Now that they started Impeachment Inquiry. It ends in one of two ways either they pass articles of impeachment or they de facto clear joe biden by not doing that and they dont have the votes to to even start inquiry much less pass articles of impeachment. There are 18 republicans who are running for reelection in biden majority districts who are not going to be eager to pass articles of impeachment right before the 2024 elections which could cost them the house because they only have a four vote majority. They dont have the votes. And if they dont have the votes, then biden could claim vindication if nothing comes of this. Bret yeah. Olivia, onto the Government Shutdown part, i asked chairman mccaul and Congressman Phillips earlier and they were fairly pessimistic. I mean, is that what you are hearing up on capitol hill . Yeah. I mean, bret, you are already seeing signs that they are bracing for a shutdown. There was a briefing of house chiefs being this is what is going to happen. What to expect and laying it out. Sort of conceding this is going to happen. The question now that is being tossed around is when is the shutdown going to end and anyone that claims this they know the answer doesnt know. So, were at a pretty tough spot in terms of House Republicans. They dont have the votes to pass a shortterm Spending Bill known as the cr. They dont like the cr that the senate has bipartisan support for. So, were going to see how that goes. Bret yeah. Byron, the president spent a lot of time talking today about maga. And what he called maga extremists. It is a similar speech that he has delivered before. It comes, obviously, one day after last nights Republican Debate in simi valley, california. Here is he talking about the retiring joint chiefs, general milley. Here is what you hear from maga extremists about the retiring Patriot General Honor his oath to the constitution. Quote he is a treasure, end of quote. In times gone by, the punishment, quote in times gone by the punishment would have been death, end of quote. Hardly any republican called out such heinous statements. Bret there were republicans who did call out this truth social post. And this is from President Trump saying the guy turned out to be a woke train wreck. This is about milley. If the fake news report something correct, was actually dealing with china to give them a heads up on the thinking of the president the United States. This is an act so egregious that in times gone by the punishment would have been death. Byron, there were a number of president ial candidates asked about this in interviews. They spoke out about it. What about the president s tact today and, obviously, the fallout from that statement, that truth social post . I think youre gonna see that a lot more from joe biden. And it predates whatever trump said on truth social about general milley or many other things as well. And this is the reason. Joe biden wants to run for reelection. And big majority of the American People think hes too old for a second term. That problem is not going to fix itself. Its not going to get better. Is he not going to get younger and more astute. And the economy, which, inflation has gone down. But, peoples standard of living, they are still suffering. You still have majorities say they are suffering under todays economic conditions. I think that pushes joe biden to emphasize the threat that the other side poses, the threat of maga extremism. So that you can get people who have actually not prospered under joe biden to still vote to reelect him because maga is so discuss. Bret you know, before the midterms, mark, i had looked at that speech that was delivered, you know, in front of the Red Light Building and the marines over his shoulder and i looked at it and he was talking about maga extremism and i just thought this seems so tin eared because the economy and other issues that are really important. But you looked at the exit polls. And, actually, the threat to democracy was much more prevalent than we thought it was in those midterms. No. That strategy worked. Joe biden was the least popular president in the history of our republic going into those midterm elections and he turned out the best midterm performance of any president First Midterm since john f. Kennedy except george w. Bush after 9 11. That wasnt because of his popularity. That was because of the maga threat and they didnt like the alternative. Right after the midterms, we were seeing a little bit of movement on the republican side as to whether they might want to look at alternative candidates because people were so shocked at the red wave never appeared and over the last 10 months that concern has dissipated. People look at joe biden and his age and his unpopularity and think oh, there is no way he can win. Well, there was no way he could win the midterms either. So, you know, the he could win the presidency. Despite all of his infirmities and his failures. Bret right. Its just a fascinating thing to look at the politics of all of this. And thank you, panel. They have got more than 5,000 in capacity and the Border Agents here telling me privately, bret, that they are straight up reaching a breaking point. And this is what elon came to see. Interestingly, just about feet from me, the migrants are along the razor wire right now. Hopefully elon will get over there elon got here and immediately started Live Streaming to platform x saying he relates to migrants as a migrant himself. But, yet, he hasnt got to see them firsthand and the challenge we have been showing all week about them coming through the wire and the challenges that the Border Patrol agents and texas dps have.
