About a half an hour, an update from local authorities. Now to Steve Harrigan on what hes hearing in surfside florida. Steve . A lot of anxious people around trying to find out news of their loved ones. The number of people that are missing, Unaccounted For has risen throughout the day, about 99 right now. The number could go higher. Were looking at basically three stories high of concrete rubble. More than 50 Apartment Units destroyed. Theres stories of people saying i opened my door and my neighbors apartment was gone. People struggling to get out of there. The governor of florida says its a Search And Rescue operation. Heres governor desantis. In Search And Rescue mode. Theyre trying to identify survivors. They made contact with some and theyre doing everything that they can to save lives. That is ongoing. Theyre not going to rest. 36 people were rescued overnight. Two were pulled from the rubble. The First Responders came from around southern florida risking their own life in a building that was partially collapsed. President biden has contacted the mayor of miamidade promising full federal support. Heres the president. Im waiting for the governor to ask to declare an emergency and especially as we learn more about what might happen with the rest of the building. Were on top of it. Were ready to move from the federal resources immediately. We have gotten reports that sniffer dogs have found indications of life under the surface. So the digging and the hope here will continue. Right now our primary objective is to save lives and our secondary objective is to make sure those displaced have somewhere to go. We have done both of those things now. So weve had the people in this particular building relocating to local hotels. We had a Hotel Next Door that we had to close because of Safety Reasons and we located those people to other hotels. So right now its a 100 focus on Search And Rescue. Neil i understand its very difficult to keep tabs on who is missing. Short term rentals in there as well. Is that 99 figure of those Unaccounted For, is that holding . Are you getting word of others or Family Members asking . Certainly those numbers are indicators. I wouldnt rely completely on the numbers. What were doing is the only way were going to know who is missing is by triangulaing the information with the people calling and looking for relatives what weve got is a centralized number that you probably got on your screen. Were asking the families of relatives to give us a call so we can compile a list. Neil what about the area around there. I notice the building affected is uninhabitable. Is theres any risk to neighboring buildings . I think theres some thoughts and ideas and theories about what happened here. Like i said, i think its just so early and were focused there will be a time once we have saved as many people as we can save to figure out why this happened. Buildings like this do not just fall down in the United States of america. Thats not something that happens. Primarily because because were not sure that the rest of the building is going to continue to stand. I think that means were probably in a pretty good spot. Im glad President Biden endorsed this. The idea, 579 billion of new infrastructure and were not just talking roads and bridges. Were talking water and sewer and broad band. Were talking things like a smarter and more efficient power grid. I think one of the reasons why youre seeing the top of this segment, the market is going up so much, you know, you make our system more efficient, you make our airports not seem like theyre third world, you allow people to get to work quicker, allow people to have broad band at home that will be an economic boost. But there are no user fees in this, no gas taxes, no electric Vehicle Mileage taxes. So how is this being paid for . There is around 100 billion that will if you beef up irs enforcement that can be net 100 billion there. Youre viewing audience will like this. Theres about 80 billion that is being clawed back from precovid relief, covid relief bills that were unspent. Theres some usage, federal Activity Bonds and other tools. There are frankly some cats and dogs of smaller programs that were clawing money from. Again, something your viewers will like. 80 billion that we think we can recruit from unemployment fraud. We know what the plus up on unemployment dollars out there. Theres some fraud out there. Well have money trying to reclaim that. You know that my business was in the telephones and wireless industry. The reason why i ask, senator, seems that one of the reasons for the markets advancing is this notion that tax hikes would be pushed back. Im probably the most conservative democrat on the budget committee. Ive gone from one side on the Infrastructure Package urging my republican friends to spend more. Now im engaged in my most liberal colleagues want to spend more than i think is healthy. You know, that second package, which in washington speak is call reconciliation, that is basically code for an approach that says, okay, you have to get all 50 democrats, this is the methodology. My republican friends used it in 2017 when they did the close to 2 trillion tax cut. So this is a tool that both parties have used in the past. We dont know much more than that and if that had anything to do with this. There was construction going on in the neighborhood of that condominium. Lets go to local authorities now. They will update on those missing. By last count, 99 were missing. So its been over 12 hours. Were at 15 hours since this tragic devastating emergency. Our people are working around the clock. Our Fire Rescue Team leaving no stone unturned and were working with families on reunification and those dislocated in the neighboring buildings. I want to give you a top number. Very encouraging. 102 people have been accounted for. Thats double what we were able to report last time. So 102 people from the towers. Their locations are known and theyre safe. We still have at least 99 who are Unaccounted For. Right now at our Family Reunification Center at the Surfside Community center, the families are being briefed so that they know which are the ones that are accounted for. So theyve been seeking that information and for those Family Members of 102, weve been able to provide some good news. Just want to bring you up to date on what theyre telling us right now. 99 people remain Unaccounted For. 102 people are accounted for. They did not address the story in usa today that this particular high rise was determined unstable a year ago. Thats according to a researcher being quoted from Florida International university. Quoting from usa today, the building has been sinking at an alarming rate according to a study conducted in the department of earth and environment. When those were conducting the study got news of the Champlain South towers condominium collapse, they remembered the study. One said i looked at it this morning and said oh, my gosh, we detected that. None of this is necessarily tied to this collapse. The building was sinking according to those studying it at a rate of two millimeters a year in the 90s and could have slow or accelerated in that time. So in other words in more recent history, whether that is continuing or not, we dont know. A 1990s study of Land Displacement had showed that the land sake during the course of the study. Doesnt say how many years in the 90s but in the 90s. Now back to the presser. The county, the mayor, the firefighters, the First Responders, were all going to continue to work. But we need everybody to continue to pray. And not just for the people that are in those buildings but for their families that are desperately hoping that theyre safe. I spent the morning before i got on the plane to come down here speaking with the mayor and the the officials in the City Of Surfside that have done a remarkable job mobilizing with the mayor and her team. This is its essential that we have a whole of government effort here. So making sure my responsibility as a member of congress that represents this community is to make sure that we can have there be no daylight with the federal, state and local governments and ensuring that we have the assistance of the federal government to make sure our community has the resources that they need to make sure that not only the unexpected expenses that come with this kind of disaster are accounted for but also there will be need for federal Housing Assistance that only comes with a Disaster Declaration that weve been working with the white house to make sure is declared. Once the governor makes that declaration, now the mayor has sent hers up, i spoke with the Chief Of Staff of the white house before i got on the plane. They were already preparing to make sure that everything is in place for when they receive the emergency Disaster Declaration from the governor. So every one is ready. Its all hands on deck. Ill tell you, ive been getting outreach from constituents that have Family Members or people that they knew in the building and theyre Unaccounted For. We all need to pray. I got a chance to view the site up close. I mean, the humanity that you see, the daily lives, the evidence of just People Living their daily lives and everything, everything evaporated in an instant. Its enormously devastating. We need to make sure and we will. Im thankful that President Biden made it very clear that they are prepared to mobilize everything that the Community Needs and ill be working with my fellow elected officials to ensure that. So please know that this entire day, since the news of this tragedy began, we have all been working very closely and well keep this Community Close and everyone in our prayers. Thank you so much. Thank you, maam. Were going to follow up with the assistant chief of operations. Good afternoon. So since the last Press Conference at 6 00 a. M. This morning, we shifted our operations from the inside of the building to underneath the rubble. We conducted an assessment of sonar and search cams on top of the rubble. Sonar are the listening devices. We used k9 dogs for the top of the rubble early in the search phase. What weve determined is that all the resources needed to shift underneath the rubble. Theres a Parking Garage beneath the building giving us better access to gain tunnel ways to the different floors. All of the resources have continued to basically shift approximately three im sorry. Approximately 60 to 70 firefighters coupled with the urban Search And Rescue team underneath the Parking Garage. What we found was on top of the rubble area, were unable to locate any void, any areas that we can operate to start conducting these searches. This process is slow and methodical. You can see that every time theres a shift in the rubble, we have additional rubble that shifts on us. If we make a cut and theres a shift with additional boulders, what we end up finding is what we just encountered, a small fire. We did have a small fire as a result of shifting of the building. We were able to extinguish it within 20 minutes after which time we went back in and conducted search operations. The operations will continue throughout the night. We have the urban Search And Rescue team coupled with Additional Resources that will replace our firefighters in the morning to bring in fresh crews. Every possible resource that we have, including local assets from municipalities are being brought in. So every opportunity for any viable victims that we can find well locate. Thank you. Neil i want to go to Steve Harrigan right neil i want to go to Steve Harrigan right now, you started out the hour reporting, the city has detected people who may be alive under all that trouble, whats the latest . We are still hearing from local officials as well as Florida Governor desantis that this is still a Search And Rescue operation, theres hope and you heard officials there say they are going to continue urban Rescue Operation throughout the night, we havent had any great victories, havent seen any celebrations but there are indications that there could be a chance at life underneath some of that rubble and operations to find and rescue people will continue throughout the night. Neil steve, im also wondering, for relatives and friends of those who as of yet they have not heard from, where are they, how close are they to the condo, where our police updating them . They are within a short walking distance, theres a center for Family Members as well, tremendous communication throughout the day to get a number on how many people could have been in that building overnight, weve seen the number rise from 15 Unaccounted For this morning to 99 now and it could be a grim process, over several days or a week or more to try to determine and find the bodies of those who were lost in the tragedy, neil. Neil have you heard anything from the usa today others reporting this concern of this particular Condo Building and how long i was going in the 1990s but apparently experts brought up florida university, when they heard it collapse they put two and two together and this is the building in question, we dont know how many years and how long it lasted, something they detected in the 1990s but any talk of that being at issue here . I think this has to be seen as one possible theory among many, it was having construction on the roof, there were lawsuits filed against this building, this will Swimming Pool was leaking, so there were a number of red flags. Whether thats a cause or not is still in doubt, you hear the mayor of surfside talk, i heard him on your show a short time ago and he said there is no logical rational acclamation for this so right now we are hearing differing views as to what could be the cause. Neil bottom line, this was the only building affected. In other words there wasnt any structure in the neighboring buildings that we know of. Thats right, only this building as of now is affected by this. Neil all right, thank you, steve. All right, we are waiting for them to take some questions here so we will see if they get to that. So at this point we have engineers on site, structural issues, obviously the building did collapse so we want to understand what happened but also what risks there might be for the remaining building so its a Structural Engineering question through our fire rescue department, they have engineers as well, the City Of Surfside is working for Structural Engineering
