he signed in $1.9 trillion bill, that bill is being called a coronavirus release to relief measure. he isn't planning on taking any questions about it. that's not surprising, he has not held a press conference since taking office, the longest and at least a century of president hasn't waited. our leaders don't believe they have to justify spending nearly $2 trillion, even though the entire gross domestic product of canada -- it's tripled all federal spending during the entire new deal, accounting for inflation. you think you would be able to ask some questions about it. in a functioning democracy, argent reporters would demand joe biden would explain why the relief bill does not seem american at all. they may also ask why they're so many money for farmers with certain skin color state is that legal? we did it. it violates civil rights, but we can't ask him why he did it, he's not taking questions, and probably doesn't know anyway. the past year has empowered our leaders like no other crisis in american history. we will see the results of that in just a moment. >> president biden: good evening, my fellow americans. i would like to talk to you about where we are as we mark one year since everything stopped because of this pandemic. one year ago, we were hit with the virus that was met with silence, and to spread unchecked, denials for days, weeks, then months. at that lead to more deaths, more infections, more stress, ad more loneliness. photos and videos from 2019 feel like they were taking in another era, the last vacation, the last birthday with friends, the last holiday with extended family. it was different for everyone, we all lost something. a collective suffering, a collective sacrifice, a year filled with the loss of life, and the loss of living for all of us. but in the loss, we saw how much there was to gain an appreciation, respect, and gratitude. a finding light in the darkness is a very american thing to do. in fact, it may be the most american thing we do. that's what we've done, we've seen frontline an end essential workers risking their lives, sometimes losing them to save and help others. researchers, scientists, racing for a vaccine, and so many of you, as hemingway rode, being strong and all the broken place. i know it's been hard, i truly know. as i've told you before, i carry a card in my pocket with the number of americans who have died from covid to date. it's on the back of my schedule. as of now, totaled that's an american, 520,000, 726. that's more deaths than in world war i, world war ii, vietnam war, and 9/11 combined. they were husbands, wives, sons, and daughters, grandparents, friends, neighbors, young and old. they leave behind loved ones, unable to truly creep or heal, even to have a funeral. i'm also thinking about everyone else who lost this past year to natural causes, by cruel fate of accident or other disease. they too died alone. they to leave behind to loved ones are hurting badly. we've often heard me say before i talked about the longest walk any parent can make is up a short flight of stairs to his child's bedroom to say, i'm sorry, i lost my job, i can't be here anymore. like my dad told me when he lost his job in scranton. to so many of you have had to make that same walk this past year, he lost her job, you closed your business, facing eviction, homelessness, hunger, lost control, may be worst of all, a loss of hope. watching a generation of children who may be set back up to a year or more, because they've not been in school because of their loss of learning. it's the details of life that matter the most, and we miss those details. the big details on the small moments, weddings, birthdays, graduations, all of the things that needed to happen, but didn't. the first date, the family reunions, the sunday night rituals, it's all as expected, a terrible cost on the psyche of so many of us. we are fundamentally people who want to be with others to talk, laugh, hug, hold one another, this virus has kept us apart. it grandparents haven't seen their children or grandchildren. parents haven't seen their kids, kids haven't seen their friends, the things we used to do that always filled us with joy have become things we couldn't do, and broke our hearts. too often, we've turned against one another, a mask -- the easiest thing to do to save lives, sometimes it divides us. states pitted against one another, instead of working with each other. vicious hate crimes against asian-americans who have been attacked, harassed, blamed, and scapegoated. at this very moment, so many of them, our fellow americans, are on the front lines of this pandemic, trying to save lives. still, they are forced to live in fear for their lives just walking down streets in america. it's wrong, it's un-american, and it must stop. look, we know what we need to do to beat this virus. tell the truth. follow the scientists. the science -- work together, put trust and faith in our government protect the american people, no function more important. we need to remember the government isn't some foreign forest in a distant capital, it's us. all of us. we, the people. for you and i, that america thrives when we give our hearts, when we turn our hands to common purpose. right now, my friends, we are doing just that. i have to say as your president, i am grateful to you. last summer, i was in philadelphia, and i met a small business owner, a woman. i asked her to come i said, what do you need most? i'll never forget what she said to me. she said, looking me right in the eye, she said, i just want the truth. the truth. just tell me the truth. think of that. my fellow americans, you are owed nothing less than the truth. for all of you asking when things will get back to normal, here is the truth. the only way to get our lives back, to get our economy back on track is to beat the virus. you've been hearing me say that forward -- while i was running, and the last 50 days i've been president. this is one of the most complex operations we've ever undertaken as a nation. that's why musing every power that i have to put us on a war foot to get the job done. sounds like hyperbole, but i mean it. a war footing. thank god we are making some real progress, no. my first full day in office, i out fine for you a strategy to beat this pandemic. we spent every day sense of attempting to carry it out. two months ago, this country didn't have nearly enough vaccine supply to vaccinate all of -- or near all of the american public. soon, we will. we've been working with vaccine manufacturers, pfizer, madrona, johnson & johnson -- to manufacture and purchase hundreds of millions of doses of these three, safe, effective vaccines. now, at the direction and with the assistance of my administration, johnson & johnson is working together with a competitor, merck, to speed up and increase the capacity to manufacture, new johnson & johnson vaccines in one shot. in fact, just yesterday i announced, and i met with the ceos of both companies -- i announced our plan to buy an additional 100 million doses of johnson & johnson vaccines. these two companies, competitors, have come together for the good of the nation, and they should be applauded for it. it's truly a national effort. just like we saw during world war ii. it now, because of the work we've done, we'll have enough vaccine supply for all adults in america by the end of may. that is months ahead of schedule. we are mobilizing thousands of vaccinate her's to put the vaccine in one's arm. calling active duty military, fema, retired doctors and nurses, administrators, and those who administer the shots. we have been creating more places to get the shots. we've made it possible for you to get a vaccine at nearly any e country. just like you get your flu shot. we are also working with governors and mayors in red states and blue states to set up and support nearly 600 federally supported vaccination centers that administers hundreds of thousands of shots per day. you can drive up to a stadium or a large parking lot, get your shot, never leave your car, and a drive home in less than an hour. we've been sending vaccines to hundreds of community health centers, all across america. located in underserved areas. we've been deploying, and we will deploy more mobile vehicles, pop-up clinics, to meet you where you live so those who are least able to get the vaccine are able to get it. we continue to work on making at home testing available. we've been focused on serving people in the hardest hit communities in this pandemic. black, latino, native american, and rural communities. what does all of this up to? i took office 50 days ago, only 8% of americans after months -- only 8% of those over the age of 65 had gotten their first vaccination. today, that number 65%. just 14% of americans over the age of 75, 50 days ago had gotten their first shot. it today, that number is well over 70%. with new guidance from the centers for disease control and prevention, the cdc -- that came out on monday -- it means simply this. millions and millions of grandparents who went months without being able to hug their grandkids, can now do so. the more people are fully vaccinated, the cdc will continue to provide additional guidance on what you can do in the workplace, places of worship, with their friends, as well as travel. when i came into office, you may recall, i set a goal that many of you said was kind of way over the top. i said i intended to get 100 million shots in people's arms and my first 100 days in office. tonight, i can say were not only going to meet that goal, we are going to beat that goal. we are on track to reach this goal of 100 million shots and arms on my 60th day in office. no other country in the world has done this. none. i want to talk about the next steps we are thinking about. first, tonight, i'm announcing that i will direct all states, tribes, and territories to make all adults, people 18 and over, eligible to be vaccinated no later than may 1st. then we say that again, all adult americans will be eligible to get a vaccine no later than may 1st. that's much earlier than expected. let me be clear, that doesn't mean everyone is going to have that shot immediately, but it means you will be able to get in line beginning may 1st. every adult will be eligible to get their shot. to do this, we're going to go from 1 million shots a day that i promised in december, before i was sworn in, to maintaining beating our current pace of 2 million shots a day, outpacing the rest of the world. secondly, at a time when every adult is eligible and may, we will launch, with our partners, new tools to make it easier for you to find the vaccine, and where to get the shot. including a new website that will help you first find the place to get vaccinated and the one nearest you. no more searching day and night for an appointment for you and your loved ones. thirdly, with the passage of the american rescue plan, and i think again the house and senate for passing it, and my announcement last night with a d school staff, including bus drivers, we can accelerate massive nationwide effort to reopen our schools safely. and meet my goal that i stated that the same time about 100 million shots, of opening a majority of k-8 schools in my first 100 days in office. this is going to be the number one priority for my new secretary of education, miguel cardona. fourth, in the coming weeks we will issue further guidance on what you can and cannot do once fully vaccinated. to lessen the confusion, to keep people safe, and encourage more people to get vaccinated. finally, fifth, and maybe most importantly, i promise i will do everything in my power -- i will not relent until we beat this virus. i need you, the american people, i need you, i need every american to do their part. that's not hyperbole, i need you. i need you to get vaccinated when it's your turn, and when you can find an opportunity. help your family, your friends, your neighbors get vaccinated as well. here's the point -- if we do all of this, if we do our part, if we do this together, by july thd chance of you your families and friends, will be able to get together in your backyard or in your neighborhood and have a cookout and a barbecue and celebrate independence day. that doesn't mean large events, with lots of people together, but it does mean small groups will be able to get together after this long, hard year. that will make this independence day something truly special. where we not only marker independence as a nation, but we begin to mark our independence from this virus. tickets there, we can't let our guard down. this fight is far from over, as i told the woman in pennsylvania, i will tell you the truth. on july 4th with your loved ones is the goal. a lot can happen, conditions can change, the scientists have made clear that things may get worse again as new variants of the virus spread. we've got work to do to ensure that everyone has confidence and safety and effectiveness in all three vaccines. if my message to you is this, listen to dr. fauci, the most distinguished and trusted voices in the world. he is assured us, the vaccines are safe, underwent rigorous scientific review. i know they are safe. vice president harris and i know they are safe. that's why we got the vaccine publicly, in front of cameras, for the world to see -- so you can see us do it. the first lady and second gentleman also got vaccinated. talk to your family, friends, neighbors, the people you know best to have gotten a vaccine. we need everyone to get vaccinated, we need everyone to keep washing their hands, stay socially distance, and keep wearing the mask as recommended by the cdc. even if we devote every resource we have, beating this virus and getting back to normal depends on national unity. national unity isn't just how politics and politicians vote in washington, what the loudest voices say on cable or online, unity is what we do together as fellow americans, because if we don't stay vigilant and the conditions change, then we may have to reinstate restrictions to get back on track. please, we don't want to do that again. we've made so much progress, this is not the time to let up. just as we were emerging from a dark winter into a hopeful spring and summer is not the time to not stick with the rules. i will close with this, we've lost so much over the last year, we've lost family, friends, we've lost businesses and dreams. we spent years building. we've lost time, time with each other, and her children have lost so much time with their friends, time with their schools, no graduation ceremonies this spring -- no graduation from college and high school. there something else we lost, we lost faith in whether our government and our democracy can deliver on really hard things for the american people. as i stand here tonight, we are proving once again something i have said time and time again, you're probably tired of hearing me say it. i say it to foreign leaders and domestic alike, it's never, ever a good bet to bet against the american people. america is coming back. the development, manufacturing, and distribution of vaccines in record time is a true miracle of science. it's one of the most extraordinary achievements of any country has ever accomplished. we also just saw the perseverance were over land on stunning images of our dreams that are now reality. another example of the extraordinary american ingenuity, commitment, and belief in science and one another. today, i signed the law -- the american rescue plan, a historic piece of legislation, to deliver immediate relief to millions of people. it includes $1,400 in direct rescue checks, payments. if that means typical family of four earning about $110,000 will get checks for $5,600 deposited in their direct deposit or in a check -- a treasury check. it extends unemployment businesses, helped small businesses, lowers health care premiums, provides food and nutrition, keeps families in their homes, and will cut child property in this country and half according to the experts. it funds all the steps i described to beat the virus and create millions of jobs. in the coming weeks and months, i will be traveling along with the first lady, the vice president, the second gentleman, members of my covenant, to speak directly to you, to tell you the truth about how the american rescue plan meets the moment. if it fails, i will acknowledge that it failed. it will not. about how after long, dark years, one whole year, there is hope and light of better days ahead. if we all do our part, this country will be vaccinated soon. our economy will be on the mend, our kids will be back in school, and we will have proven once again that this country can do anything, hard things, big things, important things. over a year ago, no one could've imagined what we were about to go through. now, we're coming through. it's a shared experience that binds us together as a nation. we are bound together by the loss and the pain and the days that have gone by, we are also bound together by the hope and the possibilities of the days in front of us. my fervent prayer for this country is after all we've went through, we will come together as one people, one nation, one america. i believe we can, and we will. we are seizing this moment, and history, i believe, will record. we faced and overcame one of the toughest, and the darkest periods in this nation's history. the darkest we've ever known. i promise you, we will come out stronger. with the new faith in ourselves, a commitment to each other, our communities and our country. this is the united states of america, there is nothing, nothing -- from the bottom of my heart, i believe there's nothing we can't do when we do it together. god bless you all, and please, god, give solace to all of those who lost someone. it may god our troops. inc. you for taking the time to listen. i look forward to seeing you. >> tucker: joe biden in his first live addressed to the country of his presidency. a very strange address, surreal at points, like the biden presidency himself, it seems like a dream sequence. at the first part of the address described the sadness of the last year, people shut out from hospitals as their loved ones dd alone, people losing hope, people losing businesses, whole generations of children stunted by school closures. no sense of to out all of how this happened or who backed it, his plan consisting essentially of vaccines, vaccines, and more vaccines. if i, he said, there will be enough vaccines for every person in america. the military will give you cut shot, and if you take that shot, things potentially could get back to normal. no mention to all of the people who don't want to take the shot. at the president said, if you take that shot, where your mask, and to listen to dr. fauci, it is possible that you might be able to gather in small groups with the ones who love for the fourth of july. you might have to resend that right, but it's possible if you are obedient, you will get it. who are you talking to? this is a free people, a free country, how dare you tell us who can spend the fourth of july with? i experience and is a best selling author, he joins us now with the reaction, it to the president's address. i was struck by the substance of his response to covid, the administration's response, is really the vaccine itself. what do you make of that as a response? >> well, tucker, it's interesting. you said surreal, the word that came to my mind was bizarre. it was a bizarre speech, in this bizarre world, we are all still desperately afraid of the coronavirus. where cases haven't fallen 90% since january and hospitalization 70%, where we know exactly who is at risk from this, and how most of us are at very, very low to no risk from this. you know, the world joe biden and habits, and to the world and a lot of its constituency and habits is not the roads i inhabit, my kids have seen my mother for the last year, i get together with friends if i like, i went to florida, and i know many, many americans lived this way. where the texas rangers are going to have a full ballpark at arlington for opening day. he can wait for independence day to meet his three best friends on the white house lawn, most of us aren't living that way. the only good thing about the speech was the word, zero covid were not uttered. apparently, that fantasy is not one that the white house is going to indulge in, which is really good. there was not a lot of talk about making vaccines mandatory. the game is to try to convince people that the vaccine saved us all when in reality, if you look at the trend, we are headed in a very, very good direction, and have been for two months, even though most people haven't been close to a vaccine. >> tucker: there are many kinds of mandatory, there is no government mandate, but you can't fly on an airplane, you can't go into buildings, you can't stay in a hotel, you can to live life without a vaccine. after watching half an hour of thought, it wouldn't shock me if that's their plan. >> they could be going that way, not something we will have to keep an eye on it, those of us who believe in the constitution and believe in the right for people to make decisions about their health and their children's health for themselves are going to have to push back on very hard if this happens. he didn't mention that, he was very, very nonspecific about what might happen if you didn't take the vaccine when you are told to. >> tucker: it's a really good point. i hope you will come back on this topic, alex branson, amazing. the president, as he just saw, talked about the tragedy of restaurant owners losing their businesses, so many have, ray washburn: to owns a number of restaurants. he joins us as he did a year ago to assess the future of small businesses and restaurants in this country. we just love the president talk about the sadness, and you've experienced it, of small business owners without ever suggesting who did this. it was as if he was not connected to it at all. >> tucker, a year ago when i came on your show, we were just going into the shutdown. since then, 110,000 restaurants are shut down. what he's talking about, is a phony economy they're trying to create around us. they don't understand how difficult it is to operate a small business in the united states. the regulations the government has put on to us once this has happened is just mind-boggling what it's ended up doing to so many of us. through things like rent abatement that we now have to pay back, to all types of regulations on sanitation, and to things, it's very, very difficult to operate in this environment. they claim it's going to be a la la land at the end of this, not at all. we're about to enter in the worst times we could possibly have. even with the opening up, their regulations are just astounding nationwide, what is happened. >> tucker: congress just passed, the president signed a nearly $2 trillion spending bill, i've never seen anything like it. you just said they've been over 100,000 restaurants out of business, will any of that money go to them or only democratic party interest groups? >> there is saying if you have less than 20 restaurants, there is a mechanism to set it up. the past ppp programs that are administrated by the spa, which is a great savior by the trump administration last summer, we have to get these things forgiven for small business. they say on people's balance sheets, you can't go out and raise new money from either private investors or banks, because you are stuck with this incredible amount of debt on your balance sheet. the biden administration and the sba, who doesn't have an administrator yet, doesn't seem to be taking much effort to help small businesses. >> tucker: when we spoke a year ago, i never imagined we would be having the same kind of conversation a year later. thanks for coming back. at the president spoke for a long time, did he leave anything out? alex marlow is the editor in chief and authors the upcoming book, breaking the news, establishing medias hidden deals and secret corruption. at that book is out may 18th. thank so much for coming on. what do you think biden left out of tonight's speech? >> it seems like he left out virtually everything, then he likes vaccines and masks. he didn't talk about personal responsibility, the governments role in these antisense lockdowns, he didn't talk about the fact that we could open up all of our schools today. he didn't talk at all about the fact that this virus came from china, he didn't talk about the fact that the virus is coming over our borders. i want to know how we're going to hold people accountable who are responsible for these policies killing way more people than necessary question mike there's no justice for these people, it doesn't look like he has any interest in investigating. >> tucker: he also suggested, the most devices think you could say, the outbreak of anti-asian violence, the implication was, committed by people who tied the virus to china, therefore, they are attacking asian-americans over that. is there any evidence that that's a real that you are aware of? >> i was stunned when i heard that. he is focused on this, at the same time, when he wants us to have a moment of healing and unity. he wouldn't even give donald trump credit at all for what he's done with operation warp speed to get us where we are with the vaccines. we wouldn't have had this situation we are and where biden can take credit if jump out and bought over 100 million doses of vaccine before they were ready to go. he relaxed regulations, and also made the opportunities for these are entity to get done on the cheap. that was all about trump. i did through shade at him towards the end. >> tucker: i noticed that. congratulations on the book, i appreciate it, good to see you. ♪ ♪ >> tucker: joe biden was elected as a moderate who is going to stay the course for turning the country to normalcy. it turns out, he is changing the united states faster than any president ever has in american history. our job on the show was to pay attention to exactly how joe biden is changing it. "the new york times" isn't going to tell you, what we think you have a right to know. not every change that joe biden makes while matter over time, just a lot of the huffing and puffing, there usually quickly forgotten. some of the things joe biden promises won't happen. others are symbolic of bringing casing to appease the interest groups that got him elected. some of his changes are very real, and they matter very much. nothing matters more than what joe biden does to our u.s. military. our military is the last functional institution of any size in this country. if the last institution most people trust and respect. it is by far the most important. a weak military means, no country, period. on monday when we saw joe biden pledge to bring an intensity of purpose and mission to really change the culture of the u.s. military, we paid attention to it. here's what biden said. >> president biden: some of it is relatively straightforward work, where we are making good progress designing body armor that fits women properly, tailoring combat uniforms for women, creating maternity flight suits, updating requirements or their hairstyles. >> tucker: creating maternity flight suits, may be those suits have been around for a while, we've never heard of them. here's the president of the united states promoting them at a press conference. that phrase stuck out, not because we have some hateful bias against pregnant women flying military jets, we are pro-pregnancy, we are also open-minded. maybe pregnant women make the best pilots. at the department of defense measures everything, there's got to be extensive research on this question. if the pentagon can show regnant pilots are the best, we will be the first to demand an entire air force of them. we're pretty confident joe biden has an to see those numbers. we bet money he hasn't even thought to ask. the rest of us depend on the u.s. military to protect our families and the country itself. joe biden doesn't see it that way. finding the most effective military pilots were infantry officers or seal teams is not his priority, it's not even close to his priority. identity politics is joe biden's priority, it's all that matters. you see this attitude throughout the u.s. government as well as in the corporate world. key positions based on the basis of the school appearance. if you can get by that if your citibank, which cares more about wokeness than thinking. it is not fine if you are only job is to protect the united states from people who want to kill the rest of us. if that's the worst kind of dereliction of duty. yet, it's happening right now on and then. just the stomach this week the pentagon said it would pay for gender reassignment surgery. how do changes in the military make this country safer? that's not a trick question, not another volley and the culture war, the only question that matters. literally the only question that mattered. one bothered to ask it. here's a reminder, the u.s. military exists to fight and win wars. it that's it's only purpose. the u.s. military is not a vehicle for achieving equity comments have a social experiment, it's definitely not an employment agency. nobody has a god-given right to work in the military, no one does, that includes all of us. if you hear this show wind that delta force is discriminating against proxy 51-year-old cable news host, you will know we have lost the threat, it's not about us, it's about the country. making people feel valued and included is a good thing, it is not the point of the u.s. military. i cannot be the point of the u.s. military, or else we are done. that used to be obvious, the military was the purest meritocracy that we had. if you get a minute, go back and listen to some of the speeches: probable use to give about his experience in the u.s. army. the military is willing to judge colin powell on his talents, something few would do at the time. he was smart, capable, for that reason in the end, he became chairman of the joint chiefs of staff. he was justly proud of that, and so was a country he served. with colin powell's story be possible today? no, it wouldn't. joe biden has put a man called lloyd austin in charge of the pentagon. he plucked austin from the cynical world of private equity, you're not supposed to notice that. chris post a notice that only lloyd austin is black. the real headline is that he's the second in the road to have been on the payroll of raytheon. if you saw something like that happen in a central american country, you would call it corruption. you would be right. for centuries, our military has been self consciously nonpartisan, it has to be that way. the military has to be nonpartisan. no country can survive if it's armed forces become a tool of the specific political party. we know it because it happens all the time, all over the world, and the consequences are always horrifying. it has never happened here. lloyd austin is openly political. in his first days on the job, austin made the entire armed services submit to a political purity test. anyone who had used that lloyd austin found extreme had to leave. the rest of us watched as this happens. we saw it. once again, no one said anything. the left approved, the right felt hamstrung because they support the troops. of course, if you support the troops, you should speak up when they are being abused, as they were. then lloyd austin set about accelerating poisonous trends already in progress at the pentagon. worst of these, is the use of irrelevant criteria in hiring and promotion. in order to meet the demands of democratic interest groups, the pentagon has dramatically lowered standards and services. ask anyone who works there, it's true. if you press a spokesman, they will tell you it's not really a big deal because traditional standards don't really measure anything. why then have them in the first place? why have standards at all? it doesn't make sense. if they are lying, and their line because they have to lie. politicians demanded it. if you dare to point this out, they become hysterical because they can't defend their own policies. people can't defend what they've done, they yell. they can't even explain what those policies are, at least in public. you hear politicians like tammy duckworth to say it's unpatriotic to question the pentagon and less you have served in the military yourself. you haven't earned that right. really? could only cops talk about police brutality? if you haven't been elected to office, are you allowed to criticize congress? they're not making a real argument, they are trying to silence dissent. not playing along, sorry. every american citizen has a right, maybe an obligation to know what the military they pay for is doing, because our lives may depend on it. the department of defense -- pentagon brass issued hostile statements, people in uniforms sent out videos on social media. they also had a news release attacking us, press secretary smites fox news host, like we are a hostile foreign power. it got a manpower advantage. it took up most of their day, since when does the pentagon declare war on a domestic news operation? we are not going to do that, we are going to pass. if this is bigger than if you do with some flack at the pentagon. this is genuinely worrisome. if the department of defense has never been more aggressively or openly political. tonight, they are 2500 troops stationed in afghanistan, they rate stomach remain there for e. there are 5,000 troops in our own capital tonight, also as protection. judging by those numbers, the pentagon is now twice as focused on controlling our own citizens as it is in controlling the taliban. meanwhile, as lloyd austin hyperventilates about white supremacy, there are real threats out there. the biggest ones continue to be ignored. those threats are not serial, not suburban virginia, not domestic extremism, at least right now. the main threat we face, and everyone who is honest to know says, is the government of china. china is ascendant. at their economy will soon outpace ours, china now has the largest navy on the planets. why do they have that?
