Concerns about jobs and especially about the coronavirus. Well talk about it all. Im connell shane, welcome to after the bell on a friday, and its time for the news thats happening at this hour. Our fox Business Team coverage, blake burman at the white house, Edward Lawrence is in washington, jer true willis in new york. Edward, we kick it off with you and the details on the jobs report. Reporter theres still some growth, plus looking forward to stimulus. Thats what the markets like. In november the economy added 245,000 jobs, almost half as much as the the experts thought. The unemployment rate, though, dropped to 6. 7 , well below what the federal are serve estimated from last summer. Now, the administration saying this is a fundamentally strong economy, and were moving very quickly in the right direction. Listen. President trump has always add slow e candidated keeping advocated keeping businesses open and keeping schools open. Thats very important. All right, thats a good point. Sorry. Now, let me just add when you look at the whole economic landscape, i would say its still very strong, and i would say its still a vshaped recovery. Reporter but if you look under the hood a bit, we had the labor force shrink as people gave up looking for jobs, some of those folks. The labor force declined 400,000 people. 326,000 of those left the unemployed category, possibly out of work, the work force altogether. And 74,000 left the employed category. Now, the House Speaker saying this jobs report shows that we need a targeted relief. Targeted relief without any extra stuff in the bill. She says two things changed her mind on that, a new president and the vaccine. That is a total gamechanger. A new president and a vaccine. These are different what was then before was not more of this. This is, has simplicity. Its what we had in our bills. Its for a shorter period of time. But thats okay now. Because we have a new president. Reporter she called the jobs report alarming. It does signal, though, economic slowdown in job growth, but were still growing. Back to you. Connell that leads us right to blake burman at the white house with more on whether slower job growth might mean more stimulus is now more likely. Reporter connell, it has been 252 days since the last relief package was signed into law. Now here in washington lawmakers are trying to hammer out the next package over rough arely the next seven days. However, there is a little bit of hope for that to happen via potentially an unusual outlet. One week from tonight the federal government is slated to run out of money. Top negotiators now talking up the idea of marrying a Government Spending deal with a covid relief deal. That would be our hope because that is the vehicle leaving the station. Reporter Senate Republicans mainly back a roughly 500 billion relief package. A Bipartisan Group of lawmakers just north of 900 billion while the big four in washington are negotiating amongst themselves. I believe that theyre getting very close to a deal. Reporter President Trump has expressed a willingness for more spending, but similar hurdles remain. Mainly, is there a pathway for compromise. Many republicans and the white house have their priorities. Condition for Small Business ppp, some federal unemployment assistance to deal with the hardship that we were stressing a moment ago, some liability insurance. Reporter democrats argue the potential upcoming vaccine cements the need for robust funding for state and local governments. We can pay for the vaccine, we can pay for its delivery, but its administration by Health Care Professionals and others still needs to be funded as well. Reporter president elect biden today saying a deal must come together in december adding, quote its just a start. Congress will need to act again in january. And, connell, as for that Government Spending deal, theres roughly ten months left in the fiscal year for the federal government, so if there isnt a grand deal to bring up to that point, then theres the possibility of a shortterm spending deal. Connell . Connell remember that term, the old grand bargain. Blake beforeman on the north lawn. Steve forbes joins the program, forbes media chairman. Or where are you on this, steve, the idea that, well, we till have job growth, but its slowing. We have a ways to go until we get to the vaccines rollout, so we need more stimulus. Make sensesome. Only partially. You see a real division between blue statements and red states and how theyre reacting to the spike in the coronavirus. And thats why you saw the slowing of the job growth. Not only did you have 100,000 census workers no longer employed by the government, but you had a slowdown in restaurants and bars and seasonal holiday workers who would normally be several hundred thousand. People are now staying away from the stores. But then you see the real Sharp Division between a red state like florida and a blue state like new york in terms of unemployment. So in terms of a stimulus bill, doing something for small buzzes, absolutelies in. Id absolutely necessary, another check of 1500, 2000 for low income individuals like we did in the spring, but after that you dont have to do much more. Give another relief package to individuals. In this economy, if states will allow it, will get back on track really very vigorously. The key things is for states to get their acts together and not behave like los angeles is doing now. Connell i noticed they did not bring up the 1200 checks or on more for individuals, instead talking about the paycheck protection program, money for Small Business. Actually talked about extending Unemployment Insurance which is not something that all conservatives or republicans are necessarily onboard with, the enhanced Unemployment Insurance from the federal government. Whats your view on that . Youd rather see the money go directly to individuals, is that what youre saying . If you had to choose in. Absolutely. Thats broaderbased, gives releaf, doesnt distort the labor markets or different costs of living in various participants of the country, so go across of the board. If you make it to generals rouse, people will start spending more during a holiday season. Then its a oneshot and its done. Go that way, and i think that would be the best tonic for the economy rather than trying to fooling around with the labor markets. Connell the economy might need some on the you can, and theres certainly a case for it. The stock market, on the other hand, has been something else. Any surprise from you or any comment in general at the dow now at 30,200, up another 250 points today even with, as well talk about it, all the virus numbers, even with the slowdown in jobs . Its really something else. What do you make of the stock market . Well, the stock market is anticipating that the new administration wont be as destructive as feared before november, that republicans will retain control of the senate. If the republicans lose those georgia seats, youre going to see the market really tank. The markets anticipating a good result in georgia and that the republicans will be vigilant about system of the regulatory things the democrats may want to do that would slow the economy. But the key thing is, blake, you cant be a timer. Retirement funds like 403ks or ricks, a as, keep putting in the money in good times and bad and not only do the timing with the rest of your portfolio, but dont muck around in these retime funds. Leave them alone are, youll beat the markets over time every single time. Connell over the long haul. They always go up, dont they . Those major averages. Its a miracle of america. Miracle of america, they do go up. Absolutely. Connell always go up. State of e, good to see you. Have a great weekend. The great steve forbes dub. Thank you. Connell thanks for joining us. Now to the virus. New guidance to report on today from the cdc. Or fuss first time for the first time, the cdc is urging americans to wear a mask indoors at all times except when youre in your home. Three grim milestones in the united states. Number one, the highest number of daily covid19related deaths. Also the highestest number of daily hospitalizations and the highest number of new cases. All three at record highs. At least 42 states are now announcing new restrictions or expanding on existing ones. The latest example really is california as weve been talking about just days away now from a regional stay at home order goes into effect. Icu Hospital Capacity falls beneath 15 . There are new concerns over adequate vaccine supply, and gerri willis has been looking into that, joins us with that part of the story. Reporter hey, connell, thats right. Blame the supply chain. Thats how pfizer describing why its vaccine rollout wont live up to original plans. Pfizer and partner biontech had hoped to roll out 100 million vaccines worldwide by the end of the year. That now has been are deuced to 50 million reduced to 50 million though its 2021 game plan of producing 1. 3 billion vaccines, that continues to stand. So what happened . Pfizer said this to fox business, quote one, scaling up a vaccine at this pace is unprecedented, and we have made significant progress as we have moved forward into the unknown. Additionally, scaling up the raw material supply chain took longer than we expected. Now pfizer is manufacturing, as you know, a twoshot vaccine deemed to be 95 effective, and a pfizer source or telling the wall street journal that early batches of some of the Raw Materials that they source in different parts of the world for the vaccine, well, it just didnt live up to standards. The big question here, of course, what does it mean for the economy that pfizers vaccine may not be as widely distributed as soon as anticipated . Markets have been trading on vaccine optimism with all three averages hitting alltime highs today, an event so common these days, frankly, it barely lifts an eyebrow. Still, todays weaker than expected jobs report for november could be a warning sign for the broader economy as the reality of inoculating more than 300 million folks here in the usa comes more sharply into focus. Connell . Connell nothing easy about it, right about that, thanks, gerri willis on that. Well have more in a moment on that lost jobs report of the year 2020. Brian morgenstern is set to join us, white house process success tower with the oval office view. Plus, the rise of noncompliance when it comes to Contact Tracing as some americans fear is putting their personal information at rusk. And revamping the covid tests and possibly making those uncomfortable swabs up your nose a thing of the past. A new way of doing it. More on it later in the hour. The dow up almost 250 points, higher than 30,200. The s p and the nasdaq, new highs as well. More now on the stimulus talks as they progress and the latest on the jobs numbers, lets bring in brian morgenstern, White House Deputy press secretary live on the north lawn. Brian, good to have you on the program with us. I guess the whole idea, which we were talking about at the start of the show today the, is that you have a jobs report that still Shows Progress in coming out of the pandemic, but with slower jobs growth. The talk in washington now is that we need more is stimulus, sos what is the white house now . Is the president all in, for example, on the 908 billion that seems to be gaining some steam floating around d. C. . Connell, thanks for having me on. The president knows we should get another package. The jobs report actually is, shows some optimism. We are having a vshaped recovery, a strong are cover. There are certain sectors that need some help. Small businesses, thats why we should are up the ppp. A little more Unemployment Insurance supplement, weve been saying that for months. Helping get schools open so parents can go back to work, thats very important. Helping restaurants, hotels, the Hospitality Industry that have been particularly hard hit. These are all important things. These are main our pure it is. Were supportive generally of senator mcconnells efforts because theyve been targeted at solving problems directly red lighted to the coronavirus related to the coronavirus, and its a priority the president has been emphasizing for quite a while. What were seeing now, the parties moving a little bit closer together. Unfortunately, Speaker Pelosi has showed her hand that what we have been saying all along, she was withholding a deal for political purposes, seems quite clear. She is saying the quiet out loud are at this point saying now shes willing to negotiate because, you know, the elections over. Its unfortunate, to have that, you know, laid bear for the american laid bare for the american people. Until the vaccines are widely distributed enough so we can get back to normal and people back to their livelihoods. Connell congress those special priorities, i believe those are all in the bill that i referenced, the nine senators putting it forward with the Problem Solvers Caucus in the house. Is there anything in there that you do not want to see in, thats a nonstarter for the Trump White House . Theres some, you know, certain differences. I think the numbers, i believe the great larry kudlow referenced them as, you know, theres nothing holy about this many. I dont want to bless or unbless a specific number. I will say senate mcconnells efforts are really something that weve been in discussions about with kevin mccar and others, and were hopeful on that. We know theres been a row bust debate about state and local aid and making sure that whatever is in a package if is directly related to coronavirus and not bailing out local governments or state governments that perhaps had mismanagement unrelated to the coronavirus. That the remains connell okay. A part of the dispute. Also the level of Unemployment Insurance. We dont want to disincentivize employment especially now that weve got it down 6. 7 , lower, i believe, than at any point in the first obama term. So its still a good number. We know parts of the economy still need help, 10 Million People with still want to get back to the prepandemic numbers. So theres some ways we need to help, but we dont want to discuss incentive use employment, so thats another point there. Connell and you made the last point, thats understandable, that we still have a ways to go to get back to precovid, and that means its all about this virus now and getting it under control. I want to ask you directly about the president s role in that here at the close of his administration. I know the Vice President today had a event at the cdc that was dealing with virus response before campaigning in georgia. What has the president been doing in terms of responding to the virus on a daytoday basis . We havent heard much from him on that. Was there anything, for example, in his schedule today, meetings that he attended that dealt with either the economic response or the Health Response to the virus, and if so, what could you tell the us about that . Sure, connell. The president remains vigilant. Hes briefed routinely and, you know, the Vice President runs the task force on a daytoday operations point, and the president s well aware of whats going on, making sure we are getting the help where needed. New york stock exchange, connell, we have teams deployed throughout the country insuring theres adequate Hospital Capacity. We are in Constant Contact with fee that and other representatives, dr. Birx and others, spooking with state, local authorities and Public Health authorities making sure connell is the president personally involved in those conversations . The president is briefed regularly. When theres decision points, obviously, he makes those and gives instruction where its needed. The publicfacing part of this, sometimes its less important than actually getting people the help they need on the ground. And, of course, the president s done events, has done speeches and events that ever sides our vaccine emphasize our vaccine progress. We may hear more from him about that next week because its so critical to getting our country back fully reopened, getting these advantage scenes to vaccines to every corner of the country. Hes committed to doing that, and operation warp speed has assured us were getting to that point. Its a cause for optimism that the future is very bright. Were getting through a little bit of a tough time here. You need to wear your mask, distance, be smart. We dont want to close down businesses, and soon well get to a point where the vaccines are distributed widely enough that we can get our economy fully reopened. Connell already over time, brian. We thank you for your time today. Can you assure the supporters of the president and the americans in general, though, that President Trump will encourage republicans to vote in these runoffs when he appears in georgia over the weekend . What will his tone and message be, real quick if. Yes, connell. This is critical, because the policy imply cautions are really important. So putting the republicans in control of the senate into the future make sure that we have some rational policy making here. These democrats are trying to take over both houses of congress to implement things like the green new deal, pack the counts, end the filibuster, really some radical stuff. Having the republicans in control of the senate is are important. The president knows that, and hes going to communicate that. Connell right. He will do that, okay. Were going to talk more about the elections later in the show. Brian, thank you, live from the white house for us. To the ore side of it and president elect joe biden has just wrapped up remarks talking about the jobs report, and foxs peter doocy covering the president elect in wilmington, delaware. I know you got a question in, right . Which is always interesting to the president elect. What did he is are to say, peter . I did, connell. As the president elect was walking off the stage put on husband mask, he came back to the microphone, and i shouted out does he think the Covid Vaccine should be mandatory when it becomes available, and he said he does not think i just realized i had the microphone on my lap. Im sorry about that. The president elect came back to the microphone, i asked him if he thought the covid19 vaccine should be mandatory, he said, no, he does not think it should be mandatory but hell do whatever he can to convince people that its the right thing to go and get it. Hes also urging congress to act very quickly. He says he knows hes going to inherit an economy that is very rough, but he wants congress to do some sort of a first step to help people who are hurting right now by no fault of their own because of covid with some relief. And he talked about what kind of problems he sees on the horizon. Listen to this. Congress and President Trump fail to act by the end of december, 12 million americans will lose their Unemployment Benefits they are lie on. Merry christmas. Reporter the president elect also was asked multiple different times if he has spoken to Mitch Mcconnell, the person who presumably would have to get involved if anything happens in the lame duck in the next few weeks, and he did not give a direct answer either time that he was asked by reporters. Connell . Connell really interesting. Peter, good work. I wish i had more time, i would spend some time making fun of you for not having the microphone at the beginning [laughter] but unfortunately good stuff though, peter doocy. [laughter] fox business alert from the bay area. Six jurisdictions including San Francisco and also the city of berkeley now are beating for californias waiting for californias manned stay at home order. They instead will be enacting the new restrictions starting on sunday. Theyre not going to wait before the icu capacity becomes critical. Theyre getting out ahead of this in the bay area. The governor of new jersey, phil murphy, complaining that residents are not cooperating with contact tracers, saying the state would have to take drastic action if this compliance does not improve and improve soon. And this is an issue, actually, that were seeing on both sides of the hudson river. Lets go to foxs aisha ofny with more in new york city. Reporter yeah, its kind of happening everywhere, and some folks believe it really starts at home with the parents. In new jersey, as we mentioned, just this week Governor Phil Murphy actual banned Indoor Sports after after he called out ice hockey parents for not complying with the states contact tracers. Listen to this. But now we are seeing a failure to cooperate more than 60 of cases. Again, its anecdotal, but a lot of that is with hockey, and were suck and toured of hearing this, folks. Reporter in new york, one in five people dont cooperate, and some of those could be terrified parents, connell. It just really hurts because i didnt mean any harm for anyone. Reporter and, connell, the good news is that shes feeling a lot better, and the family says it looks like no one else around her got suck from covid. Connell got sick from covid. Connell thank you. Were heading on down to georgia now as the president is set to campaign in the state tomorrow for the Senate Runoff races that everybody is watching so closely. The elections now about a month away. Fox news correspondent steve ste harrigan live from atlanta to set things up for us. Reporter it is President Trump tomorrow, but today its Vice President pence. He was in savannah campaigning for Kelly Loeffler and david perdue. Heres the Vice President. We, the people that the road to the Senate Republican majority runs right through the state of georgia. Reporter former president obama today also campaigning, a virtual rally for the two democratic candidates. Theres been a lot of accusations flying about potential fraud in the general election in georgia, a lot of criticism especially one video has gotten quite a bit of attention, enough so for the Georgia Voting systems manager to respond to charges of fraud on twitter, writing the 90second videoof election workers at state farm arena was watched in its entirety the hours by georgia secretary of state investigators, shows normal processing. The president coming tomorrow to valdosta, georgia, to campaign for those two Senate Runoff candidates, the two republican senators in a campaign which could determine who controls the senate for the next two years. Connell all right, steve, thank you. Steve harrigan live from atlanta for us with the breakdown of these runoff races even further. Kristin Soltis Anderson joins us now. Good to see you, gop pollster. I think well start with your industry a little bit because though we havent had a ton of polling on these races, but there was so much talk about where the polls were wrong, but the polls in georgia were actually pretty accurate. I wonder if all trust polls in a senate race there that say this could be close more than you, say, would in wisconsin, you know . Well, youre right that the polls were much better in georgia than they were this other places, so my message would be the same that it was before the november election which is that you should always take polls with a dose of cautious skepticism. In many ways, theyre designed to measure what we call pounds, not ounces. Theyre good at telling you if 70 versus 60 of people like something, but just a couple of points you have wide margins of error. And in a race as we expect these as close are likely to be, the polls are telling us its going to be a close race, but thats something we already know because they were close on that very good, very accurate poll just one month ago. Connell they were. And, you know, republicans seem to be relatively confident, maybe not as much as they were a few weeks ago that they could at least get one out of two which would keep the senate in their hands, and thats why the president s trip is getting so much attention this weekend. Brian more morgenstern, talked m about this in a wider interview this hour and says the president will encourage people to vote. But with all this talk that the election was rugged from the president and rigged from the president and his support earth, now you have this question in georgia of whether people will show up on the remoney side. I know theres no way to really gauge that, but that seems to be the key here. There is a big risk because republicans need every single vote that in their column in november to come out for them in january. If you looked at the special election, the republicans combined in that special election seat, the one thats currently held by Kelly Loeffler, they got fewer votes statewide than trump dud. And senator perdue, the one seems more likely to win, even he got just about the same number of votes that trump did. They cant really afford to lose any trump voters. While there were many states where downballot candidates overperformed, better than trump, georgia wasnt one of those places. So hanging on to the president s coalition is key, ands it is challenging because even though the president has said, look, i want my voters to turn out and to participate, there are still sort of lawyers that are loosely in the president s orbit making the opposite case. It is going to present a challenge for the gop to make sure that their voters are motivated and turnout is really what matters in any of these kind of special elections or runoff elections. Connell yeah, the Sidney Powell comments, the lynn wood comments, thats a what republicans are getting worried about. Say this, i mean, weve said this over and over again whether it was pennsylvania which is where i was for the election or georgia, our news position reporting on all of these fraud cases, this is been no evidence presented that would lead you to believe that theres enough out there to overturn the results of any state election, nonetheless the whole election. Of can you think of a way the president threads this needle, or is the only way to go out and say, yeah, i did lose this election, and it was fair and square and you have to vote. Is there a way he can play both sides of this . I suspect hell try to. I think what the president needs to do is go and make clear what the stakes are in this election, that regardless of what you think happened in the election and im with you, i think the news divisions work has been excellent in showing where there was or, rather, wasnt malfeasance in this election, but to go and make the case regardless of what you think happened in november, weve got to as a party step up and make sure the democrats do not have unified control of government. If they do, republicans will be back in the wilderness again, and itll be really challenging for the gop to figure out how to move forward if they dont control either house of congress or the white house. Connell big economic argument to be made here, by the way, i mean, thats usually what we focus on on this show anyway, but from the perspective of taxes and whether theyre likely to go up, much easer is to raise taxes with control of the senate. And probably more likely to get more stimulus, i would think, with control of the senate. A hire number, right . Well, the senate is so important for the reasons that you just mentioned as well as the fact that the senate controls nominations. Anyone that joe biden nominates to a senateconfirmed position has to get through that gauntlet, so hell be incentivized to choose more moderate candidates if theyve got to get through Mitch Mcconnell versus if theyre got to get theyve got to get through chuck schumer. Connell thats a very good point. Kristin Soltis Anderson with us today. And, you know, heres a business that is thriving, petco is planning to return to the public markets.
