Democracy, theyre all on the ballot. Who we are as a nation, what we stand for, most importantly who we want to be, thats all on the ballot. Paul lets bring in wall street journal columnist and deputy Editorial Page Editor dan henninger, columnist kim strassel and Editorial Board member kyle peterson. Dan, i think the message of this convention to me boils down to character and covid19. That is the democrats trying to make the case that trump failed in controlling the pandemic and the reason is his flawed character. Did they succeed in delivering that message well enough in your view and strategically, politically was it the right message . Daniel yeah, i think so. What the heck . They could not have possibly have overstated it one speaker after another went after donald trump. I believe joe biden opened his address last night by describe ing a season of darkness which sounds to me Netflix Series rather than political campaign. [laughter] daniel this is a poll tested convention, make no mistake about it based on 3 things. The direction of the country, some 70 of americans think the country is on the wrong track. Donald trumps handling of coronavirus, about 58 disapprove and the president s disapproval rating is about 42 . In other words, it is all about donald trump individually, not so much policies, they didnt talk about that too much but peoples anxiety over pandemic, over coronavirus and over donald trump personally and thats the message they trough over and over again and ultimately i think it comes down to in terms of the election, look, theres 6 or 7 states that are going to determine this and the question is do more than 50 of people in those states share their anxiety about donald trump personally, that was the message. Paul kim, i want to ask you what you thought about bidens speech in particular because he drove home that character message obviously, but the president has been calling him sleepy joe for a long time. Did biden overtime that with a forceful, confident articulate delivery . Kimberley well, here is the good news if youre a Biden Campaign person which he got through it without a stumble, okay, that was a big question that night because hes had very uneven performances and some really Big Questions about his mental acuity, so he did fine on that score, and if the goal was to get across joe bidens character, i think he did it in a forceful way, you know, he certainly came across as somebody who was a nice guy, a guy who cares about other people, hes very sympathetic figure and they highlighted a lot of the tragedy that he had in his life and painted this lightdark message as you said. I think the question, though, if you are an undecided voter and you were watching it, it was very hard to see the speech and not notice that there were no specifics, there was no conversation at all about what that future looked like in terms of policy and that was really striking to me because you had a convention in which everybody had been devoted to attacking donald trump left the field wide open to joe biden to describe his future in detail and he didnt go anywhere near it. Paul well, kim, let me push back, they did talk about some issues in broad terms, they had the packagedissue pieces on gun control, for example, and biden in his speech focused on the six things i think it was that he will do specifically to get covid under control. That was where he really hit hard and i think that suggests to me that they think thats biggest trumps vulnerability, was biden specific enough for you on that point, covid19 . Kimberley yeah, he certainly talked about this but they are making a big bet that this issue would be topmost in peoples mind as we get close to the election, maybe it will. Also making a bet that people believe that a pandemic is something that a politician can actually control. Im not really sure about that either and even on those issues that did come out, paul, that they put out there, it wasnt dishonest handling in my mind. Without talking with any of the things that people will also confront like for say with climate, joe biden talking about jobs, jobs and not the fact that he will put the fossil fuel section out of business and what that will mean to the economy and i think those raise a lot of questions that republicans have an opportunity to drill into. Paul kyle, one of the other things that struck me, the emphasis of voting, get out, you have to get out, cant Hillary Clinton was explicit, cant make the same mistake as 2016, was this a reflection that maybe democrats are worried about enthusiasm for the ticket or is this just all about 2016 . Kyle i think enthusiasm is part of it and concerns whether or not donald trump has said that he has said that whether he will accept results of the election, we will have to see. I think theres some concern there among democrats and also that makes for a pretty good line if youre attacking the sitting president as a wannabe authoritarian. Paul thank you all, still ahead, we will talk more about this. Some republicans touting joe biden and some moderate at the Week Convention but will he govern that way and a closer Liberty Mutual customizes your car insurance, so you only pay for what you need. I wish i could shake your hand. Granted. Only pay for what you need. Liberty. Liberty. Liberty. Liberty. But what if you could stdo better than that . K. Like adapt. Discover. Deliver. In new ways. To new customers. What if you could come back stronger . Faster. Better. At comcast business, we want to help you not just bounce back. But bounce forward. Thats why were helping you stay ahead and adapt with a network you can count on, 24 7 support and Flexible Solutions that work wherever you are. Call or go online today. Let me offer you just a few examples of how joe will move us forward, joe supports raising the minimum wage to 15 an hour, joe will also make it easier for workers to join unions, create 12 weeks of paidfamily leave, fund universal prek for 3 and 4yearolds, joe will rebuild our crumbling infrastructure and fight the threat of Climate Change by transitioning us to 100 Clean Electricity over the next 15 years. Paul that was vermont senator and former president ial candidate Bernie Sanders on the first night of the Democratic National convention touting the progressive issues and policies that the heart of the bidensanders unity platform and giving voters a glimpse of what a biden presidency would look like. So kim, you mentioned the policy vacuum in this convention. Well, bernie tried to fill it right there and he followed by 25 minuteson kasich, the former republican governor of ohio saying i know joe, hes not going to veer left like some people fear but bernie kind of said, yeah, he is. Who do you believe . Kimberley it was whiplash and you would come away on what to think and i think that was the goal of the Democratic Party to make sure nobody knew what joe stood for to potentially vote for him. They had the give Bernie Sanders the spot because bernie needs to tout to progressives in the party that he had pushed joe to his side of the political aisle and they had adopted these policies. Paul hold it, kim, is that right . Is bernie correct or is he or is he just patting himself on the back . Has biden moved in sanders direction . Kimberley substantially, yes, when you have last had a nominee instead of moving to the center looked to the loser of the nomination and said, please, dictate my policy agenda . This is what joe biden did to try to keep the progressives in his party on side, and so, yes, it is one to have most radical policy agendas ever presented to america. You didnt get a full picture of that over the convention this week but berniey was bernie was doing his best to tell his voters thats the side he was in. Paul where if you were trump would you go after . Daniel well, i would certainly go after them on the economy, thats trumps strong suit. If i heard Mike Bloomberg he said economy was stronger in obama years than trump years, thats factually untrue and they have also tried to blame all of the unemployment during the pandemic on donald trump as though he personally caused all of these lockdowns which he did not and i think they are weak grounds on the economy, tieing totally to the last 5 months of the pandemic rather than previous 3 years when the economy was manifestly strong, so theres really a story for trump to tell and for the Trump Campaign to tell if they will put those numbers and figures in front of people about what the first 3 years of the Trump Presidency did, in fact, do for black americans, hispanic americans, but they will have to lay out a vision as well for what they plan to do to pull us out of this pandemic, linking recovery from the pandemic and economic recovery i think is going to be a key thing that the Trump Campaign has to do now. Paul kyle, what about the attack of the president s handling to have virus . Do they have to mount a significant defense of that on a factual level saying, look, we did this, this, this and this and joe biden isnt proposing all that much different . Do they have to be that much granular on this . Kyle i think that would help. Democrats gave President Trump an opening because they were touting the Obama Administration handling of ebola and saying ebola never became a pandemic and i think thats a mistake. Its a different disease. If you look back at quotes from 2014, president obama is warning people not to panic saying that in order to get ebola you have to be in contact with the bodily fluids of somebody showing symptoms and fauci is saying unlikely theyll be an outbreak in the u. S. I think the democrats have given President Trump on opening to go on counterattack that they didnt really need to. Paul kim, what are the other openings here for the republicans you think on issues . Kimberley so definitely on energy. You know, i thought it was really notable that they were out there talking about this magnificent vision of of a green new future as millions of californians are out of power sitting in the dark because they have already adopted that strategy and we know where it goes, so the republicans can talk about that. They can talk about constitutional rights, in particular we had they had a package about gun control, but not really mentioning what that would mean to peoples Second Amendment rights, but i think one of the most powerful things, paul, is talking about joe bidens embrace, Barack Obamas embrace of getting rid of filibuster in the senate and what that would allow democrats to do structurally Going Forward, stacking the supreme court, for instance, unilaterally changing Campaign Finance rules to silence political opponents, theres a lot of mischief that could happen overnight and quite scary changes so those would be where i would go. Paul all right, thank you all very much, when we come back President Trump delivers a blistering attack on joe biden in the democratic nominees hometown, so is that a preview of whats to come as republicans kick off their convention on monday and will the message monday and will the message resinate to swingstate i need it so bad dont call it a hobby. You want a vision of your life under biden presidency, think of ruins in minneapolis, the violent anarchy in portland, the blood stain sidewalks of chicago and imagine the mayhem coming to your town and every single town in america. Paul President Trump on thursday just outside of joe bidens hometown of scranton, pennsylvania playing up the theme of law and order as he attacked the democratic president ial nominee and painting a grill picture of American Life under a biden administration, so will that message resinate with swingstate voters and should we expect more of the same at the Republican Convention next week . Lets ask republican pollster robert, senior strategist at the group, one of the few polls that correctly predicted that President Trump would win michigan and pennsylvania in 2016. Welcome, good to see you. First let me ask you about the Democratic Convention and what do you think about their strategy, their message and how effective was it . First of all, good to be here. Second, the strategy of their convention, i thought the convention was effective, you know, whether they drew a lot of viewers, i guess the jury is still out on that. You know, we have data but we also dont know as much about online views and things so whether people watched it is still up for debate but whether those who did watch it were effective at it, i think it was effective. I like the state to state roll call and something that people look forward to the convention and i thought that was very effective. The other thing they did and i think they did this well, they curtailed some of the extreme positions and they presented a much more even kilterred imagine, a minute for a second speech. They did a good job of painting the image of biden that they wanted to paint and i think it was effective and the real question is, is the Republican Convention going to try to take apart biden which is a heavy lift and take him apart as a person and much easier to create an image of what it would look like if he wins, what the result of that would be. Paul i want to talk about that given all the focus that democrats had on joe bidens character and i know that some in the white house want to go after biden personally and they want to bring up hunter biden and play at that, for example, it seems to me thats going to be a hard case to make particularly going after joe biden personally. Would you advice them to do that, go after the issues here and talk about talk about the fact that maybe the convention was a disguise on policy and try to go after the democrats on that ground . Robert i absolutely agree with that. First of all, im not in any position to give them advice but if i was, i know that you have people that want to go attack biden, it is hard to watch him being painted the way hes been painted, to hear the stories and all the kind things that were said and a lot of the examples of his behavior that were absolutely true, its a really hard to do that, but to talk about that result and talk about, you know, what things have happened, look around the summer and compare it and create a sense of responsibility that that is what his side wants. I think its much more effective and, you know, i dont know what side is going to win. I mean, thats the advice i would give, but im not sure what they are going to do. I think it would be detrimental to try to take apart a personal narrative when they can talk about all the things that seem to be frustrating people especially many that have happened in the last 3 to 4 months with cancel culture, riots, defunding the police, tearing down statutes, declaring that the mount rushmore, all that stuff is where they should keep their fight but as far as their convention paul yeah, go ahead, let me ask you about that because one element of that, thats the economy because its coming back but, of course, the democrats as you would expect focused on the downside, all of the lost jobs and so on, should trump offer a vision with policies of how to come back out of that and is that is that something thats absolutely essential for next week . Robert i think it is and i think he needs to do a hybrid of the are you a better off now than you were 4 years ago. I would almost go off with were you better off before the coronavirus than 4 years ago, im the only guy who can bring you back there. Paul right. And i want to ask you about your polling a little bit here just because, you know, whats different about your samples than so many of the other mainstream polls that have you have race closer than most of them. Robert its not just samples, its the entire methodology. What that means is when people when you have a live person on the phone, they dont want to be judged by the person asking the questions, and so they tend to give an answer they think that will make them, you know, look best in that light. Its kind of like confronting the little child with face full of crumbs and asking did you eat the missing cookies, they will give you the answer thats going to give them in least trouble. Starting we dont do it that way, we believe the more anonymous the poll can be presented to them, the better, we use some live but mostly digital, calls delivered to people over text and email, give them lots of different ways to reply and make sure that you the thought of them that they are participating anonymously and we also dont believe in long questionnaires which i think are horrible. I dont know do you neglect anyone who has time to answer 35 questions on their cell phone . Paul yeah, retirees, thats about it. Oversample people like that and youre not getting the middle. We dont have a single server that takes more than 3 minutes to answer and we make that clear up front. We want you to participate. Paul all right, mr. Cahaly, thank you for being here, we want to pursue this more in the future. Appreciate it. Attack on our Postal Service, an attempt to dismantle our Postal Service out of a selfish desire to sabotage our democracy and maintain a grip on power is an attack on all of us. Paul democratic congresswoman alexandria ocasiocortez accusing the Trump Administration of sabotaging the u. S. Postal service in an attempt to win the november election, House Speaker nancy pelosi calling members back to the capitol this weekend for a vote on legislation that would deliver 25 billion in additional funding to the cashstrap agency and Block Service changes that democrats say are designed to undermine mailin voting. Postmaster general louis dejoy defended costcutting measures but nevertheless degreed to postpone them until after november election. We are back with dan henninger, kim strassel and kyle peterson. Is there an attempt to use the Postal Service to steal the election . Kyle and the postmaster general vigorously denies hes acting in bad faith. What makes this confusing is a lot of stuff happening at once. Theres longterm Financial Issues as mail volume declines and 25 billion is for pandemic losses essentially, separately from the election, they were talking about that a long time and shortterm delays as the post office tries to create efficiencies and get better at hitting its targets, but, again, thats not its not any nefarious attempt at anything. And also theres 9,000 post Office Employees who have been diagnosed with covid and attempt by the usps to warn states that have really short ballot deadlines, believe it or not in some states you can request absentee ballot the day before the election. Paul well, is that the election problem to worry about, that the requests from the states and the deadlines for states to both send out absentee ballots and then get them back, is that whats going to create the chaos and contention potentially . Kyle yeah, i mean, it already has. New york has had a primary and in new york you can request ballot by mail up to 7 days before the election and a lot of ballots that didnt get out to voters until the day before the election. They didnt get put in the mail. A lot of voters received them late and a lot of ballots came in late and the post office has been trying desperately to get state officials to Pay Attention to this problem and nobody really seems to care. Everybody is too busy screaming about undermining the post office. Paul what about the charge that trump arranged for louis dejoy arranged to be appointed scheming with the board of governors at the post office, any of that fair . Kyle board of governors is by law partisan institution and i listened to the call where they announced that they had selected dejoy and worked with outside firm and did interviews with a doubledigit number of candidates and 3hour interviews and second interview with a group of people and they unanimously selected dejoy and so, again, theres a lot of insinuations from congress, but congress often has political motivations and we are in the middle of an election. Paul dan, you call them the Postal Service democrats this week in your column, what did you mean by that . Daniel well its been remarkable to see the democrats wrap their arms around the post office which all of us have stories about misdeliveries by the post office but it looks like they have replaced the donkey for logo with a mailbox and obviously they want to be able to get as many mailed in ballots as they can, but kyle has put his finger on it, the deadlines are way too short and i think inevitable we are probably heading towards something of a legal crisis after november 3rd. If the election is close in 6 states and it probable write is going to be, i think lawyers on both sides are going to challenge the legitimacy of the election as Election Officials struggle to count ballots that are arriving late. And we could use a lot more good faith both on republican side, donald trump stop calling it a rigged election and on the democratic side, stop saying hes going to steal the election. Lets try to have a respectable vote. Paul kim, do you agree totally with dan on that but is that a hope . Kimberley i think it is. The way the democrats are dealing with this. This is a Conspiracy Theory, i feel like im back in the russia Conspiracy Theory but really boring. What they see here is an opportunity tar the president with sabotage of the election while also trying to get a bail out for one of their favorite institutions and union postal workers and the president will continue the raise some legitimate questions about mass mailin voting by states like michigan. Paul theres no doubt that theres enough money at the post off to get through fine, all right, still ahead the u. S. The United States is initiating sanctions on iran, 2231. This process will lead to sanctions coming back into effect 30 days from today. Paul Trump Administration triggering snapback sanctions on iran with secretary of state mike pompeo formally submitting complaint citing irans noncompliance with 2015 nuclear deal. Move which comes just days Staff Council rejected a u. S. Resolution to extend an International Arms embargo on iran is opposed by russia, china and some european allies who contend that the u. S. Gave up its right to reimpose the sanctions when it withdrew from the agreement in 2018. Lets bring in retired fourstar general jack keane, fox news senior strategic analyst, general, good to see you again as usual. Let me ask you about the arms embargo, the u. S. Didnt have any allies on that vote other than Dominican Republic and the security council, why didnt europe go along . Jack well, its pretty frustrating i think to watch that vote and particularly see the europeans, you know, walk away from an arms embargo. And let me make sure our audience understands this, fighter planes, tanks, the most advanced weapons that are in the arsenals of militaries around the world, the iranians now have a right to purchase and right to sell if they manufacture themselves and, yet, they are the worlds number 1 state sponsor of terrorism to include terrorism that they plan and execute in europe, but the europeans walked away from supporting the expansion of the arms embargo which is so frustrating. I think its all about the toleration and appeasement policy that the Obama Administration had for a number of years which they led with the europeans and the europeans are still involved in generally speaking those policies, keeping the Nuclear Deal Alive on life support despite the fact that it has very little value and making certain that nothing is done in terms of antagonizing iranians. Paul so i guess this close to election, some of the europeanss, germany, uk are banking that joe biden is going to win and get back in the nuclear deal, do you think thats true . Jack i absolutely think thats true. Russia and china likely feel the same way but certainly the europeans and the three countries and eu at large and as part of your introduction as secretary just introduced would mean that snapback on sanction that sanctions that would be returned prior to deal because the iranians have violated the deal and europeans will do anything they can along with russia and china to delay implementation of snapback with challenging the legality or putting into place procedural blocks, why, to delay the implementation to beyond the United States election, yes, i think it clearly is a factor here. Paul do you support the decision, do you think its smart to go to snapback even though its opposed by those countries . Jack i absolutely do. They were 100 right on arms embargo. Here is a country that for 420 years attempted to dominate and control the middle east region. Theyve got proxies that are conducting wars in syria, very active in lebanon which they by in large they control, influencing iraq and obviously conducting another civil war in yemen. Theyre armed to the teeth in doing that and we are going to we are going to arm them even further, so thats number 1. I also agree with the tactic that the administration is using. The iranians have violated the deal, so we have a right to go back and exercise the Un Resolution which was codified in supporting the jcpoa by saying, if the iranians violate this deal, then all the sanctions were returned prior the deal and that was imposed by the Obama Administration, ironically, paul, because they wanted to bring the critics on board of the nuclear deal by saying, look it, if the iranians violate this, we will impose the sanctions full force that were in play beforehand. Paul what about but what about the claim by the europeans now that the u. S. Has no right to to go to snapback because we ourselves withdrew from the agreement two years ago . I think that would be largely true if it wasnt that the United Nations codified the resolution, members of Un Security Council that you cited, and that was done independently of the jcpoa and that is pretty much the legal ground that the United States is standing on, that they still do have standing and they still do have legitimacy and i believe in talking to people who know more about the law of this than i do, that the United States is correct in this. I think russia and china may try to challenge that legally, but i think the United States will clearly succeed. Paul and john bolton, former National Security adviser arguing that this is a mistake tactically and it will undermine the u. S. In the future. What do you think about that . That one i find i really do disagree because for that to take place, for the vote to take place that means that other member nations would have to challenge the United States, so theyre taking on the resolution and challenging it which would bring up the United States veto. They could stand back from that but they would have to do it themselves so i think more is on their back, particularly russia, china or the 3 country european countries. Paul general keen thank you for the insight, appreciate it. You can prepare for the weather events and let me just make this crystal clear, we failed to predict and plan the shortages and thats simply unacceptable. Paul California Governor Gavin Newsom this week slamming the States Energy grid operator for failing to prepare for last weekends heat wave. Newsom is demanding a probe into how hundreds of thousands california residents had their power turned off without prior warning amid scorching temperatures but regulators are warning of more outages during the days and maybe years to come as golden state democrats push to eliminate fossil fuels and ramp up reliance on renewable energy. We are back with dan henninger, kim strassel and wall street journal Editorial Board member allysia finley. Youre out in california now and your house lost lost power for a time too, how long were you out . Luckily only a couple of hours, but we face now Going Forward that whenever we have a heat and now with wild fire season heating up and preemptive Power Outages may be required that, you know, six or seven months in the year we may be out of power. Paul all right, lets explain to people what happens, what caused these what is causing these outages . Well, simut there was a high demand. We had a pretty brutal heat wave as has most of the southwest, so there was high demand for power to run airconditioning. There simply was not enough supply partly because mainly because of renewable standards to when the sun goes down, afternoon and evening, there isnt back up power or natural gas or nuclear that can increase power supply to compensate and moreover, one wind power plant went out and another apparently another natural gas plant went out in the state and then also about 15 is energy on a normal basis but other states were also requiring more power so you werent able to get power from other states. Paul so why isnt there enough of what people call baseline power, that is power, electric power that you know is going to be there when you need it because we all know the sun doesnt shine all of the time, we all know that wind is intermittent, okay and if you cant import from other states shouldnt like a state like california, you can actually keep people cool, why are they cutting down the baseline power . Well, one is to comply with renewable standard, 33 by 2020 renewable standards going up to 60 by 2030 and 100 by 2045. Over time the public utilitys commission has been basically requiring utilities to get more power from renewables and shut down plants that some of them are relatively new, some are older. I think renewables, they are so heavily subsidized that they can actually the natural gas plan. Some have been shut down or have been retiring just because isnt demand year round 247 for energy and then you have to consider also that batteries, the ewe utilities instead of keeping plant open for power, the utilitys commission to procure batteries instead. Paul and the problem with batteries is the technology isnt that great and they are very expensive. Kim, let me go to you, is what we are going to see around the country and this is what the Green New Deal is actually promising or is that just polimical on my part . Kimberley no, america this is your future. If you aspire to be california, elect joe biden and it really puts to the floor the fact that you can have climate plans that democrats propose but they are not rooted in the reality of todays situation. Our technology is not there and rather than a garagual shift over they are forcing a situation for which we have no answers and the consequences will fall on consumers. Paul dan, briefly, are they going to go are democrats going to go after fossil fuels the way california has nationwide, do you see it in the platform . Daniel yeah, i think they want to said as bernie said fossilfuel free in the next 15 years. Thats the point. Theres no backup for the renewable future that they want. They are adamantly opposed to gas fire plants and therefore they are not going to be able to guaranty for electricity for people under those plans. Paul all right, we have to take one more break.
