These are all things that are very important. Unfortunately, democrats think that the best thing to do is remove money and they praise the removal of money in police officers. I believe a greater training, a Greater Transparency and greater accountability is in place to solve much of this problem. Now we have chaos. You look what is happening in seattle today. There are things being said they are using chokeholds and searching individuals who actually live there, that there is not a idea of freedom within the socialism that they believe or should not be peace or even paw patrol cartoons on television any more. Maria well, i mean, shouldnt we know when somebody has in fractions already . When you look at the case of last week, where that officer had 17 infractions already. Should there be a register of some sort so that we know and understand where there could be trouble and vulnerabilities in a Certain Police officer . Yes, we talk about that now. The fbi actually has a reporting ability to do this but only 45 of the department participants. It should be, its never the first time theres a bad officer get caught. These reports should actually have another eye to look upon this. It should not be a clear the record when they terminate the individual so then they can go to another department. What were finding is theres a recent study a survey went out to all Police Chiefs 80 of them are asking for more training. Thats exactly what we need in a situation like this to de escalate and others but these bad officers and remember, 99 of these officers put their life on the line every day. They come when they are called. They rush into these buildings with fires and others when someone is firing a gun at them to protect us. Those are the individuals that we want to make sure, so theres many times that people rush to judgment and are trying to produce legislation but are going to make good officers leave the department. Well, there will be a markup on wednesday as we continue to work with senator tim scott were hopeful that we will rollout legislation this week. The markup on wednesday inside the Judiciary Committee inside the house, the democrats have proposed legislation. I have spoken with karen bass and others, what i think should happen at this moment in time is not parties play any game. We should work together, to restore, rebuild, and renew america, and that comes with working together in this situation as well, and i think that theres a capability of doing that. Unfortunately, its what they have not worked with republicans at the beginning and we have reached out and i think there will be an opportunity here to be able to do that. Hopefully that will allow a substitute and hopefully allow amendments. If they have an open process that everybody can offer ideas, i believe that the end of the day, you will see Congress Come together, rise to the occasion, to make sure we strive to be that more Perfect Union we know we can be. I want to get your take also on stimulus though because were talking about an economy that is also perhaps getting impacted here. We were at a point where we were about to reopen and now youve got looters across the country making it even worse. What kind of a stimulus would you lake to see in phase iv . Are you even discussing that right now or do you want to wait until the cares act plays out and see where that money went . Well the first thing i always want to do is make sure the 3 trillion that we appropriated is actually instituted into the nation. Its implemented out there, and we show that its working, that ppp for Small Businesses, i know you were shocked when you read the jobs number, that no, it wasnt 10 million or 8 million jobs lost but 2 million that were actually created. Ive heard from many Small Businesses that it actually has saved them. Now not all states have opened up the same as others. We should gather that data and see where we need more help in that situation. One thing we are hearing from businesses across the country is liability protection. Trial lawyers are out there advertising today, suing schools , going after Small Businesses, that are making decisions to close. We need to give them protection as we move forward, so they can keep working. How do we rebuild and renew america . Do you think its going to be even worse with what were see ing in the country today, all of this protesting and rioting . Well no, i dont actually. I mean, we can get to the protesting and rioting in a moment. I think thats a separate issue, a very very important issue but a separate issue. Look, i think that the economy is in recovery mode right now. I think the bottom of the recession really was a pandemic, not a typical recession and this is like an act of nature like a bad hurricane or a terrible snowstorm. It will pass, it hurt, theres hardship and heartbreak as it hits, but when it passes, you get a vshaped recovery i think thats what were headed for. Youll recall the jobs numbers, plus 3 million last friday, two fridays ago, and recall also Unemployment Insurance claims down 10 straight weeks, and i notice a column in the wall street journal reminding us how strong retail sales are going to be when published on tuesday, general merchandise, department store, groceries, and so forth. A lot of those indicators, maria are going to be above year ago levels, so i think with the rescue package and the reopening of the economy as we transition, 80 of Small Businesses according to the chamber of commerce are reopening. Business applications, new Business Applications are roaring, tremendous demand for housing and homes, new homes i think were off to the races in what will be a very strong v shaped recovery. Maria you know, larry, jay powell also said this week that there are some jobs that wont come back. Theres some people who will be unable to go back to their jobs the way they were so when you look at industrybyindustry, thats also different when you look compare the different independence so what about that comment that theres some jobs that wont be there when we get out of this and its going to be a long road to recovery from the fed chair . Well, you know, i thought jay, the chairman was a little m arose when he gave those statements because actually, their forecasts were pretty good for 2021 in fact they want unemployment will drop below 10 before yearend. Two years of zero Interest Rates is highly stimulative Monetary Policy and i agree with it and i think it should reassure people in businesses and investors and on the point you make, some jobs wont be there. Maria, i think thats always the case, if i may. This is not a static economy. This is a dynamic economy, and weve gone through a terribly difficult time with hardships everywhere, but on the same point, i think the ppp program, the payroll protection program, has worked by and large temporary layoffs and furloughs, folks are going back to work. They did in may to the tune of 3 million plus and they will again in june and as the full economy reopens, you know, new york for example, is now beginning to reopen. Thats a big chunk of gdp. I can predict youre going to get creative destruction. You always have the new replacing the old. Thats part of the American Free market system. Thats part of our entrepreneurial and animal spirit so i wouldnt necessarily think thats a bad thing and i think these companies in the private sector with whom the trump adminitration has worked for several years, for several months now. You know, theyre going to lead the way and develop all kinds of new ideas and way to put people back to work with new and advanced products. Maria youre talking about an incredible amount of stimulus from the government, from the Federal Reserve, upwards of eight to 10 trillion. Are you working on a phase iv stimulus right now, larry and what should it include . We talked to Peter Navarro on friday on wall street over on fox business and he said the president is thinking about a 2 trillion package but it has to include bringing manufacturing back to the United States. What are the musthaves in the next stimulus package to keep this economy going and growing . Well now the president himself has talked about a number of ideas. We havent buttoned down every decision yet, not likely to the formal negotiations probably after the july 4 recess, and well have several more weeks, maria, to assess the impact of the rescue package of the 3 trillion and the impact on the economy, which looks to be better. Now, the president has talked about a payroll tax holiday for the workforce that will provide a terrific incentive for them to go back to work. I think its a great idea. Hes talked about capital gains. He has indeed talked about as my colleague Peter Navarro has said lets try to help bring American Companies back home from china which has been an unreliable place. We can use tax incentives and other ways and means to help them come home. We want to help the tourist industry. We want to help restaurants, entertainment, sports, with Tax Deductions or tax credits. Were probably going to be able to help business to cash out net operating losses. Were probably going to continue some form of assistance of unemployment. It will still reward people to go back to work and will go on until the end of the year, so i think theres a whole bunch there. I want to move from the rescue phase to the Economic Growth incentive phase. I think we can get 20 growth in the second half. The president rebuilt this economy to begin with, as you know, theres no reason why we cant apply the same incentive, lower taxes, lower regulations, better trade deals, so we can rebuild economy in 2021 and beyond. I think its there. I think probably it starts and itll be faster than almost anybody believes thats my view and i think the president shares that view, and you know, im the optimist. I always have been. Americans will get through this. Maria absolutely and 20 growth in the second half sounds great. Real quick, larry as we go here. Yes, i do, and a number of forecasters are now talking about that and yes, i think youre going to see huge job gains, maria, in each of the next several months, which is certainly going to get us off on the right foot. My next guest did more to expose government corruption than most washington insiders have done in years. Rick grenell as acting director of National Security declassified 53 important witness transcripts, that told us so much about the origins of the russia probe. The Russian Investigation had all sorts of red flags from the beginning and when you look at the transcript, when you look at the declassified footnotes from some of the investigations, its clear, maria, that there were multiple people from multiple agencies that were raising red flags; however, what was really sad to me is that those red flags and those voices were pushed aside, classified, and never shown to the public, and so very few people knew the truth and the silence from those people was really shocking and so what i wanted to do was be transparent. Transparency is never political. Transparency is what the American People demand and its what washington d. C. Is very uncomfortable with. Maria i remember a text that peter strzok sent to his then girlfriend lisa page and he says our sisters are leaking like mad. Our sisters, being the cia. We had ron johnson on the other day, a couple weeks ago here on this program, and his investigation is centering on the transition of power from the Obama Administration to the trump adminitration, and during that transition, when trump is fully in place, there were 125 leaks during the first 126 days of the administration. When you compare that to the obama first 126 days, there were eight leaks, eight versus 125. Bush, nine leaks versus 125. Leaking classified data is a felony, right . Totally, and senator ron johnson is doing a really great job, so is senator grassley. They are really focused on trying to get to the truth. I think that transition period is key, and its why once donald trump won the election in 2016, all the way through to inauguration day, that period of time is when we know who is coming into the white house, we know the team like general flynn and his team and President Trump thats when were supposed to have the Obama Administration or the Current Administration begin to hand off and have a transition time. Thats why we have an election in november and an inauguration in january. Its for a peaceful transition of power. That was blown by the Obama Administration and i just dont think that unmasking during the transition period is appropriate, especially at the levels that they did, and we even had joe biden, the Vice President of the United States at the time, unmasking in this transition period and i believe it was in january when they literally were on the down slope to trumps inauguration. This is inappropriate. I think you can make the argument for unmasking at other times but to unmask during this transition period, to me, is another level and it really shows how the beginning of the excuse of why Hillary Clinton lost, how this was developed, they were so shocked that donald trump won, that it must have not have been because the American People just freely chose donald trump, but because of some other thing and remember , we had 67 democrats refuse to come to the inauguration. The peaceful transition of power maria if that would have happened in another country the state department would have called it out and said this is unacceptable. Maria right and which is why i think people are not going to trust the fbi or the top of the cia until they see accountability. Look what i will say is i really encourage people to read the footnotes. When you read these footnotes, you clearly see that the Intelligence Community, not just the fbi, but multiple agencies knew that the charges were flimsy or that the russian s from the very beginning were reeking havoc on the process by pushing propaganda into the steele dossier. People knew this , maria. There were red flags from the very beginning and those voices within the Intelligence Community were pushed aside or classified or both, and most people never saw the warning signs and thats exactly the problem i think that we have to drop back and solve. Maria do you believe there is a deep state . Look, i think that what i would say is that there are incredible Public Servants within the Intelligence Community, who themselves are really annoyed by the bad apples theres no question that we have specific people and its more than just a few who are in jobs, using their political bias to manipulate the process. Theres no question of that and it happens on both sides of the aisle. Maria you dealt with these guy, you dealt with adam schiff a lot and you were trying to be transparent and declassify this stuff but he stopped you right . I remember interviewing nunes and ratcliffe , they sent a letter to the fbi and they want these documents they were not releasing them. That was a process that i couldnt believe was stopped. To be honest, it shouldnt have been. It should have been released a long time ago. It was overclassified and our country suffered because it was overclassified. I will say when dealing with the hill, somebody like senator mark warner who i had a phone call scheduled to walk him through the Reform Efforts that i was going to do and he canceled that phone call, and then refused to schedule the call, so i never spoke to him the entire time that i was there even though he was the lead Senate Democrat on on on the intelligence committee, but then id see him go public and say that grenell is not coordinating with me. Grenell is not coordinating with the appropriate committees, and they would slam me. Look, this is the ways of washington is that they say one thing and they do another. The American People are really outraged by this type of stuff. I stayed silent and tried to take the hit but the fact of the matter is i think that its wrong. Maria as we wrap up here, John Ratcliffe is your successor as the director of National Intelligence. Are there other things that should be declassified as congressman ratcliffe is going to be overseeing, whats most important that we dont know yet, rick . Look i think that this entire Russian Investigation, the beginning of it, how it was developed needs to, somebody needs to look at what is classified and whether or not that needs to come clean. We started that process, ive coordinated with john. Hes a great guy. Hes really focused and smart on getting to the truth. Hes removing politics from the equation, and just looking at the facts and what needs to be done, so i have great faith in our new director of National Intelligence John Ratcliffe. You had been really zeroing in on the transition period. The supposed to be peaceful transition of power, from the Obama Administration to the trump adminitration. You were the one who told us about the leaks 126 leaks and 125 days. What can you tell us about your investigation, sir . Let me first start by saying that ambassador grenell, attorney general byer are just heros really patriots in this saga in terms of corruption in terms of the transition period and looking forward to work with John Ratcliffe in the director of National Intelligence but i agree with ambassador grenell. Transparency is not political. Im kind of amazed at the resistance ive had in my committee whether its to get the information from Blue Star Strategies now the other subpoena power, the subpoena authority that ive obtained. What are they afraid of . But i really thought probably the most interesting part of the grenell interview was the way hes seen more information than i have. Hes been director of National Intelligence so hes seen more classified information, so what we know because of the footnotes that were previously declassified that my staff found that the fbi was well aware that russia tried to infiltrate the steele organization that russia disinformation was actually the steele dos nation, and just revealed that members of the Intelligence Community also understood that when they need to push aside their information was classified, i think thats pretty darn interesting so from our standpoint what our investigation is centered on is the basic thing that boils down to who knew what and when did they know it . What was the purpose of these leaks were they trying to cover something up or was it a massive u. S. Led communityled Disinformation Campaign a diversion operation or was it to simply to delegitimize the election and sabotage this administration . Those are the basic questions were answering or asking and hopefully get the answers from the American Public, because transparency is all about getting the truth out so American People understood what happened so hopefully itll never happen again this corruption transition process. Maria well part of the lake i think was to muddy up names in the trump adminitration, for example, carter page told us out of nowhere he starts getting phone calls from the press and they started leaking that carter page has dealings with russians so that started its own narrative in the press, and i just want to point out that all of these years later, carter page was never charged, so for a year, he was surveilled, unlawfully and wiretapped so that they could get into the trump campaign, and four years later, three and a half years later, senator, theres no charges on carter page. No, maria whats really interesting if you compare the investigation into Hillary Clintons email scandal, that was not an investigation really designed to uncover the truth to lead to prosecution it was really an investigation designed to cover up the truth and exonerate Hillary Clinton. You compare that to crossfire razor the investigation of the Trumps Campaign collusion into russia and flynn, those were witch hunts, and again, you have to ask what were they trying to accomplish and it sure seems to me they were highly political and trying to cover up the wrongdoing because they understood how improper it was to do all these unmaskings to be investigating a campaign and surveil members of the campaign, also to sabotage this administration, so we generally know the outline of what happened, and it felt like it was very interesting testimony is i was, it was astonishing lack of curiosity and management oversight over regarding an investigation into the sitting president of the United States. I mean, think about that. So i look at Rod Rosenstein and i go well either complete in competence or he simply wasnt being truthful. I want to get to the bottom of who, what, and when do they know it. Maria will you be able to get to the bottom of it . Thats where Rod Rosenstein was testifying he said i didnt hear that. I didnt know that and if i did i wouldnt have signed the warrant, i didnt know that. Can they all say that and then you mentioned the Hillary Clinton email investigation. The one individual who was overseeing both investigations, into Hillary Clinton and investigation into donald trump, in the summer of 2016 was peter strzok. Well im sure theres going to be an awful lot of claims of managerial in competence because its a lot better than really admitting that you did something wrong, something illegal, but were going to first start out with a thorough review of the documents. Were in a better position than what devon nunes was in the house a couple years ago when they were undertaking those interviews because we know so much more so we have their interviews and by the way thats part of the information thats broken is those were declassified. Well have additional documents and now we have a lot more information, so i think our interviews will probably be a lot more interesting and revealing but no were going to have people not recall certain things, i mean james comey refused to have his classification reinstated before he was interviewed. I wonder why he did that . So no, there are so many Unanswered Questions that the American Public really deserves the complete answers to maria unbelievable. Do you think that john durham, criminal investigation will conclude this summer . When are you expecting that . I want to quickly move on to biden because thats also an investigation that youre involved in right now. I hope so but again thats all designed to prosecute and indict. What congressional oversight is all about is first of all, getting the information to inform public policy, and inform the public. Two totally different objectives maria yeah. Real quick on biden, what have you learned in terms of victor s hokin, which of course we know that joe biden wanted him fired in ukraine. First thing i learned is subpoenas are powerful. We asked blue star strategy this democratled lobbying firm that was representing barisma. Back in december 3 to start cooperating with our committee. Six months later they had turned over 149 pages and sent a letter saying they are fully cooperating. The subpoena now has resulted in 2,600 pages of information, so weve learned that subpoenas work but the big question i have is what was the serious offense of Victor Shokin. Why did the u. S. Government come to the conclusion that he had to be fired and it resulted in a very serious on the part of Vice President biden and it doesnt make any sense and literally weve been trying to get from the state department to have an oversight letter specifically asking that question. Why did the u. S. Government require the firing of Victor Shokin . I have no idea it makes no sense to me. Maria we know that joe bidens son, hunter biden was working in ukraine, so were going to keep talking about that with you real quick before you go, a word from you on the homeland, given your role on the committee with all of this unrest going on across the country whether its atlanta or seattle. Your thoughts . How do you, what would you like to see President Trump do . Well first of all, its curious that the press hasnt been reporting on the citizens and the businesses and property that are trapped in the new nation of chaz. You know, it is our responsibility to protect the constitutional right, the life, the liberty, the pursuit of happiness of every american citizen. I was amazed at mayor durkans g lib response saying how long can this section of seattle look like this and she said well who knows it could be the summer of love. Her job is to protect the Constitutional Rights of every one of her citizens if her and governor insley arent willing to do that i think thats what President Trump and the Federal Reserve has to step in and do but id just like to know how many citizens, how many businesses, how many Constitutional Rights are being trampled on right now by the nation of chaz .
