We had some people very sick. I think we had three to four, maybe five people who died on the boat, one of the boat. We have to take care of these people so we couldnt let them float aimlessly into the ocean looking for port as theyve been doing for a long time. I made a decision, we had to take them in and Homeland Security and a lot of other people did a great job but we have to help people, these are people who are very sick. Some dying, some died. People in close proximity to you and the president will get the coronavirus, im wondering, are you concerned with the people you have been hanging around that might have the virus . No. Im not concerned. Those who meet with you or talk to you these are people from most of them have not had the test. Frankly, a little bit about a lot of things but they feel good about the tests. This was a test that took i guess 13 minutes to have it finalized, they took the test, i dont know. I didnt know if they were doing that. Maybe they did it just for them but it seems a lot of people, now we have tests that work we well, we have other tests being developed right now that are also fantastic. The original test, the ones we inherited, they were broken, they were not good tests. Thats what we got stuck with. This took 13 to 15 minutes and they were all fine. Finish your question. The problem people had what you can have in other countries, they are going to stop exporting as a result of that will be a net decrease in doctors have had that. In some cases, if i said heres 1000 ventilators, how many do you want . Heres 1000. You got them but we are going to add another 5000, is not good . They said wow, thats great. Thats a shame because we have done a job like nobodys ever done a job but weve just delivered a lot of mass, a lot of gowns and protective gear but youre talking about a massive number but as of this morning, people are very happy. We discussed the concept because, as you know, this was a dispute among a couple of countries i think they want to be able to get it solved, they had a dispute, a competition but they want to get those. Yesterday the notion of the federal stockpile is supposed to be our stockpile. Its not the state stockpiles that they use, what did he mean by hours . Given the fact taxpayers i got you. Its not supposed to be state stockpiles. We need for the government and the federal government are. Its not to the state. To keep for our country because the federal government, too, not just the states. Out of that, we oftentimes choose, as an example, we have almost 10000 ventilators and we are ready to rock with us ventilators. We are going to bring it to various areas of the country who need them. When he says hour, hes talking about our country. Excuse me. Hes talking about the federal government. It such a basic and simple question and you make it sound so bad. You ought to be ashamed of yourself. Its a simple question, he said hour. That means for the country. We have a federal stockpile and they have state stockpiles. Frankly, many states were totally unprepared for this so we had to go into the federal stockpile but we are not an ordering clerk. They have to help for themselves. Some states are in good shape. Some were not. Thats probably something you could expect. Weve been helping states. Weve been spending a tremendous amount of time and effort and billions of dollars on making sure they have what they have. Take new york, we built a hospital, i bought them for hospitals. A medical center, sent in a ship with 1000 rooms and 12 operating rooms. Then on top of that, gave vast numbers of ventilators and surgical gowns and equipment and mass and everything else. They had a chance to order ventilators over the years. They had a chance to order but they didnt choose to do it. We were there and we helped them. I think the governor of new york is thankful for the help we gave but we have a stockpile, a federal stockpile. We can use that for states or ourselves. We do use it for the federal government. We have a very thick federal government. Essentially a trap for all essential we are not traffic cop, we are humanitarian. Its like the ships. You think we wanted to take two chips into our country that have obvious problems, and you know if the problems im talking about . I have a decision to take i take them in or do i save lives . I take them in or save them . I decided to take them in. We have tremendous protection, great doctors there to help the people. They had four or five people who died. I was as of last night. They died on the ships. We took care of it. Now the people are in the process of and many are already back in canada from the uk american citizens. Something was very sick, we are taking care of the sick people, we are testing all of the others very carefully. Very carefully. They are being tested like you wouldnt believe. We saw the humanitarian catastrophe. Nobody else would take the ships, nobody else would take them so we docked in fort lauderdale. The federal government and theres a shortage we do say that. We do say that and we use the act. Weve used it a number of times very powerfully. A lot of times we dont have to because we say we are going to if you dont do this or that. We also have companies that act really well. We have plenty. Mostly them but weve used them very powerfully. A lot of times, you dont have to exercise that act, if you dont do this, we are going to use the act. Weve done a good job of it, maybe a great job. The reports that you want to sign, is not right . We had the strongest economy in the world. We have our best ever. Probably the best economy in the history of the world, bigger than china, bigger than anybody. One day we have to stay close it up, stop. Everybody go on. They might not go up for another four months. Small business today, we are way ahead of schedule. There is a problem, which i pointed out, i said you shouldnt do it this way. With unemployment. We are sending the money to the states, once the money is sent to the states, whether they are republican or democrat have to get the money up to the people. Hopefully they will be able to do it but many of those states have 40yearold computers. I wanted to give the money direct and thats what youre talking about. It would have been much easier but the democrats and some people said no, lets do it the complicated way. At the same time, you have other work streams on surveillance and how to be prepared both scientifically and therapeutically as far as vaccines for the next fall if it happens again. I think these things are happening together but i want to concentrate on the fact that all around the globe, country after country is dealing with this. We can talk about why didnt italy do something or spain do something or germany . Or we can say right now, we all can do something. We can do the social distancing in all of the pieces that we know is starting to work around the globe in country after country. And when we get through all of this, we can ask the questions about could we have done some piece of this better is a Global Community . We are doing is taking for about 100 billion to providers, taking money saying, if your provider and you care for anybody whos uninsured, we are going to compensate you for doing that. We will compensate you at the medicare reimbursement rates and you are not allowed to bill for uninsured individual anything. In many respects, its better for those uninsured individual, they are going to get first dollar coverage, it will get care in the United States and providers going to be made whole from this program. Its an unprecedented what President Trump is doing here with this money is an unprecedented disease specific support of care for individuals to make sure people get treatment. What about noncovid19 patients . One specifically on new york and the question of ventilators, Governor Cuomo is saying new york may be days away from running out of ventilators. Can you assure new york going into next week that they will have ventilators they will need . They should have had more ventilators of the time. They should have had more. They were totally underserviced. We are trying to do, we are doing our best for new york. We have states, a lot of states. We have a lot of states that have to be taken care of. Some much more than others. We happen to think that hes well served with ventilators, we will find out. We have other states to take care of. We have a big problem in louisiana, a big problem in michigan and in seven other strong areas that we are doing the best we can. I wish they did the original orders three years ago. They would have all the ventilators they need. Even then you wouldnt because if you look at the original request, it was far greater than anybody ever heard. Weve supplied a lot. I told you we supplied some just today to new york and we supplied some yesterday to new york city. Some will be pleasantly surprised. States that i thought would have been maybe a disaster turned out to be, really theyve done a great job. Some are really troubled. You dont know. We have great flexibly. I would have preferred all out. Now when we have a surge, we cant get them back because its very tough to take it back. We have tremendous flexibility in it could be new york or louisiana. Those are two that are really rough. New jersey is really done a great job but new jersey go ahead. Questions about the cdc guidelines. To which . Now we have this major about Wearing Masks and i know you said you dont want to wear a mask but im wondering, if you can tell us more about why. They are not mandatory guidelines. They are guidelines, they suggest you can wear them, you dont have to. In fact, a director you can if you want. You have to. Basically, its a voluntary thing. We continue to embrace that with the president s initiative to slope the coronavirus. They are taking advantage of left for years. Tariffs are a way of evening the score, just neutralizing. They have tariffs on us and we now can put tariffs on them. In my using it for oil . They are having dispute, the two countries. Its hurting the rest of the world. It is hurting the industry. We have to fix our infrastructure. That means roads, highways, airports, everything. We have to fix our infrastructure. Because of the fact that we are so wrong as a country, we are borrowing at zero. We never had a chance to barr at zero. This is a great time. We can fix our infrastructure and have almost no interest. This is the time to do it. One more question. You can see where we are in that projection, i think in the last run of that model, they were at 93000. Or something. All of that can be changed by our behaviors. All of it can be changed in a different way if we dont follow those behaviors. Its a other major metropolitan area and having an epidemic like the metropolitan area. That can dramatically strange model but the reality of the impact of this virus on americans. I hear what happened is the poll numbers went through the roof and because of that, i think, they delayed the elections. Are they worried about going in person . I dont know, why didnt he do it right before . Why did he not do this two weeks ago . All of a sudden excuse me. All of a sudden, an election is taking place very soon get delayed. I just endorsed him today it was a strong endorsement. Hes gone very high up and all of a sudden, the governor comes up and says, we are going to move the election. So i dont know, i hope you are right. Do you think every state in this country should be prepared for mail and voting . I think a lot of people cheat with mail and voting. People should vote with id, photo id, i think its very important. The reason they dont want voter id is because they tend to cheat. When you get something, when you buy something, he look at cards and credit cards, you have your picture on many of them. You should have a picture for voting. It should be called voter id. But it shouldnt be male in. It should be you go to a booth and probably display yourself. You dont send it in the mail where people pick up all sorts of bad things can happen by the time they sign fact, if they sign back. By the time it gets in. No, they shouldnt be mailed in. I did get that new recommendation of the task force. Recommend if youre walking out in public that you put a cloth covering over your face but they say they shouldnt be n95 past. They should be reserved for healthcare workers, First Responders on the front lines so if you need that extra protection to make sure they dont become infected during very close contact with patients but you should have something covering your face. They say is not a substitute for social distancing guidelines they say, still maintain that in place. With masks, its going to be a voluntary thing. You can do it, you dont have to. Im choosing not to but some people want to and thats okay. The president said hes not happy with 3m, thats one of the main manufacturers of that n95 mask after the company defended their position to make mass here and send the americanmade masks to market in canada and flatten america while First Responders and hospitals are dealing with a supply shortage here. The president announced assigned in order that will crackdown on thirdparty brokers that are driving up the cost of medical supplies and through the bidding process, shipping them out to buyers across the country. We just want to manage it across the board we can get through this thing, learn our lesson and make sure we never get in this position again from a pandemic or any crisis. Im wondering if your hospitals are in need has some hospitals in new york are of equipment or are they doing pretty well . Because of the fact that you do seem to do well in terms of the mortality rates. In texas and mike district, we have the most Hospital Capacity but we are doing well in terms of the critical supplies, we are doing well with bed capacity and we are doing well in terms of managing the numbers but again, that can change quickly and when you dont have the testing capabilities, the whole country isnt that position and youve got people that are asymptomatic better carriers, you hit one nurse i can texas and the numbers can spike overnight.
