Heavy tariffs and the president s quest to end decades of chinese predatory trade practices and the outright theft each year of hundreds of billions of dollars of American Intellectual property. China trade deal. Congratulations. Its good to talk with you. Lets start by asking you, one of the predicates for this is it be fully enforceable. The president says it is, Robert Lighthizer says it is, you have. Are you ironclad you have a fully enforceable deal . We are. Tomorrow we will be releasing the documents and people will be able to see. There is a detailed dispute resolution process. This is an enforceable agreement as the president dictated it would be. Lou it comes with a spirited infusion of business from china, 200 billion over two years over four sectors of our economy. Thats a huge increase in demand of this economy as vast and rich as it is. What are your expectations on how that will play out . The president has been clear from his first meeting from president xi. He wanted to reduce the trade deficit and he wanted structural changes around forced technology and other issues. This an additional 200 billion which is very significant. And specifically and for our farmers. There will be 4050 billion an rulelies purchases annually in purchases. Lou what are the principal benefits. Give us a sense of what is driving, motivating the chinese to agree to something thats wags particularly on wall street and corporate americas lobbyists in this town said they would never agree to. Thats bent history that they havent. But this is the first president who negotiated a serious deal. China has a billion 350 million people. If our companies can compete fairly selling things to that middle class thats a huge growing market for our workers. Lou the agreement will relieve the chinese of the currency manipulator status that actually you pinned on them. That has to be a significant move. How will you judge whether or not they are keeping faith with that agreement on your part and the president s of course to relieve them of that currency manipulator branding . The only reason why we changed that is because there is a chapter on this agreement on currencies and foreign exchange. Its fully enforceable. There are strict commitments that they will not manipulate their currency Going Forward and we got comfortable lifting the designation. But that will be an enforceable chapter Going Forward. Lou the issue of intellectual property theft and Cyber Attacks by the chinese. That will be readily detectable by whoever is in charge of enforcement. What are your expectations on who will be managing the enforcement and monitoring the terms of this deal. Ambassador lighthizer did a phenomenal job leading an interagency effort. We had people necessity every Single Agency getting this done. Ambassador lighthizer will be leading the enforcement office. He will be dedicating people to this. The chinese will be dedicating people to this. To the extent there are disputes it will go through the vice premiers offices. Lou some will not be shaped by phase one. Many people from look ahead to phase two. The president says that isnt something hes concerned about, lifting tariffs on almost 400 billion in chinese goods until after the election. Your meetings with the European Union and japan on the issue of subjects does, give us a sense of where that is headed and what it means for the u. S. China relationship. We are meeting with our counterparts on this. Well be in davos next week with the president. Well be seeing a lot of my counterparts there. This is a giant step on phase one. This is the first time we had an enforceable agreement. There will be other issues in phase two. There has been misreporting about side agreements. There are no side agreements. The only way the president will be reducing the tariffs is if there is a phase two part of the agreement thats also enforceable. Lou give us your thoughts on how this changes the relationship between the United States and china and where the president s vision is taking the United States as a result of the historic agreement he will sign tomorrow. The president s economic plan has always been about tax cuts, regulatory relief and trade. And this is a big week. Not only are we signing this historic deal, but we are looking forward to the usmexicocab today agreement. This canada agreement. I think you will begin to see the Economic Impacts from the u. S. Economy from both these deals. Lou thats designed reduce the deficit this country has with china. Give us if you can your best forecast on how much that deficit will decline over what kind of period. As a result of this agreement. There is 200 billion of additional purchases, i think the deficit will be reduced by at least 200 billion the next two years. But my estimate is its higher than that. U. S. Companies will have a real opportunity to compete fairly in reciprocal trade and that will be a great thing to reduce the deficit. It will be released at noon tomorrow. I dont know who will hand a copy to senator schumer. Perhaps ambassador lighthizer himself can enlighten him. These various sentences are not true. The leverage has not been given up. The tariffs day on, 25 , for nearly half of chinas exports to our country. That comes to 60 billion in tariff money that will go to the u. S. Treasury. The leverage we have on china is increasing, not decreasing. Nor shoer needs a brief senator schumer needs a briefing on the enforcement mechanism. The tariffs can go higher. As ambassador lighthizer briefed it to the congress, there can be findings like a youngs findings, the word adjudication is degree used, if an entity of china has continued to steal u. S. Secrets, they will be punished and they have to accept the punishment without retaliation. Tore china to a for china to agree to that is important. I must say senator schumers letter doesnt reflect the esteem the chinese seem to hold for President Trump. They saw him when he was first elected as a brilliant deal maker. They comment how smart he is. They seem to be positive toward making further concessions to china, to america, to head off what they fear. The president has more punishment in mind for them if they dont go straight. Lou there is another element, motivation that Chuck Schumer and one of the major reasons for the sourness and negativity about this historic deal. He realizes it further puts trumps imprint in history bolder and brighter than ever. Thats a real problem for the democrats, the radical dimms going into the 2020 election. Thats a powerful endorsement of this president by the worlds most populist nation. More and more democrats are talking as if the president is going to win reelection. They just i think they know impeachment is not going to work. There is no chance of an impeachment verdict. They are left with cart and whine and criticize. Lou stewing in their own venom that they generated since this president even thought of becoming president. I think its an apt ending for their viciousness and deceit. Its trardy.
