Maria i spoke with ceo of manufacturing yesterday, maria, everything is going really well, manufacturing from my standpoint hasnt slowed down the way markets are portraying it, what do you think . Dagen i mention gm and boeing issue yesterday morning, pointing that out, this might be a little bit more dramatic because, again, the index came in pretty close to what would be indicater of a recession, maybe its not as bad, manufacturing has been slowing, business spending has been dipping, this may be exacerbated those worries, maybe not as bad but its still weak and theres a story in the journal today from greg saying that the World Economy is pulling the u. S. Down, we might be we can only be an eye land of growth for so long with the weakness in germany, with the weakness in china intensifying there. So these are its a combination of things, weakness around the world, we have the trade fight here and we do have certain sectors of the economy that are struggling. Maria 800 points in 2 days might suggest that its worse off in the u. S. Than it actually is. Dagen just really quickly, the 52week performance of all major markets indicators is negative, even though the markets are up a lot this year, the stock is down slightly from one year ago and what has made you money, longerterm treasuries, that longterm etf for treasuries. Maria we have the september job report tomorrow, i want to ask everybody here as well as you, mark, when are you going the see pullback and managers expectation in terms of hiring more people, adp came out showed that privatesector hiring is selling a bit, 135,000 jobs as the economy in the month of september, are you seeing a tighter and slower labor market, whats your prediction for tomorrows job report. I think its going to be reasonable but not 250,000 month over month, maybe 150 range and that reflects where we are, the economy is steady, not falling through the floor, no one predicting immediate recession, certainly not my perspective, i think we are looking at muddled picture, too much uncertainty, employers are not hiring, not investing and not putting cap x and thats why you see overhang in the number, its more of a wait and see market. Seems to me the big story, trillions of dollars in negative Interest Rates and i think thats weighing down europe, i dont think its helping growth there and for a year now weve looked at overseas economies basically weighing on the United States, what do you see in terms of turnaround, are you at all optimistic that they can breakthrough and begin to grow . What europe needs is Regulatory Reform and fiscal action. The problem is governments dont have enough money and resources to cut taxes with social promises, they are not quite as strong, in a strong position to do that, if lower rates were the answer, europe would be the leading the economic engine of the world and its also hurting their banks, its having a double effect, the layoffs, tens of thousands of layoffs in european Financial Sector is real, their inability to take risk and here at fed home if fed lowers rates, we will see muted response, thats not going to happen, the benefits of lower rates right now, are pushing on a string, we have seen most of the benefit of lower rates and now we have to see Economic Growth, policy certainty and Business Investment to take us to the next level. Mark, can i follow up on that, the one area where that has not participated in this growth period that we have been in is housing and i sort of hold out hope that in 2020 that they begin to participate, do you think thats off the mark or do you think that could happen. A weaker than expected manufacturing report, the ism index, showing contraction earlier in the week. The u. S. Is set time pose tariffs on goods from the European Union. After the world trade oranizations airbus ruling, the president speaking out on the wto ruling this morning saying this, the u. S. Won a 7. 5 billion reward for the world trade oranization against the European Union who has treated the usa very badly on trade due to tariffs, trade barriers and more. This case going on for years, a nice vic you tri. Should point out that the issue for the world trade oranization was the subsidies that the government was giving to airbus and that was making an anticompetitive situation for boeing and u. S. Jet makers. Joining us right now is former ey global chairman and ceo, mark wineberger. Thank you for joining us. Let me get your take on the wto situation and the trade stance that the u. S. Has taken. Look, the u. S. Economys facing a lot of head winds. Were seeing Business Investment down. Were resting solely on Consumer Confidence at this point. This additional potential tariff would be like throwing the headwind into a hurricane. It is absolutely going to affect the margins for businesses, affect hiring and Business Investment. It could be a problem. Maria they go into effect october 18th, 10 levies on jetliners, 25 duties on other products like irish and scotch whiskeys, cheeses, hand tools, i guess french wine, its all going to be more expensive. The bigger issue here, maria, its really around china as well, the Business Community saw this as a tariff potential escalation for a resolution of the issue maybe a year down the road. Now its pretty clear, this is a real question of whether china and some other countries are allies or adversaries. Thats changing the supply calculations of a lot of companies. The more tariffs with more parts of the world, the wore well see this depressed Business Investment. Maria what was the u. S. Going to do, i mean, here you have airbus getting all these subsidies from the eu and boeing is not getting any subsidies. Thats where this wto award came out. Thats why the tariffs are going in place. I understand this. Maria it may give the president a good excuse. With all thats going on, all the tariffs about to kick in and this is a new trade war were going to have, it just seems like its ready to throw the economy to the side. Maria how do you think the economys going right now. Well, the fundamentals are pretty good. Its the geopolitical issues and policy issues coming out of washington that are hurting the investor confidence, the Business Confidence and well see today what they do in the Service Sector, the biggest part of the economy, what its doing there and well see what happens to jobs on friday. I think its starting to make a. Maria we said thats the reason cap ex is down. Dagen ill push back on this world trade oranization decision and the tariffs from the United States. This is a 15year fight. It didnt come out of nowhere, number one. And we were a authorized, the u. S. , authorized to impose tariffs up to 100 on 7. 5 billion. If its 10 to 25 duties, that seems a lot so man doesnt se the kind of shock that would be a Tipping Point for the u. S. Or World Economy. Theres another case against us coming and if its titfortat, it will be more pressure on the businesses to decide to slow down investment. The other side of the coin is we knew it was coming, its a 10yearold deal, do we have to impose tariffs right away. Could we work out something beforehand is another option. The comments from european investors was this a more restrained reaction than was expected. The market in germany sold off pretty dramatically. Theyve got bigger problems in europe than what were doing in response to a wto. Frankly, i think its great that we actually saw this case through. This is the biggest award ever from the wto. That says a great deal about how justified we were, the United States was, in bringing this case. Maria welcome news for boeing, ill tell you that much. Its been a tough road. Its not wrong that we need to challenge the situations. So were all on the same page here. The eu together is our biggest exporter, we export more there to anywhere else in the world. This will affect more exports that are already down. We have to recognize the consequence to this. Thats all. You mentioned washington, the policies. What are the policies coming out of washington that are hurting the economy . Right now, theres not much policies coming out. All were talking about is the impeachment procedure, the uncertainty from whether or not the mexico, canada trade deal will be signed. Those things are all things that hopefully will get done. How big of a boost do you think usmca would be for the economy . I think it would be a great certainty. Canada and mexico are our biggest trading partners. If we can get that deal passed it would be positive for job creation, it would show we copy vote to getting something done. Maria we talk about china, 500 l billion dollars deficit but actually the trade with canada and mexico is one and a quarter trillion dollars. Its more than double. We want to talk about the business roundtable. You are a member of the business roundtable. The group agreed businesses should make decisions with all stakeholders in mind, not shareholder profit alone. There are lawmakers speaking out ons this decision. I want to get your reaction. I spoke with congressman andy barr who had this to say. The decision in august to redefine the purpose of a corporation and elevate the concerns of steak holders above stakeholders above nose of shareholders represents a retreat from free enterprise, requiring a Public Company to focus on interest other than max maximizing shareholder value, it compromises the interest of employees, customers and the community. Simply put, a corporation cannot serve its customers ins crease wages for employees or improve communities unless it focuses on first and foremost maximizes shareholder value and you say . With all due respect to the congressman, you have 180 some of the biggest most successful Business Leaders in the world saying in order to get longterm value creation, we are and need to foes cuss on all of our stakeholders, our strategic assets are our business, are our communities, are our people, are our intangibles. Today, over 70 of the assets of a corporation is intangible, no longer manufacturing. A lot of these are services. They rely on the workforce in place, hiring the of best people, what the reputation and brand is in the communities. If Business Leaders dont focus on that, they will not have longterm value. All this says is that these Business Leaders are saying we need to focus on all those things. It will create longterm value. Maria when i saw it, i thought this was a bunch of pr. Because you were focusing on employees, were you foes cussing on the consistent focusing on the constituents in communities you work in. I mean, werent you . Thats a great point. The statement from 1990 didnt say any of that. Maria this is a renewed statement. Think about it this way. Youre right, today, the vast majority of healthcare for all workers and the majority for all americans is done through businesses. The vast majority of all rer tirement vehicles is created by businesses. All the reskilling of workers and training of workers is done by businesses. We do things right now maria youve done this. Its part of what we do as business across the board. But until we talk about that and show and are held accountable for doing that, no one understands that. Dagen the old rule is show, dont tell. Show me, you can show the world and you dont need to put out a mission statement, if you will. It seems like the language used in that statement seems like youre trying to businesses are trying to get ahead of a possible Elizabeth Warren administration. Because again, its using phrases like stakeholders and, again, turning your back on making profits for the shareholders who own the company. Maria theyre quaking in their boots about Elizabeth Warren right now. And trashed daily on the campaign trail, being called vultures, exploiters, et cetera. Maria Bernie Sanders called them Greedy Companies yesterday. The breath taking amount a of taxes being proposed today is im sure markets are putting belief in this, it will hit the markets at some point too. Its gotten hit by people on the right, gotten hit by people on the left. The ceos run their businesses like this every day. They should be Health Accountable for that held accountable for that. Theyre going to be held accountable. They want to b theyre putting that front and forward. Maria we have to talk about the tax situation. Theres a new report showing how much more Democratic Candidates would pay under their respective tax proposals. Joe biden, 95,000, more, Bernie Sanders, 21,000 more. Elizabeth warren, 41,000 more. And Kamala Harris, 58,000 more. But the big her issue is the fact that these candidates right here want to raise revenue by raising taxes on business. Give us the impact of taking the tax rate from 35 to 21 that we saw happen in the last two years. What if one of those get in power in 2020 and that goes back up, the Corporate Tax rate . It would be a hume problem. Maria and then the weld had tax. We wealth tax. We saw jobs go through the roof. We saw still seeing job increases. We saw wages go up. We saw r d investment go up. We saw additional bo bonuses pad by businesses. That would go away if the rates go back to the level they were. Weve the tax cut today, u. S. Corporations are taxeded in the middle at about 25 average rate allin state and local and federal. So bottom line, we want to remain competitive. Floss way you could increase those taxes. We talked a lot about these Companies Moving overseas. You havent heard about anybody going overseas since the tax bill went into place. Now the u. S. Is a good place to invest. Supply chains are moving here. Why would you want to undo that. The most egregious of the tax propose sals had to do with ceo pay and worker pay. Maria thats when the bernie calls the companies greedy. I thought that was shocking idea which would cost billions and billions of dollars to most corporations, you want to talk about that . I hope we dont talk about that. I know. Listen, were in a silly season now. Its election season. A lot of things are being thrown out there. You cant calculate the Median Income of wages, theres no way to do that, you have to find out a way to do that with people all around the world, compare it to the highest taxed ceo. It would hit the shareholders, wouldnt hit the ceo. These are right now i think theyre trying to tax more social security, capital gains, trying to tax wealth which could end up being 100 income tax on certain taxpayers if they have a wealth tax, even when youre not making money, they would take more and more of your wealth. Maria thats confiscation. Its constitutionally questionable. A ott loa lot of these issues it them trying to make political points. Dagen people dismiss it and say its just a political talking point and theyre trying to win gain steam in the primary and win the nomination. I think you have to take these people for their word. Maria they will do what they say theyre going to do. Its a great point. In all fairness, we have an income inequality issue. Capital owners are getting more wealthy and wages remain stagnant. The question is, do you tax more and take it from someone to give to somebody else or do you figure out other ways to deal with income inequality. Maria to create jobs. Both parties need to talk about this. Maria has it improved with wages moving up in the last couple years. Steve moore wrote in the journal the Median Income is going up and thats tightening the income inebbing equality gap. Weve seen the increase in wages. I dont think its been a meaningful change. President obama asked the congress to make the dreamers presence here, you described it beautifully, they were not born here, they didnt choose to come here, they came as babies. Maria not their fault. The congress rejected it. He signed an a executive order preventing their deportation which has the effect of keeping them here unlawfully. When President Trump came into office he said im not going to enforce the executive order and challenged it in court and a District Court judge invalidated and the fifth Circuit Court of appeals invalidated that and now that issues is before the Supreme Court. Whats before the Supreme Court is maria do you know how many people were talking about . Were talking about a few Million People, a few million human beings who are fully americanized. I actually agree with many of the arguments. My opinion means nothing. I think a lot of people will find similar pathetic sympathetic the arguments in the apple brief. However, the congress rejected it and under our system, Congress Writes the laws, not the president. Maria what are you expecting the president will unveil . This is a proposal to strengthen medicare. Id like to ask you the details on why hes focused on Medicare Advantage, this alternative thats being offered. You bet. So today the president s rolling out an executive order that will strengthen, protect and improve medicare for the 60 million seniors who depend on it and that includes the almost onethird of seniors who have Medicare Advantage. Those are the commercial plans that seniors can choose that operate really like your and my insurance as opposed to Old Fashioned medicare, increasingly popular among our citizens, growing very rapidly. It should be approaching 41 eventually in the next year in terms of Medicare Advantage enrollment. A lot of the proposals for medicare for all, they would take Medicare Advantage away, they would outhow private insurance and thats what the seniors want. The president is putting a stake in the ground, saying hes going to be the one defending and protecting medicare for our seniors, hes going to beism img medicare and hes not going to let anyone touch their medicare. Maria medicare for all is the prevailing solution when you look at the democratic hopefuls, this most recent debate was all about that. So what can you tell us about their plans and why you believe that they are wrongsided. Well, im not going to comment on Political Parties or individuals. I can just talk about the policy ideas of medicare for all. Maria exactly, the policy. Yeah. So the core problem with medicare for all is its really dependent on getting rid of private insurance and what President Trumps fighting for is personalized patientcentric care that puts you in control and treats you like a human being and not like a number. What could treat you more like a number than of government run healthcare that undermines medicare for seniors, reduces access, creates a twotier system of healthcare as the best doctors and hospitals leave the system. Right now our seniors get a good deal because medicare underpays and the commercial market subsidizes the access of our seniors to doctors and hospitals. You made it clear and i also want to point out that right now, 180 Million People get their Health Insurance from the Public Markets and medicare for all obviously wipes all of that out for medicare for all. Look, the president has talked a lot about making drugs more affordable. Youve got certain lifesaving drugs that are really they cant even be accessed by some people, hundred thousand dollars for one round of drugs. This plan that hes going to do with executive order is also allowing for cheaper generics, right . What can you tell us about its impact on the price of drugs . Yeah, so the president s initiatives in medicare have brought close to half a billion dollars of savings to seniors, 320 million of that savings have been fo for seniors access to drugs, by lowering what medicare pays for drugs, we have lowered what seniors pay outofpocket for those same drugs. We are also giving tools to healthcare plans to increase generic utilization, to make generics cheaper for our Senior Citizens and thats part of whats been driving healthcare costs and driving drug costs down in the United States for the first time in 51 years. People are using vaping instruments and the image order of the cases that majority of the casings weve seen involved them using pods that have thc, the active ingredient in marijuana. They have other products in them. You dont know what youre getting. You dont know what toxins youre vaporizing and putting in your lungs. As a General Health matter, dont put stuff in your lungs. Its not good for you. Putting vaping materials into your lungs puts you at risk. These products are off the street things.
