with the hopes of convincing the large body of taliban fighters it isn't worth fighting this. it isn't worth continuing. it's worth making an agreement, a compromise with the afghan government. that's the idea. the problem, though, inherent in this is that there have been a number of incidents that have happened recently where we've seen u.s. special forces that have gotten into trouble either by calling in air strikes or other operations where civilians have died. so it's a question, i mean it's certainly good to put more force, targeted force and go after the taliban leadership but there is that concern about civilian casualties. is this going to cause more civilian casualties and will that undermine what we're trying to do in afghanistan? >> certainly the u.s. relationship with afghan president hamid karzai has not been ideal. we've heard of reaction in wake of this report. are they already aware of something of this nature happening, evan? >> yeah. they knew this was coming down the line or they should have had a good idea. there's a big offensive at that the u.s. military is about to engage in. everybody knows that, the
