educator jobs this past year. budgets are very tough out there. education is a local responsibility. states and districts need to step up. we are worried about teacher layoffs in the upcoming school year. i was in iowa yesterday, in des moines, they're looking at about 330 teachers being laid off. everyone has to rally together. people have to understand that education is an investment, not an an expense. even in tough times we have to invest. we have to educate our way to a better economy. >> i believe with that. donny deutsche has a question. >> mr. secretary, you know, overall there seems to be a shift from a definitive quantitative testing, you know, basically where people can dumb it down to get the grades to a more qualitative evaluativaluat the schools which is, in theory, wonderful, but with 100,000 schools in this country, some measures, softer measures now, how do you manage this unwieldy process? >> in no child left behind was due to political pressure, not right for students. standards got dummied down.
