joining me now is jay from the the american center for law and justice and lenny david, fox news contributor. welcome back. >> how are you? >> let's give some history here. jay, we will start with you. this was actually signed a similar national defense resources preparedness by bill clinton. you have similar orders signed by device eisenhower, george w. bush, but there are some differences. there are things of that changed that have brought legitimate criticism and concern. can you go through that? >> i think you are absolutely right. the idea is nothing new. presidents have had this since the 1950s. what is different about this one than the other ones is the definition of national defense. it is incorporated what is called the fafer act but it gives the president more authority than the previous acts. the previous acts didn't give in
