only a handful of them scooped the oil off of the beach with the shovels putting them into plastic bags tied off with duct tape. the supervisor got on the radio and said there was a storm coming, everybody get off the beach, and all of them stripped off those protective suits, booties and yellow suits and put them in these plastic bags and they took off. so in fairness, jaime, there are restrictions. i want to make it clear, most of them never made it out here to cleanup, but this is a hot zone. we're told because of government regulations they have to clean one area before they can go into the next area. so, for example, we showed you some thick oil down the beach there, they can't just walk down there and start shoveling up that oil until they clean all the areas between here and there. a frustrating lee slow process. there is a storm coming and there is no one out here cleaning the oil off the beach, jaime. >> reporter: do you know what they do in the meantime do they go to another location and clean
