who's really -- or i should say not in control but in charge of this. if the japanese government is getting all of their information from a private company, which is running this plant, that's a situation which would worry a lot of people in the united states if that was happening in the united states. so who's really in charge here? and of all of the problems with the dimp reactors, what's the one that concerns you the most and why? >> so number one, who's in charge? it is the private utility that is in charge. i think that has been one of the problems from the beginning. the government has deferred to the utility. and the iaea deferred to the government and i understand that. the international atomic energy agency is an international organization. it is made up of member states. it defers to the member states and i get that and nevertheless, the agency could call on the united states, france, russia, countries with nuclear programs and could have gotten ready, pulled resources together. it could come out in public and say, okay, japan, if you need
