We will talk more about tonight more about tonights format in just a moment but first id like to introduce the panelists the ones asking the questions asking the questions and i. Their Cincinnati Business Courier reporter and columnist Chris Wetterich and yes on 22 do the presidency of the cincinnati usa Regional Chamber and eddie koen is the ceo of the urban league of greater southwestern ohio. Thereve been changes over the years so this is what ohios First District currently looks like. It comprises of a swath of northern and northeastern Hamilton County and all of orange county. Because of covid19 the traditional opening handshake is not being observed tonight but we do want to thank Kate Schroder and steve chabot for being with us and taking part in this exchange of ideas by want to tell you a little bit about both of them. Kate schroder is 43 stolen 43 sullen shield the batters degree in Political Science from Indiana University and an nba from the Woodland School at the university of pennsylvania bridge has been a member of the cincinnati board of health and worked for the Clinton Health access initiative. Mr. Chabot is completing his 12th term in congress and before that was on the cincinnati city councilman Hamilton City commissioner. He and his wife donna have to Adult Children and a grandchild. They live in westwood. Tonights debate focuses primarily on three topics transportation, the economy and inclusion. The panelists will ask the question after was the first candidate to have 60 seconds for a response. The other candidates have 90 seconds for rebuttal and the first candidate has 30 seconds as well for both parties candidate will have two minutes for a closing statement for the order of who gets the first question and the final closing statement was determined by a coin toss prior to tonights broadcast. Ms. Chabot one ms. Schroder one that point coin toss and Chris Wetterich the pushers. Joe bidens raising the corporate and tax from 21 to 20 in taxes on individuals of more than 40,000 as well as other increases for the Tax Foundation is estimated the plan would reduce the Gross Domestic Product at 1. 5 . If you and biden are elected would you vote for that plan as a member of the house . Thanks chris and thanks to channel 12 the business courier and the urban league and the chamber for having us here this evening and thanks to the congressman for joining in me in this debate especially to all the viewers for taking the time to tune in. My view on tax policy is that taxes should be fair to everyone do we should all play by the same set of rules. My primary focus is ensuring that we are not increasing taxes on middleclass families and working families. We have a situation our country right now where we have a president who pays 750 in taxes and that is way less than somebody working at kroger down here as a cashier who pays more than double that. We do need fair taxes and i think we can look at corporate taxes for the same policy there, need to be a fair tax policy and the minimum necessary to get the resources to run our government and provide the Daily Services at the government needs to provide. Mr. Chabot. When you declare up the record. We have two grandchildren. Our daughter had a little granddaughter while back so we are really proud of that and i want to welcome all the folks at home watching this this evening as well as the moderator and the other folks involved in this and ms. Schroder as well produce one clear difference on taxes where im for lower taxes and a voted that way consistently over my entire career. I was called antitax crusader and i stuck to that over the years and i think taxes ought to go down and not up. My opponent is for higher taxes and in fact she is for the radical left policy called the great new deal are not only she for it but she says nothing else matters, her words not mine. If you look at whats in there taxes are not just going to go up, they are going to go up to the stratosphere. Then estimated the American People have to pay 70 tax rates, 17 and the familys taxes are going to go up probably to 70,000 in the first year alone. It will cost 93 trillion so taxes will have to go up. Thats a aziz policy. Thats the leftwing Bernie Sanders and shes in their camp on this and virtually every issue. I voted for the tax cuts and jobs act and democrats like to say thats a risk. Everybody got the task tax cut. 2400 for their rich kaminsky. Civic i support the Green New Deal and the congressman knows that but he continues to say that tube potentially mislead folks with its interesting that he said hes not for raising taxes and in fact during his time in congress hes increased our National Debt by 20 trillion he has voted for a tax increase that increase by 2 billion specifically giving tax breaks to the wealthy and large corporation. The 3 went to wealthy and large corporations. Time to move on to our next question in our next question is for mr. Chabot by the ceo of their cincinnati Regional Chamber. Mr. Chabot the covid19 pandemic has impacted every sector of our economy. What more do you believe needs to be done to support businesses through the pandemic and what would you do should you be elected to ensure that businesses are able to safely and effectively reopen and remain open . Covid has dramatically impacted our immunity and committees all of the country. We lost over 200,000 of our fellow citizens. We passed the care act and one of the things that was in there was the paycheck attention program. That directly helps especially Small Businesses and half of the people who work for Small Business. Im the lead Republican Former chair of the House Small Business Committee and thats how i was in adjournment to link crafting that legislation and implementing it. In fact not only did we get our fair share their 16 congressional districts in ohio. Our district received more money almost 3 billion. More Small Businesses receive loans and 17,000 Small Businesses and most importantly a quarter of a million peoples jobs were safe. My point is that shes not for the Green New Deal. We have got around video. Theres an ad of her saying she is for the Green New Deal. Its the only thing that matters, her words not mine. Ms. Schroder you have 90 seconds. I think we are in such a difficult time of the community and in this country right now with the pandemic in the economic recession we are going to run one of the important things i think about is that these are not two separate things. A lot of people try to paint you are either for the Public Health sector of economy and these are interrelated. The stronger our the sooner we can open economy so we need to be doing both at once. To support her businesses i believe we need to dramatically invest third we need additional relief for the congressman congressman has voted twice against additional relief while our community is suffering here. We need support or a state and local governments and we need support to our businesses and extending ppe and extending unemployment insurance. Also i have a five and 7yearold that havent been to school in six months. Our Public Schools are all virtual and cincinnati while private schools are open and her wealthy suburban schools. We need relief from our government to help our schools open safely. Women are falling out of the workplace because of this. One in four women have left their jobs because of childcare but have a Family Member who has been fighting with h. R. Because you cant keep up with her Work Together for childcare needs. We need representation in congress that understands the people are suffering now and need support sore businesses can thrive and continue to move forward. We need people who are telling the truth especially when our elected officials and to now say that shes not for the Green New Deal, i cant believe she would make that comment that shes not for it. Shes on videotape saying she supports it. Oh yes, she supports it and not only that its family thing that matters. Jobs dont matter, Social Security is a matter. Taxes dont matter and the only things that matter to her at the Green New Deal and now she denies shes even for it. Its incredible. Someone from the urban league has a question for ms. Schroder. Ms. Schroder staying on education is clear strong Education System is critical to ensure that we are investing in the workforce of tomorrow great how do you believe the federal government should engage to help children families and communities especially as the pandemic has drawn attention to the disparate impact on children in schools and work to reopen our gauge schools. Thank you. I really appreciate that question and as i mentioned earlier having a kindergartner and secondgrader in the cincinnati Public Schools and none are Public Schools and cincinnati we have the Child Poverty rate north of 40 and those disparities are increasing as our schools remain virtual detailee for young kids. It is really hard to do kindergarten virtually and their teachers are doing their absolute best that they need the support of their government to do this. I will be in the role of the federal government to ensure that every child and every person in this country has a fair shot and not to guarantee success and happiness but to give them a fair shot in the big part of that is investing in our Education System but i believe in universal recape and what we have we have done and cincinnati needs is something we look at nationally. We also need to invest in Higher Education making a more affordable looking at loan forgiveness expanding pell grants and vocational degrees and access to technical degree so anyone can pursue those that wants to. Mr. Chabot have 90 minutes. Education is absolutely critical to communities all over america that im a former schoolteacher myself. I taught seventh and eighth. At Saint Joseph School down the street. Its been quite a few years ago but it was one of the most interesting experiences of my life. I did lose one election in congress back in 08 and i was working, i was teaching in the Political Science at the department of you see for a couple of semesters and that was unique experience. Not only in my parent but im a grandparent so weve been talking to our daughter about the challenges with our grandson. Hes in school. The little one is underyearold but school is challenging because some of it is virtual and some of it is in person and the parents want to make sure that their kids are safe. We have been working on this issue. When i voted for the cares act which is Bipartisan Legislation we want to make sure there was sufficient money to help local communities to have funding for the schools for these very challenging circumstances and i really empathize with those parents out there. I was actually on the president picked 32 members of afford it and 32 members of congress bipartisan. I was on the reopening commission and basically we want to get the businesses open safely and most importantly get the kids back in school to make sure they are safe as possible and the teachers are safe too. I would say to my opponent to my point of view support schools he needs to provide them with a relief to reopen particular kids in the Public Schools are they need support. Yes he voted for the cares act and he voted against two relief bills. This would have given our schools the support they need to open and address our community particular are most disadvantaged committees. He has also voted to block pell grants. If you believe in education than have your actions be consistent with your words. Her next question is for mr. Chabot it comes from Chris Wetterich of the cincinnati business prayer. Mr. Chabot new poll came out today from Siena College and found 58 of ohio voters dont believe President Trump took the adequate precautions to protect himself from the coronavirus but if you had the give them a letter. A graff of how he responded on behalf of the coronavirus what would that be . I dont give grades to president or anybody else. Im responsible for the people i i represent the district and i do it to the best of my ability. My principle responsibility is in congress and my mom three committees the Foreign Affairs committee, the Judiciary Committee and the Ranking Member on the business committee. My principle responsibilities to make sure the people in this community and all over the country have jobs because half of the people who work in america work for Small Businesses. 70 of the new jobs created in america are created by americas Small Businesses. They were ready to go under as a result of this covid pandemic. We at to take it seriously in a bipartisan manner. We passed the cares act. Relative to what she just said about not supporting the 3. 3 trillion direct payments to illegal immigrants. She maybe for that but im certainly not. Ms. Schroder. We are suffering as a country right now that would give the president of failing. On his response for this is not a political issue. This is a pandemic who doesnt know who is a democrat in who is a republican and none of us are safe until all of us or say. We need to come together as a community in the country and put our best foot forward and responding to this. United states is less than 5 of the worlds population and yet we are around 20 of the worlds deaths due to covid and thats because we have had a failing response. We have tried to put Public Health against economy. We havent invested in testing and taking it seriously. We are not empowering the Public Health experts to get consistent guidance to the public on what measures need to be taken. Every seat is on its own the defense production act where hospitals here in cincinnati they needed access to personal protective equipment instead of having a government federally that reduces the price on book equipment that went out to the state everything was competing in raising the prices on each other by outbidding them. This is not leadership could we need to stand up as a country and say we need leaders that put people first, not politics and we need leaders that really understand people are suffering now and our country as a result of this pandemic in investing in the Public Health measures to get us back and respond in the best way we can. Mr. Chabot you have 30 seconds. I will give ms. Schroder is on her support of the Green New Deal and i will give her an f. This is a power grab that she favors that would basically allow the federal government to tell us what kind of houses we can live in and essentially tells us what kind of cars we can drive if you can even drive a car and it will tell us where we can travel and when we can travel and even how much we cant even. Its basically no cars no planes no meet and no jobs. Jill meyer from Regional Chamber has the next question for ms. Schroder. Ms. Schroder when they control Congress Republicans repealed the individual mandate that everyone has Health Insurance under the Affordable Care act. Do you favor reinstating it . I very much favor reinstating the mandate around Health Insurance. I am 43 years old now. 10 years ago i was diagnosed with lymphoma and i had a day that many people in this community have for everything changes in one day. Your survival depends on access to health care. Its incredibly vulnerable feeling and we need a community in the country that ensures universal access to health care and to everyone. When we passed the Affordable Care act as a country we saw the number of uninsured go down. Under the Current Administration with their mobile of the mandate we are taking away funding for navigators that help people in marketing and educating people on it. Kate schroder i do believe that the American People deserve better than obama care. I was born alternative plan the cares act which preexisting conditions are covered. There were a lot of misleading ads that were running the last campaign saying that republicans with this condition. Actually not true. I think every preexisting condition to be covered. That was part of our healthcare plan. Weve got to do away with surprise billing. People should not be surprised. You gotta have transparency so that we can compare our bills one doctor or one prescription drug. We need to bring the prescription drugs down, for hr 19 me to do that. It would make city and sure seniors especially would have the prescription drugs brought down. My opponent again, is for the Green New Deal. Yes its environmental stuff and intense also outlaws the private insurance healthcare. Steve chabot and out lies healthcare. Now she denies that shes for their renewed deal. But shes right on video that not only issue for it, but is only thing that matters. So apparently healthcare doesnt matter. Only the Green New Deal members produces radical policies issues for that would harm the people of this community. Shes also for medicare for all. 32 trillion would bankrupt medicare. Thats very dangerous agenda she has. Kate schroder thank you contrary to what migh component, i very much support healthcare act encourage for preexisting conditions. With one. And so to 300,000 other people in this district. Despite your words congressman you have voted multiple times to take away coverage from me and 300,000 other constituents in this district. So i suggest you look at your vote record and then better better care of the consequences of your votes. Kyle any, the question now for mr. Cabot. Eddie the Public Health crisis created by structural racism. It has never been more evident the Racial Justice and equity a critical to the success of our region and our nation with the federal government his role in addressing the systemic racism that exists in our community and what is your personal opinion about it. Steve chabot i certainly believe that there is racism in this country and we had to do everything within our power to do away with that. I do treat everybody equally. Everybody audit have the same opportunities whether that is Educational Opportunities whether that is beginning or starting a business. I mentioned that on the Ranking Member of the house of Small Business committee. In the first right now and congress is trying to get a second round of ppe funding. For all people and i especially make it available for those in disadvantaged communities. We set aside 25 billion of the hundred and 37 billion specifically for those who are in underserved communities. And those are in the smallest of the Small Businesses. Those under ten. I work with the africanamerican chamber of commerce on this issue and i will continue to do that and make sure that everybody has an opportunity for a job with a family and whatever the skin color. Kyle 90 seconds shorter. Kate schroder we do have a huge problem with systemic racism in this country. After business privilege because my white skin. I was completely different lived experience because im white and if i was black. We need to a knowledge that. Receded that numbers to. Of the data person. In the first congressional district, we have a difference in my spans up to 25 years depending and what zip code you are born in. If that entrant that is not okay and we have differences in literacy rates and Graduation Rates and housing rates. And access to capital. Differences in our criminal Justice System. So i do think that we need leaders who understand this and see it as a problem and it will take all of us. Takes every one of us, the business community, our Community Organizations are neighborhood councils, we all have to come together and acknowledge this is a problem and we want to work to address it. One thing i believe is that we need in our policy decisions to have a lens, not just on the overall outcome of trying to improve the Graduation Rate for unemployment rate. But look at us broken down by race is not only do we need to be improving the overall metrics, we can be closing that gap. Because there are gaps in every metric. Im in healthcare. I see it with our infant mortality rates. Threetime fires are like babies in my 50s in this community. We need to look at criminal Justice System so is more rehabilitated. And i am open to looking at it in a holistic way in addressing the systemic racism together. Kyle 30 seconds steam. When youre not serving the African American community really depend upon the police give them sick when you undermine the police which is what my opponent has done. She is basically supported the house bill that is taken qualified immunity against the lease officers over the country is basically making by hungry lawyers, they can go after their houses on the retirement plans. Kate schroder i think its important for voters to know the congressman has 11,203,000 it was missing from his campaign. And he didnt know what to tell the sec we updated around. As soon as he confirmed there is no investigation we updated our ads to reflect that. December that. Were not running a single add that is not true. I am happy to talk about that. But i would also say, treasure when he came out. That 123,000 was missing, i can tell you that the hundred 23000 missing a window. There is vital resources yet treasure signed every Financial Report quarterly for eight years about a statement saying that he didnt know he was treasure. The ceo has not talked with their cfo for eight years. Hes been staying his soninlaw nearly 200,000. For Website Services there eight times market rate. Think voters need to know about this. Steve chabot the cincinnati region not have experienced population growth over the last decades without immigration rates are critical to the growth of our region. In the success of our businesses. What is your plan to move the conversation on immigration and a productive direction in the next congress. Steve chabot immigration is absolutely critical to every community including ours here in cincinnati. I am for immigration. Legal immigration. But where a sovereign nation and we have every right to determine who comes here and what circumstances. We should not have people, that they try to compare the right way and then cut into the front of the line illegally. This does not rightcurlybracket offered to this people. So we do need tab logical common sense immigration policies i am for that. I got to go back to something. She said that hasnt run one positive and. Love the stuff she is saying, just is not true. They have 104 positive pads, junk mail, our sheriff. Our democratic sheriff. The positives and outs. He says he supposed to the violence and the radicals in this name you by name. Our strength in our country as our diversity. We are nation of immigrants that have come here. I think what is really upsetting to me some ideas watch this play out we can be welcoming to immigrants at the same time we can be pro Border Security and preventing violent criminals from getting in. And we had to any folks in our political system like my opponents to try think these induce it to separate orders. Lets be welcoming always do have strong for security. These did not be a partisan thing. We need to get back to that. To be entered believe pathway to citizenship for dreamers. I believe that we need to invest in our processing in the cases of the people are languishing in the court system for years and years and years. And i believe that you cannot be separating families. Theres just an article that came out last night about the continued practice is a family separation print, mother. It is not good to be separating children from their parents. So who we are as a country. And someone who spent 12 years Global Public alfredo lived overseas for two years. Theres a their way so we can also as a parent, people do not want to come to this country unless it is the last resort. So lets must partner with those countries to the mothers and fathers dont feel like they have to leave and take refuge somewhere else. Kyle in 30 seconds. Steve chabot she supposed some of those things she feels about immigration and thats nice. But ill tell you things that she didnt type. Remember the open borders. Remember the democratic debate. When they were asked whos the least decriminalizing. Voting people come in here right she wouldve been right with them raising their hands. She put open borders. Your tax dollars to pay for people are not citizens who are not paying taxes. Shes for sanctuary cities. That is dangerous. Sue and you question now eddie. Eddie koen data has shown that nearly 90 percent of minority businesses did not get access to ppe dollars. Recognizing the importance of growing minority capital a minority owned businesses in the region, what role should the federal government play in capital to minority or the business is what would you as a member of congress to break down those laws to obtain the capital. Kate schroder thanks eddie. I really believe we need to strengthen access to Capital Funds and minority businesses. We have an exciting activity going on with minorities entrepreneurs in this community with mortars. I think we need to have a federal government that sees that invest in that in channeling resources to that. We have a program like ppe that is meant to help Small Businesses. But as you just shared, are already businesses benefit in the same way that others did. So we have to learn from that. We have got to get additional relief. In the expanded pp has been part of that. We should be a way to proactively and sure businesses have do have full access and it should be a separate metric that is broken out so that we are able to make sure we are addressing those. Steve chabot is the Ranking Member of the how Small Business committee i work a daily basis to make sure that those in the underserved communities, the minority communities to have access to capital. Someone needs to be. We need to continue to fight this way i have worked consistently with the africanamerican chamber of commerce. In the Hispanic Chamber of commerce to make sure they do have access endued have access to ppe program. We did run into some challenges the ppe property because essentially a lot of the did not have longterm relationships with lenders and Credit Unions and bankers etc. So that is something we had to continue to work on. Working on that right now. Worked really closely with the Minority Community on that. And i will tell you something that is in the benefit of the minority communities. And that is for medical policies when it comes to the screen new deal. Why not say that. You for example would have a guaranteed income even for people who refuse to work. Think of that. Your tax dollars are going to folks who think im not going to work. Just sending money. And its a guaranteed amount. Every american gets a guaranteed americaabout. 93 trillion oven years how you pay for. Your taxes going up to 70 percent. Shes for that. She denies it now when she incredible. It doesnt help anybody. Kate schroder role of government is to ensure that everybody enter it out injustices, economic injustices including so i do think theres a roll of the federal government to invest in minority communities and businesses that have not had their fair share. As member of congress my job is to bring resources to this community to work tirelessly everyday to do that. Especially to the disadvantaged communities and i think that is something that we been grossly lacking for the last 24 years. Kyle next to the question. Congressmen over the last several years our region has experienced several extreme events which have caused landslides, and slippage of cincinnatis hillsides requiring very extensive mitigation projects on columbia parkway which as you know the key thoroughfare. City officials have said global blight Climate Change is the cause for this. Do you believe in you because, global Climate Change and if so, what should the federal government do that. Steve chabot i thank you so certainly part of what is going on. I am a parent. Im a grandparent and owner kids and grandkids to Drinking Water not want them to breathe clean air. And i do think we want to reduce the emissions out there. And that heavy impact on the environment, and we need to improve the infrastructure in our communities. And communities all of the country. There are some people who are for reasonable things like doing things that when it comes to Climate Change and when it comes to our environment. And as my category. And of those with alc, and the socialists, the folks that basically march around with their little red book. In a conference doing this, probably as a little green book. Is the only thing that matters. Think of that, healthcare doesnt matter. Taxes dont matter. Really nothing but the Green New Deal. It is radical stuff to deal with Climate Change. Global warming read one time. Ninetysecond spring. Kate schroder i get to clarify my position on this. The congressman seems to think that he knows better than i do. The comment that he took out of context was that i said we dont address Climate Change, nothing else will matter because we dont have a climate, world, none of us will be here. It is a huge issue in this community. And as you mentioned, weve had these epic levels, 100 year floods of the last couple of years here. In cincinnati and i had in my basement, a lot of all three went out of the basement of what is that noise. It was a wonderful coming in. We are spending over 30 million as a city unread prepare and landslides. If youve got to have leaders who acknowledge this is not Democratic Republican Party does nonpartisan bring me to invest in addressing Climate Change. I support, nothing new Green New Deal despite my opponent seems to think. I do support reentering the climate record tweeted to support getting firm clear targets and net zero missions by 2050. On a business person. Have. Then we need to look at Martha Stewart and we have put a price on carbon. And said at the table with businesses and with government and communities to figure out i we incentivize the right decisions here. And yes, i do support addressing Climate Change and i have reasonable measures for that. I would just as the congressman to please clarify what is measures are the sports. Kyle 30 seconds. Steve chabot nice try. Shes doing the same thing that joe biden did the other night. Some camera saying the degree new deal backing the democratic premise what is running against bernie. Against elisabeth warren. And so she was back there, advocating for the renewed deal saying nothing else matters. Now it sounds like shes reverser position. She is falling to rescuer jobs and reduce the temperature by about a degree in hundred years. I am not willing to do that. Kyle now the question. How would you view your role as member of congress in supporting the nearly 100 local governments that exist within the First District. Kate schroder thank you. I am a partner. I think a rolling government along with, this is who ive always been in my professional career. The way you get things done is by building relationships. 70, would want to have strong relationships and state level. The state house, and the county level there and with the city governments. Municipalities throughout the entire First District. My job would be to do a doer not endorse fdc. And help bring resources and investments to this community my job would be to listen the local governments know what they need. They are talking to their citizens and constituents every day. So my job would be to listen and work hard and show up party and work my tail off of his community and his partner for those local governments.
