I know you come from the regent relatively recently prayed the National Defense strategy prioritized the competition and especially china and russia. But i think most people when they think about the army, they are thinking obviously of ground intensive environment like europe. They are not thinking about those effects. Is the pacific really a priority for the army . And what does it mean if it is . Yes, historically we are focused on europe. The National Defense strategy to put the indo pacific at the top priority. It is certainly a priority for us. And we take a look without the pacific that was my first overseas trip as a chief in september 2019. That was my first trip with covid out into the region. Emily look at the region theres a great competition is about the people. The people reside in the land domain. The secret the solution to this great competition is really joint for solution and its allies and partners all coming together for peace and strength. You talk about the joint person in the combined pots kind of dig into those pieces. Will start the joint peace, when you hearing about the workforce thats able to deliver particularly in this context of the focus on what he thanks someone has called the continuum competition scaling all the way up to deterring significant warfare. As we talked to the Combatant Commander its competition and so how do we help the commander in the way we do this as we provide certain capabilities, those capabilities are things like the Assistance Brigades we can send them over the region they can advise and assist her allies and partners to help them with peac peace. It is also some other capabilities. We are standing up new organizations with the main task forces that provide the long ways in chart range facts. I may get to a conflict we have the ability to do long wage fires which will help determine and also enable other joint partners, enable maritime, air force maneuvers against an active anti access with defense capability. And what is the Multi Domain Task forces position or operate within the pacific . Is that settled there still something youre working on . Something we are still on as far as the exact positioning. We do have some capability in extremely long range decision fire. But that capability as far as exact position is still being determined. So i guess to the allies and partners peace, the combined forces peace, i note youve come from the region recently been there previously. What are you hearing from your counterparts in the Ground Forces in the army in the pacific . What are they doing cashback looking to have from the United States and the army specificall specifically . Guest what they want is a strong friendship a strong partnership. They want a free, open, indo pacific. They want to be able to have a stable, they are concerned about neighbors. No one wants to have any type of conflict out there. Because we all know theres so much trade going on, that is so important to the global economy. They do want is in their interest to have a safe opening of the pacific. And thats what they want us to help them with. Steve went theres obviously a significant concentration of army forces in korea, south korea. I am wracking my head to think, and what other areas are you finding out there is appetite for more forces on the ground, or is it more of the extra in the category of exercises, activities and engagements at the senior level with you and your subordinates . Guest i think it is a range of activities. It stops at the International Military education and training programs, where they come to our schools and work very, very closely there. Some are interested in Foreign Military soils is purchasing equipment. So there is interoperability between some interested when once getting the equipment we have advised and assist in that capability. We can enable them. Others want to trade with us. They someone to come to our combat training centers. Some want us to train with them of their countries. There is a variety of things we are doing to increase that between the partners, depending on what the desires are. Host the other major dynamic is to support china itself, north korea as well. Can you talk a little bit, about the case in china, how you think that u. S. China dynamic, particularly as it lays the course to the army and your missions. What does success look like . In terms of how you position what you are doing with allies as part of the joint force . Guest the allies and partners in the reason, the last thing anyone wants us some type of conflict. So competition does not mean there is a great conflict for we all need to work to avoid that type of thing. But at the same time, many of these countries they do want in the indo pacific because they need to fish, the need to have access, they need to be able to do their things that they do for their economy. And so with their interest is, is stability and security in the region. So all can prosper. Speak to china, most recently, for folks watching, ground force efforts in the pla has gotten into border incursions with india. He thought the first time those have happens. There are historical border disputes. But they were deadly. Its a growing element of the security environment print keys speak to the degree which are focused on the india China Dynamic . Guest i think india is a very important country in the region. We used to be pacific command. Now it is actually indo pacific command, reflecting just how important they are. India and there are a lot of common interest for it as a result i think theres opportunities to build relationships and partnerships and those discussions are certainly possible in the future. Host what are the priorities that youve heard, if youve heard them yet from the indians with their regard to their Ground Forces or cooperation with the army . Weve been focus on the India Pakistan dynamic. Its still important, are they still quite focus on the Ground Forces . Guest i think again, i have to talk to Ground Forces. So as we talk to the indian chief of staff, the army is certainly focused on the Ground Forces. Then we have discussions we are looking for common interest in how we can improve relationships. Host lets look at the trip he just came from part you met with, i think your counterparts in a couple of other countries in southeast asia. Can you speak a little bit about what you heard in the midst of coving an innate midst of this competition between the United States and china . Guest first of all, you know, many of the countries are very, very concerned about covi covid. Covid has affected the entire globe. Even in my travels i was tested many, many times, National Television in thailand, just to make sure as we move to the region that covid is not it is not spreading parade so all of the countries are very, very concerned with that. Were all, you know, aggressively working on some type of vaccine in some type of therapeutic to do that. So they are very interested in what we are doing. Once we have discovered that we can share. Again most the partners again are very concerned with some of the activities of the competitors out there. Theres been a limited capability to do the things they need to do for their economy. They need to have a free and open trade. That is their biggest concern. They dont want to have to choose between partners when it comes to the economy. Because theyre all dependent on partners up there for the economy. You have to respect that and respect their interest. Host with coveting such a predominant factor in the environment, i do say globally and certainly in that region and the degree of Chinese Influence Campaign activity around it, are you looking at, i would just call it Health Diplomacy is something that the army can help to provide to allies in partners who are looking for help with its vaccine or therapeutics speed jet speech i think there certainly can build opportunities with these relationship there are some very aggressive work with operation warp speed to get a vaccine and therapeutics that we can help treat that. With our allies we have that capability. We certainly want to share it. We are some sharing right now within the region that the indo command is working for his program to do that. There certainly that capability. See what one of the big issues right now, this point, as we have the National Defense authorization act are both chambers prayed we are honestly awaiting the end game, will, which involves conference, the president s signature et cetera. They think they have a general sense of the overall top line. Theres a lot of talk about regardless of what happens in the national election, there is certainly pressure on defense. Are you concerned the armys ability to deliver in the pacific, related to defense topline . Or would you describe concerns in a different way . Guest within transformational efforts every 40 years with to transform the army. We are known to thousand 20. And we have some major modernization efforts going on. Its not just new equipment, its new doctrine, new organization a countermeasure program. All these things come together to set the course for the next 40 years. They allow us to have matched in power competition. And resources are going to allow us to do that. Sue and what are the priorities that you have . You have modernization priorities are welcome to speak to that. But then more broadly, what are the priorities for that Army Transformation . And again it may be specifically thinking about the indo pacific competition dynamic. Looking at new equipment it starts with the concept of how we are going to compete and how we are going to fight for it at joint level were coming up with developing skull the Main Operations concept. That we recognizes in the future we would be contested in every single domain. On the lands, in the sea, in the air, inside earth and in space. And our contribution with the Main Operation concepts we are working very, very closely with our partners to make sure with the concepts. When image the multi task force gives us longterm effects and fires. Every has capability has bias and assist people take a look at how we are going to Information Operations in the future. Because we know this Information Operations all the time. Were take a look at how we train. Take a look at how the technology we used to have combat training areas. Now we have cyber ranges or we can go in practice or doing cyber. Virtual reality to have soldiers to advantage of that. With tumor aircraft coming in. We are retiring our sensors and shooters together. On air defense, looking lasers, putting on sensors and shoot together since any type of threat. Were doing things to make soldiers more lethal with some assistance. But most importantly we are doing a lot. We talk about new stuff, it is moving Industrial Age personal Management System to a gallant Management System. So we launch that came up will compact around. As far as when it comes to transformation inc. Getting it ready for the next 30 years, where the most important things we do is we are taking Industrial Age personal Management System in place and having to a 21st century Management System that will allow us to compete. We no longer manage everyone as interchangeable parts. We actually manage individuals by their behavior. And even preferences i know we want to get people to know what they want to do it where they want to go. We think that is the future people we need. The right job at the right place. So we are moving aggressively in that area. Suet presumably theres a budget environment, what are the areas where you feel like you can gain more efficiency than you have in the past, or your de prioritizing to make room for these major pushes . Both in funds but also in the attention of Senior Leadership , the transformation of Human Capital take sonorous amount of attention. What is sort of allowed to be just a little less prioritized right now . Guest what things are taking a look. The challenges, some of the assistance we have some of like this continue to purchase. We know weve got to discuss woman cant buy new stuff so to speak. Were going to have to take out some of the assistance we can have everything. So thats all we have are modernization priorities. No weaning long range decision thats a longrange priority. For developing hypersonic capability right now. We are successful in her tests. Were going to have mid range missiles that can sink ships. We think that is very important that we get that capability in the tactical fires with extended range cannons. They have to happen. So some things it may be incremental improvements in our current systems, we will be able to invest the way someone would like us to. So when im one more question for me and them are going to switch over to audience questions. Theres been a lot happening in the last six months, and the civil libertarian elements that were tied up, particularly in the Lafayette Square incident. You know one could think the challenges to the u. S. Brand overseas. Certainly we have challenges with the brand at home. But you, as you just said of discomfort in the indo pacific. It is a region we went to have influence in, in addition to europe and elsewhere. What is the army doing to do its part to make sure the west has a legitimate brand itself. And then it can be influential with that brand overseas . Guest when it comes to the military we need to do the right thing the right way in all circumstances. As far as employing regular army troops, thats only to be done as the absolute last resort. And in this case we did not deploy regular army active troops. We worked very closely with Law Enforcement other countries and other military engagements we had that discussion. We have to make sure they understand the purpose of the United States army, is to protect the nation, not to police the nation prayed that is what we have Law Enforcement, and we should be leaving policing the nation to Law Enforcement. Suet also, when to add, theyre been quite a few diversity initiatives that have been brought up from secretary esper inside the services but can you shareable a bit about what the army is doing in this regard . Guest absolutely prayed for some army is a very diverse service. Its not just its about inclusion. Diversity is numbers. We have 20 of our forces africanamerican theres 200,000 is very important, 14 is hispanic. Again very, very important. 18 of women. Such a wondered 80000 women, 130,000 latinos. But we want to have is inclusion. So we put together inclusion with the work comes quite a while. Talk to management about how we can compete for a diverse army. And how we make sure that diversity makes it all the way to the tops of people can see it so we programs in place for tha that. When it comes to some of the programs as far as we look at racism that is in the country when comes to social justice. What are we doing to get after that . Youre not allowed to lie certain flags. Taking a look at that. On the suspending side, how do we make sure that everyone has a fair chance . We took photos on promotion boards we found there some unconscious bias without. Our battalion command in Sentinel Program for our tunnels assessment program, we have a blind board so people cant see with the person looks like. We went to make it as fair as possible. Theres a lot of systemic procedures and processes in place to really help make plays that everyone has a fair chance in the United States army. Stu went great. Let me get to the audience questions, with quite a few here. There is one on the armys propensity, the questionnaire would put it, to travel heavy. And the question is, what is the army vision for ship to Shore Logistics in the indo pacific that doesnt rely upon port access that is exquisite, shall we say. Guest we have all types of forces. You look from light forces, airborne forces, to quite heavy forces. And each comes with logistical trail. And ideally the lighter you go, the less you have. But it also brings with it less combat power. So what we are doing is tailing and tailoring our units and logistics to cut down. The other thing is, how we do logistics. We are taking advantage of a lot of technology in place. So manufacturing, you can actually make your own parts you dont have to depend on them you can make the when you need. Putting out Intelligent Systems on her weapon systems leave dont change parts until you absently need to, you get that type of feedback and then you have a system that only brings the parts forward you need. There is much more efficiency of it comes to fuel with vehicles and looking at how we have hybrid type vehicles and save on fuel. We recognize the challenge or logistics. As we like to say in the army, theres heavy tactics and affectional studies of logistics that drives that we need to do. We are getting after that. Again moving in the Information Age when it comes to logistics. Sue and great pretty also have a question on india. Its on the quad, which is the u. S. In the australia and japan, the concept of coordination of the four nations working together. What is your view on how india can contribute to a quad or, you can brought it to multilateral approaches with the u. S. To neutralize chinese influence in the indo pacific . Guest i think all of those countries are extremely important in the region. As we follow, it will lead to diplomacy and the strategic relationships, with the state department from us that we provide is good military relationships and my role with the chief of staff, you take a look at the armies very, very important in those regions of the chief of staff tend to be very, very important sprites are having a Strong Military relationship with my counterparts in finding out where we have common interests and where we can Work Together is very, very important. With those chiefs we have good relationships. C went great, another pacific question, this one from todd of the army times. Could you please discuss your thoughts on stationing a rotational use of Army Personnel as it relates to the partner nations and the force, second or third island chain model. How critical is it to have u. S. Forces in the first island chain such as kanagawa or partner nations such as thailand . Guest i think it is very important that we have relationships with countries inside the first island chain. And we do. And as far as the ability to do exercises and train, we think that is very, very important. It is important to have advisors with our partners and allies. You know, we take a look at who we actually have collected defensive agreements with. There are seven and our country as a whole. And five of those are in the region. So when you think about japan, philippines, the republican, thailand, and australia, new zealand, those are countries that we have agreements traits we think its very, very important to make sure those partnerships are strong we Work Together. Steve and i have another question on the region, this one is about india and its potential to could attribute to what is commonly called the quad. Thus the notion of the u. S. Australia japan India Multilateral set of networks that can work in defense realm. So general, whether through the quad or otherwise, what is your sense of how india might be best able to help as the questioner asks, neutralize, quote unquote chinas influence in the indo pacific . I do think that india is a very important country in a region will recognize as a country by defining the pacific as indo pacific right now we do have defense agreements with japan that are ready and i think adding india if they were willing and they make the agreements that would be very, very helpful for the stability and security in the region. Writes. And as a couple on basing arrangements. We talked about some of these. One specifically on the europe, particularly the germany. The question reads as stated in the pentagon strategic approach, the region the Indo Pacific Region has its priority, how will this affect u. S. Army in europe in the foreseeable future . To what extent is a Trump Administration decision to with some amount of troops from germany related to this . And what kinds of capabilities are critical for deterring russia . That the army should still be providing. I think we look at the pacific we know the announcements were made today actually on units that may be coming out of europe, going back to europe, armies doing a posturing review. Right now we have enough forces committed in the pacific to do what we need to do. And what we do in the armies actually develop those new units that we think are critical like the multi humane taskforces that we think in the future going to provide us the capabilities we think we need for long range effects required in the region. Stu hunter think the questioner was also interested in what european or capabilities would you like to see europe developing and light of the fact that the United States has that indo pacific as its priority, what would you hope others could provide in support of the common goals having europe . We would like all of the countries to work very closely together we take a look at competition. Again competition going on in europe. I think each country doing their fair chair chair with the military Work Together is a very, very strong future concept is that we talk a direct capabilities. Word of nietzsche but the progress of that . As i talked to might european counterparts, they all want to be part of working together and the command and control capability is very, very important that we are operables Work Together. Host so we have one last question. It is on intermediate range forces. And the question is whether youd be supported in the Indo Pacific Land based capabilities for strike that fit in that definition paid whether preemptive in nature or defensive . Guest i think, you know, we want to have the capabilities. When it came to long rain precision fires, we are developing hypersonic capability which is very long range. We are developing a mid range capabilities that will have antiship capability. We certainly want to bring to the national leadership, options that they can use if required for an anti access capability. They question becomes whether the position would be a decision that would come later. Host youve been so gracious with their time, i just want to ask one last question and. X your earlier comment on concepts and transformation and all of the elements that go into it. You mentioned the joint concept in developed as well as the armys effort. Is there a timeline for the process. At least the first iteration of the process of the concept development. And what we might look for, for signs that those concepts are beginning to influence organization design, as you mentioned and modernization . Guest what we see right now, is really is happening as we speak. A lot of experimentation going on even monthly, even during covid over the next year. So the concept is being developed. Really being based on experimentation. We are bringing together joint forces elements and making sure that they can Work Together and conduct multi domain type operations. So you can have air, campground, you have longrange and were all working so we can tie all the senses and shooters together.
