President is Everybody Knows our country faces an extraordinary unprecedented fact in the modern history of this country. Over the last several weeks, hundreds of thousands of americans from one end of the country big cities and small towns have taken to the streets to demand an end to Police Murder and brutality to rethink the nature of policing in america. In the midst of that rising up for the Police Department rethinking and murder and brutality, our country continues to suffer from the covid 18 pandemic which in a number of locations in this country iswo getting worse and which has up to this point killed over 110,000 people and infected over 2 million americans. And then on top of all of that struggle for racial justic justice, dealing with a pandemic in the midst of all of that, we have the worst economic downturn since the Great Depression of the 18 thirties and the last number of months over 32 million americans have lost their jobs. Mr. President , in the midst of the struggle for Racial Justice come in the midst of this horrific health care crisis, in the midst of the economic meltdown the American People are demanding to know what their government is doing in response to this crisis. We were elected as senators and members of the house to respond to the needs of the American People all over this country they are looking around themu them, they see the struggle for Racial Justice, a pandemic, and economic meltdown and many are asking what the Republican Leadership here in the senate is doing crisis after crisis after crisis and what is the leadership here now in the senate doing and tragically the answer is nothing. Historians has suggested while rome was burning he played his fiddle to provide entertainment to the court. Here in the Us Senate Republican leader mcconnell and his Leadership Team are doing nothing. Sadly and tragically this is the worst donothing senate in modern American History and every member of the body should be deeply ashamed at the rate we are failing our constituents. Enough is enough. United States Senate must respond to the pain and the suffering of the American People but as quickly wrap up debate let us vote on this bill lets pass it and then let us begin on the sunprecedented crisis that is facing our country. Mr. President if there is anything that the Minneapolis Police have taught us is that we have to rethink the nature of policing in america and reform the broken and racist criminal justice system. Let us be clear the murder of george floyd is not just an isolated incident it is the latest in an endless series of Police Killings of africanamericans including eric gardner breanna taylor, freddie gray, and many others. And if anyone thinks these Police Murders have just begun to take place in recent years that people have cell phone cameras you are mistaken. This is gone on forever. The American People are rightly demanding justice and an end to police brutality. The u. S. Senate has got to act now to hear the cries of justice coming from the Africanamerican Community the black community for all of our people we must act now so let me just suggest some ofe the items thats in the legislation that we passed. We can do more. In my view a Police Officer in a killing must be held accountable and those found guilty must be punished those include those that stand by while the brutal acts take place every single killing of a person by police or while in police b custody must be investigated by the department of justice and we must create a process by which Police Departments look like the communities that they serve and not invading armies. We need to abolish qualified immunity and with those Police Departments. And those that violate civil rights and with a civilian court of unearned First Responders we have asked Police Departments to do things that they are not trained or prepared to do and have criminalized societal problems like addiction and homelessness and mental illness. These are not Problem Solved by incarceration. We need to make records of apolice misconduct so they simply cannot move to towns over and start again we need to require all jurisdictions that receive federal Grant Funding to establish independent Police Conduct review boards and then have the authority from those investigations. We need to ban the use of tear gas and pepper spray on protesters. We need to make certain when people go to the streets to protest that they are not treated like criminals and the basic Constitutional Rights are denied. The struggle for Racial Justice is just one of the crisis we have to address. Today mr. President we are looking at a pandemic unprecedented in the last 100 years. New zealand a small country of 5 million did something interesting, they listen and they acted boldly at the start of the pandemic and Political Leadership trusted by their citizens. So new zealand could announce the covid 18 virus was virtually eliminated in their country and they could reopen the economy safely. Safely. On the other hand we have our president ntthey food they ignored or attacked scientist and who most people recognize as a pathological liar not to be trusted. And with that bold and intelligent action and in our country tragically and then it cost us lives. We cannot bring those who died so what we can do is take action now Everything Possible with the necessary debt and illness in the future. We need a National Protocol based on science to which we address the pandemic if hundreds of communities go forward in Different Directions there is a way to effectively deal with a crisis. And that should be coming from the federal government. What we are talking about is increased testing how we best utilize that testing as we talkch about opening businesses and schools with a defense production act that all medical personnel have enough ppe that they need. Even today as the pandemic erupted doctors and nurses still lack the equipment they need i was on the phone a couple of weeks ago from to make sure they get the equipment that they need. Distributed hundreds of millions of masks that we can so to protect all americans above and beyond medical personnel. They are an important part to fight this pandemic and every american should be able to have the best quality mask possible. Working with the International Community the vaccine is produced as quickly as possible and that it is distributed to every american for free. That is the Trump Administration on several occasions that will be produced soon, as soon as possible the federal government is spending to the gDrug Companies it must be distributed every man woman and child at no cost i dont want to see people dying because they cannot afford to pay for a vaccine or the Drug Companies profiteering from this federal investment. Talk about responding to the pandemic we are talking about workers on the front lines whether they are medical professionals or transportation drugstores meatpacking plants for whatever they must receive hazard pay to see the tv ads from big corporations the front lines to pay them hazardous pay for their dangerous work they are doing. They can no longer allow multibilliondollar corporations like amazonnd and tyson foods to treat essential workers like they are sacrificial. R we can no longer allow multibilliondollar corporations to run advertising calling their workers he rose while paying starvation wages and treating them disrespectfully. Mr. President , its not just the Racial Justice crisis for the pandemic that we face we are in the midst of unprecedented economic crisis. And we must act boldly and aggressively to protect the American People in the midst of this crisis. As we speak tens of millions of people have lost their job jobs, they are worried about being evicted from their apartments they are worried about losing their homes they are worried about putting food eron the table in vermont in every state of this country people are lining up at them emergency food shelves to get the food they need to feed their kids and anyone who thinks this isnt a moment of urgency does not understand what the word means. That people in america go hungry we have got to ask when people are evicted from their apartments or losing their homes we have to act and act now. Not two months from now. This is not a time to take a victory lap the real Unemployment Rate is 20 percent the highest since the Great Depression. Until we get our act together on behalf of Small Business owners in america we will be forced to close our doors for good in the next six months we have to respond vigorously to the economic crisis and the pain ande. Suffering of the American People. We have to pass the paycheckoe security act to provide workers with 100 percent of the paychecks and benefits they previously received according to the university of california berkeley since we adopted a paycheck guarantee program, 24 million americans will have a job today. Instead we are seeing that President Trump and senator mcconnell taking a victory lap because we have created 2 million jobs last month. That is good but if we have 32 Million People who have lost their jobs in recent months we have got to act boldly. In my view, during this crisis we must make sure that every american gets the health care that they need by expanding medicare to cover the underinsured and the uninsured those that have private insurance that is inadequate and in my view in the midst of this crisis with economic suffering we need to provide every workingclass person in this country with the 2000dollarnd emergency payment each and every month until the crisis is over so they canei pave the way, feed their families and deal with the basic needs. Furthermore as a top priority we have to make sure nobody in america goes hungry and that means substantially expanding meals on Wheels Program and snap benefits. Mr. President , here we are , all over the country people are demanding an end to Police Killings and brutality and Racial Justice in this country. People are infected with the virus and continue to die in people are wondering how they will pay their bills because they lost their jobs with no food in the cupboard. If there was ever a time in the modern history of this country that the senate and the house are called upon to stand up for o the families, the working families who are struggling and living and scared to death about what will happen in the future to reaffirm faith in this country to see and adhere that pain so today i call upon my colleagues so let us understand the urgency of the moment dealing with the pandemic to deal with the economic crisis and to find two
