In fact protesters have been occurring, throughout the nation over the last couple of days have done their intended job. Theyve called our attention once again to systematic injustice. To the systematic injustice that has blocked the nation from living out our destiny is a land of freedom and equality for all. Earlier this week i spent time in philadelphia pretty talking with Community Leaders, clergy, local officials, business owners. I was there to take their ideas and struggles in the plans back to harrisburg. I also talked with Community Leaders in pittsburgh and harrisburg and other cities all around the commonwealth of pennsylvania. So this week i urged deescalation. And preach the theme of unity in pennsylvania. But i acknowledge that as a leader, i need to provide a reason for people to actually want to deescalate. I need to show that i am listening. All of us here in harrisburg need to show the people are being heard. So today, im taking steps to address concerns about longstanding violence and oppression against pennsylvanians of color. Gov. Tom wolf first, i am directing the state police and all of their trained academies of Law Enforcement to review their training curriculum. This will include a thorough review and revision of use of force training. You will also standardize developing testing and best practices for verbal, deescalation techniques. Trauma center approaches, until health and for state and implicit bias training. This is based on recommendations from the 21st century report on policing. It was granted under the guidance of president barack obama. And cochaired by commissioner, former commissioner of police in philadelphia. This effort will commence immediately. Second, help them business apologys to develop Citizen Police Advisory Boards. The Pennsylvania Commission on crime and delinquency was develop a program that provides Technical Assistance to many of municipalities Advisory Board to address Police Action leads to injury or death. Will work with cities and towns to create transparency and independent accountability. We need to do the same on the state level. I will create a Pennsylvania State Law Enforcement Advisory Commission that will review incidents of misconduct within Law Enforcement agencies under my jurisdiction. Make recommendations to me in the heads of those agencies on how we can improve public interactions and prevents misconduct. Oppression and violence targeted thats black and brown communities. Fourth, will be creating a Deputy Inspector general within the office of the Inspector General. Deputy Inspector General will be charged with four thanks good deterrent, second detecting and third preventing and forth we are medicating front waste, misconduct and abuse among Law Enforcement agencies under my jurisdiction. The subcommittee will be reviewing criminal justice that all decision points to develop a comprehension strategy for policy changes, educational programs, funding and Technical Assistance programs at the state and local levels. On tuesday members of the Police Reform of the growth which includes state and local elected officials, the chief defender of the Defender Association of philadelphia, as well as several attorneys put thought reform of Community Police relationships at every level. His culmination of years of work by members of the General Assembly in pennsylvania legislative black caucus. Previously put forth legislation in this space. I agree with them. We need to explore greater oversight of Law Enforcement to root out misconduct and abuse. And work with them to have them at the recommendations and pass legislation to address these inequities. I would like to point out also that weve reduced a population in the prison. As of today, from january 2015 today are 6700 fewer people incarcerated in Pennsylvania State personal institutions for any percent of them, that reduction, 6700 people are nonwhite. As we go forward, we need to address the systemic failings that have created the situation. This is not about the police. Its about broad systems of inequities and has sustained racism in the United States in pennsylvania for too many centuries. These five surreal. But the inhabited point. We have to keep going to make sure our commonwealth is more fair and more equal for everyone. That is something that everyone of us, every single pennsylvanians, all 13 million of us, share of the best invested self interest in. We have some of the best Law Enforcement. It can is not about Law Enforcement agencies. We invest in the nation, is been an honor for me as governor to work with them. To establish better uniformity across our Law Enforcement agencies, will strive to have all Police Department become accredited, chiefs of Police Association indicated that they support. To change our system, we would continue to work with community and Police Organizations across pennsylvania so the changes we as a commonwealth undertake are effective successful and longlasting. Because we will transform our Justice Program for the better and fear. We all need to Work Together for this. This is a call to reflection improvement and most of all of learning. We must rise to the challenge because too many people have lost faith in Public Safety institutions. In our institutions in general. We must redouble our efforts to earn the trust of everyone we serve. Thousands of peaceful protesters, voices have lifted just call to action for freedom and equality throughout this menu. We cannot let them be drowned out by few bad actors. Do not lose for the side of the legitimate injustice give rise to the peaceful in the first place. It was continued to listen to the voices of americans and pennsylvanians black, and brown and women shut out and cast aside for too long. I urge protesters to continue to be peaceful and denounce those taking advantage of their legitimate anger with the illegal acts and discretion. It is time for pennsylvanians and for americans to come together. We cannot do that in chaos for the common sense, peace, and unity will prevail into a new chapter in our nations history. One more week finally eradicate the disgraceful racism and prejudice that has plagued america since its founding days. People who are black and brown should not have to leave this change alone leaders who are white, need to allot the injustice and speak out alongside of the communities that have been repressed in this country for centuries. We have the chance to make a nation and a commonwealth one our founders envisioned. One of justice, and liberty for every american and every pennsylvanian. Founders believed we could do this. And i believe we can do it too. Thank you pretty. We think we fall short in some of these areas. To make these changes you talk about. Inaudible. Again if youre looking at the 21st century reported policing, it looks that broad areas pretty you know from to healthcare to housing, to food security. This is a issue that extends throughout the way we live. We can no longer afford to have two pennsylvanians. Two americas. This is a call for all of us to pool together and say we need to have equity and fairness and decency and humane treatment of each other. And as i keep saying, if you can take justice away from somebody. You can to get away from you. If you can take justice or take an equal opportunity from somebody, you can take it from everybody. We are all vulnerable to that. Unfairness is pernicious and can extend the cancer. If we dont stop it. We cant say that its okay to do it over here because if we do that, we basically can see it and think that its okay to do it to me. Im not going to concede that pretty. Thats among the things that i want to work with the legislation and black caucus to see exactly how we perceive that. I think that its a good idea. Inaudible. Or Public Access have you thought about the extent to which you would like to do this. I think we need to be more transparent and i would like to reduce that. When i am trying to do not focus on problem here, is the places that we dont have trust. And that stems from a much broader contextual truth in American Society that is just not there. Not the point is that im trying to figure out a way to build a level of trust between the people who protect and serve in the communities that they protect and serve. Or housing. Or the things we need to live fully in a good life. So i think what we saw the protest was that. That is when i saw this on us all yesterday harrisburg and in philadelphia. This is about what we need to do to rededicate ourselves pretty trying to live up to the noble ideals this nation was founded on. We will continue to do that. I want to continue to do that. I think it is really important. We are here to pass laws and address specific issues. Why do you think that is . And will they support the gop . First of all, i think the unrest, the civil unrest, may remind us we still have a long way to go. As i am trying to say this is not the black versus the White Community this is all of us, all pennsylvanians, 13 million of us. Weve shared interest its possibly can. Again, we feel is is okay to discriminate against one group, then we leave open, we give license to someone else to discriminate against us. I dont want that, you should not want that. I dont think any pennsylvania should make that parade this is a moment in time when we have a chance to bring republicans and democrats together and say okay we can disagree about all kinds of things. We ought to have a system where that child has an opportunity to go to a school thats every good as your child goes to. Healthcare should not be knighted to them when theyre not denied to you. The things that make up your life, should be available to the lives of everybody in this commonwealth. That is what this is about. That should not be of partisan thing. The fact that it has been in the past . As may be our inability to understand just how important and essential this is to our democracy and how we live our lives every day. Reporter [inaudable question] i think i can get to the data, there is data showing the Unemployment Rate is higher incarceration rate is higher if i put a moratorium on the death tensely it was a lie to africanamericans more than whites. There is a lot of data africanamerican communities have fewer resources some of that ive seen anything to say the Africanamerican Community has been disadvantaged. I can get you some information, we have collected information on the prevalence of the disease and the Africanamerican Community is one of the vulnerable populations. The elderly, africanamericans have men vulnerable to cover 19. So yes we have seen that. Reporter governor your talking about. [inaudible] you have the Legal Authority . I think, i dont think i do in terms of local municipalities. We do provide a lot of training for local municipalities to the extent we can say this is the normal part of training for somebody who wants to go into police work, that will actually be taken up by local municipalities. Having lived through a loss of confidence in our institutions away the cynicism have left us unable to trust anyone who calls themselves an expert it becomes very difficult for us to rise to a challenge like this our first reaction is to say no, theyre lying to us there only in it for themselves.
