Leader mcconnell called the senate back into session three weeks ago. In that time their public and leadership has not put one bill on the floor of the senate related to covid19. Not one vote on legislation having to do with the covid19 and the entire month of may. The house has not been in regular session but it has voted on much more covidrelated does this month than the Republican Senate. Well were leader mcconnell to say that the senate is working and the house is derelict is the opposite of what happened. Vote on anything about covid. For leader mcconnell to think were doing our job by voting for some rightwing judges, by engaging in some sort of show trials to go to pursue conspiracy theories from the far right and even from russia to besmirch political opponents past and present . Thats that the what we should be doing. When americans look at what the when americans look at what the sen. John ratcliffe determines the as the director of National Intelligence which oversees the 17 front agencies in different intelligence agencies. Mr. Radcliffe unfortunately, has not demonstrated the qualities of the independence that we should expect for the next leader of the Intelligence Community. I will vote no and encourage my colleagues on both sides of the aisle to the sake of the independence of the strength of our Intelligence Community which has served us so well for decades to m join me in voting. Seems like a pretty important position, a person is in charge of all of the intelligence activities that we conduct around the world to make sure that we keep our country safe. So if the senate is here and not doing anything, it seems like a real contradiction to suggest there were actually going to vote today on a consequential position that is important to Americas National security interest. Just one of many that were going to be voting on and have been voting on over the past several weeks. The other thing that the leader the democrat leader forgot to acknowledge is that last week we passed reforms before an internal intelligence act. Aon piece of legislation that is important to National Security that authorizes all of our intelligence activities and also included reforms that million this body on both sides a leo wanted to see this adopted. And theyve also been very involved i suspect maybe to the democrat leaders chagrin, and examining and looking at all the coronavirus legislation that we already passed an impact that it is happening and whetherin or nt it is being effective and where we need to do more and where we need to do to fix things and refine or entrance we that we authorized. The madame president to suggest, that the senate has not done anything on the coronavirus. Really. Really. My gosh, we have passed for bills. Totally almost 3 trillion. It is done in a bipartisan plate. Democrats and republicans cooperated because its important to our country to make sure that we are responding to an enormous crisis. Sen. Never in my lifetime are certainly my time in the center for that matter i would argue anybody elses time in the senate, have the United States senate done anything of that scale scope or consequence. And many of those programs that we authorized and funded, those four pieces of legislation which passed as recently as a couple of months ago, are the dollars are still being out there. They are in the pipeline right there going out to healthcare providers, hospitals, nursing homes, theyre going out to Small Businesses. They going out to t workers, and employees, people who have been employed through the employment insurance program. There is a lot of dollars in the pipeline. A lot of resources that have been expended madame president by the United States senate. In the United States house and signed into law by the president. And so it seems logical that i would think, for us as stewards of the taxs dollars as representatives of the people of this country. And as policymakers to make sure that the policies that were putting into place are having a desired effect and actually working. So what ifs the senate been doing for the last three weeks pretty exactly that. Taking a look at the committee by committee basis whether or not some ofgs the things weve already done are being effective. Health education labor and pensions committee, they had the cdc, the nih to critical agencies when it comes to fighting the Health Emergency of this country, to determine and ask them questions about what is working, what is not working, what have we done and why should we be doing differently, what can we do. That was the hearing that they held last week. Why participated in by members of both sides of the aisle. I said in the august committee and weve had several hearings. Yesterday we marked up 14 bills. But we also have been looking at the impact of coronavirus legislation on those constituencies that are under the jurisdiction of the Senate Commerce committee one of which is the Airline Industry. So we had a hearing examining the impact of the coronavirus on aviation, the Airline Industry in this country and on the things that we have done to help and assistance support, support, the Airline Industry in this country. So that was another thing madame president , that the Congress Committee did. And more recently than that we had a hearing on broadband. Connectivity and the way in which people due to the coronavirus artists able to take the next induction. For that matter, the way government has conducted because obviously were doing a lot of thingsty regarding conduct connectivity as well. So were looking at what is working and what is not working is there areas that parts of the countries they dont have Internet Services are broadband services, could be better connected. And is that something that ought to be a part of any future legislation that we look at. The Banking Committee met in president this week, the Banking Committee had the chairman Federal Reserve board and the secretary of treasury tells them questions about what has happened in the Financial Services industry. And what is the effect of all of the money that we have spent enemy but out the door how is that working out there. What can be be doing differently. How can we improve and how can we do this better. As we look to w the future. Those are just three committees they can thing off of the head not to mention that the Bank Committee is also recording out the nominee to be the Inspector General for the pandemic, a very important position i might add. They have been been very active and busy doing oversight workmi with respect to this pandemic. So madame president , that is just not true. Democrat leader said. Not true, not accurate and frankly, i would think in the eyes of the American People, to say that we have spent 3 trillion and we would not want to take a look to see how much 3 trillion being spent. Weather is being effective or efficient. And then look at where we need to do more rated before we rush headlong into their just push another 3 trillion at the door. I think that is a rational way of looking at things. I think the most of the American People would accept and believe me that these this is what we elected you to do. We want to make sure that you are taking our tax dollars and spinning them as wisely as well as possible and in efficient and effective way. By the way, just as ahe reminder, to my colleagu, every dollar, that we spent is borrowed. Of our children and grandchildren. This doesnt just magically appear. We just dont out of thin air, we are borrowing money. Now granted, money that we needed to borrow particularly in this what we have already done. Everybody acknowledges that we. Had to put out the fire in this crisis. And we have been doing that. But every dollar prospectively, every dollar that we have spent, it is borrowed from future generations of americans. Someday, dollars that were going to have to repay. So wouldnt it beng prudent, or logical, would it bet rational, for this body, the custodians in the stewards of American Peoples tax dollars to take a hard look at what is working and as but not working for rushing headlong into spinning another 3 trillion. Which democrat leader that appear and applauded the house of representatives for blowing into town. For 24 hours, last friday, cobbling together in ideology wish list. Now granted, there are some things in there that are probably good ideas. And it could end up in a piece of legislation. But he didnt get a single republican vote and didnt have a single consultation with the republicans in the house of representatives about how to put it together. In the end, they could not keep all of the democrats, 14 democrats to vote against that in the house of representatives. And on a t single republican. Which makes sense if youre republican. You never at the table. You have no input whatsoever. The commandant but this thing together, 1800 pages, 3 trillion. And what is that god in it. Crazy stuff. Crazy stuff. Like studies whether or not there is diversity and inclusion in the marketing of marijuana. Sixtyeight references in the house bill to cannabis. Sixtyeight references. Only 52 references to jobs. And i would think they met and people are more concerned about that predict the house of representatives and the deadly waited in the balance, will my gosh, studies on the diversity and inclusiveness of the marketing of cannabis was more important and weighed more heavily on the scale than the jobs that have been lost to the American People. Thats what it looked like. And they threw everything in their pretty detroit tax cut, for millionaires and billionaires. These guys are appear everything with a and talk about republicans and helping out millionaires and billionaires. And what is the health spill have been it. A tax cut for millionaires and billionaires. 56 percent of that tax cut proceeds, go to those 1 percent of the top wage earners in america. Just think about that. Does that make sense. Theyre fighting a pandemic problem. The increases on Small Businesses. No big surprise that. Tax increases are always something there quick to do. Madam president , i just have to take issue with what the democrate leader was down here saying in his characterization of what is going on here. This place in responding to a crisis, needs to act in a bipartisan in a constructive way. Not in a partisan ideological play, and i would also think any thoughtful way. Do think a lot of consideration to what are we doing here with those borrowed dollars, borrowing from her kids and grandkids, and are we making the best use of them. That to me seems like maybe the great divide here. The great debate we have not only in this but a lot of other issues. It just seems like the natural instinctive solution from my friends on the other side of the aisle, that we can to solve this by throwing a lot of money up there. All i have to tell you that thats not the way the American People view it. I dont think so. Because they sit down and making hard decisions right now about how to take care of the families. How to get through this economic crisis. I would think the decisions they are making, on the same license the decisions that wes ought to be making. And that is how are we going to spend our dollars wisely and well. How are we going to be efficient aand effective. This is not our money, is the mark in people money. This is a crisis that needs a response. We have responded in a massive way. Relative to anything that is happened. Probably in history. To trillion, 3 trillion critic cant think of a single time when we have had the appreciatioappropriation bills,r get up to that level. We are talking about like nothing that we have ever seen before because that was what was required. This institution demonstrated that notwithstanding our differences, we could Work Together in a constructive way and in a bipartisan way to do what was necessary to deliver for the market people. And we will do what is necessary to get the American People through this crisis. But please, can we do that in a thoughtful way and a constructive way and a bipartisan way. In a way that says wow, lets actually sit down and think about what makes the most sense here. Lets see what is out therell ad is actually were treated the paycheck protection from actual lima well. We put more money into that particular program. And i think its gotten pretty big results. A lot of businesses are still functioning and operating and a lot of workers are still working. O was all about to keep those jobs, people workers working. There have been some hiccups in somethings things that need to be fixed. We also look at what we can do to refine and make it work better, make it work more efficiently needed same thing through, state and local government dollars. To believe dollars by going that have gone out to save local governments. Many of which i might m add, are probably going to need help. Critically with replacement. But there is a lot of dollars out of the pipeline already in addition to the hundred and 50 billion that went out in previous versions. Previous legislation of the 4 billion bills of the total sum now 500 billion or half a trillion dollars. So such as the hundred and 50 billion that we have put out but a lot of that is still in the pipeline. And a lot of it before we put that out there, before we stay open another truly know their witches with the house is proposing, maybe we ought to look at what the need is. Maybe we should find out with the revenue actually is. Because those numbers are just coming in. This a thing really hit as a couple months ago. The real impact of this is going the summer. But as things start to open up again,nd hopefully we gradually climb out of this. In the summer start to improve. Then unemployment numbers, the horrible revenue numbers, the state level, the start to b come back and we start to see the economy going back and ignor mak normal direction. But before we rush, before we rush out there with another several trillion. Who knows, who really knows at what point you hit the ball when it comes to borrowing. Ev think the Federal Reserve thinks theres lots of lovers and they can leverage their Balance Sheet and they can still do things. And we have had room that we can maneuver within. But if you think about this before this all started our debt to gdp ratio, was 79 percent. For 2020, our debt to gdp ratio will be for and that doesnt include anything we do from here on. It just captures what office already beenio done. It will be 101. 101. One one. That was always the level when you saw the people of the world, that were completely and is a downward spiral. That was always symmetric. 100 percent debt to gdp. That is when you start entering into that really dangerous territory. It will imagine if we add another 3 trillion on top of that. The 3 trillion that weve already done, from 79 percent to 101 percent, is the biggest increase, and debt to gdp that we have seen w since 1943. When we were powering up for world war ii. Now granted this is like a war. This is a fight that we have to win. And we need to do whatever it takes to win it. But lets do it in a smart way, any thoughtful way. Anyway they gives consideration to the future generations is liability, everything that we spent today will become because everything that we do, is borrowed money. As reach the point with the press told me this morning, then to the republican senators are now complaining publicly that weve done nothing on covid19 and shouldnt we leave from the memorial day recess until we do pretty well i think undertake their appeal not to the American Public but to the the republican leader because he decides what comes with or to the floor of senate and he is the senate over the last three weeks and nothing will come to the floor relative to the Biggest Issue in the modern history of america. The National Emergency of the Public Health rises over covid19. I listened to my friend from south dakota talk about the amount of money that has been spent. It is an amazing amount. Ill be the first to concede that. Almost 3 trillion so far. It is the largest effort i can remember. Just flat out ever. When it comes to the relief package. But of course, it comes at a time when we are facing the worst economic crisis in america for almost 100 years. Going back to the great depression. 38 million uninsured americans 1. 5 million americans so far infected by this virus. The United States sadly leads the world when it comes to these infections. I would say when the president calls in the badge of honor. I do not. We could have done much better. We should do much better in the future. And out in just a matter of days. I am not sure when, we will reach the tragic mile south of 100,000 americans who have died from theed coronavirus. 100,000 americans. They have died. I join with the democratic leader in saying we should market tragic milestone with grief to the families and standing as americans in honor of the sacrifice they have made. The more than that we need to do what needs to be done. And to argue that we have done nothing. I will set the back and see what happens as soon ignore the obvious. The chairman of the Federal Reserve, 50 minutes on sunday, and said to congress, to the senate, to the house and to the president , do not stop doing your part. The Federal Reserve is trying to loan money to create opportunities to rebuild this economy but we need to do our part. He did not say the 3 billion is 3 trillion is all in. He basically said that we need to h do more. We had everything from an economist the last day or two, and he is well respected, hes been an economist advising both sides and he said the same. If we dont move and move quickly, and decisively and coboldly, to restore this econo, what is now a recession could be much worse. In the means of course helping the families who have already been hurt. Last friday house of representatives best another major relief, and other effort to deal with the coronavirus. So all we have been here for three weeks and have not done one single bill regarding the coronavirus, they move forward last friday and past without the cooperation, to deal with the continuing crisis in america. I dont agree with every thing in the bill. But lets look at what that bill did. Senator from south dakota said that bill did crazy stuff. He repeated that. Crazy t stuff. Lets talk about with the belted. Restore the president snt cash payment to families, supported by both political parties. 1200 for each adult and 500 free child. Absolutely necessary for families struggling to get by. Then there is a renewed cash payment, 200 for adelson for children. This is an area where we believe is democrats, family still need a helping hand. And the republicans are not wanting to bring this to the floor or at least into me full negotiations. Do they believe the families crossed american have received all of the money they need to receive get through this part crisis. I dont read if they do, they are out of touch. The second thing this bill did, was to extend the unemployment compensation. Remember 38 million and counting unemployed americans. The paris act, a federal boost for Unemployment Benefits. So if you qualify, for Unemployment Benefits from the state you would receive an additional 600 a week. I think that was necessary and good for the economy and for the families affected was a lifelong they desperately needed. But that program, 600 week expires on july 31st. Is there anyone who believes will be through the economic crisis by july 31st. And everyone will be back to work read of course not. We need to continue to help us families in the bill that passed the house of representatives, was to extend the federal unemployment benefit until the end of this year. Think of ale sensible and reasonable. Many independent contractors finally get their chance to get some help at t this moment in time. Set a call that crazy stuff and not even considered makes no sense at all. What about the payroll protection program. That was one for Small Business loans that can be forgiven. And those moments spent for specific purposes. Theres a reason why we have to revisit that. The money had to be spent by the end of june. I can tell you having spoken to many Small Business owners across the state ofn illinois, some will not even be open for business by the end of june. Requiring themrs to spend money before they open their doors. It doesnt give them the opportunity to use this money to really get back in business. There were revisions made in the house. It passed last friday. In terms off the period of time the business had to spend the money under the current set of that is eight weeks. We think that should be extended to a longer period of time. That crazy stuff. I think from where i am standing, and makes common sense that we would do something basic. But yet the Senate Republican leader has refused to bring the matter to the floor the senate. And there is obviously no meaningful negotiations underway. To become for another week. R the largest measure included a provision in the bill the past of the house of representatives was to help state and local governments. My friend and calling from south dakota talked about the hundred 50 billion in all and could be even larger. It makes no sense whatsoever. So the bill passed the house of representatives as a truly knows, for state and local governments. I can tell you across my state, and ensure across this nation, governors and mayors will step forward. And they will take you exactly what they need now to get back in business. S. We need to build a bridge in this economy from where we are today to where we want to be. The Small Businesses opening and people back at work. In the notion that we can shortchange parts of this economy, and survived is just wrong. A third ofos the people who abue or loss of jobs, lose their Health Insurance because thats where the Health Insurance came from. Employees to pay ad p share, and they bear to share, and they were covered with good policies. But when they lost their jobs they lost their insurance pretty and they could sign up for the Affordable Care act which covers about 20 million americans. And perhaps if their Family Income is low enough, use the cobra program or another policy. However you are now the person responsible for the end premium claimant. That comes out to about 1700 a month. Imagine that for an. Unemployed person. They cannot do it. So what i propose and what was included in the bill to pass the house of representatives was a hundred percent coverage for that Premium Payment under cobra. So these families would have a pieceha of mind if they continue to have Health Insurance during the course of this crisis. Im giving you some highlights of what this bill did. I would just suggest and challenge those who call this crazy stuff to cover the floor and be more specific. What part of what i just described is this crazy stuff. Extend during the cobra insurance and extending Unemployment Benefits for the remainder of the year. Extending the theory of payback for Small Business loans. Making sure that theres more money for hospitals. I will just tell you that ive been on the telephone for the last several weeks with the administrator of hospitals all over state. Large and small. In her join in with my republican members of the house and democratic members and we said what are you finding. Many of these hospitals in the innercity as well as those in rural and smalltown areas in the states across the midwest are struggling to survive. Yesterday read a list of six hospitals in kentucky that were furloughed hundreds of employees. And most ofoy communities are saying where we have hospitals in illinois, the other major employer. And these hospitals are hanging on by a thread. What is wrong. It just the fear of the covid19. One Hospital Administrator said they had for elective surgeries on monday and thats where revenue comes into keep this hospital going. Three of the four patients canceled at the last minute.
