Next is remarks on leaving the European Union by the october 31 deadline. Order. Statements from the Prime Minister. Mr. Speaker on the mission of this new government but before you begin im sure you join me in paying tribute to my right honorable friend for the service of our nation attacking the problems of mental ill health. She has a great legacy for which we shall all be proud. Our mission is to deliver brexit on the 31st of october for the purpose of uniting and reenergizing our great United Kingdom and making this country the greatest place on earth. And when i say the greatest place on earth some may accuse me of hyperbole. But you imagine the trajectory on which we could now be embarked. It is more than possible that the United Kingdom will be the greatest and most propers prosperous economy in europe at the center of a new network of trade deals which we have pioneered. Where proposed to make investments in broadband and 5g. Our country will on the planet by unleashing the productive power of the whole United Kingdom not just london in the southeast but in every corridor of england scotland wales and northern ireland. We will focus on the productivity gap and see that no town is left behind ever again. Our children and grandchildren will be happier and healthier and our kingdom in 2050 and by the previous Prime Minister will make no contribution whatsoever to the planet by carbon emissions. We will be the home of cars planes powered by technology seeing the benefits right here, right now. We will have the ports to revitalize our communities. Our liberated from rules that will feed the world and the satellite system that will make us the envy of the world. Well be the most dynamic Business Investment on the planet. Our constitutional order. Theres far too much noise in this chamber. Far too many members who think its all right to shout out their opinion at the Prime Minister. Lets be clear, it isnt. The statement will be heard and there will be at ample opportunity in conformity with convention and established by the last decade for colleagues to question the Prime Minister but the statement will be heard and it will be heard with courtesy. The Prime Minister. I applaud you and i feel theres far too much negativity. I think you will agree mr. Speaker but its our Constitutional Union of nations beyond question our democracy our future clean, green Prosperous United confident and that is the price and that is our responsibility in the comments. The first sister restore trust in our democracy and fulfill the repeated promises of parliament to the people by coming out of the European Union and doing so by the 31st. I and all ministers are committed to leading no matter the circumstances and to do otherwise would cause a catastrophic loss of confidence in our political system. It would leave the british people wondered whether they are politicians could ever be trusted again to follow the clear democratic instruction. I would prefer to leave the eu with the deal. I believe it is possible he even at this late stage and i will work flat out to make it happen but certain things need to be clear. The Withdrawal Agreement negotiated by my predecessor has been three times rejected by this house. Its unacceptable for this parliament and for this country. No country that values its independence and its selfrespect could agree to a treaty which signed away her economic independence and selfgovernment as this does. If an an agreement as to the reached it must be clearly understood that goes by way of the abolition of the backdrop. We are ready to negotiate in good faith and alternative with provisions to ensure that the irish border issues are dealt with, where they should always have things in the negotiations on the future agreements between the uk and the eu. I do not accept the argument that says these issues can only be solved by all or part of the uk remaining in the customs union. The evidence is that other arrangements are her for lee probable and are currently compatible perfectly compatible with the good friday agreement for which we are steadfast and late committed. I, my team and my right honorable friend the secretary of state of the European Union are ready to meet and talk on this basis and to the commission colleagues wherever whenever they are ready to do so and for our part we will throw ourselves into these negotiations with the greatest energy and determination and friendship. I hope that the eu will be equally ready and that they will rethink their current refusal to make any changes to the Withdrawal Agreement. If they do not come if they do not we will of course have to use leave the uk without an agreement. The uk is better prepared for that situation than many believe that we are not as ready yet as we should be. In the 98 days that remain we must look at our preparations to make sure theres as little and i believe thats possible. In these circumstances we would have course have a 39 billion pounds in the Withdrawal Agreement to help with any consequences that i have today instructed lancaster to make these preparations as top priority. I have offered cabinet secretaries to mobilize the Civil Service to deliver it should it become necessary in the chancellor confirms that all necessary funding will be made available. I will also ensure 4. 2 billion is already out their prayer also ensure we are prepared for leaving the eu without an agreement is not just about seeking to mitigate the challenges but also about drafting the opportunity. This is not just about technical preparations, vital though they are. Its about having a clear Economic Strategy for the buk in all scenarios, something that the conservative party has always led the way and producing policies which will boost the competitiveness of the productivity of our economy when we are free of eu regulations. Indeed mr. Speaker we will begin right away working to change the tax rules to provide investing in capitol and research and we will not be accelerating withdrawal and free trade deals and well prepare an economic package to boost British Business and bring this countrys lead. As the number one destination in this continent and made possible by the diversity that talent and of our workforce and mr. Speaker i say unequivocally are guaranteed to the threepoint two au i thank them for their contribution to our society and i can assure them under this government they will have the absolute certainty of the right to live i i make clear my absolute commitment to the 31st of october date for our exit. Our National Participation in the European Union is coming to an end and that reality needs to be recognized by all parties and mr. Speaker today there are many brilliant and uk officials in luxembourg where they could be better deployed, deploying their talents and preparing to pioneer new free trade deals. I want to start unshackling our officials to undertake this new mission right away. Third, we will not nominate a uk commissioner for the new commission taking office on the first of december, under no circumstances. They are clearly not intended to appoint a new commission. Mr. Speaker today is the first day which will end in our exit of the eu on the 31st of sober. I hope we can never construction of relationship is constitutional equal errands and partners in facing the challenges that lie ahead. I believe thats possible and this government will work to make it so. Mr. Speaker where not going to wait until the 31st of october to begin building the future that ive described. We are going to start right away providing funding, vital funding for public our Public Services to deliver Better Health care, better education and more police on the streets. Mr. President the funds promised by the Less Government as soon as possible to this will include urgent funding and with her readiness i ask officials to provide proposals reducing gp appointments to address the rising tide of violence and Violent Crimes in our country. Ive announce that there will be 20,000 extra police, 20,000 over the next two years and i asked my right honorable friend the secretary to make sure this is treated as an absolute priority. The police can you stop and search to help tackle crimes. I have asked top officials to drop a proposal of the most serious sexual and violent offenses to serve a custodial sentence that affects the severity of their offense and policy measures that will see a reduction in the number of offenders. On education and listen to the concerns of so many and we will increase the minimum level of primary and secondary schools and make sure there is funding by the end of this parliament. We are committed, we are committed across every nation and region of the uk providing support to towns and cities in closing the opportunity gap in our society. We will make investments in vital if the structure with transport and housing to improve the quality of peoples lives fuel Economic Growth and provide opportunity. Finally we also ensure we will continue to attract the best and brightest talent from around the world. No one believes more strongly than me and the benefit of migration to our country. But i am clear that our immigration system must change for years. Politicians have promised the public and today i will actually deliver on those promises and i will ask them Migration Advisory Committee to conduct a review of that system and a radical rewriting of our immigration system. I think we can produce a system that the British Parliament can have confidence in. Mr. Speaker over the past few years to many people in this country, too many people in this country feel that they have been told repeatedly and religiously while we cannot do that since i was a child i remember authorities asserting that our time as a nation is passed so we should be content with media ready. Time and again, time and again these are the skeptics and doubters. Time and again by their power to innovate and adapt the british people have shown the Sciences Sciences and i believe its in our national story. We are going to prove them wrong important though they are with the help of the government in a cabinet that is bursting with ideas ready to create change determined to implement the policies that we need to succeed as a nation. The greatest place to bring up a family the greatest place to send your kids to school, the greatest place to set up a business or to invest because we have best thus transporting the cleanest environment in the best health care and the most compassionate approach to care. That is the mission of the cabinet. That is the purpose of the government i am waiting and that is why you believe if we send our venues now and i fully intend to be around though not necessarily in this job. We will be able to look back on this period this extraordinary period and the beginning of a new age for our United Kingdom. I commend the future to the house just as much as id commend this statement. Thank you mr. Speaker. Thank you mr. Speaker. I welcome the right honorable man for his position i thank them for an advanced copy of his statement. No one underestimates this country but, but the country is deeply worried that the new Prime Minister overestimates himself. He inherits a country that has been held back by nine years of authority. It hits children and young families the hardest. The Youth Centers have closed in the School Funding cut, College Budgets slashed him with the help of the liberal democrats their housing costs are higher than ever. Their jobs are lower pay. Opportunity and freedom have been taken away. Austerity was always a political choice, never an economic necessity. Order. I indicated that people wouldnt shout down the Prime Minister. For precisely the same applies to the leader of the opposition. You are wasting your local calls and above all the right honorable gentleman will be heard and these exchanges will take as long as they will take whatever other appointments people might have. The right honorable gentleman will be heard. Jeremy corbyn. Thank you mr. Speaker. His predecessor promised and austerity but spectacularly failed to deliver. People did not trust this Prime Minister to make the right choices. The majority of people in this country. Hes also promising tax giveaways to the richest businesses his own party funded. So can he now indicate when he will send out the details of the exact funding settlement for our schools, our hardpressed local authorities and police so they can start planning now. We must also address the deep regional inequality in this country. The Northern Powerhouse that has been massively underpowered, the metal engine has not been fueled so will he match labors commitments to a 500 billion Investment Fund to rebalance this country for National Transformation fun. He has hastily thrown together a hard right cabinet and i have just a couple of questions, i have just a couple of questions mr. Speaker on those appointments. Given his first appointment as the home secretary, the first home secretary for a generation to support the death penalty, can the Prime Minister assure the house now that his government has no plans to try and bring back capitol punishment to this country . And before appointing the new education secretary, and before appointing the new education secretary i am deeply alarmed to see no plan for brexit. He was in the cabinet that accepted the backstop and of course focused on the 30th of march this year. It would be welcomed if he could set up what he finds so objectionable and voting for it less than four months ago. Can he explain this flipflopping . The house will have a sense of deja vu and in trepidation at had a Prime Minister setting a rigid red lines in an artificial timetable. There is something eerily familiar about a Prime Minister marching off to europe and which he plans to scratch the backstop so how does the Prime Minister think he will succeed where his predecessor failed . It however i do welcome the Prime Ministers commitment to finally guarantee the rights of European Union citizens. Its a great shame that this offer has only been made now, over three years after this party but that proposal before this house. Our friends, neighbors and family should never have to treated as bargaining chips causing untold stress and worry to people that have worked so hard for this country and the communities that we make up. If the Prime Minister continues to pursue a wreck or do no deal does he accept that he will be fully flouting the expressed will of this parliament . It Industry Business and unions have been absolutely clear about the threat that it poses. No deal means no deal. No car industry, food prices dramatically rising and huge job losses. The uk representing much of the Manufacturing Industries says it would be absolute the height of lunacy. Companies from tide of toyota astor. Is the Prime Minister still in guided by his business policy . Those advocating no deal wont be the ones to lose out. The wealthy elites that fund him and his party will not lose their jobs and see their Living Standards cut or face higher food bills. Mr. Speaker if the Prime Minister has confidence in his plan once he decided what it is he should go back to the people with that plan. Labor will oppose any deal that fails to protect jobs. We will oppose any deal that fails to protect jobs, workers rights or environmental protections. If he has the confidence to put that decision back to the people we would in all circumstances campaign to remain. Mr. Speaker, mr. Speaker mr. Speaker can it take as long as it takes. Ive got plenty of time. Mr. Speaker the office of Prime Minister requires integrity and honesty. So will he corrects his claim that the uk is subject to eu regulations . Will be also the knowledge that the 39 billion is now 33 billion to over 30 years and has been legally committed to being paid by his predecessor . This is a phony threat about the money made by the Prime Minister. Mr. Speaker we also face a Climate Emergency so will he take the urgent actions necessary, will the ban fracking, will be back real ingenuity . It would increase investment in Carbon Capture and storage . Will he back our Solar Industry and onshore winds so devastated over the last nine years . Will he set out a credible plan to reach netzero . Mr. Speaker i note the Climate Change denying u. S. President has already labeled him britains trump and welcomes his commitment to work with nigel farage. Could President Trump take this opportunity to rule out once and for all that our nhs is not going to be part of any trade deal, any trade deal with President Trump and the usa. Will he make it clear that our National Health service is not going to be sold to American Health care companies. Mr. Speaker people fear that far from wanting to take back control the new Prime Minister will effectively make up a battle state if trumps america. Will he ask the new prime secretary to prioritize the release of mezzanine and is he working with European Partners to restore the i ran nuclear deal in d escalate tension in the gulf . Mr. Speaker that changed and austerity, tackle inequality, resolve brexit and tackle the Climate Emergency are what will define the new Prime Minister. Instead we have a hard right cabinet staking everything on tax cuts for the few and the reckless race to the bottom brexit. He says he has nerve and ambition. Our country does need not need arm waiving bluster but confidence, seriousness and after a decade of his policies for the few to locus on the interest of so many. Mr. Speaker i make one important point that is worth making which is under no circumstances will we agree to any deal, any free trade deal to put the nhs on the table. I would remind the right honorable gentleman it is the nhs that is unaffected from conservative policies. We understand that unless you support Wealth Creation unless you believe in British Business and british enterprise and british industry you will not be able to pay mr. Speaker and that is the lesson the right honorable gentleman needs to learn but i struggle to see the country, i struggle to see the country he describes. The reality mr. Speaker said unemployment is of course down under this government and to remind him that crime is down one third. We have record investments in this country. Thats a fantastic new electric car company. Order. See make your a time to reckless delinquent. I know you get very irate because you feel passionately and i respect your passion but i dont respect or delinquency. Calm yourself and you will feel better as a consequence. There were more homes build built in this country last year than in any year. Wages are now outperforming inflation for the first time in a decade and a living wage which im glad to say which im glad to say stolen by her wonderful conservative government. The living wage expanded income by those to receive it by 4500 pounds. That is a fantastic achievement. The right honorable gentleman asked who can you trust and he asked about i ran. The right honorable gentleman who repeatedly sides with tehran rather than her Friends United states. How incredible and trusting the stewardship with his countrys security. The this is a right honorable gentleman who together with the shadow chancellor. [applause] he forged a budget. He would raise taxes. Mr. Speaker he would raise taxes and i am answering. Order, order. Order. Calm yourself. Theres far too much noise on both sides of the house and they feared that the noise on the front bench is proving contagious by the certain back benchers who are becoming over excitable. The Prime Minister will of course be very passionate and restrained. It is only with an effort that the right honorable gentleman with put up taxes. He would put up taxes on income. The budget of 1984 mr. Speaker, give him a chance and he would put up taxes not just on homes but on gardens mr. Speaker. He speaks about trust in our democracy. He speaks about trust in our democracy. I have to say the most extraordinary thing does happen today. Did anyone notice what happened today . Like the final scene of the invasion of the body snatchers at last this longstanding europe and the right honorable gentleman has been reprogrammed by his honorable friends and he is being conned now into a remain are. All the flipflops he has performed in his career that is the one for words i think you will pay the highest price. This party, this government is clearly on the side of democracy. It is this party, it is this party that is on the side of the people who voted so overwhelmingly and 2016 and this is the party that will deliver the mandates that they gave to this party which by the way this party promised time and time again. The reality now is that we are the party of the people. We are the party. We are the party of the many. We are the party of the many and they are the party of the few. They mr. Speaker will take the country backwards
