Tonight, i come to this same chamber. Now we who face an unprecedented moment in the history of the union. Yet my purpose tonight is to wake up the congress and alert the American People that this is no ordinary moment, either. Not since president lincoln and the civil war has freedom and democracy been under assault as it is today. Freedom of demrader attack both at home and overseas at the same time. Overseas, putin and russia is on the marchinvadingkrainend sewing chaos throughout europe and beyond. If anyone thinks Vladimir Putin will stop at ukraine, i assure [applause]lot but ukraine can stop putin. Ukraine can stop putin, if we stand with ukraine and provide the weapons that it needs to defend ipplause] that is all ukraine is asking. They are not asking for american soldiers. In fact, there are no american soldiers in the war in ukraine and i am determined to keep it that way. But now, assistance to ukraine is being blocked by those who want to walk away from our world leadership. It wasnt long ago when republican presi named Ronald Reagan thundered, mr. Gorbachev, tear down this wall. J now my predecessor, a former republican president , tells putin do whatever the hell you want. Thats aa former president actud that, bowing down to a russian leader. I think its outrageous, dangerous, and its unacceptable. [applause] america is a Founding Member of nato. Alliance of democratic nations created after world war ii to prevent war and keep the peace. Andoday, we havmade nato stronger than ever. We welcome finland to the Alliance Last year. And just this morning, sweden officially joined, and their minister is here tonight. Stand up. Welcome. I say this to congress, we have to stand up to putin. Send me a Bipartisan National Security bill. History is literally watching. Th states walks away, it will put ukraine at risk. Europe is at risk. She is scheduled a treatment to have a second child. E shut down the treatment across the state unleashed by the Supreme Court decision to overturn roe v. Wade. Have to wait. Her family would not have happened unless congress acts. So tonight, lets stand up for families like her. To my friends across the aisle, dont keep this waiting any longer. Guarantee the right to ivf. Guarte [cheers and applause] pres. Biden like most americans, i believe roe v. Wade got it right. I think Vice President harris for being an incredible leader defending reproductive freedom and so much more. [applause] thank you. My predecessor was determined to see roe v. Wade overturned. And he brags about it. Look at the chaos. That has resulted. Joining us tonight is kate cox, the wife and mother from dallas. She has become pregnant again and had a fetus with a fatal condition. Her doctor told kate that her own life and ability to have children in the future were at risk if she did not act. Texas law banned her ability to act so kate and her husband had to leave the state to get what she needed. What her family went through should never have happened but its happening with too many others. The state law criminalizing doctors, forcing survivors of rape and incest to leave their state to get treatment they need. Many of you in this chamber and my predecessor have promised to pass a ban on rep productive freedom. My god, what freedom else would you take away . The decision to overturn roe v wade, the Supreme Court wrote the following, and with all due respect, justices, women are not without electoral power electoral or political power. [cheers andclearly, clearly thog about overturning roe v. Wade have no clue about the power of women, but they found out when ballot. We won in 2022 and we will win again in 2024. [applause] if you the American People send me an congress the, i promise you, i will restore roe v. Wade as the law of the land again. Folks, america cannot go back. Im here tonight to show what i believe is the way forward. I know how far weve come. Four years ago nextee came to oy was hit by the worst pandemic and worst economic crisis in a century. Remember the record losses, spikes in crime and murder rate, raging virus that took more than one million american lives, the loved ones that many left behind. The Mental Health crisis and isolation and loneliness. Basic president ial duty he owes to the American People, the duty to care. I think thats unforgivable. I came to office determined to get us through one of the toughest periods in the nations history. We have. ■it doesnt make news, but in 1000 cities and towns, the American People are readying the greatest never told. [applause] lets tell the story here. Ll it here and now. Americas comeback is building the future of american possibilities, building the economy from the middleinvestino make sure everyone has a fair shot. We leave no one behind. The pandemic no longer controls our lives. The vaccine that saved us from covidcancer, turning setbacks io comebacks. Thats what america does. [applause] folks, when i inherited the economy, it was on the brink. Now it is 15 million jobs in just three years, a record. A record. [applause] unemployment at 50 year lows. A record 16 million americans starting Small Businesses and each one is a little act of hope. With historic job growth and Small Business growth for blacks, hispanics, and asian d new manufacturing jobs in america, and counting. We can be the manufacturing capital of the world. More people have Health Insurance today than ever before. The racial wealth gap is as small as it has been in 20 years. Wages go up ands dropping. It has dropped from 9 to 3 , the lowest in the world, and tending lower. Now instead of importing foreign products exporting American Products and creating american jobs. It takes time but the American People are beginning to feel it. Consumer studies show Consumer Confidence is soaring. Kiby america has been the law of the land since the 1930s. The Tax Administration including my predecessors, and including some democrats i past, failed to buy american. Not anymore. On my watch, federal projects that you fund by helping build american roads, bridges, and products will be made with American Products and built by american workers. Paying good paying american jobs. [applause] and thanks to our trips and science act, the United States is investing more research and development than ever before. Theres there was a shortage of cell phones and ships that drove up the prices. By the way, we invented those chips in america. Instead of importing them, private cpanies are investing billions of dollars to build new chip factories here in america creating tens of thousands of jobs, manye■7 paying 100,000 a year and dont require a college degree. [applause] in fact, my policies have attracted 650 billion dollars in private sector investment, clean energy, advanced manufacturing, creating tens of thousands of jobs here in america. Thanks to our bipartisan infrastructure law, 46 thousand new projects have been announced across all communities. By the way, i noticed some of you who strongly voted against it are there cheering on. [applause] im with you. If any of you dont want that money in your district, just let me know. [laughter] roads and bridges, ports and airports, public transit, removing poisonous lead pipes so evy child can drink clean water without risk of brain damage. [applause] providingpeed internet for every american no matter where you live, urban, suburban, Rural Communities in red states and blue states. Record investments in tribal communities. Because of my investment and family farms, read by my secretary of agriculture who knows this better than anyone iy in the family because at small farms, children and grandchildren dont have to leave to make a vi story is belvidere, illinois, home to an auto plant for nearly 60 years. Before i came to on its way to g down. Thousands of workers feared for their livelihoods. Hope was fading. When i was elected office and we raised the belvidere repeatedly with autoworkers knowing unions would make the difference. The uaw worked like hell to keep the plant open and get jobs back , and together we succeeded. Instead of all the factories shutting down, all the factories reopening, new stateoftheart factories being builtj][applaus] the folks at instead of your town being left behind, your community is moving forward again because instead of watching auto jobs of the go overseas, 4000 union jobs with higher wages are building the future in belvidere right here in america. Tonight, the uaw president , a great friend and great labor leader. Where are you . Stand up. Showing once again, wall street did not buildghe america. They are not bad guys, but they did not build it. The middle class built the country and unions built the middle class. [cheers and applause] i say to the American People, when america gets knocked down, we get back up. We keep going. Thats america. Its because of you america is coming back. It is because of you our future is brightest. It is because of you t tonight, we can proudly say the state of our union is strong and getting stronger. [applause] [chanting] four moreea tonight, i want to talk about the future of possibilities we can build together, a future where the days of trickledown economics are over and the wealthy and Big Corporations no longer get tax breaks. I understand corporations. I come from state that has more corporations invested in the state than the other states combined. Im notoration, but i grew up in a home where trickledown economics did not put much on my dads kitchen table. Thats why im determined to so the middle class does well. When they do well, the poor and the wealthy still do well. S more we can do to make sure you are feeling the benefits. Americans are paying more for Prescription Drugs than anywhere else in the world. Its wrong and i am ending it. [laughter] theres a lot that proposed and signed, not one of you republican buddies voted for it. We finally beat big pharma. Instead of paying 400 a month for insulin, it only costs 10 to make, and they can get paid 35 now and still make a healthy profit. I want to cap cost of insulin to 35 for everyone. For years, people have talked about it, bufinally we got it done and gave medicaid the power to lower the cost of Prescription Drugs just like the v. A. Is able to do for veterans. That is not just saving seniors money, it is saving taxpayers money. We cut the federal deficit by 160 billion. Because medicare will no longer have to pay those exorb is negotiating prices for some of the costliest drugs on the market to treat everything from Heart Disease to arthritis. We will lower the prices for 500 different drugs over the next decade. [applause] till be extremely profitable. It will not only save lives, it will save taxpayers another 200 billion. Caps total Prescription Drug costs for seniors on medicare to 2000 a year. Even expensive cancer drugs that cost 10,000, 15 thousand dollars, i want to cap it every. [applause] im going to get in trouble for saying it, but in toronto, berlin, moscow im sorry, but moscow probably. You can get it for 40 of what you pay now. Same company, same drug. Folks, the Affordable Care act, the obamacare, is still a very big deal. [applause] over 100 million of you can no longer be denied Health Insurance because of a preexisting condition. But my predecessor and many in this chamber want to take prcription drugs away by repealing the Affordable Care act. Im not going to let that happen. [cheers and applause] we stopped at 50 times before and we will stop you again. In fact, im not only protecting it, im expanding it. We enact a tax credit of 800 per person per year, we can reduce Health Care Costs for millions of families. That tax credit expires next year. I want to make that savings permanent. [applause] to state the obvious, women are morewomens health has always bn underfunded. Thats why we are launching the first ever White House Initiative on womens research, led by jill, doing an incredible job as first lady. [applause] passed my plan if passed, my plan will i know the cost of housing is important to you. Inflation keeps coming down, Mortgage Rates will come down as well and the fed acknowledges that, but im not waiting. I want to provide an annual tax credit to give americans 400 a month for the next two years as mort toward their mortgages when they buy their first home or trade up for a little more space. [cheers and applause. ] pres. Biden and my administration is also eliminating Title Insurance on federally backed mortgages. When you refinance your home, you can save 1000 or more as a cons■nequence. For millions of renters, we are cracking down on big landlords who break antitrust by pricefixing and driving up rents. We cut red tape so builders can get federally financing which is helping build a record 1. 7 million new Housing Units nationwide. [applause] i will pass and build and renovate 2 million Affordable Homes and bring those rates down. [applause] to remain the strongest economy in the world, we need to have the best Education System in the world. And i, like i suspect all of you, want to give every child a good start by providing access to preschool for three and four years old. I think i pointed out last year that children coming from broken homes where there is no books and they are not read to or spoken to very often start school, kindergarten or first grade having heard one million or fewer words spoken. To preschool are nearly 50 more likely to finish high school and go on to earn a twoyear or fouryear degree no mat is. [applause] and that year and a half ago with the leaders of the business roundtable, they were mad sing. [laughter] why i wanted to spend money on education. I pointed out to them, as vice with i think 182 of those folks. Dont hold me to the exact number i asked what they need most, the ceos. Youve had the same experience on both sides of the aisle. They say a better educated workso i come from delaware, dut used to be the eighth Largest Corporation in the world and every New Enterprise they bought, the educator the workforce. But none of you do that anymore. Why are you angryh me providing you the opportunity for the best educated workforce in the world . They look at me and said, i think youre right. I want to expand high quality tutoring and Summer Learning to ensure every child learns to re[applause] im also connecting local businesses and high schools so students get handson experience and a path to paying good dzmpaying jobs whether or not ty go to college. I want to make sure college is more affordable. Lets continue increasing pell families and increase investment in hbcus and minority serving■6 institutions. [applause] i was told i couldnty just chay you dealt with student loans. I fixed two student loan programs that already existed to reduce the burden of student [ debt for nearly 4 million americans including nurses, firefighters, and others in public service. Like keenan jones, a public educator in minnesota who is here tonight. Hes educating hundreds of students so they can go to college. Now hes able to help after Debt Forgiveness to get hiswn daughter to college. [applause] its good for the economy because folks are now able to buy a home, start a business, start a family. And while we are at it, i want to give Public School teachers a raise. [ches applause] by the way, the first couple years, we cut the deficit. Now let me speak to the question of fundamental fairness for all americans. Ive been delivering real ways. We already cut the federal deficit over 1 trillion. I signed a bipartisan to cut another trillion dollars in the next decade. It is my goal to cut the federal draft deficit another trillion dollars by getting Big Corporations to finally pay their fair share. [cheers and applause] look, im a capitalist. If you want to make millions just pay your fair share in taxes. Affaire tax code is how we great. Heres the deal. A 2 trillion tax cut overwhelmingly benefiting the top 1 , the very wealthy and biggest corporatis, and exploded the federal deficit. They added more history. Check the numbers. Folks at really think the tax code is fair . Do the wealthy need another 2 billion tax break . I sure dont. Im going to keep trying to make it fair. Under my plan, nobody will pay any additional in taxes. Nobody, not one penny, and havent yet. [applause] in fact, the child tax cut that i passed during the pandemic cut taxes for millions of working families and cut Child Poverty in half. Restore that child tax credit. No child should go hungry in this country. The way to make the tax code fair is to make Big Corporations and the wealthy begin to make their fair share. 55 othe Biggest Companies in america made 40 billion and paid zero in taxes. Zero. Not the bill i signed, Big Companies have to pay a minimum of 50 but thats still less than working americans have to pay in taxes. Its timeo 21 so every Big Corporation finally begins to pay their tax share. Also tax breaks for alliance and others. They can pay them 20 million if they want but deduct a million. End it now. There are 1,000 billionaires in america. You know what the average federal tax is for those billionaires . No, theyre making great sacrifices. Far less that be tht majority of americans pay. No billionaire should may pay t, sanitation worker or a nurse. [applause] i propose a minimum tax for billionaires of 25 . Just 25 . You know what they would raise . N over the next 10 years and imagine what that could do for america. Imagine a future with affordable child care, millions of families can get what they need to go to work and help grow the economy. Imagine a with paid leave because no one should have to choose between working and taking care of their sick family member. Imagine e care and elder care and People Living with disabilities so they can stay in their homes and e family caregivers can finally get the pay they deserve. Tonight, lets all agree once again to stand up for seniors. P] many of my friends on the other side of the aisle want to put Social Security on the chopping block. Anyone here trials to cut Social Security or medicare or raise the retirement age, i will stop you. [applause] the working people the working people who built this country pay more into social kurt nan millionaires and billionaires do. Its not fair. We have two ways to go. Can cutl security and give more tax breaks to the wealthy thats the proposal. Oh, no, you want another 2 trillion tax cut. I kind of thought thats what your plan was. Well, thats od to hear. Youre not going to cut another 2 trillion for the super wealthy, thats good hear. Our protected Social Security will make the health oh wealthy th [applause] look too many corporations raise prices to pad their profits, chargg more and more for less and less. Thats our cracking diana on corporations engaged on price gouging and deceptive prices from food to health care to housing. In fact, the snack Companies Think you wont notice if they chan t of a lot fewer same sites bag, put fewer chips in it. No, im not joking. Its called stringflation. Pass bicycle caseys bill and stop this. I really mean it. [applause] you probably all saw that commercial on snickers bars. You get charged the same amount and you have, i dont know, about 10 fewer snickers in it. Im also getting rid of junk fees. Those hidden fees at the end of the bill that are there without your knowledge. Were cutting Social Security fees from 20 dollars to 8. Credit Card Companies allowed to charge what it costs them to instigate the collection and thats a lot like 8 nan 30 something dollars. They dont like it. Cr it but im saving American Families 20 billion something a year with all the junk fees im folks at home, thats why the banks are so mad is 20 billion in profit. Im not stopping there. My Administration Proposes rules to make cable, Online Ticket sellers to tell you the price up front so there are no surprises. It matters. It matters, and so does this. In november, my team began serious negotiations with a Bipartisan Group of senators. The result was a bipartisan bill with the toughers set of border reforms weve ever seen. Oh, you don think so . Oh, you dont like that bill, huh . That conservatives got together and, was a good bill . Ill amazing. That bipartisan would hire 1,500 machine security agents and officers. ■ 100 more immigration officers help tackle the backlog. New policies so they can resolve cases in six months instead of six years now. [applause] what do you 100 more hightech drug detection machines to stop vehicles smuggling fentanyl into america thats killing thousands of children. This bill would save lives and bring order to the border. It would also give me and any president new emergency north to temporarily shut down the border when the number of migrants at the border is overwhelming. The board every patrol has endorsed this bill. Yeah, yeah. Youre saying no. Look a facts. [applause] i know you know how to read. [applause] believe that give the opportunity for a majority in the house and senate would endorse the bill as well a majority right now but unfortunately politics has derailed this bill so far. Im told my predecessor called members of■v congress in the senate to demand they block the bill. He feels it would be a political win for me and a political loser for him. Its not about him, its not about me. Id be a winner, lincoln riley, an innocent young woman who was killed laken riley, an innocent young woman who was killed bian illegal, thats right. My heart goes out to you. Having lost children myself, i understand but look, if we exchange the dynamic at the border. Peopleay these smugglers 8,000 to get across the border because they know if they get by and let into the country, its sixs before they have a hearing and its worth taking the chance at the 8,000 but but, if its only six weeks, the idea is its highly unlikely that people will pay that money and come all thawa knowing that theyll be able to get kicked out quickly. Folks, i would respectfully suggest my republican friends owe it to the American People, get this bill done. We need to act now. [applause] [audience chanting] and to my predecessors watching, instead playing politics and pressuring members of congress to block the bill, join me in telling the congress to pass it. We can do it together apparently i will not demonize immigrants saying they are poison in the blood of our country. [applause] i will not separate families. I will not ban people because of their faith. Unlike my predecessor on any first day in office i introduced a extensive bill. Secure the border. Provide a pathway for dreamers and so much more. But unlike my predecessor, i know who we are as americans. Were the only nation in the world with the heart and soul that draws fro old and enough. Home to native americans and ancestors that have been here for thousands of years. Home to people from every earth. They came freely. Some came in chains. Some came when if a mini struck like my ancestral home in ire land. Some to chase persecution. Some to chase dres. America. And we all come from somewhere but were all americans. [applause] look, folks, its a simple choice. We can fight about fixing the border or we can fix it. [applause] im ready to fix it. Border bill now. [rhythmic applause] a transformational moment in history happened 58, 59 years ago today in selma, alabama. Hundreds of foot soldiers f justice marched across the peptize bridge to get their right to vote. And left for dead. Our late friend and former colleague john lewis was on that march. We miss him. But joining us■5 tonight, our over are other marchers, both in the gallery and on the including betty mae fikes, known as the voice of soldiers. The daughter of gospel preachers, she sang prayers on that bloody sunday to help shake the nations conference. Five months later the Voting Rights act passed and was signed into law. [applause] thank you. Thank you, thank you. But 59 years later, there are forces taking us back in time s. Unlimited john lewis is a fr but if you truly want to march with him, its time to do more than talk. Pass the freedom to vote act. The john lewis voting right act. Raise the federal minimum wage because every worker has a right to a decent living more than seven bucks an hour. Were also making history bill confronting the Climate Crisis, not denying it. I dont think any of you think theres no longer Climate Crisis. At least i hope y d im taking the most significant action on our climate in the history of the world. Im cutting our carbon emissio s of thousands of Clean Energy Jobs by the ibw workers creating 500,000 electricity vehicles. Conserving 30 of american 2030. And taking action on environmental justice, fence line communities smothered by the legy of pollution and patterned after the peace corps and america corps, i launch the climate corps, to put 20,000 young people to work in the forefront of our clean energy future. Ill triple that number in a de [applause] state the obvious l americans deserve the freedom to be safe and america is safer today than when i took offers. The year before i took office, murder rates were up 30 . 30 they went up. The biggest increase in history. It was then through my american which every america voter voted against, we made the largest investment in Public Safety ever. Last year the murder rate saw the biggest decries in history. The murder rate fell to more than 50 . But we have more to do. More Mental Health workers. Funds to cut down on retail crime and carjacking. Taking executive action for Police Reform and calling for it to be the law of the land. My cabinet to review the federal classification of marijuana because no one should be jailed for■l simply using or have it on their record. Take on crimes of domestic violence. And ramping up the federal enforcement of the violence against women act that i proudly wrote when i was a start so it can finally, finally end the scourge against women in america. [applause] there are violence i want to stop. Jasmine, whose 9yearold sister jackie was murdered with 21 classmates and teachers in Elementary School in uvalde, texas. Very soon after that happened, jill and ill we believe the to uvalde for a couple of days. By spent hours and hows with each of the families. We heard their message so everyone in this room and this chamber could hear their men. The constant refloodplain, nebs. I did do something by establishing the First Ever Office of gun violence prevention in the white house. And the Vice President is leading the charge. Thank you for doing it. [applause] meanwhile, meanw, my predecessor told the n. R. A. Hes proud he did nothing on guns when he was president. Ooh. After another shooting in iowa recently, he said when asked what to do about it, he said just get over it. That was his quote, just get over it. I say stop it stop it, stop it, stop it. [ala im proud we beat the n. R. A. When i signed the most significant gun safety law in nearly 30 years because of this congress. We now must beat the n. Again. Im demanding a ban of assault weapons and highcapacityag vast universal background checks. None of this, none of this i taught the Second Amendment for 1 years. None of this violates the Second Amendment orvilleifyings responsible gun owners. You know, as we at home were also managing crisis abroad, including the middle east. I know the last five months abroad have been gut wrestling for so many people. For the lincoln and israeli people and so many here in america. This began on october when the massacre group called hamas, 1,000 innocent people, men and women, girls and boys, slaughtered after suffering sexual vibes. The deadliest day for the jewer people since the holocaust and 250 hos stages taken. Here in the Chamber Tonight are families of those still being held held by hamas i pledge that we will not stop ideal bringing all of your loved ones home. [applause] we also we will also work around the clock to paul, ameris being unjustly detained by the russians and others around the world. Israel has the right to hamas. Hamas ended this conflict by releasing hostages, laying down arms could end it by releasing hostages, laying down arms and vanneddering those responsible for october 7 but isrl excuse me. Israel has an added burden because hamas highlights and operates among the like cowardsr hospitals, derrick centers and all the like. Israel also has responsibility, to protect innocent civilians in gaza. [applause] this war has taken the greatest toll only center civilians than all previous wars in gaza combined. More than 30,000 palestinians have been killed, most of whom are not hamas. Thousands and tusands of innocents, women and children, girls and boys also orphaned. Nearly two million are palestinians under dom barredment or displacement. Homes destroyed, cities in ruin. Its heartbreaking. Ive been working nonstop for an immediate ceasefire that would last for six the hostages released. Get them home and ease the intolerable humanitarian crisis and build toward something more enduring. The United States is leading the way to get more humanitarian assistance tong the u. S.
