After the votes were counted Senate Majority leader Chuck Schumer the democrat from new york gave remarks praising the bipartisan nature of the agreement that was reached but he also criticize maga republicans. [video clip] it is been a day full of twists and turns but americans can breathe a sigh of relief. There will be no Government Shutdown. Democrats have said from the start the only solution for avoiding a shutdown is bipartisanship. We are glad the Speaker Mccarthy has finally heated our message. In the end, more democrats supported this bill in the house than republicans. Proving bipartisanship was the best answer all along. I want to thank my colleagues in the senate, especially our appropriators,. Our bipartisan work in the senate set the tone for the built we are about to pass. Are bipartisanship made this possible. To show the house they had to add area will keep the government open for 45 days with a clean cr, at current funding levels. We avoided all of the extreme, nasty, and harmful cuts maga republicans wanted. No 30 cuts across the board. No 30 cuts to health care, Social Security administration, nutrition programs for children. For reauthorization of the faa until december 31. The poison pill amendments of which there was scores, mother inspired writers, maga inspired rioters were all removed from the bill. It is good Speaker Mccarthy heated our message that bipartisanship was and is and remains the only way he couldve make this decision to go. There is also an extension of the faa and National Flood insurance program. The faa regards aviation and the airlin industry. What is not included in this shtterm funding will is the money fokrne that president dehad requested. He had requested about 24 billion. The measure does not include tougher Border Security measures that many conservatives in the house had wanted to include. That is an overview of the agreement that was reached. I want to bring up an article that the Associated Press had. The headline says Government Shutdown averted with little time to spare as biden signs funding before midnight. I want to read more from the Associated Press. It says the threat of a federal government shut down lifted leg saturday as President Joe Biden signed a temporary funding bill to keep agencies open with little time to spare after congress rushed to improve the bipartisan deal. The package drops aid to ukraine , a white house priority opposed by a growing number of gop lawmakers, but increases federal Disaster Assistance by 16 billion, meeting biden for request. The bill fussed government until november 17. After days of term turmoil in the house Speaker Mccarthy abated demands for steep spending cuts from his right flank and relied on democrats to pass the bill at risk to his own job. The senate followed with follow passage closing a whirlwind day at the capital. As an overview, the house passed the bill 335 to 91. All democrats except one voted in favor of the bill. The one democrat who voted no said he did so because it did not include the ukraine funding. Marvin half of republicans more than half of republicans voted in favor of the bill. It was just disappointing to see everybody sitting on their hands and making a lot about nothing when the work of the government has to be done. Host guy, how surprised were you when you learned that mccarthy had decided to stop trying to appease those hardliners and put a bill out that was going to get support from democrats . Caller i was surprised but i still cannot believe that such a small number of the Republican Party can screw up the work so badly, so often, and continuously, whether it is Voting Rights or womans right to choose. But what is bothering me during the whole thing is theres never any consideration about limiting the military budget. The be a budget with the v. A. Budget together there is over a trillion dollars. We all spend the rest of the world outspend the rest of the world. We spend it 20 times as much on average as everybody else. This is peacetime. The military does nothing. They have contractors do everything. They did not cook their own food anymore hardly. They did not wash their own clothes. I do not see why they cannot help with the border. I am a democrat. I have some conservative ideas like i cannot believe the democrats unanimously behind the ukraine aid that is off to charts. That is to keep the military industry going. This redline, the past is the blue, the red is projected spending. This chart was created a few years ago. The red spending shows projections up through 2023. It is probably a little bit outdated because the chart precedes the war in ukraine. In 2018, we were about the percent gdp. 3 gdp was department of defense funding but as you see all the way back, these are the late 1950s, early 1960s to begin the chart and it was as high as 11. 3 . Guest honestly, if you talk to people yesterday morning, they thought they shut was inevitable. It was a uturn for speaker Kevin Mccarthy. He realized he needed to get something across the floor, prevent a shutdown, it is going to have massive economic consequences. He realized he could not do it so could not do it would just republican votes. With just republican vote so he put a bill on the floor they got almost every single democrats and almost 90 public is what it gets it. It was a mess of uturn. He decided to do Something Different and reverted to a plan that get support. Host do you think there was any particular catalyst that causes change of heart . The circumstances it is not like the circumstances change so what were you hearing about what caused him to decide to embrace the strategy that some members had been encouraging him to do earlier . Guest the real problem here is that motion to vacate. This has been rumored. Gaetz said if mccarthy put a clean cr on the floor, almost what we saw yesterday, he would enter into motion to vacate the speaker. Mccarthy was trying to prevent that. We saw yesterday was him give up and decide im going to do this. Im going to pass vcr and keep the government open. If someone wants to do in my speakership, they can. Do you think it is likely that matt gaetz or another hardliner will try to trigger that motion to vacate and trigger an offer to oust mccarthy from speakership . Theres going to be a motion to vacate mccarthy, whether it is successful or not, that is the next story. Matt gaetz has been saying this for weeks. It is not a surprise. It takes one member to move that motion to oust the speaker to start the process. It is a process. It might not be successful. Thats what we are going to cover next. It could be mccarthy or another hardliner who would have voted no, regardless if there had been a democrat votes, but that is the next story. Host now in that is is democrats indicated part of the agreement with mccarthy to move forward on this bill to avert a Government Shutdown meant it did not include funding for ukraine. They seem to have some type of assurances that there will be further action these next six weeks to address funding for ukraine. Guest democrats have been clear from the beginning that is what they wanted after the white house requested a bill to help ukraine. That the next discussion read going to be seeing from democrats that they made this agreement with mccarthy to help ukraine. Apparently ukraine only has a couple more weeks in funding to starve off russia and the invasion. This is a crucial moment for the war. Democrats are aware of that and its why theyre going to continue the conversation. The Bigger Picture is majority of the republican conference in house and senate, the senate is different, senate the own republican support this but in the house they did not much more funding and they will not support the effort. We expect accomplishing to continue and there be some sort of negotiations we expect the push to continue and to be some sort negotiations to pass the bill to help ukraine. Host do you think its a part of the conversation of whether democrats will help save mccarthy if there is a motion to vacate, contingent on whether they feel like he is working in good faith of this ukraine funding . Guest everything changes minute by minute. I was talking to a lot of folks this week about motion to vacate. Democrats, specifically. Matt gaetz was on the floor this week trying to convince progressives to not help him to help him and not help mccarthy should there be a motion to vacate. The chairwoman of the congressional progressive caucus told us that was happening. There is a lot of things on the table to try to for democrats to say we want impeachment off the table. That is number one for them. They want ukraine eight. There are a lot they want uk raine aid. There are a lot of things. Things could change with it comes to a motion to vacate and whether they decide to help or not. Host there was a side controversy with this fire alarm and representative bo wman of new york. Through a spokesperson he said it was an accident. There is a photo showing him pulling, not accidentally, the fire alarm. Republicans are going to get this and making comments on twitter, hardline conservative saying he needs to be arrested. There is a photo with him in handcuffs. They are seizing this moment with Jamaal Bowman and he defended himself saying it was an accident. It is tricky. This is going to be tricky for the democratic caucus. Its good to be tricky for him. It is going to be tricky for him. It was quite a moment. Host the house canceled a two week access. The two week recess. They said they will work on the longterm appropriation bills. What do you see next in house and senate as far as government funding . Guest the think about these bills is they are dead arrival in the senate. They have massive cuts in the house. It is an agreement mccarthy made with heart lenders to get them to vote for cr, it did not end up happening. He is going to continue to try to keep the speakership and this is a way to appease that faction, House Freedom caucus members, who want to see cuts to government funding permanently. Theyre going to put appropriation bills on the floor with a massive cuts. Likely they will pass that. It can change depending on which bill is put on the floor. One bill that has no support the past is the agriculture funding bill will go to the senate. The senate is doing his own thing. They have a Probation Committee where the two patty murray and Susan Collins working together and in these bills in the house are dead on arrival in the senate and it is completely unlikely theyre going to be able to pass any of these bills at all. If the government had shut down, it would be pretty much knowledge as to which government was shut down under clinton and republicans would have suffered in the next election. I look at everything being complained about, immigration, all these other things. If both parties truly wanted to enforce our Immigration Law they would we have Immigration Laws and it will be enforced, but no one is really moving in that direction either. Republican or democrat. It is an odd game they cannot come together and say this is what we are going to do and this is how were going to do it. It is been tried to be handle outside of our democrat process and that is unfortunate. I think now either party cared about spending, the tape always say public is always say republican republicans always say democrats are awlasy spending. The most of this goes back to the 1980s and that is when our deficits really started prior to the administration came into office. I think our total National Debt was Something Like 900 billion from 1787 to 1980. That is not much. Billions compared to trillions. If both parties would assess what is going on, rather than bantering people who elect them, we could write the ship and pay off our National Debt, or at least have a good faith process where we are doing all of this to keep our country alive. This is senator Jeanne Shaheen and she wrote believe that the government remain open and significant harm to family and businesses was avoided but make no mistake a should never have come to this kind of brinkmanship and she goes on longer, but we will stop it right there. Guest 1 for now the winners are the American People and that we will not have a shutdown right now, which can be destabilizing which can destabilize things as small as going to the national park. Looking back to where things started House Democrats got the clean continuing resolution to fund the government that they were looking for for conservative customer looking for. For conservative House Republicans it was a loss because they were trying to force mccarthy to move further right. In the end he put the bill on the floor in a way that got overwhelming support. As for the speaker himself it is still to be decided. We will see how things shake out in the coming days. It was a difficult few weeks. He faced a lot of tough votes. What you saw last night was republicans joining with republicans in a bipartisan way to keep the country moving, keep the shutdown averted. All of that has been wiped away, and the only question cnn has for me today is whether i am worried about someone making a motion to vacate against me. Lets understand what the bill was. We put a bill on the floor in suspension, so there is no bill that can pass with one party or the other. When are you guys going to get over that it is alright that you put America First that it is all right if republican and democrats if someone wants to make a motion against me, bring it. There has to be an adult in the room. I will govern with what is best for this country. I dont understand how long it will take for you to understand that. I went 15 rounds. The same individual that delayed us from getting our bills done did the same thing during the speakers race. That is ok. He has a right to do it. But im going to be a conservative who gets things done for the American Public. Whatever that holds, so be it, because i believe and not even up on america. How likely do you think a motion to remove him as speaker will occur . Guest 1 it is looking increasingly likely because of one member, matt gaetz, from the state of florida, who has voiced in addition to voicing conservative policy concerns, does not like the speaker. I know that seems silly to say, but sometimes it comes down to personal animus. Matt gaetz does not like Kevin Mccarthy. There are some graduate between them that sooner rather than later will play out on the house floor. You heard the speaker say back me or sack me. He has done a successful job of uniting his conference, but there is 4 to 5 , and in a small majority like he has that can make all of the difference. So folks understand how extraordinary emotion would be, it has extraordinary a motion this would be, it was voted on only once in 1910. It will be a historic occasion. People were parliamentary experts will be following it closely, but it seems like all of this is coming to a head. The speaker is trying to stay on the front foot, and have a strong message. A lot of that is about his own allies, showing them he is standing up to it. Host martha, i want to ask you, how do you think democrats should play this . They could either work with the handful of republicans and help out mccarthy, or provide the votes to ensure he remains speaker. If they were to ask, what would you suggest they do in this scenario . Democrats are not eager to come rushing to Kevin Mccarthys aid. There is not a lot of trust between Speaker Mccarthy and the democratic caucus. He has failed to unify his own caucus. We had the leadership of nancy pelosi for so many years, where she held tight, held people together, listened to members, listened to their concerns, and now leader have came jeffreys is doing something similar Hakeem Jeffries is doing something similar. Im sure there are a lot of conversations happening about Kevin Mccarthys future, that this is a Republican Caucus concerned. This is not choosing the leader of the Republican Caucus is not something that democrats are interested in participating in. We have their own agenda for the American People. We want to stay focused on the economy. The last thing we need to do is get involved in a family fight on the republican side, as matt gaetz and others try to push mccarthy to the right. I think it is shortsighted to say it is only matt gaetz. I think there is a contingent of 15 or 20, maybe 30 of these house members who are fed up, these mamba extremist maga extremists. This is a problem for the Republican House leadership. They need to solve their own problems. Democrats are focused on the economy, on moving our country forward and they need to figure out on the republican side, who will be their leader, what their agenda is, because right now it is just chaos. Guest 1 it is good to hear from a republican in massachusetts. We just had a debate. Not much changed because there is not much to change at this point. President trump has a formidable lead in the polls and things like we just talked about our sucking up a lot of the oxygen. This is going about as well for trump from a political perspective as it could. Against that backdrop are all these legal problems. His civil trial is coming up. We will see whether he shows up for his own civil trial and goes through that process and gets on that stage, so to speak. Everything has been remarkably static over 4 the las over the last 4 to 3 months. We have a historically weak incumbent, according to the polls. Republicans are in the lead on pulling in polling on issues. Republicans you talk to, people keep waiting for some big thing to happen to change the dynamics into nothingness come to do that. Senator mccarthy, if i may say this quick and move on, senator mccarthy, Newt Gingrich, and some other people, make sure that they would not support Vice President and president obama. What makes the democrats think that he will work with them in the next 45 days . The last thing i will say is democrats, you have to come off that thing about the economy. This end that. There was not much mainstream coverage because of the Government Shutdown. He launched impeachment hearings against biden, which by all accounts were a disaster. It is all theater, but it is theater that comes at a cost the American People. Republicans are giving us no solutions. They are in charge of the house. Speaker mccarthy has the ability to push an agenda, and he hasnt because he has to spend all of his time having hearings about President Biden, or negotiating just to keep his speakership with the extremists and his party. I think the caller is right. Democrats should be very, very wary of trusting Speaker Mccarthy. The agreement yesterday was just to continue funding the government at current levels. We avoided the 30 cuts to spending republicans had passed days earlier. Not only should democrats be wary of trusting mccarthy, but republicans in swing districts must be going weary of his leadership, because he has asked them to take very serious votes, cutting programs that americans depend on, that we all know are never going to pass the senate. But in order to keep his rightwing quiet, in order to appease the furthest extremists in his party, he will have to force his more moderate members to take to have votes. To take tough votes. Democrats want to protect the spending and the types of programs that American Peoples depend on, early childcare, and nutrition programs. These more moderate members should be very wary about trusting Speaker Mccarthy as well. Republican moderate members, because he has asked them to take some very difficult votes that we will see return when we are debating issues in the 2024 election. The caller is right. Mccarthy is a difficult man to trust right now. Yesterdays move to keep the government open was not a negotiation. It was a vote to keep the government open at current spending levels. Mccarthy now has to go back and figure out how he will get these bills across the line in the next 45 days. Host that last caller also mentioned the economy. As a democrat that is something the Biden Administration is weak on. I want to bring up an msnbc poll that came out last week. It shows that voters give republicans the largest ever lead on the economy. I will read an excerpt from this article on the nbc news poll the latc ne poll finds repus wi a 21 point advantage on which Political Party better h the economy, with 49 of registered voters picking the gop. That is the largest lead republicans have held on thi question in our polls dating back to 1991. At the same time the survey shows democrats with just a twopoint edge on which party better looks out for the ddleclass, with 36 picking the democratic party, and 34 selecting the gop. That is the democratic partys smallest advantage on this question dating back to 1989. Mike, is this a point where the Biden Administration is weak, and it might give republicans an edge in some of these crucial states . Guest 1 there is a story this week showing that even democrats think that President Biden should stop calling it bidenom ics. Democrats have tried to label this bidenomics. As people see higher prices, we have entire ei sectors of the economy on strie. Some democrats would agree that this is a real weakness for the president. The problem is the things we have been talking about, whether it is shutdown, trump and his legal challenges, the impeachment inquiry, all of these things take oxygen away from republicans trying to press this issue and offer positive economic ideas to move the country forward and get on with the business of governing. It is an advantage. It is one we should be pressing. Host so mike just mentioned the article that came out. I think you are talking about this politico article. The article talks about the term bidenomics. Several top allies have raised concerns over the phrase to the white house. Representative Steven Horsford who chairs the Congressional Black Caucus said he has warned the white house that the bidenomics brand is built on shaky ground. He thinks it wrongly centers the conversation on the president rather on what the voters stand to gain. Martha, i want to ask you, dos you think the white house needs to shift you, do you think the white house needs to shift its economic messaging, and in what way . Guest 2 the Biden White House is focused on fixing the supply chain, driving down prices, creating jobs, and lifting the economy. The real trouble in the context of a Political Campaign and in a reelection is people do not think you are focused. Voters in america know that joe biden gets up every morning and is doing all that he can to try and move our economy forward. There is no doubt that prices have gone up, and they have not come back down. With the exception of gas prices, but household goods, school supplies, housing, the things we need daytoday. Prices have gone up. There is so much more we can do with the supply chain, and building and growing the American Economy so we are making more consumer goods here in america. There is more we can do. Theres more we can do to create jobs across the United States. The Inflation Reduction Act created many infrastructure jobs across the United States. There is more that we need to do to get those projects moving and moving faster in order to create more and more jobs, but the truth of it is corporations hold such a stranglehold on the American Economy. That is why you are seeing workers go on strike. That is why you are seeing President Biden come forward and. Stand with striking workers this is a huge issue in america, and there are many, many different ways that the Biden White House is working on a daytoday basis to bring more relief to the American People. President biden will keep working on the economy, jobs, to bring down prices, all the way through his term, and all the way through his second term. This is not a guy who will never take his foot off the gas for the American People. When push comes to shove he, will get credit from the American People for being so focused on this. It really is something that is part of who he is. He believes very much in the dignity of work, in jobs in the middleclass, and families being able to afford time off together. While not every solution we have put forward has worked yet, joe biden is forcing the conversation every day in the white house and across america. What are we doing today for working families . What are we doing today to bring down prices . No matter what word you use to describe it, that focus that ethic is part of the Biden Administration, because it is part of joe biden. The republicans are tied up in a circus with their president ial primary, all of these republicans jockeying against trump for the limelight. You have Mccarthy Holding hearings on everything other than the economy. Republicans are having internal fights and discussions and democrats want to keep moving forward on the economy. I was thinking recently that what we have seen over the past couple of weeks in particular in the house, since the Dobbs Decision we have seen it at the federal government, in congress and the senate acrosstheboard, bills that you would be surprised to know like the agriculture bill this week that went down because of the debate over abortion politics and reproductive rights. You have seen the insertion by rightwing extremists in the house into budget bills, discussions about womens reproductive rights and the kinds of prescriptions that women can get now. It really has become every single bill, even in the budgeting process, has become far right sometimes social issues like access to reproductive rights or abortion. That is held hostage. Yet the far right extremists use every single vehicle they can find to insert very conservative for right positions, which brings the government to a halt, and frankly we know the American People are more prochoice than they are not. They would be surprised to know that bills are being held hostage over abortion politics and Reproductive Health care for women. These budget bills for many years were not controversial. They were about the priorities of the country. The agriculture bill is one that was not considered fair game for these kinds of measures. That is where we are as a country. It is not great. I dont think these budget measures should be used to assert a far right agenda. It is what this process has become, and it is a shame. This might sound a little altruistic, but i think what mccarthy has to say, what Elizabeth Cheney had to say is polarizing for republicans. Im not sure how polarized nation became what this is polarization became what this is all about. There is nothing that will get pushed. There were things that were pushed over all the years that were not popular with people, but things were happening. Other countries are watching. It is not just about our country. When we look like we are fractured and cant get anything done, we are vulnerable. That sounds very altruistic. We are not going to all hold hands and sing kumbaya, but we have to get something done. That is what the system rewards nowadays. A lot of it comes down to primaries on the left and right where people get pushed further away from the center. We see this polarization increasing, especially in the house of representatives itself. Polarization becomes the product of the system. Grifters go to washington, they have a certain kind of job, they would rather raise money, go on television, collect fame, i guess, collect their 15 minutes and do things that get them trending on social media. I wanted to mention besides all of the policy issues that are being discussed, why is there no discussion of the obvious intention of republican strategists who backed trump to establish a dictatorship in the United States . Trump obviously has no regard for the constitution. He tried to overthrow the government. The strategy that he had in his First Administration was to validate every power consolidate every power under the presidency. He has completely polarized the department of state and had everyone in the cabinet kowtow to him. Remember the discussion in front of the p o on the people on television where he had everyone in the cabinet tell him what a wonderful person he was. The strategy was discussed on washington journal. It is all laid out on the Heritage Foundation website to get the government and consolidate power under the executive ranch, so the president executive branch, so the president is essentially a dictator. This is how we are passing the debt onto the next generation. This is one of the ways it is getting past on. It becomes more difficult for them. The other thing i wanted to mention is im tired of hearing how inflation is coming down. The rate of inflation is coming down but the prices are still up. People are paying very high prices, and if you want to talk about how cool it is for people on fixed income and people in poverty and especially the working poor. The working poor pay the highest price inner society, in my opinion, you can call me an extremists, because i think we are in dire financial circumstances as does bowles simpson, but i just think that there is a lot of extremism. I think keeping the kids out of school for a year and a half was very extreme. Look at the devastation. They are talking about learning loss. Theyre talking about transgender is him. It was one of the most interesting things that came out of the president ial debates this week is desantis and nikki haley talking about how trump ballooned the national deficit. Democrats have been saying this. There was an explosion and spending during trumps four years and it is true. Now we have republican president ial contenders running against him who are pointing this out. Things got out of control during trumps term. Tax breaks for the wealthy and corporations and that has an impact for firsttime homebuyers as susan said. It has an impact across the board. It was one of the few important policy points that came out in the debates this week that trump really was to blame for an explosion and spending and the president ial contenders who would like to challenge him, to be the one as mike said who people consolidate around, they are pointing to the deficit as a weak pointin trumps record a weak point in trumps record. I think the republicans win again, and again, and again on all of these positions. This is a moment where democrats can be really hard on really differentiating themselves from the insanity that is the current Republican Party. Mike pence along with six of the first date candidates that are running for president said they would pardon trump if elected. It is so frightening to see people like the last caller who obviously get there news from the optics games that the republicans play like this impeachment inquiry that is just a joke. Martha, i live in new york city and believe me, martha, there are so Many Democrats here who could align themselves with issues that the republicans have, and you will lose democrats if these issues arent addressed, but if you dont make a stance as to what is a threat here with everything republicans are doing, then people are going to decide who to go to. That is what truly scares me. All i will say is that this is a moment where democrats can really differentiate themselves, make those harsh contrasts between what democrats stand for and what republicans stand for, which is something we should have done automatically. The issue with trump right now, what we are seeing play out on the republican side is that no one can challenge him. If you are Glenn Youngkin even, and you are looking at getting into this, you have to look at the polling. You have to look at the media landscape. You have to look at everything. There may be donors who are more moderate republicans who would like to see Glenn Youngkin get into this race, but how do you appeal to republican primary voters to actually win against donald trump when there are no checks and balances on the power that donald trump has within the primary electorate . Polling says that republican primary voters trust what trump is saying over what they hear in the news, what they here at church, what they hear from hear at church, what they hear from their family. Trump has such a grip on the party that it is scary for those of us who are moderates who do not want to see trump return to the white house. It would be dangerous for the country if trump were to win again. I agree with alex that democrats have to inform the American People, have to draw the contrast about just how much of the dictator donald trump would be, if he had the chance to return to the white house. I think alex is absolutely right. We have to raise the stakes on this. We live in a country now where we have fewer rights than we did when donald trump was elected. They have passed 4 at this point. 2 more they will debate this week. There is an agriculture bill they have not been able to get there on. The senate will begin to get into gear. It is very remote that they will be able to agree on all of them in the next 45 days, so that will be an even bigger showdown than this will be. The closer you get to the end of the year, the closer you get to the holidays and the bigger the battle will be. I expect there will be another cr discussion. Another big aspect we sort of touched on is a reckoning over ukraine funding. There was a vote in the house this week where more than half of House Republicans voted against funding ukraine. The real big battle coming is about ukraine funding, so that is something people should definitely be watching. Another cr is likely to be needed. The ukrainian issue we have sunk a lot of money into that country to fund the cause and i agree with the cause but there has to be Something Else we can do without continuously putting our money and a bottomless well. We are joined by Migration Policy Institute senior fellow Muzaffar Chishti. Good morning. Guest good morning to you. Host we are going to discuss the increase in migrants at the border and the new biden policy to allow 500,000 men a great venezuelan migrants to obtain work permits. I want to bring up some stats about migrant apprehensions at the southern border to show there has been an influx over recent months. In june, never was 99,000 500. The next month in july was 132,000 and by august 100 81 thousand. In september, we are on track to hit 2000, more than double in june. We know the number in june has on down from previous months. Can you talk about the fluctuations in migrants at the southern border and what is driving the up swing we are seeing now. Guest the change from june to now. In may of this year, the Biden Administration announced significant policy changes at the border. They tried to incentivize people to come to the ports of and use an app to enter an appointment and this incentivized people to come to the country. What happened and all migration patterns is that migrants took a couple months to adjust to the new realities of enforcement and found if you showed up between whats of entry with a family, the chances of being let in our higher. That is how we sought a big jump in the numbers from june to september. Host in the aftermath of title 42, the administration has also paired asylum rules with more access to legal pathways for migrants. Can you talk about that strategy and what the strategy and how the strategy has evolved and how that is lang into what we are seeing at the southern border. Guest the administration is dealing with a crisis that has developed over the last few years, since 2019. Even with title 42, people celebrated it as his magic bullet that the Trump Administration had invented to curb immigration. It actually allowed more people to come to the vest then before, simply because under title 42, we would just expel people. We would not even create a file on them people would come and have repeated attempts. That has led to more immigration. I think what this administration has tried to do is that it has created more legal pathways for people to enter then for them to make attempts to come to ports of entry illegally. It created a Large Program for cubans, nicaraguans, and venezuelans. They can come under a program and the idea was that would take pressure off of people trying to cross the border illegally. At some of that is working and some is still frankly not working. Host i know our viewers are going to have questions and comments for you because immigration has come up a lot throughout our discussion, particularly when it comes to government funding. This administration really decided that the optics of a mismanaged border are not good in trying to create incentives. I think some of that is working but the pressures are so i that unless we do Something Differently about the asylum system is what is providing major magnets for people to come. I dont think we will see a huge decline in migration because the pushback is strong. Host i want to ask you about that. I am showing a chart that cbs news created in an article about migration and immigration and it shows the largest refugee crises in the world. We have cereal with 5. 2 million, ukraine with roughly 6. 2 million, and venezuela with 7. 7 million, and we know a lot of the venezuelan refugees are attempting to make their way to the United States. What are the economic and humanitarian factors that are driving people, particularly from venezuela, away from their home country and into the u. S. . Guest venezuela has created a unique situation. There are simply three venezuelans have left as a result of the political crisis following chavez and maduros regimes. 16 countries took many of them in. Columbia has taken 2 million venezuelans. The small country of peru has taken one million venezuelan refugees. What happened particularly after covid19 and most think of covid19 as a health crisis, it proved to be a huge economic crisis for many of these countries. Covid pushed the venezuelans out and they started finding their way to the u. S. That is the major region for the venezuelans. The other is that research is showing many of them are coming to the u. S. Without any significant family or home country communities in the u. S. That makes them more aligned on reliant on Public Benefits which is what we have seen in the northeastern cities in our country. Host we have been talking with Muzaffar Chishti. Guest i did go on a border trip a couple months ago and i really was quite moved by the trip. It changed my perceptions in many ways. We do not give our Border Patrol personnel enough credit for what they do. Their job is not to process people but to keep our borders safe. They tried to keep us safe from security threats from criminal gangs and apprehend people and treat them with dignity. Border patrol has never created a sense of disorder at the border. They take people in an orderly way for processing inside facilities, some of them in large tents and some in brick and mortar facilities. When they process, they never let them out into the communities. That is not in their dna. They take him to the nonprofit organizations, many church run, who provide them shelter for two or three days and send them on to their destinations. The whole idea of the Border Patrol today is to create order. I think they are doing very well. Some politicians exploit the situation but is generally processed quite well at the border in the border communities may be impacted for a little while but generally they are not where they settle but they are just processing them in transit and then they move on. It is an unplanned number and has come at a time when new york has its own crisis and is recovering from the postcovid economic crisis. They have a difficult time with the commercial real estate in new york. All those things have made it a much bigger event than it normally would have been. Sanctions and policy in latin american countries affect the citizens of those countries and that could be some of the reasons why we are seeing such a high number of those citizens coming to the u. S. Because how the sanctions have limited them and stifled them from any kind of growth and success and they are coming here because they no longer can have a better life in their country due to sanctions. There are many policies the United States put in place which do create some pushback.
