This new plan demonstrates the expected longterm positive impact of the Inflation Reduction Act. That is driving the transition to clean energy and job creation. When completed, the plant will produce when towers to meet the growing demand for Renewable Energy in the southwest region. Our coastal when towers last year as well as the north american wind tower industry was facing significant challenges and uncertainty. Actually, mike the oneyear anniversary of the passes marked the oneyear anniversary of the passage of the inflation conduct reduction act. Thanks to President Bidens leadership, we have received over 1. 51 billion in orders for wind towers. [applause] this is a great example of how policy has a direct impact on business. I year ago, one year ago, our wind towers had no work. We were really struggling. In august, the Inflation Reduction Act passes and a few months later, we received the largest wind tower order we have received in the history of the company. [applause] we announced this facility, we invested 60 million and we are creating jobs and ramping up production in another two facilities of arcosa and i think we are just getting started. On behalf of the 6000 employees of arcosa and the communities, i want to thank President Biden for pushing through this legislation and making it happen. [applause] i also want to thank several senators and the governor for being here and are great partners who thank you very much. What that, it is my honor to introduce the person who has made today possible. President joe biden. [applause] pres. Biden hey, folks. This is a team sport. It is a team sport. Thank you. That guy sitting next to you, i dont know where he came from. I told him i am prepared to help in terms of making sure that those folks are taken care of. Gabe is the one who could not be here today. He had an you have an incredible congressional delegation. Thanks for the incredible leaders for being here today. I was raised by a guy who most of you dont know, he was a wonderful man and a great friend. He said, the indian nations, heat on me early on but thank you for all you have done. We had a good day yesterday in the neighbor state of arizona, i was able to put away one million acres of land. [applause] that is good stuff. I got so tired over the last 15 years and this is a story, i want to tell you why, i was telling the team here. I know i dont look it but i have been around a long time. [laughter] i have never been more optimistic in my whole career then today with american prospects with warren and domestic policy. With foreign and domestic policies. Shutting down factories all across america. I asked myself, why do we have to put up with that . We are sending jobs are and importing products at home. We know we can change it. I knew we could change it will stop we have the best workers in the world and my team and i decided if you hold here, there is a law that was passed in the 30s. It says any Money Congress sends me to spend, i cant insist it all be spent i can insist it all be spent on American Products and workers. No president has paid much attention to that in either party. Guess what, i am paying attention. [applause] as a simple proposition. We decided we are going to invest in america. [applause] this is a great example, we are forced to be a leader in the wind industry. A few years ago, we were in bed investing in them. We and means we are going to make things and new technology here in america. There is no reason why we cant do it. We have the most advanced technology in the world, why are we not doing that . That is what were talking about today when we talk about investing in america. I want to talk our products of growing be economy from the middle out and the bottom of, not the top down. I came determined to move away from trickledown economics. Not a whole lot trickle down my dads Kitchen Table growing up. It i want to focus on the middle class because the middle class grew america. Guess what, unions greet built the middle class. [applause] that is a fact. I am a capitalist. When the middle class as everybody does well, the poor and the rich were able to be rich. Make sure they pay more of their taxes. [applause] the Financial Times and the wall street journal have started to call my plan bidenomics. With all due respect, our plan is working. The economy has grown since i took over office, it grew faster in the last quarter than anyone expected and we created more than 13 million randy job since i took office in less than three years. 90,000 new jobs in new mexico. [applause] 800 thousand manufacturing jobs nation but nationwide. Where is it written that america cannot lead the world again in manufacturing because we are going to do just that. Leading manufacturer in the world. These are facts, not hyperbole. We created more jobs in two years than any president in america in history has in four years. Unemployment has been a low been below 4 in the longest period stretch and a years in American History and not only did we recover reject recover the jobs we lost during the pandemic, we have more jobs than we did before the pandemic because on unemployment has been so low for so long, workers are able to look for better jobs and higher pay. According to the research survey, jobsite infection Job Satisfaction in america is higher than it has been in the last 6 60 years. The share of working age americans in jobs is as high as it has been in 20 years. Where are we now. M unemployment is down and so is inflation. Some of the experts told us that to get inflation under control, we need to lower wages and reduce the number of people working. That has been gospel. Not a joke. Seriously, some of you in a be on a in the audience are economists. I never bought it. The problem was, too many people are working people making too much money. That is not the problem. First of pandemic, second, the war in ukraine, third, the broken supply chains. Now one reason we have seen inflation followed by two thirds because we are seeing corporate profits come down to earth. Inflation is at its lowest point in two years and we have the lowest rate of inflation among the worlds major economies. No other major economy in the world, inflation is as low as we are. It is down from 9 to 3 . More work ahead, the Washington Post suggested in an front a frontpage article, republicans may have to find Something Else to criticize with bidens work now that inflation has come down. I am sure they will find something. [laughter] the same time, paying for low pay for low wage workers have grown the fastest pace in two dated decades. We are fixing the supply chains. The can access, conductors during the pandemic because the factories making them overseas work shutdown were shut down. Semi conductors are a small computer chips about the size of your fingertip that affect everything in our lives from cell phones, refrigerators to the most sophisticated weapons systems. America event it america invented the ships. We made the more sophisticated but over time, he went from nearly producing 40 of the chips down to 10 and that is why i designated and i signed and i assisted it would be written and passed, the chips and science act. All over the country, Semi Conductor companies are investing in record billions of dollars. You know much how much has been committed in the chips and science act invested in america . 230 billion. [laughter] [applause] the big to bring chip production back home in ohio and arizona and new mexico. A few years ago, intel cut 700 jobs at a Semi Conductor in rio rancho. They are now creating 700 new jobs. Many of them dont require a college degree. They are building factories and they are the size of football fields not much wider than this. The average salary is about 130,000 grant 130,000 and guess what . You dont need a college degree. Making over 100,000, it is about time. [applause] folks, unions are building the structures as well. Look, that is by nymex that is bidenomics. According to Morgan Stanley and Goldman Sachs and wall street, my investing in american agenda is leading to a boom in manufacturing. After growing over 2 the previous four years, last quarter, factory construction contributed to more of the domestic growth product than any time in 40 years. Instead of exporting american jobs, we are creating the jobs and is and exploiting american jobs. Products. And exported american and exporting American Products. A Plastics Company brought the site bought the site and is shut down after three years. It has been quiet ever since and now it is coming alive again. They make wind towers. When i say that people look at me like, what the hell is a wind tower. That is a key component. I was in eastern colorado looking at the blaze manufacture. Those blades those blazes are 103 yards long. They dont cause cancer. [laughter] [applause] by the way. Wind is cheaper than fossil fuel. Solar is cheaper. A visitor took a turn and they were forced to lay off employees. Thanks to the new law i signed, making entry historic investments to clean energy, business is booming. They called the Inflation Reduction Act, that is the act 38 relating to climate. It is 368 billion. When i passed that, not one single guy on the other team voted for it. Since i signed that law, arcosa has received 1. 1 billion dollars for new wind towers and we are voting to build a new plan to ring new jobs to bring new jobs. Meanwhile, we are seizing up farming for transition lines so wind Energy Produced by these towers reaches homes because it is hard to get a lot of these towers, they are old and everyone is not in my neighborhood. They dont want a new tower going up so we are strengthening the towers and we will go underground. It cost six times as much to go underground so we are working to do it cheaply and it doesnt cause fires. By administration recently completed a review of a proposed line, and Transportation Energy from upland wind farm in new mexico and california so you can generate the energy here and be able to transmit all the way across arizona into california as well. These projects are expected to create 2000 new construction jobs and up to 150 permit jobs. Providing clean energy to up to 3 million at care three merit 3 million americans stop americans. Bidenomics is about bringing jobs back home. Patterning patented energy. We abbreviate we are bringing it here. They will use that energy to power homes all across the southwest. That is bidenomics. It is cheaper. That is what we are talking about, investing in america. This company says the investing they are making here is the direct result of the law we signed a year ago, the most significant investment in clean energy and combating Climate Change everywhere in the world. It is 368 billion and the governor is leading the way and launching the new Mexico Community Solar Program so families will save money on electric bills. Stop creating including methane from oil and gas organizations. Putting new mexico on a path of cleaner and cheaper electric transmission future. When i think climate, i think jobs. I dont think all the dangers. There is real danger but the jobs to fix the problem, my mother used to have an expression. I lost my wife and daughter and she was trying to console me. If anything bad happens, something good will happen if you look hard enough. All across america, we are looking and there will be good things that will happen as a consequence of the problems we are facing. What arcosa is doing here is part of a broader clean energy manufacturing. It will have been across big cities and rule cities rural cities. Coincidentally, a congresswoman, lauren boebert, the very quiet republican lady . It is in her district. Who come along with every other republican voted against the bill. It is making all this possible. She railed against the passage. That is ok, she is welcoming it now. When i ran for office, i promised to be present for all americans whether you live in a blue state or red state. I will keep my promise. Before we made this clean energy investment, Savings Corporation laid off workers who are making wind Turbine Parts and put the plan in iowa and kansas and they referred to it as hibernate hibernation. I hibernated in iowa for a well. A while. We are building these plans and rehiring workers. In new york, ge is investing 50 million for new manufacturers and some line making in a partnership with organized labor. Every one of these companies is pointing toward the Clean Energy Law as the reason we are making these investments and we are making sure Rural Communities helping farmers and ranchers get paid for doing the right thing, planning materials that planting materials that absorbs carbon from the air and not just we have launched the rural partners network, placing employees on the ground in new mexico to help Rural Communities take advantage of the resources there and they can use the new stuff. People on the ground say this is what you do. Building b economy from the bottle up bottom up in middle out means strengthening the Rural Economy so farmers and ranchers and their children dont need to leave home to find opportunities. Where i come from, it is all about pride. [applause] it is all about restoring pride, being able to make a living in the Community Love you are raised and not have to leave. It is all part of my plan. The plan is to invest in america. We are transforming our country including by rebuilding americas infrastructure. Please to have the best infrastructure in the world we used to have the best infrastructure in the world. That is ports, railroads. Everything. We are now number 13 in the world. How can you have the best economy in the world with the a second rate infrastructure . It is not possible. But the bipartisan infrastructure law, we announce over 37,000 projects in communities across america including 3. 6 billion dollars in investments right here in new mexico. So far, we are just getting started. The city of albuquerque is getting 25 million to rebuild the trauma the uptown transit center, making it more accessible for folks to get to town and transfer the area transform the area. We are investing to build a new transmission pipeline, providing the critical water supply in nearly 70,000 people. [applause] right. Over right now, over 113,000 businesses across america dont have access to highspeed internet. We are investing money into the state to connect every corner in this state especially in Rural Communities to affordable internet. People as why are we doing that we will ask why are we doing that. People ask why are we doing that. Already, we are saving 170 new mexico families 30 a month on their internet bills so far. We are making investments like this all across the country. If you pause for another second, in there was a state from the state a senator from the state of alabama used to be who used to be a football coach and he has railed against the legislation and i noticed he had a big announcement. Alabama is going to get 200 million and i thought, wait a minute, didnt you rail against this for a long time . I was thinking about helping him celebrate but i decided not to. [laughter] we can see where we are making these investments and you can see where they are. If you go to invest. Gov, you will know where these investments are going through america. These investments create thousands of good paying jobs and we are making sure workers have the skills to do the jobs. In new mexico, we are funding the mobile training run of the plumbers and the union. With a focus on latino people, Indigenous People and people recovering from substance abuse. [applause] i know you are thinking, a lot of our conservative republican friends, i why are you spending all this money, my taxes will go up. Your federal taxes will go up a single penny and i did all of this without raising anyones taxes in the middle class. During this process, i cut the federal budget in two years by 1. 7 trillion. The largest anyone has ever done in two years. The last time increased the National Debt by 40 . I promise we will never raise federal taxes on anyone making less than 400,000 a year. I have kept that promise and i will keep it on like the last president. I said the federal deficit fell by 1. 7 trillion. We can cut the federal deficit and do all the rest of this. Every one of my friends on the other team in congress voted against clean energy investments. The vast majority voted against the bipartisan infrastructure law. That hasnt stopped them from claiming credit over billions of dollars in thousand jobs coming to the city dollars and thousands of jobs coming to the city. I have seen the groundbreaking. [laughter] [applause] let me tell you this. I am not here to declare victory on the economy. We have more work to do. We have a plan. It is turning things around. Bidenomics is another way of staying saying restore the american dream. 40 years of trickledown Economic Policy limits the dream to those at the top. I believe every american willing to work hard should be able to get a job no matter where they live, in the heart and, small town, raising their kids on a good paycheck, being able to keep the roots where they grew up. Deadhead at a saying my dad had a saying. I job is more than a paycheck, it is about dignity. Cemented. It is about your kid in the eye and saying we are able to be ok. You think i am kidding but some and in congress and my dad. He meant it. He said the real question is at the end of the month, after you pay your bills, is there any left . You have a little breathing room. Folks, thats part of the american dream. That is bidenomics. It is rooted in what has worked best in the country, investing in america. A in americans because when we invest in our people, we strengthen the middle class with stronger American Growth that benefits everyone. For the longest time, you have been told to give up on american, if American Manufacturing and that cannot happen again. We cannot do it anymore. As you might have noticed, i never believed that. American used to lead the world in manufacturing. We will do it again. [applause] i can honestly say [applause] i have never been more optimistic about americas future. Just remember who we are, we are the United States of america and there is nothing i mean this sincerely, think of any objective we have set as able as a goal that we have ever not met. Name one. No matter what it is, we never, when we worked together, failed. Nothing is against our capacity to Work Together and god bless you all and may god protect our troops. Thank you so much.
